The Power of Water
Renewable Energy
Ontario’s rivers are a precious and shared resource.
They provide social, economic and environmental
benefits to people and communities across the province.
They contribute to our quality of life. Many working
rivers produce clean, renewable electricity — and
there is great potential to produce more. Waterpower
will continue to play a critical role in Ontario’s energy
system mix as the province increases its renewable
energy supply.
Realize the power of water.

2013
On behalf of the Ontario Waterpower Association (OWA) Board of Directors,
welcome to the Association’s 2013 Membership Directory.
By all accounts, 2013 is expected to be an important year for our
industry and Association. With new leadership at the provincial level,
the implementation of key budget measures at the federal level and
questions remaining regarding our electricity choices moving forward, we
must continue to anticipate and inform change. It is particularly timely,
therefore, that our revised Strategic Plan - Powerful Potential - charts a
course for the next three to five years. In 2013 we will lay the groundwork
for the realization of our core objective of 12,000 MW of Made in Ontario
Waterpower by 2017.
Key to realizing our potential is the ongoing demonstration of our value
proposition to you:
A Message from the Chair
Dear waterpower advocates,
Our membership: who want effective leadership advocating on
behalf of Ontario’s waterpower sector;
We provide: strong and constructive relationships with governments,
Aboriginal organizations, environmental interests and the broader
energy industry;
That feature: collaborative and results-oriented approaches
to informing and advancing public policy affecting waterpower;
Different from: other advocacy organizations that serve a wider
geographic and/or technological spectrum of interests;
The OWA: is specifically focused on establishing the “winning
conditions” for waterpower in Ontario;
As supported by: reasoned and rational responses to and leadership
of legislative, regulatory and policy initiatives;
And sustained by: competent and committed staff, an engaged
and active Board of Directors and the expertise and experience
of the members.
Thanks to all members for your ongoing support and commitment to the
Association. I look forward to continuing to work together in the year ahead.
Sincerely,
Valerie Helbronner, Chair

Ontario’s waterpower industry contributes more
than $150 million a year in resource royalties to
the Ontario government. Waterpower is often the
largest single source of natural resource-based
revenue for the province of Ontario; contributing
directly to Ontario’s health care system, public
education, and other government programs and
services.

the first to build a plant feeding all its power to
the public grid. The new Casselman Generating
Station on the South Nation River was almost
invisible, concealed within the empty shell of an
old waterworks and has been a financial success,
producing two million kilowatt hours over the
course of a year. Today Dr. Laplante and his team
have been instrumental in reviving two other
plants in the last ten years: one at Elliot Falls on
the Gull River and another on the Blanche River
in Gatineau.

The economic advantage of hydroelectric power
compared to wind is even greater because of the
higher capacity value. Hydroelectric resources make
a much larger contribution to meeting annual peak
in system demand, thereby substantively avoiding
the need (and costs) for other resources that would
be needed to meet system adequacy requirements.

a generating station operated from the early
1900s, supplying electricity to the community
prior to its connection to the provincial grid in
the 1960s. The new facility operates under a

“The economic advantage of hydroelectric power
compared to wind is great because of the higher
capacity value. Hydroelectric resources make a much
larger contribution to meeting annual peak in system
demand, thereby substantively avoiding the need

be needed to meet system adequacy requirements.”

projects are subject to – and benefit from – our high
quality standards that aim for an optimal efficiency
and for equipment durability.
Our equipment solutions include different
configurations of horizontal and vertical Kaplan
turbines, OSSBERGER turbines and Pelton
turbines, which are all specifically designed for
small hydro plants.
Our Movable Power House equipment is our
latest turbine configuration, which allows for
hydroelectric developments of nonpowered weirs
and dams that normally would not be possible,
financially, technically and environmentally.
Ossberger also designs and supplies different
Trash Rack Cleaning systems for all sizes of plants
and intakes.

Ontario Waterpower Facts
A Key to Keeping Electricity Affordable
•Ontario’s existing facilities moderate provincial
electricity prices.
• Across Canada, the larger the percentage of
electricity that comes from waterpower, the lower
the residential price.
• Waterpower’s durability means future generations
will benefit from affordable waterpower, as we do today.
An Energy-efficient Source of Electricity
• The average facility converts kinetic energy to electric
energy at a rate of between 75% and 95%.
• A typical waterpower generating facility has a long
life cycle of between 75 and 100 years.
• The average energy payback ratio (energy required
vs. energy produced) is by far the highest among
all sources.
• Relative to other sources, the production of waterpower
could be considered a form of energy conservation.

Equipment – New Technology
Description
Coastal Hydropower Corporation is a private Canadian
company that was founded to develop hydro facilities
using new, highly efficient water turbine technologies.
Coastal’s focus is on the application of the Very Low
Head (VLH) turbine that was developed to alleviate
the high cost and environmental impact associated
with the construction of conventional hydro facilities.
The high efficiency of the VLH turbine, operating
in water flows that have inherently high capacity
factors compared to other renewable energy sources,
will allow Coastal to generate significant amounts
of long-term green energy into the power grid.
This technology represents a new segment of the
hydro industry that has virtually unlimited potential
and offers substantial benefits compared to other
conventional and renewable energy sources.

Ontario Waterpower Facts
Realizing the Potential for Clean,
Renewable Waterpower
• An inventory of waterpower potential in Ontario identified
2,000 sites with basic hydraulic conditions (regularly
flowing water and change in elevation) to produce
waterpower energy.
• Just 200 sites are in production.
• Distance to the transmission grid, other natural resource
values, and the demand for renewable energy are
important factors in realizing waterpower potential.
Sustainable Energy: An Asset for the Future
• Like other natural resources, Ontario’s waterpower
resources must be managed and developed to meet
present needs and the requirements of future generations.
• The waterpower potential that remains in Ontario should
be treated as an asset that can continue to contribute
energy, now and in the future.
• Acknowledging and protecting this potential will
increase our energy options for the future.

Aboriginal Lands and Resources
Lands and Resources program was developed
to ensure Mississauga First Nation develops the
capacity towards economic development in all facets
of Natural Resources disciplines. Mississauga First
Nation has a significant land base full of opportunities
in addition to opportunities within the traditional
lands. The Lands and Resources Program manages
16097 HA of Forest and Non-Forest Lands as a result
from a Land Settlement agreement with Canada.
In 2009, Mississauga First Nation membership had
ratified a Land Code that would remove Mississauga
First Nation from certain sections of the Indian Act
regarding Lands Management. This transition will
allow MFN to encourage more economic opportunities
through, land leasing.
Areas of economic development are: Renewable
Energy, Forestry, Hunting and Guiding Services,
Non-Timber Forest Products, and Industrial Park.
As part of the First Nations Lands Management, MFN
must also develop an Environmental Management Plan.
This process is a requirement as part of the agreement.
This process has allowed us build capacity to address
environmental concerns by establishing a process to
do Environmental Assessments, develop Environmental
Laws and to address EA Reports from Renewable
Energy developers as well as monitor the Land, Air and
Water within our immediate Land Base and Traditional
Lands. Lastly, MFN Lands and Resources will undertake
small contracts as it relates to the Natural Resources,
in all areas of sustainable management.

The Canadian Centre for Energy Information is
a non-profit organization created in 2002 to meet
an urgent need for information on all aspects
of the Canadian energy system from crude
oil, natural gas, coal, hydroelectric power and
geothermal generation through to nuclear, solar,
wind and other sources of energy, as well as
energy transmission and distribution systems, and
energy end use. Their aim is to provide accurate,
timely, relevant information about Canada’s
energy system in an effort to foster greater
awareness and understanding of Canada’s energy
system and energy-related issues. Developed for
North American audiences, the Centre for Energy

Public Outreach and Engagement
Over the summer of 2012, the OWA initiated a public outreach
campaign to gauge the public's awareness and understanding
of the waterpower industry.
In total, the OWA made direct contact with more than 200
people at these events, more than two-thirds of whom took the
time to complete a brief survey. Respondents were asked to
indicate what was most important to them in terms of the core
product – electricity. As indicated in the figure, the response
indicates strong synergy with the attributes of waterpower affordable, reliable, renewable.
