As part of the new Rules, which were implemented on 1 August, foal owners are required to register mare returns within 30 days with both the Australian Stud Book and Racing Australia’s Registrar of Racehorses. TBA have opposed the new rules, stating that a lack of representation from the breeding industry has led to Racing Australia gaining greater controls. As a result of the recent discussions, Racing Australia made alterations to clarify the extent to which the Rules of Racing would affect breeders and owners. Under the Rules, Stewards will only have access to studs and farms to test for anabolic androgenic steroids in young horses, prohibited substances in racehorses and to monitor the general health and welfare of horses.
