PRESIDENT’S LETTER
CALENDAR OF EVENTS

On Friday, September 23rd, the VLP will
be hosting the 4th Annual Champions
of Justice Breakfast. This year, the
Breakfast will be held in the Grand
Ballroom at the Hemmingson Center
at Gonzaga and The Honorable Debra
Stephens will be the keynote speaker.
Justice Stephens is a Spokane native as
well as the first judge from the Division
Three Court of Appeals to sit on the Washington
State Supreme Court. Those who know her and those
fortunate enough to have been taught by her at GU know
that she is a wonderful and knowledgeable speaker.
The Breakfast is a great opportunity to make a donation
to the VLP (a minimum $50.00 per person donation
is suggested), hear how those dollars are spent, and
see how lives are impacted by the work done by the
volunteers. We have almost 30 sitting and retired judges,
commissioners, and other Spokane County officials
planning to attend, in addition to many local attorneys,
friends, and family. It sounds like we will have a great
turn-out, but there are still a few more seats to be filled.

The Spokane Young Lawyers Division (SYLD) represents
the interests of new and young lawyers to the county and
state bar associations, creates social outlets for a betterconnected and collegial legal community, and supports new

Summer is over and everyone has
gone back to school, college, or law
school. Some of you were marriedcongratulations! Some of you had
short staycations or actually took a real
vacation. Whatever you were able to do probably made
some great memories and fun times I am sure. No matter
the summer’s events, we always had volunteers helping
weekly at legal advice appointments or at court. We have
some of most faithful and helpful volunteers ever. We are
always thankful that we have coverage no matter who is
away and rightly so.

Now that everyone has gotten back to the business of
work day in and day out with summer ending, take a
moment to think about what the quote said. What we give
is a perpetual experience that keeps on giving. Mentoring
is a great way to make sure that the next generation is able
to carry on the work while you are providing pro bono
volunteer legal assistance. The VLP has great mentors
that are able to pass along their years of wisdom and their
experiences into those learning the practice of law. We
have several retired or emeritus attorneys that love to do
this very thing. They are finished with the grind of daily
practice but not ready to sit at home and grow old. Some
of our best volunteers are in their 70’s or 80’s and love to
volunteer. I make sure to give them a big hug when I see
them. It inspires me to keep at it myself and keep busy.
So while you may be thinking you are done as you retire,
please consider becoming a mentor through the VLP. Your
skills and knowledge will be absorbed by law students or
newly licensed attorneys eager to get their practices up
and going. It will be said of you that you gave wise, sage
advice that made a difference to someone else’s career or
practice- what a legacy! Please contact us to become a
mentor or to help in this much needed area. Mentoring
is a great way to volunteer at the VLP.

Looking for the Last Will and Testament of Kathleen
(Kathy) Raye Devine of Colbert, Washington. The
will was created in 2007 by an attorney in Spokane.
Kathy’s date of birth was March 19th, 1934 and she
passed away on May 31, 2016. Kathleen was born in
Newport Washington. Kathy was married to Charles
Edward Devine, who passed away on June 22, 2005.
She went by Kathy, Kathleen, Kathleen Raye, Kathleen
Rae and Kathleen R. Devine. She was recently remarried
(2001) and changed her last name to Blair at that time.

Supreme Court of Washington
Justice Debra L. Stephens has been a member of the Washington State Supreme Court since January 1, 2008.
She previously served as a judge on Division Three of the Court of Appeals. Before taking the bench, her legal
work focused on appellate practice, with over 125 appearances in the Washington Supreme Court, in addition
to appearances in the Washington Court of Appeals, Idaho Supreme Court, United States Court of Appeals for
the Ninth Circuit and as counsel of record in the United States Supreme Court. Justice Stephens was the
coordinator of the Amicus Curiae Program of the Washington State Trial Lawyers Association Foundation, the
longest standing institutional “friend of the court” program in the state. She also taught as an adjunct
professor at Gonzaga University School of Law, in areas including federal and state constitutional law,
community property, appellate advocacy, and legal research and writing. A proud member of the Washington
State Minority and Justice Commission, Justice Stephens regularly volunteers at youth and justice events
across the state

COURT ACCEPTING APPLICATIONS
FOR COMMISSIONERS PRO TEM
The Spokane County Superior Court is now accepting
applications from those attorneys who wish to serve
as Superior Court Commissioners Pro Tem. This is to
supplement our current list through June 30, 2018.
All applicants must be attorneys in good standing with
the Washington State Bar Association and must have been
in practice for a minimum of five years with family law
experience preferred. Any applicant who has received a
bar complaint and/or been the subject of any disciplinary
proceedings must so indicate and provide details. Similarly,
any criminal history must be disclosed and explained. Per
Court policy, a thorough criminal background investigation
will be conducted on all applicants.
All successful applicants will serve at the pleasure of the
Superior Court Judges until June 30, 2018.
Commissioners pro tem will be compensated at the rate
of $300 per day ($150 per half day). At no additional
compensation, commissioners pro-tem will be expected to
participate in periodic training sessions and be subject to
periodic evaluations. The judges make no commitments
or promises as to the actual number of days a given
commissioner pro tem might actually work during their term
on the registry.
Existing commissioners pro tem do not need to re-apply.
Letter applications should be sent to Ashley Callan, Superior
Court Administrator, and must be received by her no later
than the close of business on September 16, 2016. You may
include the names and phone numbers for any references,
but please do NOT include any actual written references
or letters of recommendation.

ANNOUNCES NEW HOURS
The Spokane County District Court Civil Department
(located in the Broadway Center Building) is now open from
8:00 a.m. to 5:00 p.m. (excluding the noon hour). This change
is to accommodate not only attorney filings but the public
who will now be able to more easily file documents (and
have their questions answered) either before or after work.

FOR JUSTICE PROVIDES FREE LEGAL
ASSISTANCE TO WILDFIRE VICTIMS
Attorney volunteers and notaries are needed for the
Washington First Responder Will Clinic to be held at Gonzaga
University School of Law on Saturday, October 1, 2016.
This program provides free estate planning services to first
responders (fire fighters, police officers and medics) who
risk their lives every day protecting our local communities.
Over the past several years, WSAJ has volunteered legal help
when emergencies arise, including during the Oso mudslide and
the Taylor Bridge Fire. The effort each time occurred as a direct
response to the disaster, gathering volunteers to help. In 2015,
the WSAJ Public Affairs Committee completed guidelines for
volunteer attorneys to implement a standing list of those who
are able to help their communities in case of disaster.

ON THE MOVE
Winston & Cashatt, Lawyers is pleased to
announce that Nancy Isserlis, former City
Attorney for the City of Spokane, will be
re-joining the firm on October 1, 2016.
Ms. Isserlis was a principal at Winston &
Cashatt from 2004 to 2012 before accepting
the City Attorney position. Her legal career
spans over 35 years, and she is well known
within the Spokane legal community for her
expertise in debtor-creditor law, receiverships and bankruptcy,
and her long-standing passion and commitment to social
justice.

Authority (HSSA) and is a current board member for both the

Gabrielle is an experienced family law and guardianship
attorney; she has handled complex family law matters,
including divorces, child support actions, parenting plan and
child support modifications, third party custody, pre/postnuptial agreements, and numerous other related issues for
many years. Her experience also extends to all stages of the
guardianship process: working with clients seeking to file
an action for a family member, working as a RCW Title 11
guardian ad litem, representing incapacitated persons through
the process, and representing guardians and agencies both
during litigation and after. She has worked with professional
guardians through various levels of discipline, both locally
and through State levels and appeal. Gabrielle serves as a
Title 11 guardian ad litem and a Title 4 guardian ad litem for
Spokane County and nearby outlying counties.
Gabrielle spent most of her childhood overseas and in
Montana, moved to Spokane to attend Gonzaga Law in 1998,
and found home. She has two young children and three dogs
(and most of her sanity intact). When she is not working,
Gabrielle operates a kid taxi service to soccer and school,
worships football, and loves to cook.
Paine Hamblen LLP recently hired Yonicio Hernandez and Ian J. Pisarcik as associate attorneys in the

Mr. Hernandez’s practice emphasis is in Taxation. He earned his LL.M. in Taxation from New York University
School of Law, his J.D. from University of Tennessee College of Law, and his Bachelor
of Science in Neurobiology from University of Washington.
