The District is in the process of updating our Comprehensive Master Plan (CMP), a 10‐year road map defining priorities and projects that are developed with community involvement. The District believes it is wise to develop a five‐year CIP after the completion and adoption of the CMP, so that the two documents’ priorities align. Our CIP normally encompasses five years; however, the 2016‐17 plan will be for one year only. Several objectives drive the proposed 2016‐17 plan:  After extensive planning and development of construction drawings for the Northbrook Sports Center
Pool, the renovation of the pool shell and mechanical system and upgrading the changing areas and
support amenities will begin in late summer of 2016, with the reopening scheduled for June 2017.
 Other Northbrook Sports Center upgrades include the final phase of the floor covering replacement
project, scheduled replacement of various rooftop units (RTU), and improvements to restrooms
throughout the facility.
 Parks and Properties will continue to focus on repair and replacement of aging infrastructure, such as
lighting upgrades at Wood Oaks Green Park and ball field netting at Meadowhill Park.
 Additional projects consist of asphalt repair and seal coating of the parking lot and pathway at Stonegate
Park.
 Crack repairs will take place, along with color coating, at Cedar Lane Tot Lot basketball court and Wood
Oaks Green tennis courts.
 Golf Operations will invest in environmental stewardship projects for the natural areas, such as additional
shoreline stabilization.
 Leisure Services will continue to focus on enhanced programming opportunities for customers, as well as
facility aesthetics with the repair and improvement funds. These will include theatre lighting and lobby
improvements and the renovation of the Oaklane Room for improved functionality.
 Other District‐wide projects include: Continuation of the technology plan, security efforts, and painting of
structures and amenities at the Leisure Center, Meadowhill Aquatic Center, Village Green Park and Techny
Prairie Park and Fields.
 Projects tentatively planned for 2016‐17 that were not deemed as inevitable or needed immediately were
removed until the Comprehensive Master Plan is complete.

Funding for projects will come from general tax revenues, surplus from fee‐for‐service revenues, bond proceeds, development impact fees, state grants and donations. Worksheets contained in this Plan describe the projects and operational impacts, if any. The tentative schedules allow the District to make capital expenditures over time with appropriate coordination among the Divisions. The CIP also includes funding for improvements recommended by the Americans with Disabilities Act Transition Plan. The proposed CIP for 2016‐17 totals $7.1 million. The 2016‐17 CIP reflects an increase in spending from the 2015‐16 Plan, as the District has elected to draw down balances to address the Northbrook Sports Center pool renovation project and other deferred maintenance projects in order to maintain current amenities and facilities. All project costs are estimates that are based upon quotes provided by contractors and consultants for specific equipment or the scope of the project as defined at the time of this publication. The proposed CIP will be available at the Northbrook Public Library and the Joe Doud Administration Building. A summary of the FY 2016‐17 CIP will be in the Annual Budget, which will be on the District’s website after approval. 3
Property and Facilities Property and Facilities Owned by the District The Northbrook Park District serves a population of approximately 33,600 residents. The District operates and maintains 511 acres of property plus an additional 32 acres, due to intergovernmental agreements, for a total of 543 acres. Including the total acres owned or leased (511), the ratio of acres to residents is 15.21 per 1,000. Within this area of approximately 13 square miles, the District holds title to 28 parcels, representing more than 500 acres. Division: Location: Project Title: Administration 180 Anetsberger Drive Anets Site‐Well Removal and IEPA Permit Project ID: 180‐01 This project is intended to cover the remaining work needed to receive the No Further Remediation (NFR) letter from the Illinois Environmental Protection Agency (IEPA), which includes the removal and sealing of the remaining monitoring wells, two deep wells, and agency and consultant fees. Project Allocation 2016‐17 $60,000 Division: Location: Project Title: Administration District‐Wide Security Plan Implementation Project ID: ADMIN‐01 This project consists of the installation of a keyless entry at Village Green Center and Sportsman’s Maintenance Facility, in addition to the expansion of the camera system at several Point of Sale (POS) locations throughout the District. Project Allocation 2016‐17 $40,000 16
Division: Location: Project Title: Administration District‐Wide Personal Computer Equipment Migration Project ID: ADMIN‐02 The IT Department maintains more than 200 personal computers, laptops, phones and printers. To ensure that equipment meets current and future needs, along with the desire to normalize cost, the District has adopted an industry standard life cycle of 4‐5 years for PCs and printers and 3‐4 years for laptops. In 2016, the IT Department anticipates replacing 20 PCs, 2 printers and 10 laptops. Project Allocation 2016‐17 $25,000 Division: Location: Project Title: Administration District‐Wide Main Computer Equipment and Network Replacement Project ID: ADMIN‐03 In alignment with the District’s effort to leverage technology, a more progressive approach will continue to be used in 2016 to deploy customer‐facing technologies, as well as implement supporting network infrastructure for process improvement practices. This capital project addresses all hardware to support HR, Accounting, Technology and Marketing initiatives in 2016 as well as end‐of‐life infrastructure equipment and overall network security. In addition: 




Continue to expand digital storage capacity on the Storage Area Network
Continued deployment of the District's Public WIFI accessibility
Replacement of end‐of‐life wireless site‐to‐site connections
Transition and elimination of 3 of the 25 servers and replacement of 2 of the 15 switches
Work with Village to replace the core fiber switch that runs the backbone of the network

Division: Location: Project Title: Administration District‐Wide Computer Software Upgrade Project ID: ADMIN‐04 Network software capital budget is the continuation of the District‐Wide Technology Plan, including the software requirements of the District. This includes:  Additional licensing and implementation of the commercial‐grade WIFI software
 Standard upgrades to end‐user software, including Windows, Microsoft, Adobe and GIS products
 Standard network software upgrades, including Microsoft SharePoint, IP switch, VM ware, EMC
and Microsoft SQL Server
The IT Department will continue to address and update the District's network security by placing safeguards to protect from issues such as viruses, identity and credit card theft, EMV chip implementation and other high‐risk cyber crimes. As outlined in 2014 and 2015, the District will continue to comply with and address the changes in Microsoft regarding licensing and versions of its major product lines—specifically purchasing and migrating to the cloud‐based Office 16/365. The District will take on several major changes to its core software, including Recreation, Finance, Time & Attendance and HR software. Project Allocation 2016‐17 $70,000 Division: Location: Project Title: Administration Administration Admin. Office Furniture Replacement Project ID: ADMIN‐05 This project will replace the built‐in office furniture at the Administration building, focusing on two offices per year. The existing furniture is beginning to delaminate, and drawer hardware is failing. In 2016‐2017, the offices of the Business Manager and the Leisure Services Director will be completed. In 2017‐2018, the office of the Parks & Properties Director, Administrative Assistant to the Executive Director and Marketing and Communication Director will be completed. Project Allocation 2016‐17 $14,500 18
Division: Location: Project Title: Administration Administration HVAC‐Replace Rooftop Unit Project ID: ADMIN‐06 The District will replace the existing 40‐ton rooftop unit that was installed in 1994 with a higher‐efficiency model. The rooftop unit has exceeded its useful 20‐year life cycle. The use of geothermal technology will be investigated and, if feasible, will be included in this project. If geothermal technology is selected, the building automation system will be reprogrammed. Project Allocation 2016‐17 $110,000 Division: Location: Project Title: Parks and Properties Countryside Park Bollard Installation Project ID: COU‐01 This project places 120 bollards around the perimeter of the park to keep out unwanted vehicles. Bollards will be similar to those at Greenfield Park, with regard to spacing and type, and made of recycled plastic. Project Allocation 2016‐17 $24,000 19
Division: Location: Project Title: Parks & Properties Indian Ridge Park Bocce Ball Courts & Park Connections Project ID: IR‐01 Indian Ridge Park was selected for new bocce ball courts, based on several requests from neighbors and the proximity to the Leisure Center for Northbrook seniors. Partnerships with outside organizations or businesses will be pursued to help fund this project. This project will include the installation of 2 bocce ball courts, 2 shade shelters, 4 benches, court signage, 2 score boards, a small planting bed, site drainage, adjoining walkways, and 2 recycling and 2 garbage receptacles. Project Allocation 2016‐17 $145,000 Division: Location: Project Title: Leisure Services Leisure Center Install Secured Doorways (in Preschool Hallways) Project ID: LC‐01 This project will include the installation of a secured doorway system near the preschool classrooms. One set of double doors will be installed in the preschool (north) hallway, and a second set of double doors will be installed in the south hallway. In 2016, all preschool rooms will be located at the east end of the Leisure Center. This project will allow better controlled access and increase safety in this area. Division: Location: Project Title: Leisure Services Leisure Center/Theatre Theatre Lobby Upgrades Project ID: LC‐04 The furniture and lighting in the Theatre lobby is worn out and will be replaced. Window treatments and an outlet on the west wall will be added. Marketing materials, frames and prints will complete the area. Although this is an aesthetic project, the appearance of the facility is important to customers who spend time in the building waiting for their children or before and after shows. Project Allocation 2016‐17 $24,000 Division: Location: Project Title: Leisure Services Leisure Center/Theatre Theatre Border/Side/Down Light Replacement Project ID: LC‐05 This project will replace the aging border lights that use standard light bulbs with LED fixtures and replace stage fixtures, using halogen bulbs with LED fixtures, which are more energy efficient. The replacement also provides technicians with additional programming options. The current lights are 25 years old, and replacement parts are difficult to find‐if available at all. Division: Location: Project Title: Parks and Properties Leisure Center Privacy Fence East Fence Replacement Project ID: LC‐06 This project will remove and replace 375 linear feet of failing 6 foot stockade fence. Many fence posts have rotted, resulting in the need to install temporary metal poles for support. This fence is required to shield nearby homes from vehicle headlights exiting the Leisure Center. Project Allocation 2016‐17 $24,000 Division: Location: Project Title: Parks and Properties Meadowhill Aquatic Center MAC Pool Repairs Phase 2 of 2 Project ID: MAC‐01 The second phase of repairs at MAC consists of: a variable frequency drive (VFD) for the plunge pool filter motor; caulking the gutter line where it meets concrete on top of the deck around lap, dive and plunge pools; two new AquaSol chemical controllers; protective coating of the main filter to extend longevity; and replacing filter sand for main filter. Division: Location: Project Title: Parks and Properties Various Locations Tennis and Basketball Court Repair Project ID: PARKS‐04 The District’s hard courts will receive periodic maintenance, including patching, caulking, color coating and striping. This preventative maintenance ensures that quality courts are available to patrons. Projects for 2016‐2017 include repairs for the Cedar Lane basketball court and Wood Oaks North and South banks of courts. At Cedar Lane, the basketball court is experiencing large areas of cracking and peeling of the color coating and asphalt. This project would involve installing Titan Trax over the entire court, followed by color coating. Wood Oaks tennis courts include Armor Patch installation and color coating the North and South bank of courts. The flush push buttons on the toilets need to be replaced by new water‐efficient handles. Current push buttons are hard to operate, and toilets are left unflushed. In order to install these efficient flushers, we must replace the toilets because current flushers are recessed, but new ones will be exposed.
