The minutes and treasurer's reports were accepted as
printed in the newsletter.
New Business:
Delaware Equine Counsel is asking for an add in their
directory. This year DDC will continue with a 1/2 page
black and white ad for $50. In March the BOD will review
supporting the scholarship program. For 2014, DDC has
been asked to participate in the Delaware Equine Expo
with demonstrations and the BOD will consider having a
color ad in the directory.
The DDC May show is now on the same date that the
Gladstone Driving Trial (May 4). The BOD is considering
changing to the following weekend, depending on other
conflicting shows locally or with the ADS. Pao Lin Hatch
will verify with the ADS representative Heidi Ferguson for
possible conflicts.
Old Business: The Anne Councill clinic was filled and had
auditors, all enjoying Anne's direct and humorous approach to communicating with their horses. Anne appreciated that the drivers and auditors were hungry for
knowledge. All hope she'll come back for another clinic
and dates are being researched for the 2013 season. All
participants appreciated using the rein board. Sharon
Little has volunteered to host a second clinic. Ms Councill's normal rate is $50 for minute session. The BOD will
determine what level of subsidy would be appropriate for
future clinics.
Frances Baker's Day of Driving is confirmed with a rain
date. A $10 fee will be charged to cover the cost of the
judge, ribbons and lunch. Attendees are encourage to
donate a dish to compliment the main dish that Frances
will provide.
Jane Ramsey has confirmed that Audrey Bostwick from Delaware Valley College in Doylestown PA will be guest speaker
at the Christmas party. Jane will provide housing, an honorarium of $100 plus mileage will be paid to have Audrey speak
to our group. Her topic will be 'Continuous Education' for
horse and driver, from novice to advanced with stories from
her life long experience with horses. $10 per person will be
collected at the door. Darlene Logan, Michelle Novak, Carol
Seiler and Sherry Harris will share responsibilities for decorating the Ruthsburg hall. This year, DDC calendars are by
order only, Marti Bolinsky will not preprint. Sherry Harris will
call all members to remind them of the meeting and attempt
to get confirmation of attendance so the caterer can prepare
enough food. Music will be provided by Pao Lin Hatch and
Jane Ramsey will provide an audio system for our speaker.

Election of New Officers and Proposed Changes to the DDC
Bylaws– Vote at DDC Holiday Party– December 8, 2012
DDC’s Board is proposing 2 changes
to the existing DDC Bylaws at the
upcoming Annual General Members
meeting at the Holiday Party on Dec
8, 2012 at the Ruthsberg Community
Center. Quick general meeting after
dinner 8:00 pm and vote on these
two issues and new officers before
our speaker.
Proposed Bylaw Change #1
It is our express intention to encourage adequate representation of the
membership on the board of directors and given the fact that the DDC
membership has grown substantially
since its inception in 1967, the DDC
Board would like to propose the
permanent addition of 2 Board positions to its Board of Directors. Such
board members, like all others, would
serve two year terms and be elected
by the membership.
Proposed Bylaw Change # 2
The 2nd proposed change to the DDC
Bylaws would be to allow the Board
meeting to be regularly held on the 1st
Thursday of each month. With the exception of the May meeting which has been
held recently on the day before the
Spring DDC Pleasure show, most meetings have been held on the 1st Wednesday of each month. Due to scheduling
conflicts, several members have expressed an interest to serve if the meeting was moved from Wednesdays to
Thursday.

if Anna Klumpp will again offer a
continuous drive in April.
August Bonnie Forgacs will present a luncheon social and a conversation about turnout for pleasure shows or other competitions.
The BOD is considering charging
$25 per year to have hard copies
of the newsletter mailed to those
members who chose not to receive an email copy. At this time,
with the rising cost of postage,
cost of paper, printing, folding,
stuffing, labeling and getting to
the post office, DDC is losing
money on these memberships.
For those who desire a hard
copy, there are options such as
printing at home, picking up from
the library/printing at the library,
or asking a friend with internet
access to help print a copy.
These options will significantly
reduce DDC regular expenses.
The BOD is also considering offering LifeTime Memberships.
BOD members will review what
other clubs are offering and determine if this is a benefit DDC
would like to offer to their members who plan to be active for
more than 10 years with the club.

Maine Trailers in Delaware and Maryland… are they legal?

Did you know if you are a Delaware resident and tag your horse
trailer in the state of Maine that
you are breaking a Delaware Law?
House Bill # 388 sponsored by Rep
Hudson, Mitchell and Sen Blevins;
Reps D. Short, Hocker, Kovach,
Lee, Manolakos, Gilligan, Q. Johnson, Viola, Walls, Wilson; Sens.
Simpson, Booth, Peterson; was
passed in April 2010 and went into
effect on April 2011.
The bill states " Every owner of a
motor vehicle, trailer, or other vehicle shall, within 60 days after
taking up residence in this State,
apply to the Secretary and obtain
registration for the vehicle. Whoever violates subsection (a) of this
section shall be fined for the first
offense not less that $400 nor
more that $600. For each subsequent like offense, such person
shall be fined not less that $800
nor more than $1200, or imprisoned not less than 10 days nor
more than 30 days, or both"
Of course it is up to the police to
decide if they are going to enforce
this. I also found out that on a
Maine trailer tag the weight is as-
signed to the truck. If you get
pulled on the scale and the Maine
tag has a weight of "0" the fine is
$100 per 1000 lbs over
weight.
The Delaware State Police are not
targeting trailers with Maine trailer tags, however, I wanted to
bring this to your attention.
I have called and e-mailed the
company that I used to obtain the
Maine tags from to ask questions
about this. When I was working
on the registration they were extremely helpful and couldn't wait
to take my money. Now they will
not return my call or e-mail. The
Maine tag on my horse trailer is
coming off.
I also understand that there is a
similar law on the books in the
state of Maryland. MD’s existing
law states if you are a MD resident and have at least 1 trailer
registered in Maryland, then per
my read of the regs... a
Maine Tag on your other trailer is ok.. here's the reg..

(f) Exceptions -- Certain trailers and semitrailers towed by registered vehicles. -- A
trailer or semitrailer operated in intrastate
service need not be registered in this State
if:
(1) It is registered in another state;
(2) The truck tractor or other vehicle that
is towing it is registered in this State; and
(3) The registered owner of the truck tractor or other towing vehicle has at least
one trailer or semitrailer registered in this
State for each truck tractor also registered
in this State. However the vehicle weight
is not reflected on the registration. Of
course it is up to the police to decide if
they are going to enforce this. I also found
out that on a Maine trailer tag the weight
is assigned to the truck. If you get pulled
on the scale and the Maine tag has a
weight of "0" the fine is $100 per 1000 lbs

Sporting Days of Traditional Driving by Pao Lin Hatch
DDC and Wayne and Frances
Baker hosted the 1st ever “Sporting
Day of Traditional Driving” on Nov
17 at the Harbeson, DE farm of the
Bakers. The purpose of a Sporting
Day of Traditional Driving comes
from the Carriage Association of
America efforts to preserve and celebrate the carriage-driving style of
bygone days, which encompasses
horsemanship, driving acumen, care
and preservation of carriage and
harness, and the intangible qualities
of good sportsmanship. The Sporting Day focuses on traditional driving and includes three phases: a
Turnout Inspection, a Country
Drive, and the Cones Course. Traditional driving, as we define it,
makes use of one of the recognized
styles of driving--English Classical
(or its German modification, known
as Achenbach), Hungarian, or
American--whichever is appropriate
for the type of carriage, horse, and
harness being used. All types of
carriages are accepted, but antique
vehicles or traditional reproductions
of the same are preferred. In the
same vein, traditional leather harness that is appropriate to the vehicle is preferred over synthetic harness.
Since this was the first such event
on the Delmarva peninsula, the
Bakers and DDC decided to make
this a casual event where all types
of carriages were welcome,
synthetic very welcome and a big
smile expected by all! Approximately 10 carriages or ‘turnouts’
came and enjoyed a beautiful Fall
day. All types of carriages were on
hand,
and a big variety of horses were
there to compete, from draft horses
to miniature horses.
A wonderful tradition of a champagne’ toast between our hosts and
the whip, kicked off the country
drive, even if it was only sparkling
apple cider and not really anything
alcoholic!

the Aiken Driving Club and beautiful
4,500 acre driving venue of the Silver
Bluff Audubon Park.
DDC member Frances Baker submitted
an article in this month’s Carriage Association Magazine about her successful
Sporting Day event. Horse Force Magazine featured a similar article for the
local Delmarva region.
DDC Advertisers need to know that this is
the last issue their advertisement will run
unless renewals are sent in in January
2013.
