The visa is issued by the French consulate in your country of origin. You must apply for a «long stay» visa which is the only visa through which you can obtain a resident permit (carte de séjour). Please note: if you are planning to follow two courses one after the other, register for both before applying for your visa, so that it may be granted for your whole stay. A French visa cannot be modified on French national territory. On 1 January 2007, the CEF merged with Espaces EduFrance, becoming Espaces CampusFrance, unique offices for any student who is planning to study in France. If there is a CEF in your country, you must follow the CEF procedure and fill in your application online. This procedure is compulsory to obtain your visa from the embassy. If you do not go through this step, your visa application will be automatically denied. Countries with CEFs: You will find the list at this web address www.campusfrance.org There are different registry procedures for each of the countries concerned, make sure you check their websites! www.“countryname”.campusfrance.org E.g. www.algerie.campusfrance.org DOCUMENTS REQUIRED FOR YOUR VISA APPLICATION UVSQ WELCOME SERVICE You must fill in an application form at the French consulate in your country of origin and when you go to pick up the form, you will be given the list of documents required. This list is not exhaustive : nvalid passport, nbirth certificate or civil registry certificate (fiche d’état civil), n2 or 3 passport photos (head not covered, facing forwards on a white background), nevidence of adequate financial means to live in France for the length of proposed stay (around € 5,000 a year), nevidence of having a place at university, na social security attestation for the length of your proposed stay. Please note: You must bring with you the original documents and a photocopy of each. Official documents must be translated into French. You may also be asked for: nyour TCF language certificate, na handwritten cover letter outlining what you plan to study, na detailed CV, nevidence of academic results: copy of your last diploma, school certificate, baccalaureate or equivalent qualification or most recent student card, nan Housing Certificate. USVQ would like to offer to welcome you when you arrive in Paris. If you would like, a person can meet you at the station, the airport or the bus station and take you to your accommodation. Please note that this service is not available on the evening and during the week-end. If you would like to be greeted at your arrival, please complete and return the Form you will find inside this book to the address indicated on the bottom of the page. The Form must be received 7 days prior to your scheduled arrival. You will then receive confirmation by email. This service will be available as of 1 September 2011. UVSQ ADVICE ON COSTS To stay in France, you must have evidence of a certain income (around € 460 a month). The following list gives an overview of expenses for a student living on a limited budget. Financial costs vary enormously from one person to another depending on their status (student, intern or employee) and the course they are following. A student does have certain accommodation and canteen expenses paid, but they may have more expensive costs for their educational needs. 1 - CROUS (regional university centre) accommodation Between € 339 and € 446 a month depending on the university hall of residence and the type of accommodation. Renting in the private sector: between € 650 and € 750 for a studio flat. Rental prices are generally higher in Paris than in the regions. 2 - Food A monthly food budget is between € 150 and € 250 a month. A meal voucher costs € 3.00 in our university canteens. 3 - Transports A monthly travel card costs between € 56 and € 150 depending on where you live. Imagine R card holders are entitled to up to 50% reduction on the cost of a travel card. 4 - Healthcare The minimum payment to be entitled to Social Security is € 203 for the academic year 2011-2012. There is additional non-compulsory insurance available for € 13 to € 300 a year depending on the cover selected. 5 - University fees At university, registering (academic year 2011-2012) costs: n € 177 for a Licence n € 245 for a Masters, n € 372 for a Doctorate n € 584 for an engineering school. 6 - Student life You can join the UVSQ sports association for a € 35 approx. annual fee. This permit is obligatory. FIRST APPLICATION On 1 June 2009 a new procedure (decree no.2009-477 of 27/04/09) came into effect. It applies to any foreign citizens in possession of a “student” visa longer than 3 months. 1 - If you hold a new visa: All foreign students registered at UVSQ are concerned irrespective of where they are staying in France. As soon as you arrive in France, you must hand in the following to the Student Directorate (DVE - Direction de la vie étudiante): n the attestation request form which you will have been given at the French consulate, n a copy of your passport, n an information form available at the DVE. You may obtain a “longstay” visa with which the application for a resident permit is no longer compulsory. This visa, which have to be validated by the Office français de l’immigration et de l’intégration (OFII) within 3 months following your arrival in France, entitle you to the same rights than the resident permit it replaces. 2 - If you hold an older visa: When you arrive in France you must do the following within three weeks: n If you are staying in the Yvelines in France, you must apply to the DVE. n If you are staying outside the Yvelines, you must contact the prefecture for your place of stay. You may carry out these procedures via the different University DVE offices. This “older” visa concerns Algerian citizens, people applying for family reunion visa, people allowed to a full residence permit, to a temporary residence permit with the specific mention “salarié en mission, competences et talents” and seasonal workers. RENEWAL n If you are staying in the Yvelines in France, you must apply to the DVE. n If you are staying outside the Yvelines, you must contact the prefecture for your place of stay. You may stay in France as long as you are in possession of a valid passport or national identity card. n If you are from a country which joined the European Union on 1 May 2004 or 1 January 2007 (Estonia, Hungary, Latvia, Poland, Czech Republic, Slovakia, Slovenia, Romania, Bulgaria) you must hold a visa only if you wish to work. In this case you must visit the prefecture with your employment contract or letter of appointment. n If you are staying in the Yvelines, the Student Directorate (DVE – Direction de la vie étudiante) will handle this request. n evidence of adequate financial means (at least € 430 a month for undergraduate and masters students, € 536 for doctoral students), n a social security attestation for the length of your proposed stay, n 1 stamped 16.2cmx10.4cm envelope with your last name, first name and full address, n you must also fill in a medical examination application. This application form is issued by the DVE or the prefecture who will send it to the OFII (Office français de l’immigration et de l’intégration). You will then be summoned by the OFII. Please note: You must bring with you the original documents and a photocopy of each to the prefecture. ACCOMMODATION STUDENT RESIDENCES Résidence « Blaise Pascal » 3-7, place Wicklow - 78180 Montigny-le-Bretonneux 18 m² to 36m² studios from € 426 to € 702. (Front desk or caretaker – supervised parking - laundry furnished). The DVE and DRI (Direction des relations internationales - International Relations Office) in a common desire to welcome foreign students would like to present you different types of accommodation detailed in this brochure. 1 - University halls of residence: Located on campus or in the town, they are managed by CROUS. It is very difficult to get a place in a university hall of residence. These places are reserved for those with scholarships, with priority given to Boursiers du Gouvernement français (BGF – French Government grant-holders) among foreign students. The DRI also has university rooms reserved solely for students on exchange programmes. 2 - Student residences: ARPEJ Association These private residences for students are located around the different UVSQ sites. 3 - Private low rent residences UVSQ has a few reserved rooms which are very much in demand. It is advisable to lodge an application from the month of April in your year of arrival. 4 - Private accommodation Each year the DVE and DRI have more than 50 different rooms on offer. In this case, you must have your European healthcare insurance card issued by the health service in your country of origin. Your card must be valid for the entire academic year. You must contact the Caisse primaire d’assurance maladie (CPAM) international relations department for the area where you will be staying with your European healthcare insurance card, proof of your bank account in France (RIB) and your student card. If you are unable to provide your European healthcare insurance card, you must register for the french social security student scheme. STUDENTS FROM OUTSIDE THE EUROPEAN UNION 1 - Students on an exchange programme aged less than 28 years If you are a student from Quebec coming to UVSQ on an exchange programme, you must obtain an SE401Q106 form with you before you arrive in France. Otherwise, you must obtain a certificate from your country of origin which proves that you are entitled to valid social insurance for the entirety of your stay in France. 2 - Students not on an exchange programme aged less than 28 years You must subscribe to the social security student scheme but for this you must fulfil two conditions: n be aged less than 28 years on 1 October of the current academic year, n be registered in a higher education establishment approved by social security. Subscription to student social security occurs at the same time as you register in your study establishment. An annual contribution of e203 (rate for 2011/2012) must be paid to one of the two student healthcare insurance companies which manage the student healthcare insurance system: n LMDE (La mutuelle des étudiants) Académie de Versailles 41, boulevard Vauban - 78280 Guyancourt www.lmde.com n SMEREP (Société mutualiste des étudiants de région parisienne) Centre 617 16, boulevard du général Leclerc 92115 Clichy Cedex +33(0)1 56 54 36 34 - www.smerep.fr 3 - Students aged more than 28 years If you do not have social cover for another reason (worker in employment for example) and if you reside in France on a stable basis, you are entitled to basic CMU (Couverture maladie universelle - Universal Healthcare Cover) For this you must request an application form from the CPAM (Caisse primaire d’assurance maladie) where you live. COMPLEMENTARY HEALTHCARE INSURANCE IS OPTIONAL BUT STRONGLY RECOMMENDED Social security is a basic social cover: it only entitles you to reimbursement for part of your medical expenses (doctor, dentist, medicine, hospitalisation etc...). It is therefore advisable to subscribe to a complementary insurance which will make up the rest of the reimbursement which social security does not cover. n If you take out student healthcare insurance: you can obtain preferential student rates which are particularly reasonable from the organisation you subscribe to: LMDE or SMEREP. Annual contributions are from around € 16 to € 552 depending on the treatment. Couverture maladie universelle complémentaire (CMU complémentaire or complementary universal healthcare cover): Depending on your income (less than € 587.16 for a single person or less than € 880.75 for two people), you may be entitled to ‘CMU complémentaire’. It is free and enables you to have treatment without paying. n If you live in France on a stable basis, you must ask for an application form from the Caisse primaire d’assurance maladie (CPAM) where you live. SUMPPS: SERVICE UNIVERSITAIRE DE MÉDECINE PRÉVENTIVE ET DE PROMOTION DE LA SANTÉ – UNIVERSITY PREVENTIVE MEDECINE AND HEALTH PROMOTION DEPARTMENT To come and study at UVSQ, you must bring with your health booklet or list of vaccinations that you had when you were a child; in particular tuberculosis (BCG) and DTP (diptheria, tetanus and polio). During the university year, you will be summoned to the medical department for a vaccination check-up. Being vaccinated is the best way to protect yourself and considerably reduce the risk of illness, and enable you to study in the best conditions.
