The Fund, formed by a group of returned Peace Corps Volunteers, is narrowly focused on serving isolated communities of Micronesia (the Caroline Islands, located in the Western Pacific Ocean) where students who live with neither electric power nor indoor plumbing tend to drop-out rather than attend the small and under-supplied public schools on their home islands. OVERVIEW OF ACCOMPLISHMENTS The Habele Board of Directors is proud to announce that 2007, the second year since the Fund’s formal incorporation, saw the issuance of two scholarships, a major expansion of the library support project, and the announcement of a strategic partnership with an international conservation group working in Micronesia. Habele awarded two full scholarships to the prestigious Bethania High School in Palau for the 2007-2008 school year. Granted to Beverly Yagdoh (Asor, Ulithi) and Joeann Malchemar (Falalop, Ulithi) these scholarships cover the full cost of tuition, housing and schoolrelated fees for the two young women, both of whom lost a parent while still an an infant. The girls’ extended families were able to raise the money required to cover the cost of airfare from Ulithi to Yap and then onto Palau. The scholarship awardees provide the Habele Board of Directors with quarterly letters and copies of their grades. In addition to the full scholarships provided to Beverly and Joeann, Habele donors mailed over two-dozen boxes of books and school supplies to six different Micronesian islands and atolls. These materials, sent to public schools in Palau, Yap, Ulithi, Fais, Eauripik, and Woleai, represent our commitment to promoting literacy among some of the Pacific’s –if not the world’s– most isolated and under-resourced communities. Looking toward the future, Habele announced that it is now working with US-based Oceanic Society, a not-for-profit group involved in conservation and eco-tourism throughout the world. The partnership, which provides funding for Habele’s support of students from Ulithi, emerged from a turtle-tagging project conducted by Peace Corps Volunteers on Ulithi. Following the initial success of that program, the Oceanic Society identified Habele as a transparent, efficient and locally-connected avenue to “give back’ to the people living on Ulithi. STRUCTURE OF THE REPORT Based on a non-profit reporting framework developed by the world-renowned development economist Dr. William Easterly, this report is divided into four main sections: Customer Feedback, Initiatives, Accountability, and Outcomes. Our application and contract form lays out specific requirements for feedback and reporting that encourage success. Additionally, our close contact with community leaders and school administrators provides a further degree of transparency and perspective. The 2007-2008 Habele Application and Awardee Contract 12 13 Conclusion Habele made a major impact in the lives of students throughout the Outer Islands in 2007. The Fund’s donors and volunteers renewed and strengthened their collective commitment to expanding educational opportunities and accomplishments on islands across the Central Pacific from Palau in the west to Woleai in the east. Habele sustained its two high scholarships despite a major increase in tuition at Bethania High School, and more than doubled the frequency and size of its library and school material donations. The year also saw important growth in the structure and capacity of the Fund. School supplies and textbook donations were marshaled through dynamic partnerships with American high school and college service clubs. Relationships were also strengthened with the communities of Micronesians living in the US as well as with other nonprofits serving in the Pacific. The Board of Directors saw an expansion from three members to five. Habele is dedicated to remaining an all-volunteer, community driven and efficient organization. While the extreme remoteness and poverty of the Outer Islands of Micronesia constitute a major challenge we are confident that with your continued support we can work with the Islanders to achieve the educational successes upon which basic improvements in health, welfare, and economic condition are vitally dependent.
