The crown jewel of MarkWest’s $1 billion construction and midstream infrastructure
investment in eastern Ohio is located on 560 acres between Hopedale and Jewett.
To date, about 200,000 man-hours have been logged constructing this massive
facility. The plant is scheduled to begin operation by the first quarter of 2014.

Construction of an enormous compressor station pad near Scio. Site excavation from
early August 2013 (inset) was performed by Kelchner of Springboro, Ohio. The main
photo shows the site just more than 50 days later as the stone is being put down. A
compressor station also called a pumping station is the “engine” that powers an interstate natural gas pipeline. This facility will help the transportation process of natural gas from one location to another. Natural gas, while being transported through
a gas pipeline, needs to be constantly pressurized at intervals of 40 to 100 miles dependent on terrain, and number of gas wells in the vicinity.

financial performance has enabled the company to fund major development projects to ensure the company’s future growth. First quarter results show a two-percent increase in net
oil-equivalent production with their activity in the Marcellus Shale sited as one of the primary
reasons. First quarter reports show Chevron running 8 rigs in the Marcellus with production
results near high end of expectations. In the Utica, Chevron has 4 wells drilled with 4 wells

Operational Highlights: Operational Highlights: Currently operating 14 rigs in the
Utica Shale play. As of March 31, 2013, Chesapeake had drilled a total of 249 wells in the
Utica, which included 66 producing wells, 86 additional wells waiting on pipeline connection
and 97 wells in various stages of completion. Net production averaged approximately 60 million cubic feet of natural gas equivalent (mmcfe) per day during the 2013 first quarter and
the company continues to target a year-end 2013 net production exit rate of 330 mmcfe per
day. The average peak daily production rate of the 13 wells that commenced first production

Operational Highlights: Operational Highlights: In the Utica Shale, Gulfport spud
10 gross (7.7 net) wells during the first quarter of 2013. At the end of the first quarter, Gulfport had one gross well waiting on completion, three gross wells being drilled
by horizontal rigs, five gross wells with their vertical sections completed and waiting on a horizontal rig, and one gross well being drilled with a top-hole rig. Gulfport is currently operating
four horizontal rigs and two top-hole rigs in the Utica Shale. Gulfport currently plans to accelerate its 2013 drilling program, increasing its Utica Shale operated horizontal rig count to
seven rigs by the end of June 2013. During 2013, Gulfport has budgeted $494 million to
$504 million to drill approximately 55 to 60 gross (49 to 54 net) wells in the Utica Shale.

Operational Highlights: During the second quarter of 2013, Hess’s Utica activity
included 10 wells drilled, three wells were completed and three wells were flow tested. Two
of the wells tested were operated by Hess; one on the company’s 100 percent-owned acreage
and one on their CONSOL joint venture acreage. Their CONSOL joint venture acreage, the
Cadiz 1H-23 well in Harrison County, tested at a rate of 2,250 barrels of oil equivalent per
day including 57 percent liquids. On their 100 percent-owned acreage, the Richland B 1H34 well, in Belmont County, tested at a rate of 2,985 barrels of oil equivalent per day including

A
92-page study released by the University of Pittsburgh takes a realistic look at the direct costs, and economic impacts, of drilling
a single Marcellus Shale gas well. The study, called the “Economic Impact of the Value Chain of a Marcellus Shale Well,” looked
in depth at an EQT-drilled well in Washington County, PA. Undergraduate and graduate students from Pitt found that a single
well had direct costs of more than $7 million.

In­addition­to­providing­a­realistic­picture­of­the­direct­costs­associated­with­natural­gas­drilling,­the­study­also­provides­an­in­depth
look­at­each­phase­of­a­typical­Marcellus­Shale­wellhead.­There­are­eight­steps­or­phases­in­establishing­typical­Marcellus­Shale­well,
however,­this­study­only­focuses­on­the­first­six.­The­last­stages­being­workovers­and­plugging/abandonment­were­not­included­in­the
economic­analysis.
1.)­Mineral­Leasing/Acquisition­&­Permitting:­Exploration­and­production­companies,­or­landmen­acting­for­them,­must­approach
and­negotiate­with­landowners­for­mineral­rights­leasing.­Second,­the­permitting­stage­requires­the­satisfactory­filing/obtaining­of
state­and­local­permits­and­posting­of­necessary­bonds­to­allow­for­site­preparation­to­begin.
2.)­Site­Preparation:­involves­things­like­surveying,­site­design­and­layout,­water­planning­(i.e.,­water­ponds,­or­water­supplies­via
trucks­or­pipeline),­construction­of­access­roads,­road­and­pad­construction,­placement­of­on-site­trailers,­construction­of­water­storage
or­pits,­and­erosion­control.
3.)­Drilling:­The­drilling­phase­may­take­23-35­days­per­well,­including­five­days­for­mobilization­and­18-21­days­for­drilling­itself.
This­phase­requires­myriad­pieces­of­equipment­supporting­drilling­rigs,­power­generation,­processing­and­disposal­of­liquid­and­solid
waste.­While­this­study­focuses­on­a­single­well­on­a­pad­in­a­site,­it­is­possible­to­place­up­to­six­wells­per­drilling­pad,­with­each­well
having­one­or­more­horizontal­laterals.
4.)­Hydraulic­Fracturing:­During­this­process­a­solution­of­water,­chemicals,­gels,­and­sand­is­injected­into­a­well­under­high­pressure.
Water,­along­with­additives,­fractures­the­shale­rock,­while­sand­props­open­the­fractures,­allowing­the­natural­gas­to­flow­out.
5.)­Completion:­The­10-15­day­process,­involves­the­recapturing­flowback­and­well­testing,­water­recycling­(and/or­disposal),­flare
(if­needed),­and­the­installation­of­a­wellhead.­Also­referred­to­as­a­“Christmas­tree,”­the­wellhead­is­made­up­of­a­metal­housing­of
tubes,­valves­and­seals,­which­regulates­the­extraction­of­natural­gas­from­the­underground­well.­
6.)­Production:­Over­the­7-15­year­lifespan­of­a­well,­one-time­related­costs­would­consist­of­finishing­off­the­pad­area­(typically
300ft­x­500ft),­the­gathering­pipeline,­and­interim­reclamation­costs,­such­as­erosion­control,­landscape­repair,­and­road­repair.
Ongoing­payments­relating­to­production­are­royalty­payments­to­the­lessor.
7.)­Workovers:­Activities­could­include­power­generation,­such­as­solar­power­for­the­Christmas­tree­or­an­onsite­generator,­additional
well­stimulation­(fracking),­equipment­maintenance­and­servicing.
8.)­Plugging­&­Abandonment:­Activities­associated­with­this­phase­include­activities­such­as­landscape­or­road­repair.

T
im Kenny discovered a golden opportunity in
the oil and gas industry, and all it took was a
glance through a window.
Kenny,­of­Cadiz,­had­spent­20­years­employed­by
coal­companies­such­as­R&F,­Oxford­Mining­and
Murray­Energy,­as­well­as­a­county­surveyor,­but­he
began­noticing­how­new­businesses­were­popping
up­in­the­area­to­cater­to­shale­companies.
“I­was­on­the­road­[for­the­coal­company]­and­I
missed­this.­I­walked­into­the­Utica­Safety­Apparel
store­ and­ thought,­ ‘There­ is­ something­ going­ on
here.­Stuff­like­this­doesn’t­happen.’”
A­graduate­of­Cadiz­High­School,­Kenny­also­obtained­a­bachelor’s­degree­in­business­from­Malone­College.­He­recalled­working­eight-to-10-hour
days­and­attending­night­school,­all­while­raising
three­children.­He­also­had­been­active­with­the
Cadiz­ Board­ of­ Public­ Affairs,­ Sally­ Buffalo­ Park
Board,­Puskarich­Library­Museum­Board­and­the
Harrison­Hills­City­School­Board,­the­latter­of­which
included­a­three-year­stint­as­president.­
Getting a second chance
After­recently­finding­himself­unemployed,­he’d
gathered­with­friends­at­the­Kountry­Kettle­Restaurant­in­his­native­village­for­a­meal­and­conversation.­One­day,­he­noticed­a­sign­on­a­building­across
the­street­for­Joe­Knows­Energy­(JKE),­a­Columbusbased­business­that­had­opened­a­local­office­to

provide­oil­and­gas­firms­with­construction­management,­quality­assurance­and­other­assistance.­His
curiosity­led­him­to­speak­with­company­officials
and­he­gained­a­second­chance­to­do­something
he­ loved.­ Kenny­ said­ his­ work­ in­ the­ coal­ field
ranged­from­land­management­to­permitting,­and
those­skills­were­a­well-suited­for­JKE.­He­was­hired
within­a­month­of­that­first­meeting.
“This­has­been­my­home­and­I’ve­done­this­work
for­20­years.­They­said­they­didn’t­have­many­local
workers­and­I­said,­‘I’m­your­guy,’”­he­commented.
“I­went­from­coal­to­crude.­We’ve­now­got­crude­oil
coming­ out­ of­ the­ same­ area­ [where­ we­ mined
coal].­It­was­a­perfect­fit­for­me.”
Much­like­his­work­with­the­coal­industry,­Kenny
has­done­site­development­and­infrastructure­work
for­midstream­companies.­He­does­what­he­calls­“A
Function,”­which­entails­performing­tasks­for­JKE,
and­“B­Function,”­or­taking­directives­from­client
companies.­Currently,­he­prepares­road­use­maintenance­agreements,­or­RUMA’s,­between­oil­and
gas­producers­and­either­the­county­or­townships.
“These­are­my­roads.­I­was­born­and­raised­on
them.­I’ve­walked­these­roads,”­he­added.­“I­know
and­work­with­local­and­state­officials.­I­take­pride
in­the­roads,­whether­they­are­in­Belmont,­Jefferson
or­Harrison­County.­They­are­all­our­roads­to­me.
This­is­my­home,­and­I­care­about­it.”
Unlike­the­many­hours­he­logged­on­the­road­travelling­from­Columbiana­to­Muskingum­and­Noble
counties,­Kenny­is­happy­to­be­closer­to­home.
“These are my roads. I was born and raised on
them... this is my home, and I care about it.”

“I’m­working­in­my­backyard­now.­I­want­to­be­outside
365­days­a­year­and­I­have­that­opportunity­again,”­Kenny
continued,­saying­many­people­within­the­Ohio­Valley­were
gaining­jobs­within­the­industry.­“It’s­a­great­thing.­It’s­a
wonderful­opportunity­for­our­county­and­our­state.­This­is
a­chance­most­of­us­thought­would­never­come­back­to­us.”
JKE: Building America’s future
JKE­President­Dan­Lorenz­said­the­company­has­five­employees,­two­of­which­reside­in­Harrison­County.­Besides
Kenny,­Cindy­Karto­was­hired­for­human­resources­and­administration.
“Our­big-picture­purpose­is­to­build­America’s­future,”
said­Lorenz.­“We­think­it’s­important­to­get­involved­with
something­that­is­making­a­difference.­There­is­a­half-trillion­dollars­underground­and­the­key­is­to­do­it­the­right
way.­There­is­a­need­to­help­companies­do­it­the­right­way.”
Four­ways­JKE­is­helping­producers­tap­into­the­local­reserves­is­through­construction­management­services,­quality­assurance­services­such­as­inspections,­design­services
and­construction­services.
“Tim­Kenny­provides­construction­management­and­quality­ assurance.­ He­ understands­ what­ the­ clients­ want­ to
achieve­and­it’s­his­job­to­get­the­bid­specifications,­get­the
commitment­of­government­agencies­to­make­sure­it­meets
their­needs­and­make­sure­it’s­done­right.”
Lorenz­has­30­years’­experience­in­construction­and­infrastructure­development,­holding­a­civil­engineering­degree­ from­ the­ University­ of­ Cincinnati­ and­ a­ master’s
degree­in­business­from­The­Ohio­State­University.­He­has
operated­nearly­a­half-dozen­businesses­from­commercial
site­development­to­environmental­contract­work­but­broadened­his­focus­as­the­economy­waned­around­2008.­
“In­2011,­we­started­to­look­at­the­oil­and­gas­market.
Eastern­Ohio­is­an­opportunity­to­take­what­I’m­passionate
about­and­trained­30­years­to­do­and­do­something­great,”
he­said.­“I­took­the­professional­relationships­I­developed
and­my­experience­and­helped­develop­new­relationships
with­energy­companies­and­resources­in­Eastern­Ohio.”
The­surge­in­shale­interests­led­him­to­found­JKE­in­January­ of­ 2012,­ and­ by­ that­ July­ the­ satellite­ office­ was
launched­ on­ East­ Market­ Street­ in­ Cadiz.­ It­ has­ since
worked­with­local­energy­companies­and­helped­create­infrastructure­by­obtaining­contractors­for­the­projects.­
“On­ the­ three­ projects­ we’ve­ worked­ on­ in­ 2012-13,
we’ve­had­three­different­design­engineers­as­part­of­our
teams­and­they­are­all­from­Ohio.­The­projects­we’re­working­on­this­year­include­all­Ohio­workers.”
Venturing onward
Lorenz­said­success­would­be­driven­by­the­geology­of
the­area­and­how­much­demand­could­be­created­for­the
products.
“There­is­a­lot­of­uncertainty­about­what’s­underneath
the­ground­and­how­much­gas­and­oil­will­come­out­of­this
play,”­Lorenz­noted.­“Everything­I’m­hearing­is­it’s­going­as
planned­and­things­are­positive.­A­certain­amount­of­patience­also­needs­to­be­exercised,­but­billion-dollar­investments­are­being­made.”
Four­ sources­ of­ demand­ include­ power­ plants,­ which
could­be­converted­from­coal­to­gas;­“green”­vehicles­that
use­natural­gas­for­operation;­manufacturers­switching­to
natural­gas­power;­and­exporting­the­product.­Lorenz­said
that­for­companies­to­make­an­investment­in­large­facilities,
they­have­to­make­sure­their­savings­is­long-term.­It­also
depends­on­having­technology­to­help­lower­costs­with­production.­He­said­exporting­might­take­a­while­since­the­federal­government­has­held­back­on­shipping­natural­gas­out
of­the­country.
“I’m­confident­it­will­occur­and­we­will­have­the­geology,
technology­and­demand.­The­demand­will­continue­to­grow
and­the­technology­will­make­it­less­expensive­to­get­[the
resources]­out­of­the­ground.­All­three­will­make­a­brighter
future­for­Eastern­Ohio,”­Lorenz­added.­“The­energy­industry­is­up­and­down­and­it’s­not­always­going­to­be­a­straight
line.”

Laying the
groundwork

rilling­ rigs­ are­ becoming­ a­ common­ sight
across­the­regional­landscape,­but­massive
construction­has­commenced­throughout­the
county­and­country­to­lay­the­groundwork­for­extensive
pipeline­ infrastructure­ that­ will­ help­ transport­ the
bountiful­resources­of­the­Utica­Shale­for­processing
and­marketing.
Pipelines,­which­transport­natural­gas­and­liquids
from­the­wellhead­to­refineries,­have­begun­snaking
their­way­through­Ohio’s­landscape­in­earnest.­In­fact,
the­Public­Utilities­Commission­of­Ohio­(PUCO)­notes
that­about­133­pipelines­are­planned­across­10­eastern­Ohio­counties,­most­of­which­are­within­Carroll­and
Harrison­counties’­borders.­Carroll­will­have­62­lines
to­gather­and­transport­both­wet­and­dry­gas­while
Harrison­will­receive­33.­As­for­the­rest­of­the­region,
Trumbull­County­will­have­two­installed;­Mahoning,­six;
Jefferson­ and­ Monroe,­ two­ each;­ Belmont,­ eight;
Guernsey,­12;­and­Noble,­five.­Some­experts­reported
that­by­the­year­2030­energy­companies­would­invest
between­$130­billion­to­$210­billion­in­Ohio­to­build
the­necessary­natural­gas­infrastructure­to­keep­up
with­the­growing­market­demands.
On the local front
Access­Midstream,­which­partners­with­M3­Momentum­and­EnerVest­in­the­Utica­East­Ohio­Buckeye­complex­in­Columbiana,­Carroll­and­Harrison­counties,­was
in­the­midst­of­constructing­more­than­30­miles­of
lines­between­facilities­in­Kensington,­Leesville­and
Scio­to­feed­production­at­their­fractionation­plants.­Of
that,­21.13­miles­are­currently­in­service­and­roughly
9.22­miles­were­still­under­construction.
Scott­Hallam,­general­manager­of­Utica­for­Access,
said­the­vast­amount­of­natural­resources­has­fueled
the­company’s­capabilities­to­produce­many­gas-based
products.­The­company,­which­is­based­in­Oklahoma
City,­ Okla.,­ has­ held­ offices­ in­ North­ Canton­ since
2011­when­the­Utica­Shale­play­was­discovered­as­a
plentiful­source­of­natural­gas.­Access­operates­midstream­assets­in­12­states,­with­an­average­output­of
about­3.5­billion­cubic­feet­per­day­(Bcf/d)­and­more
than­6,000­miles­of­natural­gas­gathering­pipelines.­
It­is­involved­in­two­Utica­gathering­systems:­Cardinal­Gas­Services­(CGS),­which­is­a­partnership­with
TOTAL­and­EnerVest­to­provide­gathering,­compression
and­dehydration­services­for­the­oil­and­wet­gas­found
within­its­1.45-million-acre­dedication,­and­Utica­Gas
Services­(UGS),­its­solely-owned­operation­that­provides­gathering,­compression­and­dehydration­services­for­four­gas­gathering­systems­in­a­primarily­dry
gas­window­within­393,000­dedicated­acres. Hallam
said­Access­holds­a­66-percent­majority­stake­in­CGS
and­is­in­the­process­of­spending­$600­million­on­the
operation.­Its­three­gathering­systems­service­more
than­144­miles­of­in-service­pipeline­with­an­average
output­ of­ 255­ million­ cubic­ feet­ per­ day­ (Mmcf/d)
while­UGS­has­just­over­five­miles­of­in-service­pipeline
with­an­average­throughput­of­12­Mmcf/d.­Access­has
the­49-percent­majority­share­in­UEO­and­has­invested
$900­million­in­that­venture.
“We­handle­the­design,­construction­and­operation
of­ the­ pipeline,”­ Hallam­ explained.­ “Access­ has­ invested­$1.5­billion­in­eastern­Ohio­related­to­Utica­development.”
One­exception­is­the­UEO­Buckeye­system­facilities
operated­ by­ M3­ Momentum.­ Upon­ completion,­ the
Kensington­facility­will­contain­three­processing­plants
with­a­total­capacity­of­600­Mmcf/d­of­natural­gas­processing­capacity.­Two­pipelines­form­the­main­network
and­span­35­miles­between­the­Kensington­and­Scio
plants.­A­24-inch,­high-pressure­pipeline­carries­gas­to
the­Columbiana­operation­and­the­smaller,­12-inch

Laying
the
groundwork
line­ transports­ natural­ gas­ liquids­ (NGLs)­ from
Kensington­to­the­Harrison­Hub­outside­of­Scio.
That­site,­which­began­initial­operations­this­summer­in­North­Township,­is­eyed­to­be­a­135,000barrel-per-day­fractionation­plant­that­boasts­an
870,000-barrel­storage­facility,­plus­substantial
rail­loading­capacity.­It­will­be­responsible­for­splitting­ mixed­ NGLs­ into­ purity­ products,­ such­ as
ethane,­ propane­ and­ butane,­ which­ would­ be
shipped­by­pipeline,­rail­or­truck.
Hallam­ said­ plans­ to­ install­ the­ smaller­ line
began­in­January­of­2012­as­the­company­began
acquiring­rights-of-way­(ROW)­for­the­project.­Considered­ a­ greenfield­ project,­ officials­ obtained
pipeline­ easements­ to­ construct­ a­ system­ between­Columbiana­and­Harrison­counties.­
“A­portion­of­it­is­transporting­gas­to­the­Kensington­plant,”­he­said.­“We’ve­been­very­fortunate
and­the­community­has­been­very­welcoming­to
our­efforts.­We­acquired­all­of­the­rights-of-way­by
Sept.­2012­and­began­construction­in­December
2012.­It­was­in­service­in­June­of­2013.”
Both­pipelines­are­in­service­and­the­12-inch
line­is­completely­finished.­The­larger,­high-pressure­spine­is­in­partial­use­and­more­was­being
laid­near­the­Scio­site.­That­project­began­around
the­same­time­as­the­smaller­line,­with­ROW­obtained­before­construction­could­begin.­
“The­spine­was­put­more­in­the­center­of­the
rich­Utica­and­is­four­miles­short­of­Scio,”­he­continued,­ saying­ work­ on­ the­ pipeline­ could­ be
wrapped­up­this­month.­
Hallam­added­that­as­with­all­of­its­pipeline­construction­projects,­Access­ensured­that­this­highpressure­spine­was­built­to­the­highest­standard.
“The­grades­of­steel­we­use­met­or­exceed­the
standards­set­in­place­by­regulatory­agencies.­We
use­X42,­X52,­X60­and­X65­grade­and­the­wall
thickness­ranges­from­a­quarter-inch­to­a­half-inch
thick.­The­wall­thickness­and­grade­are­specified
by­the­pressure,­but­are­also­based­on­class­location,­which­is­determined­by­the­population­density­around­the­pipeline,”­he­said.­“We­do­a­class
location­study­and­categorize­the­pipeline­based
upon­location.”
Each­pipeline­in­the­UEO­system­serves­a­specific­purpose,­with­Y-Grade­NGLs­transported­from
Kensington­to­Scio­in­the­12-inch­system­and­the
high-pressure­lines­moving­unprocessed­gas­product­to­Kensington­and­eventually­Leesville.­The
compressor­facility­adjusts­the­pressure­of­the­gas
entering­into­the­high-pressure­system.­It­is­then
discharged­ into­ the­ 24-inch,­ high-pressure
pipeline,­ which­ takes­ the­ gas­ to­ Leesville­ and
Kensington.­ There,­ it­ will­ be­ converted­ into­ YGrade­NGLs­that­head­back­to­the­Harrison­Hub,
with­the­residue­sent­to­Dominion­Gas­and­the

Tennessee­Gas­Pipeline­Systems­for­marketing.­
As­for­UEO­Buckeye’s­complex,­Hallam­said­the
Kensington­ Plant­ currently­ processes­ 200
Mmcf/d­and­is­presently­in­startup­mode.­It­was
not­in­full­operation­and­some­final­tweaking­was
being­done­at­the­facility.­About­10,000­gallons
per­day­are­currently­being­processed­in­the­cryogenic­facility­and­transported­to­the­Harrison­Hub
fractionation­facility.­The­plant­near­Scio­will­handle­ethane,­propane­and­natural­gas.­Construction
at­that­site­is­staggered,­with­Stage­Two­to­be­completed­early­next­year­and­Stage­Three­by­the­end
of­2014.­UEO­plans­to­intall­a­second­processing
facility­at­Leesville.­The­24-inch­line­will­also­extend­to­the­Leesville­site­and­provide­high-pressure­ gas­ to­ convert­ into­ Y-Grade­ NGLs.­ Access
employs­seven­main­contractors­on­the­pipeline
and­compression­facilities,­at­least­half­of­which
are­from­Ohio,­plus­81­people­at­its­Canton­office
and­ about­ 1,200­ construction­ workers­ at­ the
plants.
“ATEX­will­take­the­pure­propane­from­the­Harrison­Hub­to­the­Gulf­Region,­where­the­petrochemical­industry­exists­to­consume­it­as­feedstock­and
a­fuel­source.­The­Bluegrass­Pipeline­anticipates
transporting­Y­Grade­gas­from­the­Kensington­and
Leesville­plants,”­he­continued,­saying­the­Y­Grade
will­ exceed­ the­ fractionation­ capacity­ and­ the
pipeline­was­needed­to­take­the­excess­products
to­other­markets­in­the­Gulf­for­processing.
“The­ Utica­ continues­ to­ exceed­ our­ expectations,­but­as­it­continues­to­exceed­our­expectations,­ it­ could­ mean­ more­ pipelines­ and­ more
facilities­such­as­cracker­plants.­The­Utica­is­producing­in­such­volumes­it­might­spill­over­to­the
petrochemical­companies.­The­Utica­is­a­liquidrich­development­and­extremely­prolific,”­he­said.
“The­rich­zone­has­been­inverted­and­I­think­the
industry…is­now­in­the­mindset­of­traditional­exploratory­work.­There­is­a­robust­asset­there,­but
more­exploration­is­needed.”
CBC:­Part­of­the­process
Louisiana-based­CBC­Pipeline­is­currently­working­with­MarkWest­Energy­Partners­to­construct
pipelines­for­the­Cadiz­cryogenic­facility.­MarkWest
will­have­more­than­50­lines­to­serve­drilling­companies­at­its­sites­in­Harrison­and­Noble­counties,
and­CBC­is­handling­much­of­that­framework.­
“There­are­many­different­pipelines,”­said­CBC
Project­ Coordinator­ Gavin­ Caskey.­ “We’ve­ laid
lines­from­the­MarkWest­plant­[at­the­Cadiz-Harrison­County­Industrial­Park]­to­the­Arrowhead­Pad
off­of­Ohio­519.­We­also­just­finished­the­Miller
line­between­Guernsey­and­Harrison­counties­and
now­we’re­working­on­three­lines­at­the­Hopedale
plant.”
The­first­section­is­a­12-inch­line­spanning­50
miles­from­Hopedale­to­Majorsville,­W.Va.,­and
uses­a­directional­drilling­rig­to­bore­beneath­the
surface­whenever­ditching­is­not­applicable.­It
was­due­to­be­completed­in­October­prior­to­this
publication.­Caskey­said­that­special­consideration­must­be­taken­into­account­when­boring­in
wetland­areas.­In­these­situations,­crews­are­required­to­drill­at­least­22­feet­below­the­surface.
Workers­also­bore­beneath­U.S.­22­in­Harrison
County­and­the­line­will­extend­beneath­the­Ohio
River­into­Brooke,­Ohio­and­Marshall­counties­in
West­Virginia,­ultimately­ending­at­MarkWest’s
facility­in­Majorsville.
“We­are­working­six­10-hour­days­to­complete
the­project,”­Caskey­said.­“There­will­also­be­an
NGL­line­to­Hopedale­from­the­Majorsville­plant.”
Crews­use­large­excavation­equipment­to­clear
the­right-of-way­and­dig­up­the­earth,­then­lay
and­weld­the­carbon­steel­pipe­together­and­add
an­epoxy-type­coating­to­seal­the­joints.­Once­the
pipe­is­finished,­the­excavators­cover­it­with­topsoil.­ Eight-hour­ hydrostatic­ tests­ are­ done­ to
check­for­leaks­and­officials­dispose­of­the­water
used­in­that­process.
CBC,­ which­ has­ a­ location­ near­ U.S.­ 22­ between­Cadiz­and­Moorefield,­began­in­1996­and
has­ served­ companies­ such­ as­ MarkWest,
Chesapeake­and­Gulfport.­CBC­has­also­completed­projects­in­Mississippi,­Louisiana,­Ohio
and­West­Virginia.­According­to­its­web­site,­CBC
was­invited­by­Chesapeake­Energy­to­participate
after­the­Utica­Shale­play­was­discovered.­CBC
Pipeline­was­awarded­a­bid­in­2011­to­work­on
the­ Kensington­ Pipeline­ and­ has­ since­ completed­a­variety­of­projects­in­Harrison,­Guernsey,
Belmont­ and­ Columbiana­ counties.­ The­ company­started­working­in­the­Cadiz­area­in­September­ of­ 2012­ and­ currently­ employs­ 350
people.
“We’ve­roughly­run­100­miles­of­pipe­since­July
of­2012,”­Caskey­added.­“We­have­used­Ohio
workers­from­union-based­companies­and­about
50­percent­came­from­a­local­union.­[The­oil­and
gas­industry]­is­great.­It­provides­a­lot­of­jobs­and
a­lot­of­people­benefit­from­it.”
Among­other­local­players­are­Blue­Racer­Midstream,­ a­ partnership­ between­ Dominion­ Gas
and­ Caiman­ Energy­ that­ will­ link­ wells­ in
Guernsey,­Noble,­Tuscarawas­and­Washington
counties­ to­ a­ main­ line­ in­ West­ Virginia,­ and
Spectra­Energy’s­Ohio­Pipeline­Energy­Network
(OPEN)­project,­which­is­installing­more­than­73
miles­of­30-inch­mainline­pipeline­with­associated­pipeline­support­facilities­in­Columbiana,
Carroll,­Jefferson,­Belmont­and­Monroe­counties
to­serve­markets­in­the­Midwest,­Southeast­and
Gulf­Coast.­But­many­of­the­local­pipelines­are
mere­tributaries­compared­to­the­extensive­ATEX
and­ Bluegrass­ systems­ that­ will­ cross­ central
and­southern­Ohio.­
Crossing the country
The­ATEX­line,­which­is­operated­by­Enterprise

Products­ Partners,­ covers­ some­ 1,230­ miles­ from­ Washington
County,­Pa.,­to­the­existing­Enterprise­Products­pipeline­system­in
Seymour,­ Ind.,­ then­ extends­ southward­ to­ Mont­ Belvieu,­ Texas.
About­369­miles­of­20-inch­diameter­pipeline­will­be­added­to­the
861­miles­of­infrastructure­that­is­already­in­existence.­Preexisting
lines­currently­transport­refined­products­from­the­Gulf­Coast­to­the
Midwest­but­will­be­placed­into­ethane­service­with­the­flow­direction­being­reversed.­At­its­southern­terminus­in­Texas,­ATEX­will­have
access­to­a­new­55-mile­pipeline­from­Beaumont­to­Mont­Belvieu.
Preliminary­work­first­began­in­2011­with­construction­starting­this
past­spring.­Operations­are­targeted­for­the­first­quarter­of­2014,
at­which­time­it­will­have­a­capacity­of­190,000­barrels­per­day
(Bbl/d)­of­ethane­that­could­be­expanded­to­meet­increased­demand.­According­to­the­ATEX­Web­site,­it­is­designed­to­provide­takeaway­capacity­for­ethane­from­Pennsylvania,­West­Virginia­and­Ohio
to­the­Texas­Gulf­Coast­petrochemical­market.­Ethane­is­used­as­a
feedstock­in­the­production­of­a­variety­of­consumer­plastics.
The­Bluegrass­Pipeline,­which­is­owned­by­Williams­and­Boardwalk­Pipeline­of­Oklahoma­and­Texas,­respectively,­will­span­32
counties­through­Pennsylvania,­West­Virginia,­Ohio­and­Kentucky
and­locally­encompass­Carroll,­Harrison,­Guernsey,­Noble­and­Monroe­counties.­The­new­pipeline­would­interconnect­to­with­Boardwalk’s­ Texas­ Gas­ Transmission­ LLC­ system­ (Texas­ Gas)­ in
Hardinsburg,­Ky.,­while­officials­will­also­convert­a­portion­of­Texas
Gas­from­Hardinsburg­to­Eunice,­La.,­from­natural­gas­service­to
NGL­service­with­new­pump­stations­and­related­facilities.­From
there,­the­gas­will­travel­via­another­new­pipeline­to­a­large-scale
fractionation­ plant­ and­ expanded­ NGL­ storage­ facilities­ in
Louisiana.­It­would­provide­producers­with­200,000­Bbl/d­of­mixed
NGLs­take-away­capacity­in­Ohio,­West­Virginia­and­Pennsylvania.
The­proposed­line­could­be­increased­to­400,000­Bbl/d­to­meet
market­demand,­primarily­by­adding­additional­liquids­pumping­capacity.­It­would­deliver­the­mixed­NGLs­from­those­producing­areas
to­proposed­fractionation­and­storage­facilities­that­would,­in­turn,
be­ connected­ to­ petrochemical­ facilities­ and­ product­ pipelines
along­the­coasts­of­Louisiana­and­Texas.­If­all­goes­according­to
plan,­the­pipeline­could­be­in­service­during­the­second­half­of
2015.
Safety first
The­industry­is­heavily­regulated­under­federal­and­state­standards,­and­some­officials­said­they­go­beyond­those­regulations
and­police­themselves.­The­State­of­Ohio­adopted­regulations­de-

veloped­by­the­U.S.­Department­of­Transportation’s­Pipeline­and
Hazardous­Materials­Safety­Administration­(PHMSA),­which­PUCO
enforces­through­a­cooperative­agreement­with­the­federal­government.­The­Ohio­Power­Siting­Board­(OPSB)­certificates­intrastate
gas­pipelines­within­Ohio­that­are­greater­than­500­feet­in­length
and­9­inches­in­diameter­and­designed­with­a­Maximum­Allowable
Operating­Pressure­of­greater­than­125­psi.­
However,­the­OPSB­does­not­have­jurisdiction­over­production
lines,­gathering­lines­or­liquid­lines.­Production­lines­fall­under­the
jurisdiction­of­the­Ohio­Department­of­Natural­Resources­(ODNR),
gathering­and­liquid­lines­are­under­local­zoning­jurisdiction­and­interstate­ lines­ follow­ the­ Federal­ Energy­ Regulatory­ Commission
(FERC).­Compressor­stations­are­certified­by­local­building­departments,­where­applicable,­and­processing­facilities­and­fractionation
plants­fall­under­local­zoning­authorities­and­the­Ohio­Department
of­Commerce­Division­of­Industrial­Compliance.­Moreover,­the­state
adopted­Ohio­Senate­Bill­315­to­establish­a­new­regulatory­framework­for­overseeing­its­oil­and­gas­industry.
The­condition­of­the­Ohio­natural­gas­pipeline­network­varies­by
operator. Each­operator­has­the­obligation­to­demonstrate­that­their
piping­is­in­a­condition­that­meets­or­exceeds­the­minimum­federal
safety­standards. Most­high-pressure­transmission­lines­are­constructed­with­protected­steel.­Lower­pressure­distribution­lines­are
made­from­plastic­or­steel,­and­older­lines­may­be­made­from­steel,
cast­iron­or­copper.­Each­operator­submits­an­annual­report­to­the
PHMSA­describing­their­pipeline­network­including­the­type­of­piping­used­and­number­of­leaks­detected­and­repaired.­The­companies­ also­ routinely­ inspect­ the­ lines­ or­ monitor­ them­ for­ any
potential­problems.­For­example,­pipeline­operators­utilize­a­Supervisory­Control­and­Data­Acquisition­(SCADA)­computer­surveillance
system­to­monitor­systems­24/7­from­control­centers.­The­system
gathers­data­on­pipeline­pressure,­volume­and­flow­rates­and­the
status­of­pumping­equipment­and­valves.­Whenever­operating­conditions­change,­an­alarm­warns­the­operator­on­duty­and­the­condition­ is­ investigated.­ Both­ automated­ and­ manual­ valves­ are
strategically­placed­along­the­pipeline­system­to­enable­the­line­to
be­shut­down­immediately­and­sections­to­be­isolated­quickly,­if
necessary.­Personnel­also­conduct­visual­inspections­or­internal­reviews­with­sophisticated­computerized­equipment­known­as­“smart
pigs”­for­added­measure.
For­its­part,­Access­Midstream­has­more­than­6,300­miles­of­natural­gas­and­hazardous­liquid­pipelines­in­the­U.S.­and­officials­say

it­ works­ to­ meet—and­ even­ exceed—the
stringent­safety­regulations.­Hallam­said­periodic­ground­patrols­and­aerial­inspections
of­pipeline­rights-of-way­are­conducted­to­locate­possible­leaks,­encroachments­and­potential­safety­threats­along­the­route,­plus
the­ company­ provides­ training­ seminars
and­other­programs­to­emergency­responders,­contractors­and­other­interested­parties.

“Those­ codes­ specify­ minimum­ design
standards,­welding­procedures­and­non-destructive­testing­requirements.­Regulations
also­define­line­markers­and­public­awareness,­such­as­the­‘8-1-1­Call­Before­You­Dig’
program,”­Hallam­explained.­“Our­philosophy­is­to­go­above­and­beyond.­We­treat­all
pipelines­as­if­they­are­regulated­by­[state
and­federal­rules].”

Local man serves country,
community and company

Dirk­Harkins­has­actively­served­both­his­country
and­his­community.­Now­he’s­parlaying­his­military
discipline­and­ethic­into­serving­MarkWest­Energy
in­Cadiz.
Harkins,­who­grew­up­near­Jewett,­was­a­onetime­mayor­of­Hopedale­and­currently­acts­as­first
vice­commander­at­the­Hopedale­American­Legion
Post­682.­He­feels­fortunate­to­have­been­able­to
work­ so­ close­ to­ home­ for­ almost­ the­ past­ two
years.
“It’s­really­exciting­because­that­opportunity­hasn’t­been­in­the­area­for­so­long,”­Harkins­said.­“To
have­a­job­like­that­and­work­right­in­your­backyard,­it­also­gives­me­time­to­stay­involved­with
things.­I­feel­very­blessed­to­be­working­for­MarkWest.”
The­Jewett-Scio­High­School­grad­had­served­for
15­months­in­Iraq­as­a­staff­sergeant­with­the­U.S.
Army’s­ 82nd­ Airborne­ Division­ when­ an­ IED­ exploded­in­2007,­inflicting­him­with­back,­neck­and
head­injuries.­He­was­flown­back­to­the­states­for
treatment­and­has­undergone­continuous­therapy
at­an­area­VA­hospital,­but­it­wasn’t­until­2012
when­ physicians­ formally­ released­ him­ to­ go­ to
work.­In­the­meantime,­he­managed­the­Hopedale
Legion’s­Canteen­and­prepared­to­take­courses­at
the­then-Belmont­Technical­College.­He­and­Greg
Sullivan,­area­manager­for­MarkWest,­were­onetime­schoolmates­who­remained­in­touch­in­recent
years­and­Harkins­had­expressed­his­interest­in
working­for­the­company­once­he­got­the­go-ahead
from­doctors.
“When­I­first­came­home,­I­talked­to­Greg­about
the­ opportunity­ to­ work­ at­ MarkWest­ and­ explained­I­wasn’t­able­to­go­to­work­because­they
still­had­to­do­some­tests­and­other­procedures,”
Harkins­explained.­“The­day­[the­doctors­allowed
me­to­go­back­to­work],­I­called­Greg.”
The­company­was­in­hiring­mode­and,­like­other
prospects,­Harkins­was­interviewed­by­a­group­of
MarkWest­officials­at­the­company’s­processing
facility­in­Houston,­Pa.­He­was­then­employed­at
the­rail­transload­facilities­in­Carnegie­and­Houston­but­transferred­back­to­the­area­when­operations­ began­ at­ the­ cryogenic­ facility­ in­ Cadiz.
Harkins­currently­works­as­an­Operator­B,­which
essentially­entails­being­the­eyes­and­ears­for­the
plant­operator­and­also­conducting­maintenance
work.­He­said­the­military­prepared­him­for­his­current­ task­ through­ discipline,­ flexible­ hours­ and
working­in­all­weather­elements­to­uphold­MarkWest’s­standards.­
Although­some­companies­may­work­with­Hiring
Our­ Heroes­ and­ other­ job-placement­ programs
geared­towards­veterans,­Sullivan­said­veterans
tended­to­have­the­skills­and­mindset­that­MarkWest­was­seeking­in­its­employees.­The­company
has­a­growing­number­of­vets­in­its­workforce,­including­current­President­and­CEO­Frank­Semple.
“Veterans­represent­10­percent­of­MarkWest’s
total­workforce.­That­is­pretty­substantial,”­Sullivan
said.­“I­think­a­lot­of­people­who­come­in­and­go
through­ the­ interview­ process,­ as­ well­ as­ the
process­of­elimination­for­hiring,­[those­who]­have
a­military­background­have­a­lot­of­disciplines­and
organizational­skills,­and­it’s­something­that­fits
and­suits­the­industry­and­what­we­do.­We­have
procedures,­we­have­policies­and­that­structure­is
a­great­benefit­to­the­industry.
“The­elements­they­face,­we­face.­We­work­24/7
and­that’s­in­their­culture.­They­are­all­about­hard
work­and­they­are­all­about­accomplishing­a­task
and­fulfilling­their­goals,­and­that’s­where­we­are
in­the­industry,­as­well.”
MarkWest­has­nearly­1,000­employees­across
the­U.S.­in­states­where­it­operates,­including­Colorado,­Oklahoma,­Texas,­Ohio,­West­Virginia­and
Pennsylvania,­and­Sullivan­said­it­provides­a­number­of­programs­for­educational­and­professional
development.­
“MarkWest­does­a­lot­of­things­for­the­employees,”­he­said.­“We­always­refer­to­it­as­a­MarkWest
family,­per­se.­Everything­that­corporate­does­is
based­on,­‘What­can­we­do­for­our­employees.’­It’s
a­pretty­nice­atmosphere­to­be­in.”
Meanwhile,­Harkins’­sense­of­service­has­continued­and­he­remains­involved­with­the­Hopedale
Legion­and­its­community­activities.­Among­them
was­ the­ “Stuff­ the­ Bus”­ campaign­ to­ fill­ a­ midsized­bus­with­toys,­which­were­then­distributed
around­Christmastime­to­needy­kids.­Other­activities­have­included­hosting­car­shows­to­benefit­the
Help­Me­Grow­Program,­one­of­the­“Stuff­the­Bus”
partners,­and­the­Harrison­County­Military­Support
A Veteran’s Day
Group­to­supply­care­packages­for­local­soldiers­serving
overseas.­But­his­main­focus­these­days­is­with­the­Purple
Heart­Palace,­an­organization­he­founded­in­Hopedale
that­is­currently­seeking­non-profit­status­and­plans­to­provide­events­for­veterans­and­the­area.­The­Internal­Revenue­ Service­ is­ reviewing­ the­ paperwork­ and­ Harkins
hopes­to­obtain­approval­soon.­The­site­currently­hosts
mixed­martial­arts­and­self-defense­classes­for­the­community­and­Harkins­wants­to­conduct­support­group­meetings­for­veterans.
“We­want­to­do­stuff­for­soldiers­suffering­from­Post
Traumatic­Stress­Disorder­and­we­have­the­Quilts­for­Heroes,”­he­said.
For­the­latter,­he­explained­that­he­has­collected­T-shirts
from­ local­ races­ he­ participated­ in,­ as­ well­ as­ from
schools­and­other­donors,­and­volunteers­from­nearby
Weirton,­W.Va.,­create­homemade­quilts­that­are­distributed­to­injured­soldiers­in­VA­hospitals­as­a­token­of­appreciation.­Harkins­was­inspired­to­pay­it­forward­after­a
similar­quilt­was­given­to­him­while­he­recovered­in­the
hospital.
Harkins­said­working­for­MarkWest­has­enabled­him­to
remain­active­with­those­interests,­as­well­as­to­continue
his­therapy­sessions­at­the­VA­hospital.­
“It­gives­me­more­time­to­stay­involved,­and­MarkWest
has­always­been­very­flexible­to­help­me­and­make­sure­I
get­it­taken­care­of.­It’s­the­best­company­I’ve­ever­worked
for.”

Major earth moving lays foundation
for Hopedale fractionator

arkWest­Energy’s­fractionation­facility­is­expected­to­be­in­operation­during­the­first­quarter­of­2014,­but­it­took­a­lot­of­earth­moving
before­construction­could­begin­on­the­outskirts­of­Hopedale.­
A­total­of­2.3­million­cubic­yards­of­dirt­was­maneuvered­to­make­way­for­the­60,000-barrel-per-day­(Bbl/d)
site­located­off­of­Giacobbi­Road­and­efforts­first­began
last­winter.­The­local­fractionator,­which­should­be­in­operation­ during­ the­ first­ quarter­ of­ next­ year,­ is­ jointly
owned­by­MarkWest­Liberty­Midstream­LLC­(a­subsidiary
of­Colorado-based­MarkWest­Energy­Partners)­and­The
Energy­and­Minerals­Group,­a­private­equity­firm­based
in­Texas.­Officials­said­more­than­$1­billion­has­been­invested­to­build­out­the­complexes­in­the­Utica­Shale­play

and­the­purpose­is­to­separate­heavier­natural­gas­liquids­(NGLs)­such­as­propane,­butane­and­isobutane­for
delivery­to­markets­via­rail,­truck­and­pipeline.
A­total­of­560­acres­was­acquired­along­Ohio­151­between­Hopedale­and­Jewett­around­2012,­and­operators
intend­to­use­160­acres­for­the­facility­itself­with­approximately­400­acres­for­the­rail­yard.­So­far,­about­60­percent­of­the­land­is­being­used­but­still­leaves­room­for
growth­in­the­future.­­
“We­moved­2.3­million­yards­of­dirt;­1.6­million­of­that
was­over­at­the­rail­yard­facility,”­explained­Gary­Borham,
project­ manager­ for­ MarkWest.­ “It­ also­ took­ moving
700,000­yards­during­the­winter­months­to­prepare­the
site­for­construction,­which­commenced­in­the­spring.
We­started­[moving­land]­in­November­and­finished­in
mid-April­ of­ 2013­ for­ the­ fractionator.­ The­ rail­ yard

started­around­June­and­we­completed­dirt­work­the
second­week­of­September.”
Jon­Dean,­project­engineer­for­the­company,­said
the­cold,­wet­weather­created­muddy­conditions­and
large­ quantities­ of­ lime­ were­ used­ to­ dry­ up­ the
ground.­Basically,­he­said­dirt­was­carried­about­to
help­level­the­terrain­for­construction.
“It’s­a­cut­fill,­so­everything­we­were­moving­we
were­using­to­balance­the­site,”­Dean­commented.
“We­didn’t­have­to­import­or­export­anything;­we­just
moved­dirt­from­one­place­to­another.”
Officials­have­handled­vast­amounts­of­dirt­before,
noting­that­between­1.5­million­to­1.6­million­yards
was­ moved­ at­ MarkWest’s­ cryogenic­ facility­ in
Seneca,­but­the­combined­plant/rail­yard­Hopedale
site­was­of­a­larger­scale.
“It­ was­ manageable­ here,­ but­ it­ was­ a­ little­ bit
tougher­of­an­issue­with­the­railroad­because­the
grades­of­the­rail­line­itself­had­to­be­maintained,”
Dean­added.­“The­reason­why­there­was­so­much
dirt­was­because­the­rail­line­had­to­be­held­down.
The­rail­doesn’t­flow­like­roadways­do.”
They­also­had­to­contend­with­environmental­issues,­such­as­wetlands­and­Indiana­bat­habitats.
MarkWest­received­necessary­regulatory­clearances
and­removed­55­acres­of­trees­in­February,­when­the
bats­were­not­residing­in­the­woodlands.
“There­were­little­hiccups,­but­nothing­to­stop­us
from­hitting­deadlines,”­said­Dean.­“We­were­able­to
permit­far­enough­in­advance­that­we­were­could
take­care­of­those­issues­prior­to­getting­into­the­construction­phase.”
However,­portions­of­the­property­are­considered
untouchable­because­of­the­marshes.­The­facility
and­rail­yard­are­contained­within­60­percent­of­the
acreage­but­there­is­still­room­for­any­future­expansion.­Pete­Grimes,­MarkWest’s­senior­project­manager,­said­the­site’s­layout­was­specifically­designed
to­maintain­those­wetland­areas.
“[It’s]­for­environmental­reasons­because­we­have
to­weave­around­the­low­spots­that­were­marked­off
as­wetlands,­so­the­places­between­the­wetlands­is
where­we­built­the­plant,”­Grimes­said.­
To­date,­about­200,000­manhours­has­been­spent
on­ construction­ using­ contractors­ from­ Ohio­ and
Pennsylvania.­They­include­Kelchner,­of­Springsboro,
Ohio,­which­is­handling­civil­work­at­both­sites;­McCarl’s­Inc.­of­Beaver­Falls,­Pa.,­for­plant­piping;­Hartman­and­Hartman,­of­Washington,­Pa.,­foundation
and­structural­work;­Bruce­and­Merrilees,­of­New
Castle,­Pa.,­electrical­and­instrumentation­work­in­a
joint­venture­with­Sachs­Electric­of­Illinois;­and­Selinsky­Force,­of­Canton,­for­site­buildings.­Officials­said
most­of­the­crews­are­union­workers­and­the­total
daily­workforce­amounts­to­more­than­500­employees.
More­than­half­of­the­construction­has­been­completed,­and­once­it­is­finished­the­60,000-Bbl/d­fractionation­facility­will­include­two­depropanizer­trains,
one­debutanizer­train­and­a­deisobutenizer­train­to
separate­the­liquid­gas­into­propane,­butane­and
isobutene­with­the­remainder­being­natural­gasoline.
It­will­also­be­equipped­with­spheres­to­store­each
product­on-site­for­three­days.­After­the­hydrocarbons­ are­ stripped­ from­ the­ natural­ gas­ at­ MarkWest’s­cryogenic­facility­in­Cadiz,­the­Y-Grade­liquids
will­be­pumped­to­the­Hopedale­location­and­separated­into­purity­products­for­market.­The­propane

will­then­be­transported­by­pipeline,­or­it­and­the­other­products­would­also
travel­via­rail­or­truck.­Borham­said­an­average­of­84­railcars­per­day­would
transport­them­to­market­with­more­than­half­of­the­cars­containing­propane.­
The­fractionator­will­also­serve­MarkWest’s­Seneca­processing­complex­in
Noble­County,­Ohio,­and­its­Majorsville,­W.Va.,­facility­and­associated­pipelines
are­being­installed­to­help­carry­products­50­miles­from­both­directions.­Until
then,­the­NGLs­recovered­at­Seneca­may­be­transported­to­other­MarkWest’s
fractionation­and­marketing­complexes.­Furthermore,­Harrison’s­fractionation
complex­will­be­connected­through­an­expansion­of­MarkWest’s­Marcellus
NGL­gathering­system­to­the­complex­in­Houston,­Pa.,­which­is­considered­the
largest­fractionation­and­marketing­complex­in­the­Marcellus­Shale.­By­the
end­of­2014,­the­company­will­be­able­to­provide­its­producer­customers­with
nearly­230,000­Bbl/d­of­ethane­and­heavier­fractionation­capacity­and­extensive­market­access­to­all­of­the­planned­ethane­and­propane­pipeline­projects
in­the­Marcellus­and­Utica­Shales.
Dave­Ledonne,­vice­president­of­operations,­said­the­local­fractionator­would
run­24­hours­a­day,­seven­days­a­week­and­employ­about­60­people.­
“This­is­a­unique­opportunity,­due­to­the­vast­resource­base­in­the­Utica­and
Marcellus­Shale­plays,­to­provide­our­producer­customers­multiple­options
and­ markets­ for­ these­ valuable­ natural­ gas­ liquids,”­ Ledonne­ concluded.
“MarkWest­has­spent­the­last­five­years­building­a­leading­midstream­presence­in­southwest­Pennsylvania­and­northern­West­Virginia,­and­we­are­excited­to­continue­our­build­out­of­world-class­infrastructure­in­Ohio.”

Locals find a niche to meet lodging demands

A
s the saying goes, “Everything old is new again.” In­this­case,
some­vacant­buildings­are­finding­new­life­in­order­to­meet­a
growing­demand­for­housing­from­oil­and­gas­workers.­From
turn-of-the-century­structures­to­more­modern­sites­needing­a­little­TLC,
buildings­are­being­revitalized­and­inhabited­in­a­community­with­few
lodging­opportunities.­Cadiz­has­one­motel­and­is­being­eyed­for­at­least
two­more­hotels,­but­it­still­leaves­many­energy­industry­employees­traveling­for­miles­between­work­and­their­temporary­homes.­Some­local
residents­are­now­taking­advantage­of­the­opportunity­to­provide­those
workers­with­a­closer­place­to­stay.
An upward trend
Rich­ Bethel,­ operator­ of­ Homeland­ Realty­ in­ Cadiz,­ has­ found­ his
phone­ringing­nearly­non-stop­over­the­past­year.­Some­calls­are­from
out-of-towners­looking­for­available­rentals;­others­are­potential­buyers
inquiring­about­potential­investments.­
“One­day,­I­was­on­the­phone­continuously­for­two-and-a-half­hours.
We­get­rental­calls­and­give­out­the­names­of­people­renting­properties,
but­we­also­get­calls­about­purchasing­homes.”
Homeland­Realty,­which­has­offices­in­Cadiz­and­Freeport­and­an­auction­office­in­Flushing,­yields­a­staff­of­10­realtors­who­are­actively­working­to­close­the­deals.­Bethel­said­an­estimated­75­houses­were­sold
since­September­of­2012­and­the­number­was­growing.­
“The­two­areas­that­really­increased­were­older­homes­that­needed
fixed­up­and­foreclosures.­There’s­a­demand­for­them­because­of­the
lower­price,­so­people­are­buying­them­to­rent­them,”­he­said.­
As­of­July,­prices­ranged­on­average­from­$11,000­to­$60,000­for
houses­intended­for­use­as­rental­and­leased­properties,­but­the­maximum­cost­more­than­tripled­to­about­$200,000­in­September.­Bethel
added­that­those­located­on­farmland­could­cost­extra­because­the
ground­itself­could­be­leased­for­drilling­purposes.­He­said­the­demand
is­relatively­even­for­both­large­and­small­domiciles,­but­it­bolsters­the
market­while­also­breathing­new­life­into­otherwise­unused­structures.
“There­are­immediate­calls­when­we­list­them,­but­it­doesn’t­necessarily­ mean­ we­ will­ sell­ them­ quickly­ because­ it­ is­ a­ competitive
process,”­he­continued.­“This­will­be­an­improvement­of­dwellings­to
lease­or­rent­and­will­bring­money­to­the­community.­[The­owners]­are
repairing­them­and­putting­them­in­better­condition.”
However,­it­has­also­drawn­its­share­of­criticism­and­questions­because­of­higher­rental­costs.­Some­areas­rent­by­the­room­for­$700­and
up,­but­Bethel­said­operating­those­sites­is­different­from­the­norm.
“The­rent­is­governed­by­demand­and­the­wants­of­the­renter,”­he
said,­adding­that­it­also­covers­utilities­and­maintenance.­“There­is­competition­depending­on­what­people­want.”
In­addition­to­residential­sites,­Homeland­also­has­closed­on­quite­a
few­commercial­buildings,­namely­a­former­bank­building­that­currently
houses­MarkWest­Energy’s­offices­on­East­Market­Street.­The­realty
business,­which­for­years­operated­in­the­basement­of­that­building,­has
relocated­to­South­Main­Street­in­order­to­provide­more­room­for­MarkWest­employees.
In­the­32­years­his­company­has­operated,­Bethel­has­watched­the
ebb­and­flow­in­the­housing­market.­Booms­occurred­during­the­burgeoning­coalmining­era­but­took­a­nosedive­during­the­1980s­when­Consolidated­Coal­closed­its­doors.­It­was­riding­the­wave­by­the­‘90s­but

dipped­again­in­concert­with­the­country’s­economic­lapse
over­the­past­decade.­Now­there­appears­to­be­some­light
at­the­end­of­the­tunnel.
“We’ve­seen­an­economic­drop­in­the­past­eight­years
and­now­its­up­with­the­oil­and­gas­boom,”­he­said.­“We’re
still­on­our­way­up,­but­we­haven’t­reached­it­yet.­The­last
year­is­probably­one­of­the­biggest­volumes­we’ve­had­in
years.­The­thing­about­Harrison­County­is­our­market­doesn’t­fall­as­fast­as­surrounding­areas.­The­slowness­really
affected­ us­ and­ you­ really­ had­ to­ work­ hard­ to­ move­ a
house,­but­now­it’s­coming­back­because­of­the­gas­and
oil­business.”
The­demand,­which­could­impact­the­local­market­for
the­next­five­years,­has­created­a­niche­attracting­the­likes
of­both­seasoned­property­owners­and­relative­newbies.
This old house
Tammy­Mattern­and­her­husband,­Frank,­who­is­also
known­as­“Nip,”­know­a­thing­or­two­about­the­rental­business.­They­started­in­the­business­long­before­the­industry
upswing­emerged­and­currently­own­15­houses­that­lodge
both­local­residents­and­oil­and­gas­workers,­plus­they
hope­to­create­some­office­space.­
“I­kind­of­had­an­up­on­everyone,”­she­said,­adding­that
the­ community­ has­ changed­ since­ others­ got­ into­ the
rental­biz.­“If­you­look­around­town,­the­houses­are­cleaning­up.­I­have­people­who­have­lived­in­the­same­house­for
nine­years­and­the­new­[properties]­have­been­aimed­at
the­oil­and­gas­workers.­It­hasn’t­been­as­busy­as­it­was
when­they­first­started­coming­to­town,­but­it­comes­in
spurts.”
Mattern­said­she­began­keeping­an­eye­out­for­sheriff’s
sales­and­slowly­accumulated­more­properties,­but­the­influx­ of­ workers­ and­ corresponding­ demand­ for­ lodging
spurred­the­Matterns­to­purchase­a­total­of­five­sites­within
the­past­several­years.­One­of­them­is­a­former­boarding
house­on­Lincoln­Avenue­known­as­the­Bigger­house,­so
named­for­a­family­who­formerly­resided­there.­The­site
underwent­a­complete­overhaul­with­new­plumbing,­electrical­ work,­ drywall,­ flooring,­ kitchens,­ bathrooms­ and
other­updates­that­took­more­than­a­year­to­complete­and
she­commented­that­much­of­what­industry­workers­pay
goes­back­into­maintenance,­utilities,­insurance­and­other
expenses.
The­couple,­who­also­operate­Mattern­Tire­along­Lincoln
Avenue­in­Cadiz,­had­acquired­a­brick­structure­that­first
operated­as­a­triplex­apartment­before­it­underwent­remodeling.­ It­ is­ now­ known­ as­ the­ Lincoln­ Inn­ Bed­ and
Breakfast­and­has­also­served­well­to­temporarily­lodge
workers­and­other­out-of-towners.­
There­have­been­many­occasions­when­workers­seeking
lodging­found­the­inn­listed­online,­but­when­housing­is
full­Mattern­has­recommended­other­property­owners­as
potential­contacts.
“I­think­[the­oil­and­gas­industry]­is­great.­It’s­been­great
for­us­as­a­business­at­the­tire­shop.­[Our­rental­business]
was­well­before­the­oil­and­gas­and­we­kind­of­got­lucky.
It’s­full­every­day,”­she­said.­“People­were­working­in­Cadiz
but­not­staying­in­Cadiz,­so­it’s­nice­to­have­a­place­for
them.­It’s­a­lot­to­manage­but­it’s­been­a­good­investment
for­us­so­far.”
From past to present
Cadiz­resident­Bill­Sutherland­has­been­busy­restoring
his­1860s-era­building­along­West­Market­Street­in­Cadiz
for­the­past­two­years.­The­building,­known­as­the­McGavran­House,­operates­as­Suites­by­the­Day­and­has­provided­temporary­lodging­for­traveling­salespeople,­tourists
and­oil­and­gas­workers.­
By­adding­new­ceilings,­electrical­work,­amenities,­flooring,­paint­and­furniture,­Sutherland­has­toiled­to­prepare
for­future­occupants.­However,­his­foray­into­the­rental
business­two­decades­ago­was­for­personal­reasons.
“My­father-in-law­died­and­my­mother-in-law­didn’t­drive,

“I’ve­rented­more­towards­the­market­price­today.­I­had­a­sign
up­for­two­days­and­it­was­rented­without­really­advertising,”
he­said.­“I­got­calls­within­a­few­hours.­There’s­a­huge­demand
and­most­are­for­locals.”
Willis­said­one­of­the­downfalls­was­the­transient­nature­of
oil­and­gas­work,­which­means­those­tenants­may­only­stay­a
few­months­at­a­time,­and­he­looks­for­more­permanency.­He
further­alluded­to­concerns­over­high­costs,­saying­property
owners­who­rent­or­lease­to­energy­workers­also­incur­expense
by­furnishing­their­space­and­meeting­related­needs.
“You’re­renting­[an­unfurnished]­house­for­$400­a­month­as
opposed­to­one­for­$1,200­that­includes­furniture­and­utilities.
I­feel­for­the­local­people­who­can’t­afford­housing.­It’s­a­tough
situation,­but­as­a­businessman­you­have­to­look­at­the­costs.”
Willis­ has­ looked­ at­ other­ commercial­ buildings­ and­ said
more­opportunities­could­sprout­as­more­oil­and­gas­companies­come­to­the­area,­but­he­sees­something­very­positive­happening.
“I­think­it’s­great­because­a­lot­of­these­rundown­houses­are
getting­fixed­up.­If­rent­prices­were­low,­they’d­still­be­abandoned­and­there­would­be­no­use­in­investing­in­them,”­he­said.
“But­if­you­charge­too­high­no­one’s­going­to­[rent]­it.­You­need
to­put­it­at­a­price­someone’s­willing­to­pay.”
HOUSING
so­my­wife­and­I­purchased­a­house­in­Cadiz­for­her.­That­was
the­first­rental,”­he­said.
Today­he­owns­12­properties,­five­of­which­are­structures
while­the­others­are­empty­lots.­He­primarily­works­with­oil­and
gas­workers­and­has­adjusted­rates­as­needed.
“My­phone­rings­all­the­time­from­the­oil­and­gas­workers.
I’m­on­the­commercial­side­with­Suites­by­the­Day.­When­the
[Cadiz/Harrison­County]­industrial­park­ran­full­tilt­16­years­ago,
I­had­people­coming­from­Canada­and­France­who­were­sales
representatives­for­Bayform,­Cardinal­and­Excel­[Mining].”
He­has­also­rented­rooms­to­travelers­and­church­missionaries­and­believes­there­is­still­a­great­need­for­hotels­in­town.
“You­think­out­of­the­box­and­you­know­why­they­are­building
hotels­in­Steubenville.­Gas­and­oil­is­here­to­stay.­It’s­going­to
grow,­grow,­grow.­It’s­not­going­to­happen­overnight­but­it’s
going­to­happen.”
He’s­also­heard­hubbub­that­the­shale­in­Ohio­was­supposedly­far­better­than­resources­down­south­in­Texas.
By­ updating­ the­ McGavran­ House,­ he­ hopes­ to­ provide
amenities­that­are­not­always­found­at­standard­hotels.
“I’m­trying­to­turn­it­into­the­residential­side­for­oil­and­gas
workers­and­hope­to­get­corporate­people­in­it,”­Sutherland
noted.­“These­people­coming­in­would­rather­stay­in­something
like­this­than­a­hotel.”
Making an investment
Josh­Willis,­also­of­Cadiz,­had­generated­a­tidy­sum­after­selling­property­for­oil­and­gas­purposes­and­was­inspired­to­get
involved­with­real­estate.
“I­wanted­something­to­invest­in,”­he­said.
That­“something”­turned­out­to­be­two­rental­houses­and­a
building.­Willis’­first­purchase­took­place­in­January­with­the
1860s-era­commercial­site­along­East­Market­Street,­followed
by­one­house­in­March­and­the­second­in­July.­He­said­the­building­had­sat­empty­for­15­years­but­now­includes­a­business
with­some­extra­space­upstairs.
“I­targeted­houses­that­needed­work­because­of­their­low
price­and­bought­what­needed­minor­renovations.­By­the­time
you­do­the­renovations,­it’s­almost­a­brand­new­house­and­you
have­the­same­amount­it­in­than­if­you­bought­a­newer­one.”
So­far,­Willis­has­primarily­rented­to­local­residents­but­said
there­is­a­strong­demand­from­that­demographic.­Willis­pointed
to­the­fact­that­it­also­saved­costs­of­furnishing­sites­to­suit­temporary­tenants­in­the­oil­and­gas­industry­while­local­residents
are­guaranteed­to­stay­longer.
Jumping in with both feet
Amber­Rusciano­and­husband­Devon­have­owned­properties
for­the­past­six­years,­but­they­found­the­current­situation­to­be
a­real­learning­process.
A­former­real­estate­agent,­Amber­followed­the­path­of­aunt
Tammy­Mattern­and­saw­the­growing­demand.­Last­summer,
the­Ruscianos­and­friend­Steve­Barcroft­purchased­the­former
United­Department­Store­building­in­the­heart­of­Cadiz’s­Uptown­Business­District.
“We­were­kind­jumping­in­with­both­feet­because­the­upstairs
apartments­ were­ nice­ but­ needed­ repairs.­ There­ were­ two
apartments­on­the­third­floor­that­needed­some­elbow­grease
and­were­ready­to­move­into.­We­serve­the­gas­and­oil­industry,
and­in­the­last­year­it­has­taken­off,”­she­said.­“We­couldn’t
move­fast­enough­[with­the­renovations]­and­got­phone­call
after­phone­call.­People­would­rather­stay­[in­town],­but­there
are­not­a­lot­of­places­to­stay.­There­are­no­hotels­here.­This­is
a­creature­unlike­anything­anybody’s­used­to.”
Four­apartments­in­the­century-old­structure­are­already­occupied­and,­as­of­this­magazine’s­deadline,­the­first-floor­storefront­was­still­undergoing­renovations­for­commercial­use.­The
couple­also­rent­a­house­to­area­residents­and­Amber­manages
another­eight­properties­for­a­separate­owner­that­houses­employees­in­the­energy­field.
“There­are­no­more­plans­to­purchase­additional­buildings.
We’re­kind­of­riding­it­out­right­now,”­she­continued.­“We­know
[oil­and­gas]­is­here­to­stay.”
She­said­it­also­provides­chances­the­couple­otherwise­may
not­have.­For­one,­she­can­be­stay-at-home­mom­and­care­for
the­couple’s­six­children­while­Devon­works­as­a­carpenter­for
MarkWest­ Energy.­ Amber­ said­ they­ do­ the­ best­ they­ can­ to
maintain­their­properties­and­know­their­tenants­are­frequently
moving­on.­She­also­shared­some­advice­for­other­potential­investors:­Get­advice.
“Be­ready­to­talk­to­someone­who­has­done­it.­It­was­trial­and
error­but­we­learned­a­lot,­and­people­should­just­be­ready­for
anything.­It­does­pay­off­in­the­end,”­she­said.­“People­have
asked­ [why­ we­ would­ make­ these­ investments]­ and­ my­ response­is­‘Why­wouldn’t­you?’­We’re­just­increasing­the­value
and­look­of­a­building­at­the­center­of­town.­There­are­people
using­buildings­that­weren’t­functional­and­the­county­needs
the­money­that’s­coming­in.”
