Low cost land, tax abatement, affordable utilities and low interest financial loans are ways in which the City of Cleveland has encouraged new housing construction. As a first time home builder in the City of Cleveland’s neighborhoods, we are pleased to welcome you and look forward to the opportunity to acquaint you with the City’s Single Family Residential Construction Process. The process is handled through the Department of Community Development’s Housing Development Office (HDO). The HDO is the City’s new construction liaison and provides developers, builders and individuals with start to finish development assistance focusing on site assembly, financial, design, technical construction assistance and tax abatement. Step I SITE ASSEMBLY As with any new construction project, the first step entails identification of a building site. One mechanism offered by the City to facilitate residential development projects is the sale of City-owned Land Bank parcels at $100.00 per parcel. Interested applicants may call the Department’s Land Bank Office at (216) 664-4126 for more information on the process. Step II LAND BANK The criteria for the sale of City Land Bank property is as follows: The buyer must complete a Land Bank application. The buyer must have a pre-commitment letter from a financial institution. The house design, site plan, landscape plan, materials and color selections must conform with the City’s Residential Design Guidelines & Housing Construction Standards and be approved by the Housing Design Review Subcommittee, and/or neighborhood design review committee, and Landmarks Commission. The builder must be a registered contractor with the City of Cleveland and furnish information on the company’s precise name, business address and phone number, principals, organizational structure, and provide evidence of construction financing. A copy of the purchase agreement, standard features and upgrades must be provided prior to tranfer of the land. A final end loan commitment letter must be provided. Step III DESIGN REVIEW At this point the home buyer should have been pre-qualified by a financial institution or lender, have three copies of site plans, elevations (all four sides), floor plans (basement through attic), and contextual photographs of the neighborhood surrounding the proposed building site within a 250 foot radius ready to submit for Housing Design Review Subcommittee. Step IV FINANCIAL INCENTIVES In addition to the affordable land costs offered through the Land Bank Program, financial assistance may be offered to the homebuyer in the form of a second mortgage. Through a partnership between the City and a participating neighborhood-based non-profit, second mortgage funds ranging from $3,000 to $10,000 may be available. The City also offers a hybrid of the second mortgage loan which allows up to $2,000 of the loan amount to be diverted, in the form of a grant, towards closing costs. The second mortgage is structured as a deferred loan, which is due and payable upon the sale, lease or transfer of the property at 0% interest. Penalties and interest charges are invoked on a prorated scale during the first five (5) years of the loan, if the homebuyer transfers title or refinances. The homebuyer must be approved by the neighborhood-based non-profit to participate in this program.
