members that are briefly explained in this guide. It is organized by the
discounted product/service the benefit provides; such as food discounts,
health care savings, and automobile discounts. The levels of discounts
available to you are outlined below for your information.
OPEIU Local 153 members are eligible for

Union Plus
The AFL-CIO provides these benefits. Many discounts and deals are offered from discounted car

The AFL-CIO provides these benefits. These benefits span from savings on theme park tickets to

This is a discount card that retailers/corporations join to provide discounts to their customers. The
PerksCard® is provided to all OPEIU members as part of their union membership Members need
to register their PerksCard® at www.perkscard.com PerksCard® provides benefits that are available locally either by showing your PerksCard® or by downloading a coupon from the PerksCard®
website. Other discounts are available only through the website.

Automobile benefits are available for members for everything from buying a new car to getting your car washed
or serviced. These benefits and others are outlined below.
1. Purchasing a New or Used Car
*Union Plus Auto Buying Discount
Includes purchases of new and used cars, RVs, boats, motorcycles, commercial, and agricultural vehicles.
Through the program, Local 153 members will receive pre-negotiated, best-market pricing on new or used vehicles (cars, trucks, commercial, agricultural, RVs, boats, motorcycles, etc.) without having to negotiate with the
dealer. A personal Vehicle Advisor will assist members throughout the entire buying or leasing process, from selection to final delivery.
Program Features
• Pre-negotiated fleet pricing on most new vehicles purchased or leased through the program, typically 2 to 3 percent over dealer invoice.
• Used vehicle pricing at 4 percent over the cost of the vehicle at auction plus dealer preparation.
• Assistance from the program’s Vehicle Advisors throughout the process.
How the Program Works
Before visiting a dealer, please contact Vehicle Advantage at: www.vehicleadvantage.com or call 866-824-1133.
When requested, please refer to Group ID number RU-502.
The program helps members save by using pre-negotiated fleet pricing for new and used vehicles at dealers
across the country. Once the member submits a vehicle order form, the Vehicle Advisor assists the member in selecting a new or used vehicle and options. The Vehicle Advisor will then locate the vehicle at a dealer in the
member’s area and negotiate a price based on fleet pricing for new vehicles and at near auction cost for used vehicles. The dealer signs a contract agreeing to the price and the Vehicle Advisor reports the pre-negotiated price
to the member. Once the details are acceptable to the member, the Vehicle Advisor sets up a mutually agreeable
delivery appointment between the member and the dealer. The member goes to the dealership and inspects and
test drives the vehicle and the transaction and delivery is completed.
If the member decides not to purchase that vehicle, they may start the process again with the Vehicle Advisor.
While the program can provide an excellent value for a vast majority of members, it may not appear to provide the lowest price for those members who want to take the time to haggle from dealer to dealer. Also, some
vehicles may be in such demand that they require premium pricing. However, even for buyers who make car buying a sport, the program can provide an excellent price point to start from.

4. Service/Repairs
Local 153’s Free Towing/Service Benefit
Local 153 members are entitled to the use free of charge up to two towing/service calls per year, per
household, valued at up to $100 each. This benefit applies to all Local 153 members, as well as
family members living in the same household. The program is provided through Nation Safe
Drivers (NSD), and it began in October, 2010, when all Local 153 members received in their home mail a
membership key card, number and producer code. To use the program, just use your convenient key card! If you
joined Local 153 after October, 2010, if you lost your key card or if you would just like more
information about the free towing service benefit, call 212-741-8251.

Safety Net
The card also offers a special safety net for disabled workers and others facing financial hardship and a unique
union benefits for laid off workers or workers on strike.
For workers on strike:
• Strike skip-payment plan available to members of most unions during union-sanctioned strikes or lockouts of
30 consecutive days or more, as long as the account is in good standing. (Finance charges continue to accrue, but
no penalty fees apply.) You can skip up to three consecutive months in a row, and a total of four months in a year.
• To access the benefit: Call 1-800-622-2580 to discuss your situation with a customer care representative.
• You must make a payment after the third consecutive strike skip month and then you can access the fourth skip
month. During each skip-payment month, you must notify the bank that the strike is going on and that you intend to exercise the strike skip-payment option.
For laid off workers:

Good news for union members who have little/no credit history or poor credit: The Union Plus Secured Credit

2. Credit Counseling
* The Union Plus Credit Counseling program was designed exclusively for union members and
their families. The program helps members learn more effective ways to manage money and also
ways to save for the future.
Free Initial Counseling Session
Union Plus Credit Counseling program will provide members with a free one-hour initial counseling session.
During that session members will receive:
• A complete financial review and budget analysis
• Advice on how to work with creditors
• A written action plan with timelines for reaching their goals
• Referrals to appropriate organizations/programs that may be able to help them (if needed)
Debt Management Plan (DMP)
If members need additional assistance, a counselor will work with them to develop a DMP to reduce their debt
liabilities. For a small fee, MMI will negotiate with the member’s creditors on their behalf, disburse the member’s

funds to creditors on their behalf, and work with creditors to stop the collection calls.
Members will receive a 33 percent union-member-only discount off the initiation fee.

Please Note!
The disability benefit payment is limited to once a year. When a period of disability extends from one calendar year into the next, this is still considered one benefit.
To be eligible, a member must be in good standing and current with payment of dues during the period of disability or worker’s compensation. Therefore, a member must continue to pay his/her dues directly to Local 153
during these periods of disability or worker’s compensation, to remain eligible for the disability benefit.
The member must claim this benefit by filing with Local 153 by the end of the year following the year the disability occurred.
For example, if the disability occurred in May 2008, the member would need to file by December 31, 2009.

(AD&D) insurance:

• If an accidental death* occurs due to injury sustained while riding as a passenger on any common carrier such as an airplane, train, bus or taxi – your beneficiary would receive triple the amount of your base coverage. 1. $500 College Savings Grant!
This Union Plus program is open to all Local 153 members (and retirees) and is available once per
union household. The program provides a $500 grant to members who open a new 529 college savings account (or a pre-paid tuition account) after July 1, 2011. Under the law, money used for
contributions to 529 college savings accounts is state-tax deductible. In other words, if you contribute $500 to a
529 plan in a year, you may deduct $500 from your income BEFORE computing state income tax. Money in 529
college savings plans can grow free of federal and state income tax. When withdrawn and used for college by the
account beneficiary (college student), the withdrawal is taxed at the college student’s income rate.
Your 529 account beneficiary must be 12 years old or younger at the time you open your 529 account to be eligible for the Union Plus $500 college savings grant. You are eligible for the $500 grant as soon as you build
savings of at least $1,000 in the account. Only accounts opened by union members are eligible for this benefit.
You can open a 529 plan with a first deposit of less than $100 in some states, including New York, and you can
choose any state plan. To compare state plans and find out more about 529 Plans go to SavingForCollege.com.
You may combine the totals from multiple 529 plan accounts to be eligible for the grant, as long as each plan
meets the grant requirements.
You can apply for the $500 grant by completing the online application form (at UnionPlus.org) after you open
your 529 account. To be eligible for the grant accounts must have been opened after July 1, 2011, and must be in
the union member's name.
When your account has a balance of at least $1,000, mail a letter or first statement from the plan sponsor showing the date the account was opened and a current statement showing a minimum balance of $1,000 to:

IMPORTANT NOTICE!!! Due to the overwhelming popularity of this outstanding benefit, the Union
Plus funds to finance the college savings grants are running low. As a result, Union Plus has had to put
a deadline on accepting all applications for the $500 savings grant. Although that deadline has been set
for March 31, 2013, OPEIU President Michael Goodwin has been able to win a two-month extension
for OPEIU members. The deadline for OPEIU members is now May 31, 2013. Remember, to receive
the $500 savings grant, the 529 plan must be set up after July 1, 2011 for a child 12 years of age or
younger and must have $1,000 or more in the account at the time the application is submitted. The application and all corresponding required documents must be received by Union Plus by May 31, 2013.

Scholarship award amounts: The amount of the award ranges from $500 to $4,000. This is a one-time cash
award sent to individual winners for undergraduate study beginning in the fall of the same year.

Who is Eligible: Members of AFL-CIO unions participating in any Union Plus program, and spouses and dependent children (foster children, step children, and any other child for whom the individual member provides
greater than 50% of his or her support). The individual must be accepted into an accredited college or university,
community college or recognized technical or trade school at the time the award is issued. Graduate students are
not eligible.
Evaluation criteria:
• Applications are first reviewed by a panel of independent career professionals.
• Semi-finalists are chosen based on a point scale, and their applications are then provided to judges for further review and selection of finalists and awards.
• Program judges include representatives from the American Association of Community Colleges, the United
Negro College Fund, the American Association of State Colleges and Universities and the National Association
of Independent Colleges and Universities.
John Kelly Labor Studies Scholarship
Ten (10) scholarships per year will be awarded on the basis of at least 1 per region and not
to exceed (1) per family. Applications are open to members or associate members in good
standing for at least 2 years. All applicants must meet eligibility requirements and comply with
the rules and regulations as established by the OPEIU Executive Board. Each scholarship has a total maximum
value of $2,000.00
The applicant must be:
A member or associate member of OPEIU in good standing and either an undergraduate or graduate student
in one of the following areas of study:
Labor Studies
Industrial Relations
Social Science or a related field
Non-degree Programs sponsored by the National Labor College at the George Meany Center or similar institution
Requirements for scholarship application include:
1. High School Transcript (including Rank in Class).

Howard Coughlin Memorial Scholarship
Full-time Scholarships:
Twelve full-time scholarships will be awarded on the basis of at least one per region and not to exceed one per
family for a lifetime. Applications are open to members in good standing, associate members or to their children
all of whom must meet the eligibility requirements and comply with the rules and regulations as established by
the OPEIU Executive Board. Each scholarship is $1,250.00 per year for a total maximum of $5,000.
Part-time Scholarships:
Six part-time scholarships will be awarded on the basis of at least one per region and not to exceed one per family for a lifetime. Applications are open to members in good standing, associate members or to their children all
of whom must meet the eligibility requirements and comply with the rules and regulations as established by the
OPEIU Executive Board. Each scholarship is $500.00 per year for a total maximum value of $2,000.00
Part-time scholarships are defined as a minimum of three credits and no more than two courses. If a part-time student does not attend a college/university each semester, they have 2 years maximum to use the part time scholarship
If the student becomes a full time student, while receiving a part-time student scholarship, the scholarship will
be revoked and they will be able to apply for a full-time scholarship.
Part-time scholarship awards shall be subject to all other eligibility rules under this scholarship fund.
The applicant must be:
• A member or associate member of OPEIU in good standing on the date of award, unless a member discontinues employment to study on a full-time basis, retires, becomes disabled, or terminated from employer layoffs
and plant closings.
• The son, daughter, stepchild, or legally adopted child of an OPEIU member in good standing or an associate
member.
• High school senior or High school graduate entering a college, university, or a recognized technical vocational
post secondary school as a full time or part time student.
• Currently in a college, university, or a recognized technical vocational post scondary school as a full-time or
part-time student.
Requirements:
Each applicant must file an official OPEIU scholarship fund application. Application forms must be endorsed
by the Local Union President or Secretary-Treasurer attesting that a member, a parent of an applicant, or an associate member is in good standing on the date of the application. The application must also be endorsed if a
member discontinues employment to study on a full-time basis, retires, is disabled, or is terminated from employer
layoffs and plant closings. Such endorsement must be obtained before the application is submitted.

With the National Labor College at the George Meany Center for Labor Studies in Silver Spring, MD, American’s
unions have their own college: a national center that provides continuous labor education for all union activists.
Each year a total of $25,000 is awarded to eligible students through the new Union Plus National Labor College Scholarship. The scholarship program is sponsored by the Union Plus Education Foundation and administered
by the George Meany Center. The Foundation’s donation to The National Labor College represents the largest
