Dear residents and guests,
At this special time of year, when friends and family gather together, keep the Wheeling Park District
in mind as the place for memorable experiences.
MIKE BURNS
Join us for the FREE Winter Festival on Sunday, January 17, at the Community Recreation Center
(CRC). All ages will enjoy this celebration of the season with fun activities. Two teen ski trips are planned
for ages 11 to 14, one in January and another in February. Plus, new in 2016, are magic classes (ages 5
to 12) and Cupcake Boss (ages 6 to 12). Details are on page 9. The ice rink will also be open at Heritage
Park/CRC for free skating when weather permits.

Like most of us, your New Year’s resolution probably has something to do with health or wellness.
Become a member of your community fitness center. Our experts at the Wheeling Park District Fitness
Center are friendly, helpful, knowledgeable and will make you feel at home. You may also notice some
dust as we make some enhancements to our fitness areas in the next few weeks. We appreciate your
patience and know you’ll enjoy the outcome. Fitness specials are going on throughout January, so stop by
or call the fitness desk for details, at 847-465-2943.

It’s been great to see so many people enjoying Heritage Park. Enjoy the fresh, crisp air this season and
take in the views along the site’s lake-loop path. It’s a little less than a mile. If you follow the path over the
footbridge to Wolf Road, back along the pedestrian walkway over Buffalo Creek to Lake Heritage, you
will have walked almost two miles. Bring a friend or make it a family activity. April 23 brings the NEW
Family 2K Hustle to Heritage Park. Registration is going on now and more information is included on
the back cover.

Think summer: Summer camp registration starts January 1. Check out the special camp pull-out
section in the center of the brochure. It tells you everything you need to know about summer camp
fun for preschoolers to teens, and includes all the registration forms. Save-the-Date: Plan to attend the
Camp Counselor Meet-n-Greet, Saturday, June 4, 10 a.m. to noon, at the CRC, meet counselors and
staff, learn about camps, and more.

seven publicly-elected Commissioners who serve four-year

Park District Board meetings take place the 1st and 3rd
Tuesdays of each month at 7:00 pm at various facilities
owned by the Wheeling Park District. Please check the
posted agendas for exact locations.

Annual Memberships may be paid for the year

This low-impact exercise program, for men and women of all ages,
uses water as resistance to displace 90 percent of your body weight,
and, unlike land aerobics, eliminates stress on the joints. See page 17

SEMI-PRIVATE SWIM LESSONS

Swim skills are easier to master working in a group with one other
similarly-skilled student. Semi-private lessons provide more personalized
instruction than group lessons so students can focus on their individual
needs andprogress at their own pace. Register with a buddy, or we will try to
pair you with a similarly-skilled student. Semi-private lessons are guaranteed
only when two similarly-skilled students are available. All ages are welcome.

The Wheeling Park District Preschool is guided by the
philosophy of “learning through play”. Through activities like
art, games, storytelling, cooking, movement, and songs, children
develop self-control, physical coordination, and social skills.
Children are exposed to letters, numbers, colors, shapes, and
readiness skills in an encouraging, nurturing setting. The
Wheeling Park District Preschool provides a secure and supportive
environment for developing a love for school. A detailed Preschool
Parent Handbook is available at Parent Orientation.

OUR STAFF
The Wheeling Park District Preschool Staff are qualified,
experienced teachers who pride themselves on creating
a warm, sensitive, safe, and educational environment.
A ratio of one experienced teacher for every eight children
is maintained. Teachers attend yearly Early Childhood
conferences to keep up-to-date on the latest standards
and trends and are always bringing new ideas to their
daily classroom activities.
OUR CLASSROOMS FEATURE:

science, and dramatic play
• Colorful, imaginative designs
• Toddler/youth sized restroom facilities in each classroom
• Fully accessible and ADA compliant outdoor playground

REGISTRATION INFORMATION & CRITERIA
All children registering for the 2016-2017 Preschool
programs must meet the age requirement for the class. This
means a birthday prior to September 1, 2016 (or between
September 1 and December 31, 2016 for the two- to
three-year-old program). A complete registration form
with class choice(s), up-to-date medical forms, and a copy
of your child’s birth certificate must be on file prior to the
first day of attendance.
A $25 registration fee is due at the time of registration.
The Preschool payment plan is for September – May.
Be sure to register by August 12. Classes not meeting
minimum enrollment (typically 8 students) by August 12
will be cancelled.
After August 31, a $50 cancellation fee will be assessed
for all preschool withdrawals. Refunds are not issued
for absences or vacations.

In this positive, nurturing environment,
children are introduced to colors,

The four-year-old curriculum develops
skills needed for entering kindergarten
in area school districts. Our program
is based on suggestions and input from

teachers and stresses the development

IMPORTANT INFORMATION
The Wheeling Park District is committed to conducting its recreation programs and activities in a safe
manner and holds the safety of participants in high regard. The Wheeling Park District continually
strives to reduce such risks and insists that all participants follow safety rules and instructions that
are designed to protect the participants’ safety. However, participants and parents/guardians of
minors registering for this program/activity must recognize that there is an inherent risk of injury when
choosing to participate in recreational activities/programs.
You are solely responsible for determining if you or your minor child/ward are physically fit and/or
adequately skilled for the activities contemplated by this agreement. It is always advisable, especially
if the participant is pregnant, disabled in any way, or has recently suffered an illness, injury or
impairment, to consult a physician before undertaking any physical activity.
WARNING OF RISK
Recreational activities are intended to challenge and engage the physical, mental and emotional
resources of each participant. Despite careful and proper preparation, instruction, medical advice,
conditioning and equipment, there is still a risk of serious injury when participating in any
recreational activity. All hazards and dangers cannot be foreseen. Depending on the particular
activity, certain risks, dangers and injuries may exist due to inclement weather, slips and falls, poor
skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises’ defects,
inadequate or defective equipment, inadequate supervision, instruction or officiating, and other risks
inherent to the particular activity. In this regard, it is impossible for the Wheeling Park District to
guarantee absolute safety.
WAIVER AND RELEASE OF ALL CLAIMS AND ASSUMPTION OF RISK

activity, you will be expressly assuming the risk and legal liability and waiving and releasing all claims

The PHWFA competes in the Chicagoland Youth Football
League (TCYFL)–the largest independent youth football

TEAM FORMATION
& PRACTICES/GAMES
Teams are formed by Park District staff and
are based on selected practice night, school
locations, and, in Divisions K–1, mutual
friendship requests. Staff does its best to keep
the same team from session to session.
Practices take place once a week for about one
hour for WWK division through Grade 4.
Grades 5–8 may have practices twice a week
for more than one hour, depending on the
coaches’ availability.
All practices begin 4/4.
Games for grades K–4 are played on
Saturdays beginning 4/9.
Games for grades 5–8 are played on
Sundays beginning 4/10.
No games on 5/8, 5/28.
May 8 games will be played on May 7.

Two different practice days are offered for
grades 5–8. If there are not enough players to

Friendship requests can be submitted for
grades K–1. In order for a request to be valid,
two mutual requests must be received;

team unless otherwise noted. Requesting a
specific coach, as well as friendship request
submitted after 3/27, will not be honored.

Designed to promote sportsmanship and teamwork, all divisions focus on
understanding and enjoying the game. WWS and Division I emphasize
fundamentals and skill development over competition. As the divisions
progress, so does the competition. All levels play a 10-game schedule. There
is no season-ending tournament for any division except Division 4 which plays
in the Northwest Suburan Park District Conference with Mt. Prospect, Prospect
Heights, and River Trails. A Wheeling Park District jersey is required for all
players and can be purchased at the Guest Service Desk at the CRC.

The State of Illinois requires that anyone born on or after
January 1, 1980, must successfully complete a Hunter Education
class conducted through the Illinois Department of Natural
Resources (IDNR). The Wheeling Park District, in cooperation
with IDNR, is pleased to offer the course, free of charge.
The state-sponsored course covers the basics of hunter responsibility,
wildlife conservation and identification, firearms and ammunition,
field safety, wildlife management, first aid, archery, muzzle loading,
and state regulations.
Persons completing the minimum 10 hours of instruction and
successfully passing the final examination receive a State of
Illinois Certificate of Competency and a graduate patch.

of all abilities individualized attention to improve
drawing and painting skills. Supplies are provided

THE GRAND BALLROOM has all the

bar. The Grand Ballroom boasts a 5,000

Experience 18 holes of championship golf at Traditions at Chevy Chase.
The Traditions golf course, originally designed and built in 1927 by
renowned architect Thomas Bendelow, was renovated in 2002 by Bob
Lohmann. The par-72 course is reflective of the architecture from the
origin of the game of golf. Deep pot bunkers lined with native fescue
grasses, generous rolling greens, and undulating bent-grass fairways are
some of the great features guests enjoy. Four sets of tees challenge players
of all skill levels. The mature tree-lined fairways provide a relaxing and
enjoyable experience for all players.
Best of all, the Chevy Chase guest services teams take you back to the
era of the course’s original opening in the 1920s – a time when respect

If you are not completely satisfied with the
program in which you participate, call or stop
by the Guest Service Desk at the CRC before
half of the program (meetings and practices
included) is over and complete a Satisfaction
Guarantee Request form.
It is possible to be placed on a wait list when
maximum enrollment has been reached for a
particular class or program.
If you discontinue the program, you can choose
to repeat it at no charge, get a credit and apply it
to another program (if available), or get a refund.
For a medical refund request, a doctor’s note
must be provided and a pro-rated refund (cost
of remaining program meetings) will be mailed
to the guest’s home.
A resident is defined as anyone who lives within
the Wheeling Park District boundaries. Not all
Wheeling mailing addresses are located within
the Wheeling Park District and not all residents
have a Wheeling address. It is possible to have
an address in Prospect Heights, Arlington
Heights, Mount Prospect, or Buffalo Grove and
be a resident of the Wheeling Park District.
The Satisfaction Guarantee does not include
adult athletic leagues, trips, Children In Action,
and one-day events.
PROGRAM CANCELLATION POLICY
The Wheeling Park District reserves the right to
cancel, postpone, or combine classes as necessary.

CRITERIA
Applicants must reside within the boundaries of the Wheeling Park District
Provide a photocopy (not original) of the participant’s (under age 18) birth certificate
with the Request for Financial Assistance Application Form
One or more of the following must apply:
• The household receives food stamps, general assistance, disability assistance,
or other pre-qualified governmental aid (Please provide documented proof.); or
• One of the household’s principal providers is actively serving in the military; or
Pick up a Request for Financial Assistance
Application Form at the CRC Guest Service
Desk or download a copy from our Website.
• The household meets the poverty-level standards defined by Health and Human
Services (Please provide prior-year tax returns for all household members providing
financial support, with Social Security numbers eliminated.); or
Complete the form and return it, with the
necessary documentation, to the Guest Service
Desk along with a Program Registration Form.
• The household falls within State of Illinois guidelines of low-income families
(Please provide documented proof.)

If funds from governmental agencies are available, applicants may be asked to first
exhaust those means of receiving funds. Park District staff will assist applicants in
obtaining these grants
The Executive Director may consider extenuating circumstances for those individuals
who do not consistently meet the established criteria and award financial assistance
LIMITATIONS
An eligible participant will be limited to financial assistance for:
• No more than three (3) weeks of summer camp annually
• No more than two (2) seasonal recreation programs per year
• Programs contracted out and not conducted by Park District staff, trips, cooperative
programs and punch-card programs are ineligible for financial assistance
PARTICIPANT CO-PAY AMOUNT
Eligible participants contribute toward the cost of the program
by making the following co-pays:
• Seasonal Recreation Programs: 25% per participant
• Camps: 50% per participant
• Preschool : 50% per participant

FACILITY RESERVATION PROCEDURES
Persons or groups wishing to rent a room at
the CRC or a Park District location may apply
according to the following procedures:
HELPFUL INFORMATION
1. All parks close at sunset.
1. Complete and sign a Facility Request
Form. Do not include payment. Full
payment is due upon approval of request.
3. There is a maximum amount of picnic
tables at each park location.
2. Submit form to the CRC. The request will
be evaluated for appropriateness, availability
of facility, and availability of staff.

3. If request is approved, the reservation
agreement will be completed and the
applicant notified. Applicant will sign the
agreement form and submit full payment
of fees.
4. Requests will be processed in order of receipt.
5. The approval process may take up to 10 days,
so please plan accordingly.
6. Reservation requests may be submitted up
to three months prior to the requested date.
Wheeling Park District programs and activities
have first priority. School District #21 and Wheeling
High School requests have second priority.
The Wheeling Park District may preempt in
an emergency. Alternate accommodations will
be made.

2. Loud music or alcohol is not permitted
on any Park District property.
4. Grills and restroom facilities are
available at some picnic sites.
5. Insurance may be required due to certain
conditions of the function, for the protection
of Park District property.
6. Events charging admission for commercial
use require permission from the Executive
Director of Wheeling Park District.
7. Pets must be on leashes which do not
exceed six feet in length.
8. Smoking is prohibited in all wooded areas
on Park District property and within 100 feet
of any point on soccer, baseball, or football
fields, or tennis or basketball courts.

RENTAL TO ANYONE REGARDLESS OF RESIDENCY.

PARK DISTRICT PICNIC SHELTERS Groups of 25 or less may use a picnic site on
a drop-in basis without making a reservation, free of charge. However, such groups take
the risk of being asked to leave the site if the site has already been reserved by another
group with a permit.
Persons or large groups wishing to reserve a picnic site and obtain a permit may apply
by following the Facility Reservation Procedures. Please see the inside back pages of
this Program Guide for a description of our parks and available amenities.
FREE WIFI Enjoy free WiFi service at the CRC. The Wheeling Park District WiFi
network lets you access the Internet without cables or wires using the wireless
networking card in your privately-owned laptop, PDA, or WiFi-enabled device.

AMERICANS WITH
DISABILITIES ACT (ADA)
The Wheeling Park District is committed to
accessibility for individuals with disabilities
and strives to provide equal participation in all
programs and services. The Park District’s policy
is to reasonably accommodate all qualified
program applicants in accordance with the
Americans with Disabilities Act (ADA). We
welcome the questions, comments, and concerns
of interested community members regarding
Park District ADA compliance.
To arrange for auxiliary aids or accommodations
enabling individuals with disabilities to participate
in Park District public meetings, or to request
publications in a special format (such as
audiocassette or large print), contact the
Park District’s ADA Coordinator, Matt Wehby,

INCLUSIVE RECREATION PROGRAMS
In a continuing effort to accommodate the
needs of residents with special needs, NWSRA
and the Wheeling Park District provide inclusive
recreation services. This means that individuals
with disabilities are able to participate in
programs offered by the Park District. Tell us
your special needs by communicating on the
registration form, and together the Wheeling
Park District and NWSRA will provide the
support necessary for success. Find out more
about NWSRA on page 31.
BEHAVIOR & CONDUCT
Guests are expected to exhibit appropriate
behavior at all times. Please observe the
following guidelines:
1. Show respect to all guests and staff.
2. Refrain from using foul or obscene language.
3. Refrain from causing bodily harm to others.
4. Show respect for equipment, supplies,
and facility.
5. Children under age 10 must be supervised
by an adult, age 17 years or older, at all
times at all recreation facilities.
THORGUARD LIGHTNING
PREDICTION & WARNING SYSTEM
By measuring the amount of electrical charge in
the atmosphere, Thorguard predicts with a high
degree of certainty the probability of a lightning
strike within a covered area. This system warns
guests and staff with a horn and strobe system
when a lightning strike hazard is present. Areas
served by Thorguard include Heritage Park,
Family Aquatic Center, CRC, and all adjacent
areas and neighborhoods.
The system is intended to warn guests and
staff of probable lightning hazards in the area
so lightning-related injuries and deaths can
be avoided. Since Thorguard is a lightning
prediction system, it is possible for the
warning system to be activated even when
weather conditions do not seem to indicate
lightning is present. Be assured that these
warnings are accurate and must be followed
to ensure personal safety.
Two distinct signals sent out by Thorguard:
RED ALERT External warning horns blare for
15 seconds and strobe lights begin to blink.
This signifies a lightning hazard in the area.
All outdoor recreation activity should be
suspended and guests and staff should seek
appropriate shelter, preferably indoors.
ALL CLEAR External warning horns give three
consecutive blasts lasting 3-5 seconds each.
This means the lightning hazard has left the
area and it is safe to resume normal activities.
Chevy Chase is protected under the WeatherBug
lightning detection system.
LOCKER ROOMS
The locker room is an amenity available for
use by all CRC participants. The purpose is
for storage of personal belongings while using
the facility. Each participant needs to furnish
his/her own lock. Overnight storage is available.
Private locker rooms are available on a rental
basis. For more information see the Fitness
section of this Program Guide.
The Wheeling Park District is not responsible
for lost and/or stolen property. Please do not
store valuables in lockers. Wallet lockers are
available in the Arctic Splash, gymnasium,
and Fitness Center.
IMAGE RECORDING DEVICES
The use of any image recording devices,
including video recorders, cameras, and phone
cameras, is strictly prohibited in all Wheeling
Park District facility locker rooms, washrooms,
and shower areas.
Please report any violations immediately to
facility management.
VANDALISM
The Wheeling Park District has experienced
a tremendous amount of vandalism. This
vandalism in our community has included
acts of arson, destruction of playground
equipment and landscaping materials, destruction
of bathroom fixtures, stolen materials, and
graffiti, as well as the destruction of the waterfall
feature at Husky Park.
Vandalism affects residents and other guests
when bathrooms are closed, playground
equipment is under repair, and amenities are
not available for use. Vandalism is costly to
repair and results in higher insurance costs.
In order to ensure the safest parks and facilities
possible, we need your help. We ask that when
you see or hear about vandalism or something
that may be unsafe, such as broken playground
equipment, or anything else that you feel may
be hazardous, please call 847-465-3333 or
complete the online Report a Problem form
under the Parks and Facilities tab.
REWARD PROGRAM
Help the Wheeling Park District stop
vandalism in your neighborhood park.
Call us with information about the person
or persons who vandalize any Wheeling Park
District property. This would include the
destruction of any property such as vehicles,
playground equipment, or landscape materials,
the theft of any equipment or materials, any
act of arson, and any act of graffiti.
If your information leads to arrest, case
resolution and/or restitution, you will be
given a reward from $500 to $5000. Your
name will be kept confidential.
