Please observe the posted speed limit of 10 MPH at all times while on Rowan County Wildlife Association (RCWA) property. Expulsion from the property/match for violating this is not uncommon. 2. Please be respectful of all posted local gun club rules. RCWA is gracious enough to allow us to use the premises, please don’t do anything to jeopardize this. 3. The general rule is if you are making dust, you are driving too fast. 4. No alcohol is permitted on Rowan County Wildlife Association property. 5. Please be respectful to other shooters and ranges that will be operating during the Sectional match. 6. Porta-Johns and trash cans will be available at the facility, please discard waste in appropriate containers. 7. Parking for competitors will be located behind the main gravel lot, please park in designated areas. 8. Personal range vehicles (ATV’s etc.) are not permitted on the range (unless for disabilities). 2016 Blue Bullets North Carolina Sectional Match Rules, Regulations and Etiquette 1. Safety: Everyone’s safety is our primary goal, please help us achieve this. RCWA is a cold range. Safe areas are provided for your use and there will be no gun handling at your vehicle. Violations will result in disqualification. 2. No ammo, snap-caps, dummy ammo, etc. will be handled in the safe area. There are no exceptions! Also, please remember to wear your eye and ear protection. This also goes for all bystanders that may be joining you on the range. 3. Children must be under the direct supervision of a parent or guardian at all times. No climbing on the berms or props. 4. USPSA rules (January 2014 Handgun Rules – Effective February 1st 2014, with all applicable DNROI rulings and appendix changes in effect as of the first day of the match) will be followed, any reference to rules in this publication refers to these rules. 5. The Blue Bullets 2016 North Carolina Sectional match is a sanctioned Level II USPSA event. Chronograph procedures will follow the rules described in Appendix C2, with a minimum of eight rounds collected from all competitors. Competitors may also be selected at random to go through the chronograph for a subsequent check. 6. Match officials may randomly select shooters for holster measurements, handgun safety tests and magazine length testing at any time during the match in accordance with the provisions of the rules. Stage Inspection: The stages/bay are closed to competitors and the general public until they have been sanctioned by the Range Master (RM), which will occur sometime Thursday September 8, 2016. Please stay off of the stages/bays until that time. After the RM has certified each stage, competitors may inspect the stages as long as a squad is not currently occupying the stage/bay, please be considerate. If the RO staff is present on a stage, please ask before inspecting the course of fire. a. If there is yellow caution tape across the bay entrance, it is off limits. Offenders will be withdrawn from the match and forfeit their match fee. b. All bays/stages are considered closed outside of the posted match hours and registration hours. c. You may not activate props or moving targets (Look but don’t touch). Violations will result in a match DQ. 8. USPSA is a family sport. No camouflage clothing, controversial and/or obscene slogans or language, or any other items of questionable taste. The Match Director will be the sole and final arbiter of questionable taste. 9. Brass Pickup: In order to keep the match on schedule, the RO staff will pick up all brass at the end of each half-day shooting schedule. Brass will be distributed between the range staff. Shooters are strongly encouraged to pick up any live rounds. 10. Impenetrable: All vision barriers, barricades and walls (unless specifically designated as soft cover), targets, no-shoots and hard cover are deemed impenetrable to a full bullet diameter. All walls are deemed to extend from the ground to infinity. Shots under such walls will incur procedurals and can result in a Match DQ (unsafe gun handling, shots striking the ground within 10 feet not at a target and/or bullet leaving the range). Deliberately shooting through walls, barricades or other props may result in a 10.6 Match DQ. 2016 Blue Bullets North Carolina Sectional Page 4 11. Fault Lines: No part of your body (or clothing covering same) may touch the ground on the other side of any fault line while firing a shot(s). We will assume that advantage has been gained in the case of any fault (Rule 10.2.1 and 10.2.2) unless stated otherwise in the stage briefing. 12. Arbitration Requests: The cash fee is $100.00. Ask the Range Master or Match Director for an Arbitration Request Form and ask for his assistance in retaining evidence. Complete and return the form within one hour of the time noted on the score sheet, together with the arbitration fee, to the Range Master per 11.1.7. Read and understand USPSA Rules (Chapter 11) before filing. 13. Arbitration Committee: The Match Director may appoint any competitor or staff member to be member of the arbitration committee in accordance with 11.2. 14. Rain Covers: Paper targets will be covered with transparent plastic if there is rain only by order of the Range Master per rule 2.3.5. The plastic covers will be removed when the rain stops only by order of the Range Master. DO NOT remove rain covers unless and until so directed by the Range Master. 15. The test firing of guns may be permitted at the chronograph area pending the availability of the Range Officer on the chronograph. This hot area is being offered as a courtesy, and may not be available throughout the day, if at all. 16. It is the shooters responsibility to make sure that all the information on the sticker affixed to the front of the shooter’s score sheet packet is correct. If there are any mistakes, you must let the stats team know immediately when you receive the packet during registration. Page 5 2016 Blue Bullets North Carolina Sectional Patriot Day Observance This year, as we commemorate the anniversary of 9/11, the Staff and Sponsors of the NC Sectional encourages you to help us uphold the solemn obligation to never forget the nearly 3,000 men, women, and children who perished as a result of the September 11, 2001 attacks. There will be a Color Ceremony beginning at 8:30 AM at the main clubhouse. We will observe a moment of silence at: 8:46 am: American Airlines Flight 11 strikes the North Tower (1 WTC) During the Color Ceremony all bays are closed for inspection (8:15 am 9:30 am). Registration will open following the observance. 2016 Blue Bullets North Carolina Sectional Page 6 Registration Registration will be open from 7:00 AM - 12:30 PM daily and will be located in the Stats/Registration and Communication building (See map on next page). Shooters meetings will be held at 7:30 AM and 12:30 PM daily at Bay 4. During the Color Ceremony on Sunday September 11th all bays are closed for inspection (8:15 am - 9:30 am).
