Therrien, City Administrator DATE: November 4, 2016 November 4, 2016 ADMINISTRATORS REPORT: • The financial website 247WallSt.com has ranked the City of O’Fallon, Missouri, 8th on its “2016 Best Cities to Live” list, citing a multitude of factors such as low crime, affordable housing, employment, median income, recreational resources, student achievements and opportunities for higher education. The only other Missouri municipality to make the list was Lee’s Summit. See the attached press release for further information. • On Friday, Saturday, and Sunday, November 4 – 6 and again on November 11 – 13, O’Fallon TheatreWorks will present The Diary of Anne Frank at the O’Fallon Municipal Centre (City Hall). Curtain times are 8:00 p.m. on Fridays and Saturdays, and at 2:00 p.m. on Sundays. For tickets and information call 636-474-2732. Reserved tickets are $10 for general admission, $8 for seniors (age 55+) and $8 for students 6–17. Tickets at the Box Office cost an additional $2 each; the Box Office opens an hour before each show. Concessions will be available for purchase. See the attached press release for further information. • Please exercise your constitutional right to vote on Election Day, Tuesday, November 8th. UPCOMING EVENTS: • For the 16th year, canisters will be set up at City Hall and the Renaud Spirit Center starting November 7th until December 17th for the Cornucopia of Care Food Drive. All donations will go to restock local pantries this holiday season. Put together a bag of food to make a holiday meal, or help fill their shelves with staples such as cereal, oatmeal, pancake mix, pasta, canned tuna, beef stew, chicken & dumplings, boxed potatoes, rice or personal care items. • The regular monthly training meeting for the O’Fallon Community Emergency Response Team (CERT) members is scheduled for Tuesday, November 8th beginning at 7:00 p.m. at the Public Works Building located at 1089 Public Service Drive. • Open auditions for the play, Peter and the Starcatcher, will be held at 6 p.m. on Thursday, November 10th and again at 10 a.m. on Saturday, November 12th at City Hall. The auditions will be held onstage at the O’Fallon Municipal Centre (City Hall) in the gymnasium on the second floor. Entry can be made into the building through the east lobby outside the Police Department. “Peter and the Starcatcher is an innovative prequel to the Peter Pan and Wendy stories,” says Artistic Director Melissa Boyer. “This fast-paced, Tony Award-winning play is fun for all ages. Twelve actors will play over 100 different parts, and while it’s not a musical, this is a play with music. Actors should come with big imaginations and be prepared to have fun!” To audition, prepare a oneminute comedy monologue and 16 bars of music in your range. If you don’t have a monologue you can perform a cold reading from the script. Auditioners are asked to stay after for additional audition work. City Hall will be closed in observance of Veterans Day on Friday, November 11, 2016. Please join in honoring our veterans at 11:00 a.m. on this day at the Veterans Memorial Walk located at 800 Veterans Memorial Parkway. Free parking is available for this event. See the attached press release for further information. The FWA team is putting on a Mouse Race fundraiser to benefit a non-profit organization called Jordan’s Place. The event is being held at the O’Fallon Elks Lodge. Jordan’s Place was started by Kelli Clodfelter, Jordan’s mom. Jordan died of a heroin overdose on November 15, 2014. Kelli started Jordan’s Place as a community gathering facility directed to providing positive alternative activities for area youth. Their mission is to end substance abuse, bullying, depression, stress/anxiety, suicide, violence, teen pregnancy and the many other challenges facing youth today. Jordan’s Place was inspired by the families of ALL the youth who were taken much too soon and it’s dedicated to their memories. Kelli came to Express Scripts a few months ago and spoke to the FWA team about her life and dealing with the loss of her son, Jordan. The FWA team was moved by Kelli and her story so we want to help her make sure Jordan’s Place doors stay open. We are sponsoring a Mouse Race fundraiser on November 12, 2016 with all proceeds going directly to Jordan’s Place (this is a non-ESI company sponsored event). Beginning Monday, November 14th, you may purchase Celebration of Lights Holiday Stroll tickets. No reservations are needed for walk-through nights on December 12th & 13th, but you can avoid the line at the gate by pre-purchasing admission wristbands through December 9th at the Parks and Recreation Administration Office located at 400 Civic Park Drive from Monday through Friday from 8:30 a.m. to 4:30 p.m. Admission is $3.00 for ages 3 and older. Free parking will be available for all. ’Tis the season for the Tree Lighting Ceremony on Wednesday, November 16th from 6:00 to 8:00 p.m. at the O‘Fallon Municipal Centre (City Hall). Gather your family for the countdown to the lighting of the tree in the Rotunda with Mayor Bill Hennessy and officially welcome Santa and the holiday season to O’Fallon. Enjoy holiday games, crafts, choir music by local school children, visits with Santa and rides on the “O’Fallon Express” City Train (weather permitting). Vendors’ booths will be stocked with holiday gifts, decorations and tasty treats for sale. Green Light Our Veterans began on Labor Day Weekend and runs through November 18th. See the attached flyer for further information. O'Fallon families will work together to bring joy and food to others this holiday season for National Family Volunteer Day on Saturday, November 19, from 10 a.m. until 12 p.m. at City Hall. The first round of donations collected from the Cornucopia of Care Food Drive will be boxed, sorted and delivered to local food pantries in time for the Thanksgiving holiday and decorate Thanksgivingthemed placements for citizens living in residential care facilities and homebound seniors. B Therrien Weekly Management Report 11-04-2016 Page | 2 • • • The City and the Renaud Spirit Center will both be closed on Thursday, November 24th in observance of Thanksgiving Day. On Friday, November 25th, City Hall will remain closed for the holiday, but the Renaud Spirit Center will be open and are offering extra recreational swimming hours from 12:00 noon until 8:00 p.m. Fort Zumwalt Park will be transformed for the holiday season by twinkling lights, holiday scenes and surprises around every corner beginning Friday, November 25th through December 30th for the Annual Celebration of Lights. Admission is $10 for cars; $15 for commercial vans and limousines; and $1 per person on tour buses ($25 minimum). On Mondays, the park is closed to vehicles, but you can book City train and Segway rides in advance for these nights. There is also a Tuesday Night Special of $7 for all non-commercial vehicles; and Wednesday – Sunday, if you bring a food pantry donation of canned or boxed goods, you will receive a $1 discount per vehicle. COUNCIL AND BOARD/COMMITTEE DATES: • The Parks Board meeting on Tuesday, November 8th has been cancelled. • The Board of Adjustment is scheduled to meet on Wednesday, November 9th at 5:30 p.m. in the Council Chambers at City Hall. • The next Council Workshop and Meeting are scheduled for Thursday, November 10th. DEPARTMENT/DIVISION NEWS: Administration: • Communications/CDBG • On November 2nd, the Department of Housing and Urban Development (HUD) conducted its annual review of all CDBG recipients to ensure that CDBG funds are being spent in a timely manner. O’Fallon’s Public Assistance Office received confirmation that O’Fallon has once again met all Federal standards. Congratulations to Alexis Jaegers for meeting all Federal requirements. We know how much time and energy she puts forward to make sure we pass all reviews. • With the receipt of our 2016 CDBG funds, the Public Assistance Office is again accepting applications for all CDBG programs, including the popular siding repair and replacement program. This also is a perfect time for residents to consider utilizing our forgivable home improvement loans to upgrade their furnace, replace windows with more insulated models or make other improvements before the winter cold hits. Funds are distributed on a first-come, first-served basis, so residents should contact Alexis Jaegers at [email protected] or 636-379-5411 or Melissa Reigh at [email protected] or 636-379-5553 as soon as possible for information. The issue will be sent to the printer prior to the Thanksgiving holiday and reach residents’ homes the week of December 5th. • • Economic Development Responded to three business attraction projects, conducted six business retention visits (Objective #1), two Open in the ‘O’ meetings (Objective #6), assisted on 41 business calls, contacted five real estate brokers and attended one ribbon cutting at Nancy’s Pizza, located at 2007 Highway K. Councilman Bob Howell (4th Ward) Welcomes Nancy’s Pizza • • • • • • Submitted one O’Fallon property in response to a Request for Information (RFI) from the St. Louis Regional Chamber. Met with local business owners to discuss the Hoff Road widening project and West Elm Extension project. (Objective #8) Finalized images, with assistance of Public Relations staff, for the Department’s new website targed for site selectors and key industry sectors. (Objective #17) Continued review of the 2017 marketing/advertising plan and met with representatives from the O’Fallon Chamber of Commerce and Industries to explore Social Marketing options to reach more business decision makers and retail consumers. (Objective #21) Continued follow-up to national retailers and developers/real estate firms contacted during the International Council of Shopping Centers (ICSC) Deal Making Event in Chicago. Participated in a meeting hosted by the O’Fallon Chamber of Commerce and Industries to wrap up Manufacturing Day 2016 and strategies to expand company/student participation in next year’s event. (Objective #23) B Therrien Weekly Management Report 11-04-2016 Page | 4 • • • • • • Organized and conducted a pre-development meeting between a developer and his team and City staff on a proposed mixed use development on a redevelopment site along I-70. Met with the development consultant and incentive attorney about possible City assistance on an industrial project. Conducted two community tours for development consultants. Information Technology We performed an upgrade to our network core switch this past week. The upgrade provided better capabilities and fixed a few issues with the operating system. An upgrade to several servers was completed after testing the patches. Working with a vendor to get circuits for Environmental services new building ready. Administrative Services Department: • Volunteer Services • Leadership students from Fort Zumwalt North High School inspired more than 70 student volunteers to participate in several Youth Makes a Difference projects. These energetic students assisted the city’s Landscaping staff by prepping landscaped beds for winter, mulching trees on the stadium grounds, and cleaning debris from the nearby creek and protected wetlands. Many thanks to these outstanding O’Fallon youth for using their skills and muscle to make a positive difference in our community! • O’Fallon TheatreWorks hosted a special preview presentation of “The Diary of Anne Frank” for 30 volunteers and their families. Refreshments included popcorn served in bags that were handdecorated by Daisy Troop #1291. • Confirmations have been made for volunteer support at three OTW performances scheduled this weekend. • Staff began approaching the organizational management of Division supplies using newly learned LEAN techniques. • Seasonal engagement opportunities can be viewed at www.ofallon.mo.us/volunteer. • • • • • • Facilities Maintenance Work orders: working on bids for east entry glass for the door to City Hall, fire panel replacement, ceiling replacement at the Senior Center kitchen, finished cleaning the Krekel house, repaired outside lights at Brendon’s playground and at the skate park Worked on: checked outside GFI outlets for light displays, snow fighter training, repaired deadbolts at Civic bandstand and the work out equipment at Renaud Spirit Center, Human Resources Recruitment continues for Confinement Officer, Police Officer, Dispatcher, Systems Administrator, Inspector II, Maintenance Worker - Bio-Solids, Maintenance Worker – Collections, Wastewater Treatment Plant Operator, as well as many other seasonal and part-time positions. Weekly mileage counts audited. Attended Collective Data Training Webinar. Finalized all Police Car builds and change overs. Spec’ing Police motorcycle. Initiated city wide diesel fuel tank testing for microbes and water saturation. Fleet Manager receives ICMA University’s “Professional Certificate in Local Gov’t Management”. Scheduled Tree Lighting and Celebration of Lights Train training for Nov 16th and 28th. Upgraded all new Single Axle trucks’ hydraulic computer to the proper version. Fleet participates in Snow and Ice training for question and answer. Updated Fleet Class 4 and above PMCS process to include newer version Cummins ISL 9. Developed a plan for snow plow bar fold and storage. Spec’ing Police Tahoe and Patrol build. Finance Department: • Finance • The bid for banking services has been sent out to local banks in O’Fallon. We had problems with the new bank we had been working with so I decided to go out again and cut our ties with this bank. • The City’s 5 YR CIP has been completed and submitted for next week’s City Council Meeting. There will be more discussions during 2017 on how to add additional funding for the concrete replacement program, but the 5 YR CIP gives us a good place to start. • The City’s final Mid-Year Budget Amendment has been prepared and submitted for next week’s City Council Meeting. • • • • Court The Court Administrator met with the Architect as to program changes needed for the legislative requirements in Court Operating Rule 37.04 The Court Administrator attended the first FF&E meeting for the Justice center. The Municipal Judge, Court Administrator, and Court Clerk attended the Missouri Municipal Judges Fall training discussing operational changes needed for COR 37.04. Parks and Recreation: • Parks Projects • Parks Maintenance Supervisor, Administrative Assistant, Festival Coordinator and Recreation Coordinator attended Lean Government Boot Camp held October 25-26. • • Recreation/RSC Recreation/Athletics o Soccer: Fall soccer has come to an end. B Therrien Weekly Management Report 11-04-2016 Page | 6 Registration for the spring league will start December 1 for residents and December 15 for non-residents. o Basketball: Registration is open for the winter basketball league starting in January 2017. o Softball: The fall adult softball league has ended. Registration for the spring season will begin January 2. Fitness/Aquatics o The slide at the Renaud Spirit Center re- opened on October 29. o Aquatic programs are coming to a close for 2016. The last full session of swim lessons and aqua aerobics at the Renaud Spirit Center begin November 14th and 15th. o Join board certified Chiropractic Physician Dr. Scott Grogan at the Renaud Spirit Center on Monday November 7th from 6-7pm for a FREE “Ask the Doctor” workshop. RSC o Seven birthday parties and one bash party are scheduled for this weekend. • • • • • • • • • • Parks Division All Parks o Routine cleaning and maintenance on all restrooms, playgrounds, and pavilions. o All turf areas are mowed no more than once a week. o Full and part-time Parks employees worked on the Celebration of Lights display. Athletic Parks o Athletic field maintenance has slowed down. o The new fence around Diamond 4 in Westhoff Park was completed this week. Passive Parks o Installed new speed limit and crosswalk signs. Special Projects o Finished block piers at Fort Zumwalt Park. o Continued to clean out the shop at Westhoff Park. o Conducted weekly equipment repairs. o Fabricated a gate for the entrance of O’Day Park. Festivals & Tourism Celebration of Lights – Fort Zumwalt Park – November 25 – December 30 o Weekend staff met with volunteers for Make a Difference Day projects in the park. o Work continues as our crew prepares for the NFP groups to begin their scene installation on November 5. Tree Lighting Ceremony – Municipal Centre – November 16th. Police Department: • Detective Kevin Mountain was named the American Legion Post 388 Officer of the Year. Detective Mountain has handled and been involved in a number of high profile felony cases and each time was an integral part in seeing the investigation to a successful conclusion. Detective Mountain is a highly B Therrien Weekly Management Report 11-04-2016 Page | 7 • • decorated officer who is also an investigator assigned to the Major Case Squad of Greater St. Louis. Detective Mountain will be given the award at a dinner on November 14, 2016. The Chief received a highly complementary letter from the St. Charles County Ambulance District recognizing Police Officer Keith Lewis for assisting one of their crews on a critical sick case call. The crew described Keith’s actions on the call as so “amazing” that they thought he was a trained paramedic because of the manner in which he assisted them. They felt Officer Lewis went above and beyond his normal duties and truly helped a seriously ill patient. “Good Job! Officer Lewis.” A resident from Max Avenue came by the station and dropped off trays of cookies for the officers and employees. She indicated that she wanted to show her appreciation for the efforts of the O.P.D. for keeping her family safe. Although our officers and employees are true professionals, they really, really did enjoy those cookies; but in a professional way, of course! Public Works Department: • Environmental Services Division • The next Complimentary Bulk Drop-Off will be on Saturday, December 10, 2016 from 7am to 3pm at the O’Fallon Waste Transfer Station. Please remember that we hold this event every other month. • The next Electronics and Appliance Event will be on Saturday December 3, 2016 from 8am to noon at Car Shield Field (formerly TR Hughes Ballpark) in the West Parking Lot off Tom Ginnever Ave. For additional date and info please see the city website. • Please check the city’s website or call customer service at 636-272-0477 for details of a new complimentary yard waste program that will provide all residents with two free pickups per year. • The large blue recycle container at the entrance to the O’Fallon Waste Transfer station is becoming a concern. Too many people are starting to use this container for dumping of unacceptable materials. Please remember that this container is there for anyone to use however it is only to be used for household recyclable material. The same items that you would put in your recycle cart at home. Items that we are seeing put in this container that are not acceptable include furniture, garden hoses, lumber, roofing, children’s toys, plastic drainage pipe and so on. Please do not put this material in this container as it then contaminates the load of recyclable. If you have any questions on what is acceptable please go to the city website or call customer service at 636-2720477. • • • Engineering & Project Management Division Crack Seal program - Work has been completed. Route 364 Stamped Concrete Project – Mock up panel was approved by CLIP Committee members this past weekend. On Tuesday of this week the contractor began placing concrete in the east side islands. B Therrien Weekly Management Report 11-04-2016 Page | 8 • • • Waterford and Highway K Project – Work continues at the intersection of Waterford and Highway K. Storm Water Projects – Storm water construction is completed on Eastbrook and Maro Glen. The Contractor is working on site restoration on Creek Pass Ct. and Montbrook Dr. Environmental Services Building – Parking lot reconstruction is ongoing. Drywall is going up. New plumbing is being installed. B Therrien Weekly Management Report 11-04-2016 Page | 9 • • Water & Sewer Division Reverse Osmosis Membrane Replacement Project – These membranes are original to the plant and are in need of replacement. The new membranes will be more efficient resulting in less energy used to operate and will save the City enough money over 10 years that they will pay for themselves. o The City has selected Evoqua Water Technologies to complete this project. Membrane replacement is scheduled for the week of November 14th and should take about 5 days to complete. Cases Scheduled to be considered at the upcoming Board of Adjustment meeting. November 9, 2016 Board of Adjustment Agenda Items: o Ward 1 Request for approval of a variance for a driveway to be maintained as a non-hard surface, 897 Hardcastle Ct., Todd and Tammy Gentry. o Ward 4 Request for approval of a variance for a wall sign to exceed the square footage permitted, 2937 Highway K, Academy Sports, ID Associates, Inc., DP-N & K LLC, Caplaco Five Inc., Caplaco Sixteen Inc., Caplaco Seventeen Inc. Building/Code Enforcement Division Attached are charts depicting October payments online vs. over the counter and October permits issued online vs. over the counter. Attached are maps of new Code Enforcement activities and a map of new permits issued for the week of October 24th. COUNCIL QUESTIONS/ANSWERS: • I have attached an update for you on the 2016 Strategic Plan. MISCELLANEOUS: Nothing this week. PROJECT UPDATES: • Roof and Skylights project at City Hall • Most of the main ribbed panels have been installed, working on putting caps on the panels. Hope to be working on the skylights the beginning of next week. B Therrien Weekly Management Report 11-04-2016 Page | 11 • • Civic and O’Day Parks The City Administrator, Parks Director, Recreation Superintendent, Director of Public Works and Director of Planning and Zoning interviewed two design firms to decide which one will be awarded the Civic Park renovation project. The recommendation should be to you for your December meeting. • • • Justice Center Below is the work that all parties are currently working on for the Justice Center project. MILESTONE: Steel erection sequences 8 &9 are currently underway, the final sequence #10 is being delivered this week, detailing and final connections are on-going at this time. o Preparing for the first floor deck pour sequence #1 on the north half of the building MILESTONE: Pavement in the west parking lot is complete • B Therrien Weekly Management Report 11-04-2016 Page | 12 • • • • • • • • Architectural o Continued to work on material and shop submittals from already approved work categories. o Continued work with staff and the CM to acquire costs on the second floor enclosure space. o Attended multiple budget, bidding, and design meetings with staff and the CM via phone conference. o Attended the bi-weekly Owner, Architect, Construction Manager meeting onsite for project tracking. o Working with staff to acquire the information needed for the remaining items to be procured such as FF&E, Lockers/Shelving, Dispatch Consoles, Radio Tower, , and various other items. Structural o Working on review of shop drawing submittals for footing and foundation rebar. Mechanical o Working on review of shop drawings for multiple mechanical systems on the building. Plumbing o Working on review of shop drawings for the under slab piping for the building. Electrical o Working on review of shop drawings for multiple electrical systems on the building. Civil o Working on material submittals for the site work. FF&E o Furniture Dealership selected and approved by City Council. A meeting is established for next week to start the actual furniture selection and procurement. CM Services o Lead meetings related to the master budget currently being maintained. o Lead meetings for Owner/CM/Architect discussions on a weekly basis onsite. o Lead weekly contractor update meetings onsite with staff. o Preparation for Council meeting presentations. o Submitted the overall CPM schedule to all trade contractors. Revisions being completed as needed. o Continued the work to acquire contractor insurance and bonding documents in the post bid phase to process Purchase Order requests, and fulfill all contract requirements prior to work starting. o Continued oversight of construction activities on the following: Structural steel erection on sequences 8&9. Detailing of structural steel in sequences 1-7. Metal deck installation on the first floor prepared for deck pour #1. Completed MEP rough-ins on the first floor metal deck areas. Installation of control room electric conduit systems. Installation of curb and gutter sections on the west and east parking lot completed Grading onsite. Backfilling of the foundation areas that are available. Completed multiple safety meetings onsite for contractor labor. Continued work in Teamsight for tracking purposes of all construction related documents. Continued oversight and coordination with the City and contractors for Stormwater Pollution Prevention Plan (SWPPP) requirements. Staff o Attended and participated in multiple meetings related to the master budget, CPM schedule, Request for Information items, weekly coordination meetings, weekly update meetings, and various other items. o Working on purchase order approvals for FF&E, Lockers/Shelving, Dispatch consoles, radio tower, clock tower, fitness equipment, and various other items to be finalized and procured in the upcoming weeks and months. o Worked with the CM to complete the trade contractor agreements with approved contractors, including purchase order set up. o Oversight continued on site work, CM responsibilities, and Architectural responsibilities. City inspectors inspecting and coordinating with the CM and Trade Contractors for installation of respective scope of work including curb & gutter, and pavement installations. Coordinating with the CM and Trade Contractors for construction material testing requirements. o Coordinating inspections and reporting on the SWPPP and Best Management Practices and Measures to ensure the site is compliant. Communications o The Communications Committee met last week to discuss the upcoming construction update at the Council workshop, along with upcoming milestones of steel erection top out. o Staff continues to update the City projects web page. See link below. o Staff will be updating the project specific web page as information continues to develop. See link below. o Continued work between staff, the CM, and the Architect to develop and implement the communications plan for the project now that the process is into the construction phase. The only other Missouri municipality to make the list was Lee’s Summit. Thomas C. Frohlich, Evan Comen, Samuel Stebbins and Michael B. Sauter – co-authors of the article for 247WallSt.com, – detailed their methodology: “To determine America’s 50 best cities to live in, 247WallSt.com.considered the roughly 550 U.S. cities that the U.S. Census Bureau reported as having populations of more than 65,000 residents in 2015... Data was collected in nine major categories: crime, demography, economy, education, environment, health, housing, infrastructure and leisure.” In explaining why O’Fallon was near the top of the list, the article noted that O’Fallon’s violent crime rate is one of the lowest in the country. In addition, each category, such as “economy,” was considered in relation to multiple subcategories. For example, to assess O’Fallon’s economic picture, the authors looked Return at median household incomes adjusted for cost of living, the ratio between the City’s median income as compared to the State of Missouri’s median income, the City’s low poverty level and unemployment rates, and the City’s three-year employment growth. In comparing statistics from a variety of sources, the authors noted, “Our goal was to identify cities that were livable for everyone.” “The accolades our City receives each year from a variety of sources, and now including 247WallSt.com, give our City national recognition that is becoming a standard for other cities,” said O’Fallon’s Mayor, Bill Hennessy. “For that, we can thank our dedicated citizens who volunteer their time and energy to help move our City forward.
