THE PLEDGE OF ALLEGIANCE
SUPERINTENDENTS REPORT
Rob Glass reviewed recent and upcoming events taking place in the district:
• He attended the first graduating class of Oakland Community College Early College program. There
were three BHHS graduates.
• The Art from the Hills event at the Bloomfield Township public library was a success.
• He attended an administrative seminar on teacher and administrator evaluations. He noted that the
State had changed previous laws and teachers and administrators will now be evaluated every year.
He described the relevance to the educational community and how this new law ties evaluations and
the ability to remain employed to student test scores. He explained some of the unintended
consequences and his plans for the district to work with and around the new law.
• The film, Most Likely to Succeed, will be shown in the BHHS Auditorium on 6/6 and is co-sponsored
by Birmingham Public Schools. The film is based on a book regarding the future of education and he
encouraged the public to attend.
• The BHHS Symphony Band and Orchestra is having a Spring Concert on May 22
• Senior Honors Night is coming up at BHHS.
• The West Bloomfield community is hosting the Michigan League Awards on 5/20/16.
• Eastover is celebrating their National Blue Ribbon status on 5/20/16.

effective with the 2016/2017 school year. Shirley will be responsible for providing input into the
many special education issues that concern parents representing the school districts and public
school academies of Oakland County. This appointment will be for a three year term ending in June,
2020.
F. Approval of the Grant Application to the Michigan Council for Arts and Cultural Affairs

I move that the Board of Education approve applying for the Michigan Council for Arts and Cultural
Affairs (MCACA) grant for the VSA Artist in Residence program that will benefit Bloomfield Hills
special education students at West Hills Middle School (FRP classroom), PREP, and Wing Lake
Developmental Center.
G. Approve Final Contract Payments for May, 2016

H. Millage Rate Development for Fiscal Year 2016-17

compliance with state guidelines and furnish such rates to the appropriate taxing authorities by May
31, 2016, in order to levy and collect summer property taxes for Non-Homestead Property millage,
Hold Harmless Operating millage, Sinking Fund millage and Debt Service Fund millage.

SPECIAL REPORTS
Update on Process of considering Grade Reconfiguration at Eastover Elementary and East Hills Middle
School (presentation available on website)
Laurie McCarty, Assistant Superintendent, Learning Services, Carey Crocker, Principal, Eastover, Jason
Rubel, Principal, EHMS, and Angela Konzen , Associate Principal, EHMS
Rob Glass provided background on the upcoming report explaining that discussions between the team and
the Eastover community are ongoing regarding long term solutions for the overcrowding, or perceptions of
overcrowding, at Eastover. Laurie McCarty provided an update on the process of possibly moving the 4th
grade from Eastover to EHMS and provided historical enrollment perspectives for both schools, current and
projected enrollment numbers, and a building space utilization report by CRESA. Possible solutions were
reviewed and Carrie Crocker explained steps Eastover has taken to
include staff, families and the community in the plans via coffee talks, PTO & Parent Advisory meetings and
staff meetings. The team explained the positives, negatives, questions and concerns being discussed
throughout the process of potentially changing Eastover to a K-3 school. At this time, there is a plan to
provide a community survey to receive final feedback from the community before presenting final
recommendations to the Board. Rob Glass recommended expediting the conversation by having the survey
put out within the next couple of weeks and having a recommendation prepared for the 6/16 Board meeting.

Food Services and the changes in the elementary schools as well as reviewing the first year in the
new high school and what has been working/not working. Also reviewing possible expanded hours
and offerings.
Benefits Request for Proposal: The district is required to go out and bid every three years and
bidding in ongoing for the 2017 calendar year plan.
Staffing: Changes include 13 recent retirements and the state’s retirement incentive may be
impacting the numbers.
Reviewed expanding posting advertising so that the district can expand opportunities and ensure
hiring diversity.
Budget Status: Currently at the final phase of the budget revision process. They would like to have a
budget recommendation ready by the 6/16 meeting.
Cynthia von Oeyen noted that there is an Open Barn on Saturday from 12-4:00 p.m. at the Farm. Friends of
Preservation Bloomfield and Friends of the Farm will be having a sale on Saturday from 9-4:00 p.m. and
visitors are welcome.
PUBLIC COMMENT
Shamin Islam thanked the Board for hearing his request at the last Board meeting for a meeting to discuss a
safety system.

Recommended Motion:

Larson Co. in the amount of $51,006.00. With the addition of Contingency ($5,000), the total for
this work is $56,006.00. Funding to come from the Sinking Fund.
Background Information:
Oscar W. Larson was the only bidder for the fuel dispenser replacement at Transportation. This
work is highly specialized and getting multiple contractors is very difficult. The submitted bid has
been fully vetted and everything is in place. There might be times this summer where our buses
will need to fuel at the Township.

RESOLUTION OF THE BLOOMFIELD HILLS BOARD OF EDUCATION
Layoff and Termination of Service
WHEREAS, the Board of Education has, after extensive consideration of the relevant
data and administrative recommendations, determined that the elimination of certain
teaching positions is necessary and in the best interests of the Bloomfield Hills Schools;
and
WHEREAS, the administration has examined and applied the relevant provisions of
Section 1248 of the Revised School Code, MCL 380.1280, and Bloomfield Hills Schools
Policy 4205 and has determined that the elimination of the above-stated positions will
necessitate the layoff of the following employee:

NOW, THEREFORE, BE IT RESOLVED, that the above person is hereby laid-off, and
their employment with the Bloomfield Hills Schools terminated by reason of a necessary

Request to Approve 2016 SCAMP Pay Rates
Recommended Motion:
I move the 2016 pay rates for SCAMP employees be approved as presented.
Background Information:
SCAMP provides a five (5) week summer camp experience for students with special needs.
The SCAMP employees, other than the Coordinator, are employed through EduStaff. Scamp
continues to try to reduce their numbers of Junior Counselors hired by having high school
volunteers. The Senior Counselor rates were changed to match the new minimum wage rate
requirement. Scamp also is continuing to use unpaid college interns to reduce the number
of Senior Counselors.
Pamela Schoemer, Director of Special Education, and Chandra Madafferi, SCAMP Coordinator,
are recommending that the 2016 pay rates be approved as presented.
Attached is the SCAMP financial statement for the year ending September 30, 2015. SCAMP has
a reserve of $3853. This is down from the previous year (ending 09/30/15) due to reduced
revenue from the summer of 2015. Ms. Madafferi is trying to reduce the SCAMP expenses
through the use of volunteers. In addition Ms. Madafferi reduced her compensation by $10,000 in
the 2015-16 school year. Ms. Madafferi has resigned from the SCAMP coordinator position at
the end of the 2016 season. Ms. Emily Price has been hired as the SCAMP coordinator for 2016
and will work in conjunction with Ms. Madafferi. She will be paid $5000 from May 1, 2016 to
September 30, 2016.
