No. 33 Hundreds Enjoy Cruise on the Maiden Voyage of the S S Chamber If you missed the Burbank Chamber of Comm e r c e ’s “Anchors Aw e i g h ” Gala, you r e a l l y missed the boat! The event, held March 22nd at the Los Angeles Marriott Burbank Barry Lamster Airport Hotel, featured entertainment and activities to recreate guests’ favorite cruise memories. More than 200 guests were welcomed aboard with a Launch Party complete with complimentary champagne, the sounds of the Island Rhythms steel drum band, and instant keepsake photos with an eight-foot life preserver photo backdrop. Authentic wood deck chairs, life preservers, and steamer trunks completed the Launch Party ambiance. Once aboard, guests encountered a ballroom set with multiple entertainment lounges, and ports-of-call buffet stations. A detailed itinerary helped guests coordinate activities and plan their evening. Barry Lamster, Barry Lamster Entertainment, played the baby grand piano in the Piano Bar, sponsored by Burbank Bar & Grille. Lamster’s command of the keyboard kept guests entertained with a variety of showtunes, classics, rock, Rat Pack favorites, movie themes, and more. Guests clamored for seats for the hotlycontested “Name that Tune” rounds led by Lamster between sets. If elected, what is your vision for how you would like Burbank to be when your term on City Council ends? What do you think is the most significant challenge facing our city of Burbank? What action or actions should be taken to address this issue? My vision is a city that not only has a sound financial plan that addresses the threat to our ability to deliver services from rising pension costs, but is well on it’s way to implementing that plan. I envision a city that stands out from other cities in the state because it took the necessary steps to address the challenges created by the recession and has the resources necessary to deliver the services and programs that have been the hallmark of Burbank and has set us aside from many other cities. The most significant challenge is the threat of increasing pension costs eroding our ability to maintain our excellent service levels. It is vital that we recognize this and act now. Put off dealing with this issue will make the solution more difficult and painful. We need to identify recurring savings that we can achieve in a thoughtful manner that doesn’t reduce our service levels or rely on increased fees. This will require that we find new, more efficient ways to deliver services, including contracting out certain services that the private sector can deliver as effectively at significant cost savings. My highest priority is to make sure the City remains financially sound. I believe we should maintain a long-term macro view of the City’s financial needs and make sure our day-to-day decisions don’t conflict with or jeopardize our ability to meet those financial objectives. Further, I think protecting our residential neighborhoods from cut-through traffic, noise and parking from neighboring areas remains a high priority. We need to keep a close watch on traffic in general as the volume of vehicles on our streets continues to increase to make sure we don’t create dysfunctional intersections that are stressed beyond their capacity. The most significant challenge we face is to protect the financial stability of the City. We need to exert every effort to attract businesses to Burbank that will generate goodpaying, longterm jobs. At the same time, we need to be constantly on guard to avoid inappropriate government spending so that our ability to provide basic fire, police, and other public services is never in doubt. Burbank is a great city. The testament to that is the amount of people who grow up here and never leave. At my term’s end, I hope to have kept that feeling alive. I want to add to Burbank’s quality of Life, by making sure we are on solid financial footing. I want to strengthen relationships between groups such as the Chamber of Commerce, Board of Realtors, and Neighborhoods. I feel public-private partnerships capitalize on our strengths and keep Burbank strong. If business is good, residents are working and City services remain strong ALL factions of our Community are served. There are several challenges that will need to be addressed. We need a new permanent City Manager. This is critical. We have to re-establish the continuity of leadership throughout the City Departments. We need to address the Police Department and the millions being spent on legal defense. That Department needs a permanent Chief named. Shortfall and unfunded liabilities are huge. This needs to be addressed through a balanced approach of departmental cuts and an aggressive approach to raising revenues. A new airport terminal is needed. Public support appears positive. We may only have a short window of opportunity to accomplish this. Dave Golonski The most effective way to deal with this problem is to find significant recurring savings and use those savings to pay down the unfunded liability. I have proposed a 10 year plan where the city would identify and implement $8 million in recurring savings, without cutting services or increasing fees, and use $5 million per year to pay down the unfunded liability, $2 million for resurfacing streets and $1 million for additional infrastructure investment in things like our aging parks. Sacramento implemented pension reform addressing long term future costs and that together with reducing the unfunded liability is what is needed. David Gordon The biggest financial burden cities across the US have faced in recent years in the cost of providing retirement and medical insurance to their retired employees. My understanding is that the City of Burbank has never paid for the retired employees medical insurance, and as a result has avoided one of the retirement related problems. With regards to actual pension benefits, I think the combination of reforms adopted by the State to the Public Employees Retirement System (PERS) regarding reduced amounts of retirement income employees can earn, an extension of the term of qualifying salary (from 1 to 3 years) on which the employee’s retirement will be based, and increased monthly contributions by the employees, should keep the City of Burbank on a sound footing. David Nos Pension reform is actually in process with Governor Brown’s Pension Reform bill which was signed into law in 2012. Effective January 2013, all new employees under the calPERS system would have to contribute 50% of their pension costs. Local government labor unions will have a five-year window to negotiate that through collective bargaining. Annual retirement payout is capped at $132,120. The Bigger question to answer is how we deal with the current unfunded liabilities? This will have to be done with a balanced approach through departmental cuts and an aggressive plan to raise revenues by encouraging business growth, relocation and job creation. Jess Talamantes I’ve been told that our pension liability runs from a low of $141 million to a high of $242 million. The best way to deal effectively with these mounting costs is to take a dual approach. The first is to work in partnership with the city’s employee groups to negotiate taking steps to increase efficiencies while trying to maintain important local services. Also engage the groups to negotiate new contracts which aide in reducing the city’s financial burden from the rising costs of pensions. The second would be to start paying down the unfunded liability. We would generate savings of $88,000 annually for every $1 million that we pay up front. BURBANK BUSINESS JOURNAL PREVIOUS My vision would be one of optimism and transparency in which: our city finances are in the BLACK, no budget/program cuts and the residents are engaged and trust our local government. With the recent numbers showing: unemployment decreasing, housing increasing and the stock market at its highest level since Oct. 2007, these are all good indicators moving forward. I can see several projects coming to completion including the I-5 work at Buena Vista, Empire and Burbank Blvd. bridge and the new/relocated IKEA. The Empire Center, old IKEA site, Magnolia Park, Town Center and Downtown Burbank will be at full occupancy, generating jobs and revenue for our city and residents. 4 There are two challenges, budgetary and infrastructure needs. I will focus on the budget. The budget process is a collaboration effort of the city council, staff and residents. With revenues increasing an average of 2.6% and expenditures increasing an average of 2.8% annually, we cannot sustain this trend. The “low hanging fruit” is gone and efforts are being made to minimize the impact on the community. The focus should not solely be on cuts, but on thinking outside the box and revenue generation. We need: cost recovery of facilities; to evaluate & consolidate programs/services/departments and public/private partnerships. Today’s economic climate demands that we look with an open mind at all of our options. MARCH 2013 NEXT C HAMBER NEW SUPERINTENDENTʼS MESSAGE: S Spanish Dual Immersion Program Creates Excitement By Dr. Jan Britz On Thursday, February 21, 2013, the Burbank Unified School District’s Board of Education voted to move forward with plans to begin a Dual Immersion program next year. Dual Immersion is the name for a bilingual program that involves two different languages being taught to students at different times during the same day or week. There are currently several similar programs in other local districts, such as the Los Angeles Unified School District and the Glendale Unified School District. Burbank Unified’s program, which will begin in the 2013/2014 school year with a five-hour kindergarten class at Disney Elementary School, will add a class each year (for the next six years) so that by the time the first cohort is in the fifth grade, there will be a dual immersion class at every grade level at that site. The program also has plans to continue through middle school and into high school. The program was developed after staff completed an extensive amount of research, which involved visiting school sites with dual immersion programs, meeting with experts on the subject, and getting input from parents and teachers. Spanish was chosen English Learners and bilingual Spanish-speaking students. Both meetings covered the philosophical approach of the program and the instructional model, as well as the timeline for registration and the orientation process. Dr. Tom Kissinger, the District’s Director of Elementary Education, presented at the meetings. These meetings were well attended and showed that interest in the program is very high. On March 25, parents were in- Photo by Harvey Branman Dr. Jan Britz as the “target language” because of the expansive amount of resources available in that language, opportunities for professional development, the pool of potential applicants for teaching the class, as well as the fact that this was the language that most parents had requested. On March 12 and March 13, the District held special meetings for parents who were interested in enrolling their children in the program. The March 12 meeting was for parents of students who are currently English speakers; the March 13 meeting provided information toparents of vited to apply to participate in the lottery for this program, which was held on April 25 at the District Office. As the current kindergarten student: teacher ratio is 30:1, the District was able to accept15 English-speaking students and 15 students who are either English learners or bilingual (Spanish speakers). The event, sponsored by the Burbank Chamber of Commerce, has become a priority for those seeking the most up-to-date information on events and developments in the city. Although the Mayor did note the continuing economic slump and the state’s water shortage, his message portrayed Burbank in a positive light. The city’s sales tax revenue has grown steadily in the last five years, and sales tax per capita is higher in Burbank than in either Pasadena or Glendale. Burbank also compares favorably with those cities in the area of home foreclosures and unemployment rates. In September 2008, Burbank’s unemployment rate was 6.3% compared to Los Angeles County’s 7.8% and the state of California’s 7.7%. Mayor Golonski touted new developments including The Collection, The Pointe, The Higgins Development, The Villas on Buena Vista, and the $24 million renovation of the Burbank Airport Marriott as well as the new Community Services Building, Ovrom Park, and the DeBell Clubhouse, scheduled to open in 2009.
