John Massey – Alexandria Field Office Chief, Team 2
Mr. Massey became the Alexandria 2 Field Office Chief in July 2015. Mr. Massey leads a team of nine Industrial
Security Representatives supporting over 700 cleared contractor facilities throughout
Maryland, Virginia, and Washington D.C. Prior to becoming Field Office Chief, Mr. Massey supported the DSS
Operations Analysis Group (OAG) at DSS Headquarters in Quantico, VA for three years.
As part of his duties with the OAG, Mr. Massey facilitated, monitored, and addressed critical issues
overlapping with multiple DSS directorates which impacted operation of cleared facilities and cleared personnel
under the purview of the National Industrial Security Program. Mr. Massey disseminated security and CI threat
information among DSS programs and drove decisive action and mitigation of threats to DSS, the U.S. Government, and cleared industry. Prior to supporting the OAG, Mr. Massey was an Industrial Security Representative in
office he now leads, which is where he began his DSS career.
Before coming to DSS, Mr. Massey was an OPM investigator and conducted national security investigations on
individuals applying for National Security positions. Mr. Massey also has experience in
Diplomatic Security and previously taught a variety of criminal justice courses at the college level. During his
civilian career, Mr. Massey has supported the Department of Defense, Department of Justice, Office of Personnel
Management, and Department of State.
Mr. Massey has both Masters of Science and Bachelors of Science degrees in Criminal Justice from Radford
University. His areas of expertise include general security, physical security, personnel security, industrial security,
operations, and counterintelligence.

Lisa Savoy – Alexandria Field Office Chief, Team 1
Upon graduating high school Ms. Lisa Savoy began her military career as a Morse Systems Operator for the U.S.
Air Force, 6917th ESC, San Vito Italy. She later was assigned to Fort George Meade, MD where she was honorably
discharged. Ms. Savoy attempted to leave the “classified” world behind however still supported the warfighter as
well as local police officers by working for Beretta USA distributing firearms to the military and law enforcement
personnel across the US. Acknowledging however security was still in her blood Ms. Savoy began her civilian
career at the Naval Research Laboratory establishing the basis for her Industrial Security background. After 8
years and multiple offices within the Navy structure Lisa found her way to the Defense Security Service where
she has been for 13 years working her way from a GG-7 Industrial Security Representative to her current position
as the Field Office Chief for Alexandria Field Office Team 1.
Lisa enjoys traveling when not working and spending quality time with her large family and group of friends.

Ms. Laylo is married and has 2 daughters, ages 7 and 3. She earned her Bachelor of Arts degree (Cum Laude) in
French Language and Literature from Gonzaga University in 1997.
