Regional Prioritization Process
The Prioritization Process - Overview
The Southeast District’s Regional Prioritization Process is a two-tiered approach, “Local”
and “Regional.” The “Local” phase will be led by our RPCs and MPO as they work to
create a prioritized list of needs in their respective areas.
The Southeast District RPCs and MPO are:
1. Bootheel Regional Planning Commission (BRPC)
2. Ozark Foothills Regional Planning Commission (OFRPC)
3. South Central Ozark Council of Governments (SCOCOG)
4. Southeast Metropolitan Planning Organization (SEMPO)
5. Southeast Regional Planning Commission (SEMO RPC)
Once our RPCs and MPO have compiled and prioritized their needs, they will submit
them to the Southeast District (SE) for inclusion in our “Regional” phase of the
prioritization process.
The Southeast District Planning Department will oversee the regional prioritization
process. A regional team consisting of the SE District Planning department, District
Engineer, Assistant District Engineers, Area Engineers, along with representatives from
the RPCs and MPO will meet to evaluate and rank the projects. Each RPC/MPO is
encouraged to bring a total of four representatives to the meetings, including one
multimodal representative from the area. Representatives from MoDOT multimodal will
be invited to the meetings to provide input on those needs as well. The final prioritized
list will be forwarded to Central Office.
The “Local” Phase
The five local planning partners (along with their respective facilitators) in the Southeast
District developed their processes, which can be found in Attachments 1-5. Their
processes include a stakeholder list and a process overview.
Each RPC/MPO have advertised public meetings to gain input on the needs of their
respective region, Each planning partner will be will be able to supplement their list
with their existing prioritized needs from their normal planning process and their
respective needs from the On The Move efforts.
The RPCs and MPO will meet at least once after their public meetings during which they
will rank their projects, according to their own prioritization process. Each planning
partner will submit their prioritized needs to the SE District by April 30th. Each
RPC/MPO will publish their prioritization process results on their respective websites.
The “Regional” Phase
1. Needs Compilation
a. The Southeast District will compile the RPC and MPO needs into a master
project list and categorize them by mode to make sure all modes are
adequately represented.
b. The regional team will host a prioritization meeting open to the public with
the RPCs and MPO to discuss the projects. Each RPC/MPO will make a
presentation for each of their needs. The number of projects to consider for
final prioritization will be reduced during this first meeting.
c. MoDOT staff will get estimates and compile data for each need (AADT,
Safety, Pavement Condition, Pavement Date, etc). District staff will take care
of road and bridge estimates while we will rely on local agencies/providers
and the Multimodal staff in Central Office for providing estimates on
multimodal projects.
2. Regional Prioritization Meeting
a. The regional team will conduct a second prioritization meeting open to the
public. The team will evaluate each project based on how they meet the 4
criteria from our recently approved long-range plan, and on merit, regardless
of mode, and categorize them into high, medium and low priorities. The end
result will be a list of projects that is financially constrained, modally diverse
and geographically distributed.
3. Post-Prioritization
a. The results of the prioritization meeting will be published on MoDOT’s SE
District website and a news release sent out to drive web traffic to the
prioritized list.
b. The final prioritized list will be sent to MoDOT’s Central Office on or before
June 30, 2014.

Regional Prioritization Process
The Prioritization Process - Overview
The Southeast District’s Regional Prioritization Process is a two-tiered approach, “Local”
and “Regional.” The “Local” phase will be led by our RPCs and MPO as they work to
create a prioritized list of needs in their respective areas.
The Southeast District RPCs and MPO are:
1. Bootheel Regional Planning Commission (BRPC)
2. Ozark Foothills Regional Planning Commission (OFRPC)
3. South Central Ozark Council of Governments (SCOCOG)
4. Southeast Metropolitan Planning Organization (SEMPO)
5. Southeast Regional Planning Commission (SEMO RPC)
Once our RPCs and MPO have compiled and prioritized their needs, they will submit
them to the Southeast District (SE) for inclusion in our “Regional” phase of the
prioritization process.
The Southeast District Planning Department will oversee the regional prioritization
process. A regional team consisting of the SE District Planning department, District
Engineer, Assistant District Engineers, Area Engineers, along with representatives from
the RPCs and MPO will meet to evaluate and rank the projects. Each RPC/MPO is
encouraged to bring a total of four representatives to the meetings, including one
multimodal representative from the area. Representatives from MoDOT multimodal will
be invited to the meetings to provide input on those needs as well. The final prioritized
list will be forwarded to Central Office.
The “Local” Phase
The five local planning partners (along with their respective facilitators) in the Southeast
District developed their processes, which can be found in Attachments 1-5. Their
processes include a stakeholder list and a process overview.
Each RPC/MPO have advertised public meetings to gain input on the needs of their
respective region, Each planning partner will be will be able to supplement their list
with their existing prioritized needs from their normal planning process and their
respective needs from the On The Move efforts.
The RPCs and MPO will meet at least once after their public meetings during which they
will rank their projects, according to their own prioritization process. Each planning
partner will submit their prioritized needs to the SE District by April 30th. Each
RPC/MPO will publish their prioritization process results on their respective websites.
The “Regional” Phase
1. Needs Compilation
a. The Southeast District will compile the RPC and MPO needs into a master
project list and categorize them by mode to make sure all modes are
adequately represented.
b. The regional team will host a prioritization meeting open to the public with
the RPCs and MPO to discuss the projects. Each RPC/MPO will make a
presentation for each of their needs. The number of projects to consider for
final prioritization will be reduced during this first meeting.
c. MoDOT staff will get estimates and compile data for each need (AADT,
Safety, Pavement Condition, Pavement Date, etc). District staff will take care
of road and bridge estimates while we will rely on local agencies/providers
and the Multimodal staff in Central Office for providing estimates on
multimodal projects.
2. Regional Prioritization Meeting
a. The regional team will conduct a second prioritization meeting open to the
public. The team will evaluate each project based on how they meet the 4
criteria from our recently approved long-range plan, and on merit, regardless
of mode, and categorize them into high, medium and low priorities. The end
result will be a list of projects that is financially constrained, modally diverse
and geographically distributed.
3. Post-Prioritization
a. The results of the prioritization meeting will be published on MoDOT’s SE
District website and a news release sent out to drive web traffic to the
prioritized list.
b. The final prioritized list will be sent to MoDOT’s Central Office on or before
June 30, 2014.

PROJECT PRIORITIZATION AS PART OF THE LONG RANGE TRANSPORTATION PLAN (LRTP), BOOTHEEL REGIONAL PLANNING AND ECONOMIC DEVELOPMENT COMMISSION (BOOTHEEL RPC) HAS IDENTIFIED A LIST OF TRANSPORTATION PROJECTS THAT NEED TO BE CONSTRUCTED . TO SATISFY THE REQUIREMENTS SET FORTH BY MODOT, BOOTHEEL RPC HAS DEVELOPED A PROCESS TO EVALUATE AND RANK THE PROJECTS IN AN ORDER WHICH SETS PRIORITY TO TRANSPORTATION PROJECTS THAT WOULD BE MOST BENEFICIAL TO THE REGION. INCLUDED IN THIS SUBMITTAL IS AN OUTLINE OF THIS PROCESS WHICH CAN BE FOUND IN THE TEXT BELOW. A LSO INCLUDED IS A PROCESS FLOW CHART WHICH IDENTIFIES THE SCHEDULE IN WHICH THE PRIORITIZATION WILL BE COMPLETED. THE PACKAGE IS COMPLETE WITH THE INITIAL STAKEHOLDER LIST WHICH HAS BEEN GENERATED TO TRY AND ENGAGE THE PUBLIC AND KEY INDIVIDUALS THAT CAN PROVIDE CONSTRUCTIVE FEEDBACK. THIS LIST IS NOT MEANT TO BE A FINAL PRODUCT, BUT RATHER A LIST IN WHICH GROUPS AND INDIVIDUALS CAN CONSTANTLY BE ADDED TO IT THROUGH THE END OF THE PROCESS. PROCESS FOR BOOTHEEL REGIONAL PLANNING AND ECONOMIC DEVELOPMENT COMMISSION PROJECT PRIORITIZATION EARLY STAGES (FEBRUARY) •

Develop an understanding of what the transportation needs and wants are of Bootheel RPC. Compile list of needs and outstanding projects. Bootheel RPC Transportation Advisory Committee (TAC) will navigate the effort through the prioritization process. PUBLIC OUTREACH (MARCH) •

Bootheel RPC will work to broaden the scope and reach of the current list by tapping into stakeholders that might not have been previously included (transit, multi‐modal, ADA, local officials, etc.) through email, phone calls, and social media efforts. Bootheel RPC will work to gain a better understanding of what is important about transportation to the residents within the Bootheel RPC service area through the use of an online survey. Links to the survey will be provided on the Bootheel RPC homepage for easy public access. Bootheel RPC will encourage public comments through six outreach meetings with transportation stakeholders and the general public to ensure residents have an opportunity to be heard during the prioritization process. ADOPTION OF PROJECT LIST (APRIL) •

Criteria will be established by Bootheel RPC to determine how to quantitatively and qualitatively evaluate each transportation project. In conjunction with the TAC, a set of weights will be applied to each set of scoring criteria that is consistent with Bootheel RPC and MoDOT’s transportation goals. •

The scoring criteria will emphasize a familiar approach to Bootheel RPC. Existing project lists and scoring measures generated by Bootheel RPC will be considered as starting points in the limited time frame available to gather input. A revised scoring tool will be distributed to TAC members to provide credible feedback on the criteria and weights assigned to each, at a facilitated meeting that is open to the public to ensure transparency through the review process. Bootheel RPC staff will score projects utilizing the revised scoring tool. A preliminary prioritized list will be compiled and distributed to the TAC at a facilitated meeting open to the public and stakeholders to ensure transparency through the review process. The list will be discussed and revised as appropriate and a final project list will be adopted. The final project list will be submitted to MoDOT by April 30. February 14, 2014 Objective: It is the objective of this proposal to lay out a research methodology to gather data from a cross section of the various stakeholders that will ultimately provide Missouri Department of Transportation with a “grass roots” list of transportation priorities for the five (5) county area represented by the Ozark Foothills Regional Planning Commission. Methodology: In order to be as transparent and inclusive as possible, the data gathering method must be one of such simplicity and openness, which is described below. Step One: Regional Planning Commission meets with consultant on February 20th in Doniphan, MO to learn and understand the data gathering process as well as initiate the planning process. Step Two: Meetings are scheduled and planned within each county. Tentative dates for the meetings are March 10, 11, 12, 18 and 20. Meetings will take place in starting at 6:30 pm to ensure the best possible turnout. This timeframe will allow for the maximum amount of individuals to participate after the typically scheduled workday. Locations will be secured in each of the five Ozark Foothills counties. Venues will be existing establishments in the county that can hold as many people as possible. Venues such as the City Hall of Ellington in Reynolds County and the Ozark Foothills Regional Planning Commission (OFRPC) office in Butler County are ideal locations. Regional Planning Commission members are assigned to each meeting to open and support each meeting. Andrew Murphy, the Transportation Planning Coordinator for the Ozark Foothills Regional Planning Commission will secure locations as well as coordinate locating, coordinating and advertising the notification of stake holders in conjunction with personnel from MoDOT. Step Three: Countywide meetings are publicized and invitations sent to stakeholders (see Attachment 1). Advertising for the meetings will be conducted in each county newspaper, the Missouri Department of Transportation website, OFPRC website, OFPRC Facebook page, Chamber of Commerce, and personal invitations to area stakeholders will be extended through face‐to‐face contact, e‐mail, invitations, and telephone contact. Step Four: Countywide meetings are held during the month of March utilizing an open method of determining and ranking of transportation projects. Members of the media are not only requested to attend but to actively participate in the process itself. A sign‐in sheet will be used to document who participated and identify the interest they are representing (see Attachment 2). Step Five: Page 1 of 3 Copyright 2014 Hinshaw and Associates Data is documented, summarized, and sent to Missouri Department of Transportation (MoDOT) for review and for items to have cost estimates given to those items deemed most popular. Step Six. Final meeting is held between representatives of MoDOT, OFRPC, and Ozark Foothills Transportation Advisory Committee on April 17th. The meeting will be advertised as the above county meetings and open to the public. Final list of projects is approved balancing the desires of the stakeholders along with the budget necessary for the projects. Data Gathering Method Utilized Step One: Meeting is called to order by local member of the Regional Planning Commission. Welcome and introductions made. Purpose of the meeting is to be explained and questions answered. Attendees will be provided with lists that previously identified needs from the Ozark Foothills TAC, public comments from events such as the Poplar Bluff Ag Expo sponsored by Three Rivers College and University of Missouri‐Extension, and from MoDOT’s On the Move campaign. Step Two: Consultant takes over meeting, explaining how priorities will be determined. To fairly prioritize all modes of transportation, different lists will be compiled for each mode of transportation. Step Three: Attendees are to work in pairs. This will allow attendees who may not want to have their writing to be seen to still participate by having a partner. A stack of three by five inch Post‐it® Notes are given to each pair of attendees along with a Sharpie® pen. Step Four: The current list of transportation priorities developed this past year will be placed on the on a large board or on flip charts at the front of the room for attendees to reference. Attendees will be encouraged to write proposed projects on the Post‐it® Notes with one project per note. Step Five: One person from each pair will then bring forward their stack of proposed projects and place them across the front on a large board or on several flip charts positioned across the front of the room. As they do so, they will be encouraged to find the same or similar projects and group theirs with them. Step Six: Once the grouping activity has died down, the facilitator will take charge, start at one end of the project lists, and start defining with the group the project. If anyone disagrees to the meaning of a project, they will be encouraged to create a new project on a new Post‐it® Notes and it will be displayed at the front of the room. This continues until there is 100% agreement to the meaning of the projects. Page 2 of 3 Copyright 2014 Hinshaw and Associates Step Seven: The total number of projects is now determined. The facilitator will now review the benefits for each project to help ensure attendees are aware of the importance of each project. This review will include audience and MoDOT input as well. Step Eight: The total number of projects is divided by three. This number of small adhesive blue dots is given to each participant along with one larger adhesive blue dot. With no discussion allowed between participants except to help understand the project definitions, the participants come forward to place their large blue dot on their number one project and their small blue dots on other projects they desire to be included in the capital project list. Step Nine: Once all blue dots have been attached to the projects, it will be evident to all participants what the priorities are for the group. The facilitator will ask for a scribe to write down results as the facilitator goes over the results and answers any questions. Pictures are taken to also document the results as well. Step Ten: Facilitator turns meeting back over to the Regional Planning Commission member who opened the meeting. Thanks are given, final questions are answered, meeting is adjourned with people encouraged to stay around to discuss the projects and initiative. Step Eleven: Facilitator documents the outcome from the meeting and sends to Andrew Murphy, the Transportation Planning Coordinator for the Ozark Foothills Regional Planning Commission, for review, etc. Once the document has been reviewed and agreed to by Andrew, a copy will be forwarded to MoDOT’s Southeast District (Matt Seiler and Joe Killian). Summary: It is hoped this simple and open method of data gathering and reporting will support the leadership of MoDOT’s desire to have a “bottom up” approach from the citizens of Missouri to determine transportation priorities for the state instead of a “top down” approach. Proposed Transportation Prioritization Process for:
South Central Ozark Council of Governments (SCOCOG)
The proposed process will be the framework by which the SCOCOG area will prioritize future
transportation projects for all modes of transportation. The public is encouraged to review this process
and provide any feedback.
The public comment period for the process will be open between February 28th through March 6th. To
comment on this process, please contact Cody Dalton, South Central Ozark Council of Governments at

by the SCOCOG TAC at their March 18th meeting at 10:00 AM in the SCOCOG office.

various communities to invite stakeholders to submit transportation needs in five categories:
Road/Bridge, Bike/Pedestrian, Transit, Aviation and Freight. The announcement will also include dates
and locations of local public meetings. Public comments should be sent directly to SCOCOG staff –
email, phone, walk-in comments will be accepted. Comments will be compiled and categorically listed
at the public meetings.
2/27/14:
Public Comment Period begins for the process to be followed for prioritizing the
transportation needs (closes 3/12/14) – The proposed process is attached to this document. The public is
encouraged to review the proposed process and provide feedback. After comments have been gathered
and reviewed, the process may be modified. Comments should be sent directly to SCOCOG staff –
email, phone, walk-in comments will be accepted. Comments will be compiled, adjustments made and a
final process presented to the SCOCOG TAC for their approval at the 3/18/14 meeting.
3/27/14:
SCOCOG will remind stakeholders about the local meetings via e-mail invitations, and
phone calls. Press releases will also be issued to the newspapers, radios and television stations in the
various counties and communities inviting stakeholders to the local public meetings. The
announcements will include dates and locations of the public meetings.
3/4/14 through 3/6/14:
A local public meeting will be held in each County in SCOCOG. The
meetings will be facilitated by Jerany Jackson of Great River Associates and will follow the process
attached here for need identification. In short, needs will be identified and categorized needs will be
discussed for submittal to the prioritization meetings.
3/25/14 through 3/27/14:
A local public meeting will be held in each County in SCOCOG. The

for submittal to the TAC for consideration and further prioritization at their 4/15/14 meeting
4/24/14:
Special SCOCOG TAC and Board Meeting (2 hours) – The Facilitator will lead TAC
members and attendees through a review the local transportation system categorized needs in prioritized
lists. Each need will have a project summary sheet that allows efficient presentation to the meeting
attendees. Quantitative and qualitative data, as well as maps, will be presented to support the need. The
person or organization that submitted the need may also make a brief statement about the need. Each
project will be scored on a worksheet individually by the TAC members. The following criteria will be
ranked on a scale of 1 to 5 for each project:





Land Use
Economic Development
TAC members will tally their individual project scores, and order the projects individually. The group
will then order the final priorities by discussion and consensus. At the end of the meeting, a prioritized
list of needs in each mode will be complete with 15 Road/Bridge, 15 Bike/Pedestrian, 10 Aviation, 5
Transit and 5 Freight projects being identified to move on to the District prioritization.

PROJECT PRIORITIZATION AS PART OF THE LONG RANGE TRANSPORTATION PLAN (LRTP), SOUTHEAST MISSOURI REGIONAL PLANNING COMMISSION (SEMO) HAS IDENTIFIED A LIST OF TRANSPORTATION PROJECTS THAT NEED TO BE CONSTRUCTED. TO SATISFY THE REQUIREMENTS SET FORTH BY MODOT, SEMO HAS DEVELOPED A PROCESS TO EVALUATE AND RANK THE PROJECTS IN AN ORDER WHICH SETS PRIORITY TO TRANSPORTATION PROJECTS THAT WOULD BE MOST BENEFICIAL TO THE REGION. INCLUDED IN THIS SUBMITTAL IS AN OUTLINE OF THIS PROCESS WHICH CAN BE FOUND IN THE TEXT BELOW . ALSO INCLUDED IS A PROCESS FLOW CHART WHICH IDENTIFIES THE SCHEDULE IN WHICH THE PRIORITIZATION WILL BE COMPLETED. THE PACKAGE IS COMPLETE WITH THE INITIAL STAKEHOLDER LIST WHICH HAS BEEN GENERATED TO TRY AND ENGAGE THE PUBLIC AND KEY INDIVIDUALS THAT CAN PROVIDE CONSTRUCTIVE FEEDBACK . THIS LIST IS NOT MEANT TO BE A FINAL PRODUCT, BUT RATHER A LIST TO WHICH GROUPS AND INDIVIDUALS CAN CONSTANTLY BE ADDED THROUGH THE END OF THE PROCESS . PROCESS FOR SOUTHEAST MISSOURI REGIONAL PLANNING COMMISSION PROJECT PRIORITIZATION EARLY STAGES (FEBRUARY): •

Develop an understanding of the transportation needs and wants of SEMO. Compile list of needs and outstanding projects. SEMO’s Transportation Advisory Committee (TAC) will navigate the effort through the prioritization process. PUBLIC OUTREACH (MARCH) •

SEMO will work to broaden the scope and reach of the current list by tapping into stakeholders that might not have been previously included (transit, multi‐modal, ADA, local officials, etc.) through email, and social media efforts. SEMO will work to gain a better understanding of what is important about transportation to the residents within the SEMO service area through the use of an online survey. Links to the online survey will be provided on the SEMO homepage for easy public access. SEMO will encourage public comments through six outreach meetings with transportation stakeholders and the general public to ensure residents have an opportunity to be heard during the prioritization process. ADOPTION OF PROJECT LIST (APRIL) •

Criteria will be established by SEMO to determine how to quantitatively and qualitatively evaluate each transportation project. In conjunction with the TAC, a set of weights will be applied to each set of scoring criteria that is consistent with SEMO and MoDOT transportation goals. •

The scoring criteria will emphasize a familiar approach to SEMO. Existing project lists and scoring measures generated by SEMO will be considered as starting points in the limited time frame available to gather input. A revised scoring tool will be distributed to TAC members to provide credible feedback on the criteria and weights assigned to each, at a facilitated meeting that is open to the public to ensure transparency through the review process. SEMO staff will score projects utilizing the revised scoring tool. A preliminary prioritized list will be compiled and distributed to the TAC at a facilitated meeting open to the public and stakeholders to ensure transparency through the review process. The list will be discussed and revised as appropriate and a final project list will be adopted. The final project list will be submitted to MoDOT by April 30. Stakeholder

PROJECT PRIORITIZATION
AS PART OF A STATEWIDE TRANSPORTATION PLANNING PROCESS, THE SOUTHEAST METROPOLITAN PLANNING
ORGANIZATION (SEMPO) HAS COMPILED A LIST OF TRANSPORTATION PROJECTS FOR ITS PLANNING AREA. TO
SATISFY THE REQUIREMENTS SET FORTH BY M ODOT, SEMPO HAS DEVELOPED A PROCESS TO EVALUATE AND
RANK THE PROJECTS IN AN ORDER WHICH SETS PRIORITY TO TRANSPORTATION PROJECTS THAT WOULD BE MOST
BENEFICIAL TO THE REGION.
INCLUDED IN THIS SUBMITTAL IS AN OUTLINE OF THIS PROCESS WHICH CAN BE
FOUND IN THE TEXT BELOW . ALSO INCLUDED IS A PROCESS FLOW CHART WHICH IDENTIFIES THE SCHEDULE IN
WHICH THE PRIORITIZATION WILL BE COMPLETED . T HE PACKAGE IS COMPLETE WITH AN INITIAL STAKEHOLDER
LIST WHICH HAS BEEN GENERATED FOR THE PURPOSES OF ENSURING THAT THE PROCESS IS INCLUSIVE ,
TRANSPARENT , AND ACCOUNTABLE . ADDITIONAL STAKEHOLDERS MAY BE ADDED TO THE LIST AS THEY ARE
IDENTIFIED .
PROCESS FOR SOUTHEAST METROPOLITAN PLANNING ORGANIZATION PROJECT
PRIORITIZATION
EARLY STAGES (FEBRUARY):
•
Develop an understanding of the transportation needs and wants of SEMPO.
•
Compile list of needs and outstanding projects.
•
SEMPO’s Technical Planning Committee (TPC) will navigate the effort through the prioritization process.
PUBLIC OUTREACH (MARCH)
•
SEMPO will work to broaden the scope and reach of the current list by tapping into stakeholders that
might not have been previously included (transit, multi-modal, ADA, local officials, etc.) through mail,
email, and social media efforts.
•
SEMPO will work to gain a better understanding of what is important about transportation to the
residents within the SEMPO service area through the use of an online survey. Links to the online survey
will be provided on the SEMPO homepage for easy public access.
•
SEMPO will encourage public comments through two outreach meetings with transportation stakeholders
and the general public to ensure residents have an opportunity to be heard during the prioritization
process.
ADOPTION OF PROJECT LIST (APRIL)
•
Criteria will be established by SEMPO to determine how to quantitatively and qualitatively evaluate each
transportation project.
•
In conjunction with the TPC, a set of weights will be applied to each set of scoring criteria that is
consistent with SEMPO and MoDOT transportation goals.
•
The scoring criteria will emphasize a familiar approach to SEMPO. Existing project lists and scoring
measures generated by SEMPO will be considered as starting points in the limited time frame available to
gather input.
•
A revised scoring tool will be distributed to TPC members to provide credible feedback on the criteria and
weights assigned to each, at a facilitated meeting.
•
SEMPO staff will score projects utilizing the revised scoring tool.
•
A preliminary prioritized list will be compiled and distributed to the TPC at a facilitated meeting open to
the public and stakeholders to ensure transparency through the review process. The list will be discussed
and revised as appropriate and a final project list will be adopted.
•
The final project list will be submitted to MoDOT by April 30.
