Resources to be covered under the NPDES
General Permit No. 2 “Storm Water Discharge
Associated with Industrial Activity for Construction Activities”
The storm water discharge will be for constructing a new confinement located in SE 1/4, Sec
16, T87, R32, Calhoun County.
Storm water will be discharged from 1 point
sources and will be discharged to the following streams: Un-named tributaries to Purgatory
Creek.
Comments may be submitted to the Storm
Water Discharge Coordinator, Iowa Department
of Natural Resources, Environmental Protection Division, 502 E. 9th Street, Des Moines, IA
50319-0034.
The public may review the Notice of Intent from
8 a.m. to 4:30 p.m., Monday through Friday, at

1) That Dakota Access, LLC (“Dakota Access”)
desires the condemnation of certain easement
rights to construct, own, operate, and maintain pipeline facilities for the transportation of
hazardous liquids in this county (the “Project”)
by Order of the Iowa Utilities Board issued on
March 10, 2016, in Docket No. HLP-2014-0001,
as shown on the plat(s) attached to the Application for Condemnation filed with the Chief Judge
of the Third Judicial District.
2) That such condemnation is sought for use in
accordance with the Project.
3) That a Compensation Commission has been
appointed, as provided by law, for the purpose
of appraising the damages which will be caused
by the taking of the property or properties.
4) That the Compensation Commission will, on
the 27th day of June, 2016, at 9:00 a.m. meet
at the Calhoun County Sheriff’s Office, 416 4th
Street, Rockwell City, Iowa, and will then proceed to view the properties and to assess and
appraise the damages, at which time you may
appear before the commissioners if you care to
do so.,
5) That the Compensation Commission is
required to meet in open session (open to the
public) to view the property being condemned
and to receive evidence, but may deliberate in
closed session as provided by Iowa code 6B.14.

REGION V REGIONAL PLANNING
AFFILIATION PUBLIC INPUT MEETING
The Region V Regional Planning Affiliation
(RPA) will hold a public input meeting on the
draft FY 2017-2020 Regional Transportation
Improvement Program (2017-2020 RTIP).
The RTIP is a document produced annually
that identifies all transportation projects member governments of the Region V RPA plan to
implement using federal funds over the next four
years. Region V includes the following counties:
Calhoun, Hamilton, Humboldt, Pocahontas,
Webster and Wright and the cities within these
counties.
Project funded with regional Surface Transportation Funds or regional Transportation Alternative funds added to the 2017-2020 RTIP include:
- Revised Calhoun County’s D26 Pavement
Rehab project in FY 2017.
- Calhoun County’s D36 PCC Overlay project
in FY 2020.
- Webster County’s D20 HMA Resurfacing project in FY 2020.
- Wright County, Franklin Grove Trail Extension
FY 2019.

The Board of Supervisors of Calhoun County
met with the following members present: Cooper, Nicholson and Jacobs.

It was moved by Jacobs and seconded by
Nicholson to approve the agenda. Ayes all. Motion carried.
The minutes of the last meeting were read. It
was moved by Jacobs and seconded by Nicholson to approve the minutes. Ayes all. Motion
carried.
It was moved by Nicholson and seconded by
Jacobs to review the claims (checks
#44896 through #45066 and warrant #503250
through #503257) and were allowed as endorsed. Ayes Nicholson and Cooper. Abstained
Jacobs.
It was moved by Jacobs and seconded by
Nicholson to approve the following reports:
Quarterly Report of Kathy Jurries, County Recorder and April Report of Donna Geery, Clerk
of Court. Ayes all. Motion carried.
It was moved by Nicholson and seconded by
Jacobs to accept the audit report of Central Iowa
Juvenile Detention Center in Eldora, Iowa and to
also accept the audit report of Region V Hazardous Materials Response Commission for fiscal
year 2015-2016. Ayes all. Motion carried.
Zac Andersen, Engineer, and B.J. Musselman, Maintenance Superintendent, met with
the Board to update them on Secondary Road
Projects.
Raises for the non-union Secondary Road employees were discussed. It was moved by Jacobs and seconded by Nicholson to approve the
following Secondary Road Department salaries
for Fiscal Year 2016-2017:
Maintenance Superintendent $68,789.76
Assistant to Engineer/Safety Officer $31.49
per hour
Assistant to Engineer $30.03 per hour
District Foreman $25.26 per hour

Shelly Teague, Assistant Custodian met with
the Board concerning updates.
Kerrie Hull, EMS met with the Board concerning ambulance restoration. Also present was
Tina Meth-Farrington, County Attorney. It was
moved by Jacobs and seconded by Nicholson to authorize the Chairman to purchase
the ambulance from Max Motors, Butler, KS,
for approximately $30,000.00 and to approve
approximately $35,000.00 to be paid to Feld
Equipment Co., Inc., Carroll, Iowa for repairs.

David Wollenzien, Drainage Attorney and Tina
Meth-Farrington, County Attorney, met with the
Board concerning papers served on Auditor “In
the matter of the condemnation of certain lands
to constrict, own, operate and maintain pipeline
facilities for transportation of hazardous liquids
by Dakota Access, LLC.”; for various landowners. No action was taken.
At 11:26 A.m., it was moved by Jacobs and
seconded by Nicholson to go into closed session per Chapter 21.5(1)(C)Code of Iowa, for
Des Moines Waterworks lawsuit. Also present
was David Wollenzien, Drainage Attorney. Ayes:
Cooper, Nicholson and Jacobs. Nays: None.
Motion carried.
At 12:55 P.m., it was moved by Jacobs and
seconded by Nicholson to come out of closed
session. Ayes: Cooper, Nicholson and Jacobs.

Libraries set
summer reading
events schedules
Calhoun County libraries will offer a variety of programs for readers
of all ages this summer.
In Lake City, events kicked off
with an ice cream sundae bar last
week. Attendees were able to pick up
a calendar, reading log, and sign up
for programs during this event.
Other event at the Lake City Public
Library for the summer include:
June 7, 3 p.m.: Author Ruth
Steinkoenig will talk about her
book, which is a memoir of a Lake
City childhood, and about writing
your own memoirs.
June 15, 3 p.m.: The Sanford
Museum from Cherokee will put
on a program for students entering
grades 1-6.
June 21, 10 a.m.: The Science
Center of Iowa will present a program for students entering grade 1
and older.
June 29: Iowa Learning Farm
will present a program called Water
Rocks! 2 p.m. for grades 4 and older,
3 p.m. for students entering grades
1-3.
July 6, 10 a.m.: Fun and Fitness
obstacle course on the square. Entering grades 1-6. Older helpers wanted.
July 13, 3 p.m.: Program by Calhoun County Conservation for students entering grades 1-6.
School-readiness Book Camp. The
first four Tuesdays in August the library will have Book Camp for students entering grades 2-4. This will
be at 11 am for one hour. The camp
will include 30 minutes of one-onone reading with a teen or adult, and
30 minutes of outdoor games. Only
registered students may participate!
Register your student at the library
before Aug. 1.
Reading challenge. For all independent readers through 12th grade,
we are offering a 12-book reading
challenge, with prizes for reading 6 and 12 books. Studies show
that reading just 12 books over the
summer improves reading ability.
Come to the library for details and
to pick up your reading log. Also, all
independent readers will be able to
choose new books for the library to
buy. For each book read, a student
may choose a book that the library
will buy and add to our collection.
The student selecting the new book
will have the privilege of being the
first one to check it out. The more
you read, the more books you get to
pick.
For elementary students, their
reading will also serve to help their
grade. Each book read will be a yard
raced. We will have three races:
First Grade vs. Second Grade; Third
Grade vs. Fourth Grade; Fifth Grade
vs. Sixth Grade. The grades that run
the farthest will be honored at our
end-of-summer pool party.
Pool Party: On Aug.18 we will
wrap up the summer with a pool
party at Lake City Pool at 7:30 p.m.
All students entering grades 1-12,
who earn six or more “Participation Points” during the summer are
invited. Students earn Participation
Points by reading books (1 point = 1
book) or attending programs (1 point
= 1 program). At least 1 point must
be earned through reading. Students
entering grades 7-12 may earn participation points by helping with elementary programs, including book
camp. The party will include pizza,
games, and swimming until 9 p.m.
Lake City is also offering programming for preschoolers. There
will be story time on Thursday and
Saturday mornings at 10 a.m. (subject to change based on demand). All
pre-school children and their parents
are also invited to participate in our
on-going 1000 Books before Kindergarten program. Sign up at the
library.

June 14, 4 p.m.: At JJ Hands Library in Lohrville, events begin with
the Summer Kick Off, a Coloring
Open house. Join the library for the
Coloring Table reveal, (provided
by the Friends of the library) and to
color adult and children’s coloring
pages. Supplies provided.
June 1 to Sept. 1: The library will
have a children’s book spaced along
the Lohrville walking trail, so children can read it as they walk. Get out
and exercise the mind and the body!
Books will be changed out every two
weeks.
June 21, 3:30 p.m. and June 22,
10 a.m.: The library will take children down the trail to “read the
trail.”
June 20 to July 29: Summer reading is set to run from June 20 to July
29. There will be games, snacks,
prizes, and fun! Ages 3-6 will be
Wednesdays at 10 a.m. Ages 7-13
will be Fridays at 3:30 p.m.. Teen and
Adult are ongoing throughout this
time.
Aug. 2, 1:30 p.m.: Magician Rick
Eugene will be preforming. Join us
to see Rick preform amazing tricks
that will dazzle you and keep you
laughing the whole time.
Rockwell City Public Library’s
Summer Reading Program starts
Aug. 1, the first day children are invited to come by and pick up a reading log. During story times, children
will learna bout the Olympics, famous athletes and sports of all kinds.
Children will have snacks and play
games.
Ages 3 to 10 can register for story
times right away, by calling the library at 297-8422, or stopping in.
Children who meet all three goals
before Aug. 20 will be entered into
a drawing for a grand prize. The library is giving away five Kindle
Fires.
Events include:
Aug. 2, 10 a.m.: Story time for
ages 3 to 5.
Aug. 3, 10 a.m.: Story time for
ages 6 to 10.
Aug. 4, 1:30 p.m.: Movie day.
Aug. 9, 10 a.m.: Story time for

program. This summer, Americans
will cheer on the U.S.A. during the
Summer Olympics. What if animals
had their own Olympics? Which animals would be best at the high jump
or swimming? Meeting some amazing animal athletes at this program
for all ages.

on oath or affirmation, state that I having standing to submit this Petition and that the allegations made in this Petition are true and correct to
the best of my knowledge and belief:
1. The legal name of the child is B J R, Date
of Birth; June 2, 2008. The child’s domicile is
as follows; relative placement, Dale and Bonnie
Kennebeck, Carroll, Iowa.
2. The names, residences and domiciles of the
designated parties are as follows:
a. Living parents of the child: mother: Amanda
Kennebeck, whereabouts; Rockwell City, Iowa,

3. The parent-child relationship now existing between the child and their parents should
be terminated pursuant to Iowa Code Section
232.116(1)(b),(f) and (l) as follows:
232.116(1)(b)
The court finds there is clear and convincing
evidence the child has been abandoned or deserted.
232.116(1)(f)
The court finds that all of the following have
occurred:
The child is four years of age or older.
The child has been adjudicated a child in need
of assistance pursuant to section 232.96.
The child has been removed from the physical custody of the child’s parents for at least
twelve of the last eighteen months, or for the last
twelve consecutive months and any trial period
at home has been less than thirty days.
There is clear and convincing evidence that at
the present time the child cannot be returned to
the custody of the child’s parents as provided in
section 232.102.
232.116(1)(l)
The court finds that all of the following have
occurred:
(1) The child has been adjudicated a child in
need of assistance pursuant to section 232.96
and custody has been transferred from the
child’s parents for placement pursuant to section 232.102.
(2) The parent has a severe substance-related
and presents a danger to self or others as evidence by prior acts.
(3) There is clear and convincing evidence that
the parent’s prognosis indicates that the child
will not be able to be returned to the custody
of the parent within reasonable period of time
considering the child’s age and need for a permanent home.
(4) The mother has not progressed past supervised or semi-supervised visits with the child.
The mother has refused drug testing when requested by the Department. The mother has
cancelled meetings with the social worker and
refused to sign releases for her mental health
services to provide information to the court. The
father has not been involved in the life of this
child and his whereabouts are unknown. The
mother has been inappropriate during visits with
the child.
(5) The Department of Human Services has
provided Family, Safety, Risk and Permanency
services, Supervised Visits, Drug Screening,
Substance Abuse Evaluations, Mental Health
Evaluations, Family Team Meetings and Parent
Partners. In addition to Family Foster Care.
WHEREFORE, the State of Iowa request that
the Court enter an Order Terminating the parentchild relationship between B J R, the child and
Amanda Kennebeck, the mother of the child and
Rodrigo Ruiz-Macias, the father, and providing
such relief as the Court may seem fit.

Study shows fewer Iowans gambling, and fewer are at risk for addiction
The Iowa Department of Public
Health released a new study on gambling among Iowa adults. Gambling
Attitudes and Behaviors: A 2015
Survey of Adult Iowans, prepared
by the University of Northern Iowa
Center for Social and Behavioral
Research, estimates almost 1.6 million adult Iowans gambled during
the past 12 months. Of that number,
about 13 percent, or about 294,000
adult Iowans are classified as at-risk,
meaning they may be experiencing
some symptoms of problem gambling. These figures are down from
the 2013 survey, which found 1.8
million adults Iowans had gambled
during past 12 months and 16 percent could be classified as at-risk.
“We know the majority of Iowans
who gamble do so because it’s fun
and they do not have financial or
emotional problems as a result of it,”
said Eric Preuss of the IDPH Office
of Problem Gambling Treatment and
Prevention. “It’s encouraging that
fewer Iowans are gambling, but it’s
still concerning that of those surveyed, about one in four said they
know someone whose gambling may
be causing problems for him or her.”
In addition, about one in seven adult
Iowans said they have been negatively affected by someone else’s
gambling.
This year, the bi-annual survey
looked at fantasy sports in Iowa.
While fewer than one in 10 adult Iowans reported taking part in fantasy
sports in the past 12 months, those
who did (91 percent) were engaged
in another type of gambling activity
as well, such as casino gambling, slot
machines or scratch tickets. Among
all adult Iowans, fantasy sports play-
ers were more likely than non-fantasy sports players to be an at-risk
gambler; 19 percent of fantasy sport
players were classified at-risk compared to 12 percent of non-fantasy
sports players.
