that many are overloaded and must
limit what they accept. Remember
to shop first at secondhand stores
and if your item is turned down at
thrift stores, try these ideas:

curbside residential recycling services
SPRINGFIELD, VENETA AND CRESWELL COLLECTION SERVICES
These cities ensure regular garbage and recycling collection for its residents through services provided by Sanipac, a private firm that has
been awarded an exclusive franchise to collect garbage and recyclables within the City limits. Any resident or business that needs garbage
or recycling collection services should contact Sanipac at (541) 736-3600. In addition to curbside collection services, city residents can take
advantage of several convenient recycling opportunities.
EUGENE, COTTAGE GROVE AND FLORENCE COLLECTION SERVICES
These cities regulate residential and commercial curbside services for waste, recycling and yard debris within their city limits to ensure
compliance with state laws. Cities develop service standards, set rates and license permits or franchise to ensure proper service standards. See
page 10 for a list of haulers and what areas they provide service to. Contact them directly to start up service, or for instructions, collection times
and prices.
ALL OTHER AREAS
Smaller cities either franchise with haulers, provide service through their public works department, or simply allow haulers to operate
unregulated. Cities of over 4,000 are required by state law to ensure that their residential garbage customers have recycling services at equal
convenience as trash services. In all other areas, private companies may or may not be available to provide services. See page 10 for a list of
haulers and the areas they serve. Lane County ensures that all residents have disposal and recycling options at 16 convenient transfer
stations throughout the county (see pages 4 and 5).
TO START CURBSIDE SERVICE:
Contact the garbage company listed as serving your area on page 10. Be
sure to follow their instructions regarding cart placement, materials collected, set-outs, schedules, etc.
CART PLACEMENT:
Carts should be spaced at least three feet apart from one another. Carts should be placed
for collection no earlier than 7 p.m. on the evening prior to collection day, and removed by midnight of the day of
collection. Carts may be placed into the street with the wheels up against the curb, but shouldn’t be placed where
they could block sidewalks or bicycle lanes.
COMMINGLED RECYCLING COLLECTION
The equipment used to sort commingled recycling is damaged when incorrect items are included.
Wishful recycling does NOT work. Be sure to follow your garbage hauler’s instructions. Please, DO NOT PUT ANYTHING IN YOUR
RECYCLING THAT IS NOT specifically DESCRIBED AS OK.
HOW TO PREPARE RECYCLING—ALL MATERIALS MUST BE CLEAN AND FREE OF FOOD RESIDUE
Recyclable Materials
Preparation
Aluminum—cans, foil, and trays
Clean thoroughly. “Ball-up” foil and trays into large ball.
Cardboard—corrugated boxes & paper bags
Flattening or folding optional, do not cut.
Cartons—milk cartons, soy milk and soup boxes,
1/2-gallon size or larger only
Curbside commingle sort systems cannot manage to capture and recycle anything
smaller than 1/2-gallon size. Lane County transfer stations can accept all sizes of
this material. Always open wide, rinse, and drip dry.
Glass Bottles and Jars ONLY—set out separately
DO NOT PLACE GLASS IN COMMINGLED BIN
Rinse containers. Don’t break. Remove lids. Labels are OK. Separate from
commingled recyclables according to your hauler’s instructions.
Motor Oil—NO other auto fluids, only motor oil
Store in unbreakable container with a screw top. Ask your hauler where to place
the container. DO NOT PLACE MOTOR OIL IN COMMINGLED BIN.
Newspaper—including glossy inserts
Paper—computer paper, junk mail, magazines, catalogs, gift wrap, and cereal,
soap, and shoe boxes. NO plastic-coated papers.
No paper plates, cups, napkins, towels, tissues. No foil-lined or tissue paper. No
to-go boxes. No pizza boxes. No food-contaminated paper.
Plastics—plastic bottles, tubs, jars and jugs ONLY. No other shape. It’s not about the
numbers at the curb, it’s bottles, tubs, jugs, jars only.
NO flat or flexible plastics at the curb.
Rinse, discard lids. DO NOT FLATTEN. Absolutely NO BAGS and nothing but
bottle, jar, jug, or tub shapes. Many grocery stores and all Lane County transfer
stations accept plastic bags.
Steel Cans
Clean thoroughly. Do NOT flatten or remove lids (if separated, discard lid).

COMPOST AT HOME—
SAVE MONEY, GAIN VALUE
IN THE GARDEN
Composting in your own backyard produces
a valuable soil conditioner right on site and
reduces the need to purchase and haul soil, fertilizers, and other
products. Using compost reduces the need for water, fertilizers,
and pesticides. Lane County partners with BRING Recycling to
ensure that Earth Machine composters are available year-round, at
below-retail price. Stop by BRING at 4446 Franklin Blvd., visit their
website www.bringrecycling.org, or call
(541) 746-3023 for more information.
Lane County residents can purchase an
easy-to-use stacking Worm Box for $42.00 (plus
shipping) at www.createcompost.com. Select
the purchase option without worms and go to www.lanecounty.
org/compost for a list of local worm retailers and info on how to
keep the worms working for you. Worm casting are known to be
an extremely valuable plant food.
SPRINGFIELD CURBSIDE YARD DEBRIS COLLECTION
The City of Springfield offers curbside yard debris recycling as a
subscription service for garbage customers. Sanipac, the franchised
hauler, will provide a 65-gallon roll cart labeled Yard Waste and will
empty it every other week. The cost is $5 per month. Springfield
Sanipac customers can call (541) 736-3600 to subscribe for this
service.
EUGENE CURBSIDE YARD DEBRIS COLLECTION
Yard debris recycling is provided by all licensed garbage haulers as
part of regular garbage service. The cost of this service is included
in the monthly cost for most customers. Customers with less than
32-gallon biweekly trash service must pay to subscribe to the service.
Customers with no garbage service may subscribe to the service (see
page 10 for a listing of haulers).

Leaf Collection Programs
Leaves are a valuable resource for your landscape. You can
benefit from using them as mulch or in a compost pile. Use your
yard debris bin if you have that option, or haul leaves to compost
collection site. As a last resort, use a street leaf program if your
city provides it.
Springfield Leaf Pickup Program
Beginning shortly after Thanksgiving, city residents may bag
their fallen leaves and place them at curbside for free collection.

Other Cities’ Leaf Pickup Programs

FLORENCE YARD DEBRIS
Seasonal program (March-November, except May) accepts yard debris
on the third Saturday of every month, from 9 a.m.-2 p.m. at end of 27th
Street (west of Kingwood). $10 per pickup truck load, call for prices for
extra loads. Exact change or checks accepted. Call (541) 997-4106

OTHER RURAL CITIES
Several rural cities offer periodic or special event collections of yard
debris. Contact the city in which you live to find out what recycling
options they currently provide for yard debris (see page 10 for a listing
of city contacts).
Lane County transfer stations in Glenwood, Cottage Grove, and
Florence offer a yard debris and wood waste option for a fee less than
that of garbage.
Drop-off locations offered by Lane Forest Products and Rexius
Sustainable Solutions are generally the lowest cost option. See Page 9.

TIPS FOR SELF-HAULERS
If you’re coming in to visit one of our 16 transfer sites, keep these tips
in mind:
• Garbage costs money to dispose; talk to the fee collector or
recycler, or pick up a brochure for tips on reducing, reusing, and
recycling your garbage instead.
• Cover your load. Garbage fees double for loads that are
uncovered. This is to help keep our roads free of litter
and hazards.
• If you have a pick-up truck, pack your garbage toward the cab of
the vehicle, so you can easily drop off your recyclable materials
before you dump.

Many common household products contain
hazardous ingredients. From paints and
hobby supplies to bathroom cleaners, pool
and lawn care products, anything with a
caution label such as Danger, Warning, or
Caustic can become a dangerous pollutant
to groundwater and streams when not
properly handled.
Avoid the use of these products to save
money and protect children and pets from
exposure.
When household chemical products are
leftover and unwanted, use Lane County’s
Hazardous Waste Facility for safe disposal.

Three Easy Steps to dispose of your
hazardous waste:
1.Call (541) 682-4120 to make an
appointment.
2.Keep wastes in their original labeled
containers if possible, or label known
items. Secure containers in a box to keep
them from tipping over in transit.

quantities, no empty containers.
3.Enter the Glenwood disposal site through
the center lane and follow signs to
Collection Center. Please stay inside your
vehicle. Our staff will unload the waste for
you.
We CANNOT accept: asbestos, explosives (old
road flares OK), infectious waste, radioactive
waste, containers over 5 gallons.
Rural Collection Events are scheduled
several times a year. See our website or call
for dates and locations.
While there is no charge for household
services, businesses are offered services
for minimal fees. Call (541) 682-4120 for

Household hypodermic needles and lancets are accepted at most Lane County transfer sites free of charge (see p. 4 for locations). By state law,
needles and lancets must be contained in a red, rigid, leakproof, puncture-resistant container for disposal. Sharps containers are available
at pharmacies and are strongly recommended as they provide the best protection for handlers. Other red/orange rigid containers may be
acceptable; call Lane County at (541) 682-4120 for specifics. Milk jugs, coffee cans, beverage containers, etc., are NOT ACCEPTABLE.
Health-care facilities and other commercial sources must make special arrangements to dispose of sharps and other medical wastes and may
NOT use transfer sites for disposal. Call (541) 682-4120 for referrals.
Medical plastics are NOT ALLOWED in standard recycling systems. Special arrangements with plastics recyclers may be available, see page 9 for
listings.
Leftover and outdated pharmaceuticals are a growing problem, and disposal options are limited due to current laws regarding controlled
substances. Please do not flush medication down the toilet or throw in the garbage. Pharmaceuticals may be taken to various police
stations in Lane County: Coburg, Cottage Grove, Eugene, Florence, Oakridge, Springfield and Lane County Sheriff’s Department (125 E. 8th Ave.,

televisions, computers, and electronics
IT IS ILLEGAL TO DISPOSE OF TELEVISIONS, COMPUTER MONITORS, CPUS, AND LAPTOPS IN THE GARBAGE. New state laws
have created the Oregon E-Cycles program to prevent toxic materials such as lead and cadmium from entering the environment.

All Goodwill Stores, NextStep Recycling and Garten Services accept these E-Cycles items for for free (see page 9).
Lane County provides free recycling of computers, televisions, laptops, and monitors at six locations: Glenwood, Veneta,
Cottage Grove, Florence, Oakridge, and Vida transfer stations. Lane County also collects computer peripherals, as well as
office and entertainment electronics. Maximum seven items per visit. NO floor standing copiers or commercial use equipment.
Larger quantities and items that have been dismantled are not accepted. See page 9 for computer and electronics recyclers; visit

fluorescent lightbulbs
All fluorescent lamps contain small amounts of mercury that should not go into the trash. The good news is—they are recyclable! Convenient
drop-off of compact fluorescent bulbs and short tubes (4 ft. or less) is available for residents at most lighting stores and hardware stores in the
Eugene/Springfield area. Check www.lanecounty.org/lamps for a full list or ask at your favorite store. Lane County’s Hazardous Waste program
accepts tubes and bulbs by appointment at (541) 682-4120. Disposal is free for households and minimal disposal fee for businesses.
paint disposal and recycling
Oregon is the first state in the nation to enact a law requiring paint manufacturers to safely manage
leftover house paint from consumer and contractor jobs.
Convenient drop-off of unused house paint is available at a many paint stores in Lane County. Ask
at your favorite paint store, or call (541) 682-4120 for a list of locations in Lane County. For more

construction and demolition recycling
Approximately one-third of all the garbage landfilled is construction and demolition debris. Much of this material is reusable or recyclable, but
is separated on the construction site or delivered to a local materials recovery center. Construction and demolition projects can reduce costs
by separating out reusable and recyclable wood, metals, paper, concrete, and plastics. For more information on construction and demolition

event recycling options
Lane County Waste Management, in
partnership with City of Eugene, offers
recycling and compost collection bins to
events that wish to recycle. Call to reserve
the type and number of bins you will
need—one for each trash can you plan
to provide. Ask your garbage service to
provide recycling or take the collected
materials directly to a recycle station. To
reserve the bins for your event, call
(541) 682-2059. Bins are available on a
first come, first serve basis. A cleaning and
damage deposit may be required.
Zero-Waste Events!
For small events, Lane County Master
Recyclers lend out picnic kits of washable
utensils, plates, cups, napkins, etc. 4 kits
of 25 each are available on first come, first
serve basis. Neither matching nor elegant,
the kits are popular nonetheless. Call to

MASTER RECYCLER PROGRAM
COMMUNITY AND K-12 RECYCLING EDUCATION
This free nine-week course offers Lane County citizens a chance to
learn all about recycling: what goes where and
why, opportunities in this growing industry,
and how citizens can make a difference. Master
Recyclers “pay” for the course by volunteering
30 hours in the community. Volunteer
opportunities vary according to program needs
and the desires and abilities of each individual.

All K-12 schools that become Oregon Green Schools receive technical
assistance, grants, local and statewide recognition, and sponsorship
for students and teachers to attend an inspiring annual conference.
Green Schools include recycling and waste prevention in school

level), and inform and involve their local community (premier level).

SPRINGFIELD ANNUAL SPRING CLEANUP
The City of Eugene Neighborhood Services Program provides advice
and support for neighborhood cleanup events. For assistance and
more information on your neighborhood and to find out whether

Lane County’s Nuisance Abatement Program cleans up illegal dump sites along county roads.
When identified, illegal dumpers face civil citations and may be ordered to pay the cost of
cleaning up the site. You can help by reporting illegal dumping on County right-of-way.
Record the date, time and exact address. Write down the license plate number and vehicle
description if possible. DO NOT TOUCH OR REMOVE ANYTHING! To report a dump site on a
road maintained by Lane County, call Lane County Waste Management Division at
(541) 682-4533 or email us at [email protected]
To report dump sites inside a city or on a state or federal highway, please contact the city or
the Oregon Department of Transportation (see blue pages for contact information).
