China Ocean Shipping Company (COSCO), the world’s second biggest shipping company in
terms of cardo carrying capacity, is now finalizing land development and engineering plans to
convert Sangley Point in Cavite City into an international logistics hub with modern seaport and
airport at a cost of $ 4 billion to $ 5 billion.
This has been made possible after President Gloria Macapagal Aroyo issued Executive Order
No 629 last month allowing COSCO to proceed with the project after scouting several other sites
in the counry.
Senator Ramon Revilla Jr. sought for Arroyo’s issuance of an EO to allow the conversion of
Sangley Point into a fully operational international logistics hub.
Under EO 629, an executive committee was created to oversee the development of Sangley
Point.
It also directed the Philippine Reclamation Authority (PRA) to develop the Sangley Point into an
international logistic hubs with container port and airport complex and an economic processing
zone with cyberparks through a private sector joint venture under a build-operate-transfer
scheme. An interagency technical committee was also created to assist the PRA.
COSCO will reclaim 4,000 hectares around Sangley Point, mostly near in Baccor, because the
COSCO project is not supposed to displace the Philippine Navy, which is headquartered in
Sangley Point.
Based on the EO, provision of an international container port complex that would include an
airport and seaport in Sangley Point is necessary to maximize the use of the R-I Expressway
Extension now under construction.
The viability of the project would be enhanced by undertaking reclamation work in the portions
of Bacoor and Canaco Bays as this would provide a significant expansion district to the limited
land area of Cavite City.
Sangley Point, is a former US, Naval Base Port located on the northernmost tip of Cavite City
Peninsula, is presently being used by the Philippine Navy for ship repair and dry docking
purposes. It is just 6 kilometers into the sea.
This facility has the following comparative advantages and potentials for growth: A bay location
that provides potential for sea transport, existing air and port facilities which could be upgraded
and improved, it has a military airport which has a concrete runway of 229 x 22 meters, and road
links, which provide access to Manila and CALABARZON growth corridors.

Aside from Sangley Point terminal, no other terminal in Cavite was developed particularly for the
purpose of commercial ferry services. The commercial ferry services from Cavite City to Roxas
Boulevard in Manila and from Cavite City to Corregidor Island which had been using Sangley
Point terminal since 1967 had been stopped in September 2001 for security reasons.
COSCO officials led by its CEO Capt. Jiafu Wei began looking for a project site in the Philippies
few months ago considering that the rapid economic growth in Southeast Asia today has
brought about transportation bottlenecks in the region.
"I believe we need to find an area where the transshipment would be reasonable, convenient
and efficient. We are now in the process of re-identifying this area," Wei told a press conference.
"We want to look into the terminal, logistics, shipbuilding and repair and maintenance facilities,"
Wei he said. Wei further urged the Philippines to stay competitive with other countries, which
are also offering the same transshipment hub concept.
"We are hopeful, in line with the National Economic and Development Authority’s vision of
developing the domestic logistics system, that the Philippines will become another logistics
center in Asia," Wei added.
With a fleet of 770 ships and a combined tonnage of more than 47 million deadweight tons, Wei
said that COSCO is now in the best position to make investments in the region. Its vessels call
on 1,300 ports in 160 countries.
Among countries in the region, Wei cited the rapid growth of trade between the Philippines and
China from only $ 5.2-billion in 2002 to $ 10 billion in 2004. Last year, two-way trade reached $
23.41 billion making the Philippines China’s fourth largest trading partner in Southeast Asia.
Aside from the logistics and shipping business, COSCO is also engaged in financing, real
estate, information technology and soon in the mining business.
The COSCO group owns almost 1,000 companies all over the world employing a total of 80,000
people.

Sangley to serve smaller aircraft

The government plans to develop the former US naval station in Sangley Point, Cavite as
the next airport in the south to decongest Ninoy Aquino International Airport. Transport
Secretary Jose de Jesus said in a recent interview that the government was looking at the
former US naval facility in Cavite City to serve small and privately-owned planes
currently operating in Naia airport.
“We are planning to use that more for general aviation to decongest the runway of Naia,”
De Jesus said.
He said the growing number of aircraft taxiing in the limited space of the airport had
caused delays in the Naia runways.
“Small and private planes are using up some time and space in Naia resulting in delays in
operations of other carriers,” De Jesus said.
Sangley Point was a former major ship-repair and supply facility in the northern part of
Cavite, about 13 kilometers southwest of Manila. The area was headquarters of the US
Asiatic Fleet and had a runway used by US Navy patrol planes.
It became more accessible to Naia after the completion of Cavite Expressway, which runs
from Zapote to Bacoor, Cavite.
The property, turned over to the Philippine government in 1971, is being operated by
Philippine Air Force and Philippine Navy.
Civil Aviation Authority of the Philippines director-general Ramon Gutierrez told Manila
Standard that the other option for general aviation was the Fernando Airbase in Lipa,
Batangas.
The airbase was constructed by the Japanese army during World War II. It occupies 288
hectares of land over an area of wide sugar cane plantation, about 83 kilometers southeast
of Manila. It is currently used for the Air Education and Training Command of Philippine
Air Force.
Gutierrez said about 30 small and private planes are using the Naia runways daily.
Naia handles 65 percent of all landings and takeoffs in the country’s premier aviation
gateway, while the domestic airports account for 35 percent.

MANILA, Philippines - President Benigno Aquino III said the government is planning to
transfer “general aviation” from the Ninoy Aquino International Airport (NAIA) to
Sangley Point in Cavite within a month or so.
On the sidelines of the 70th commemoration of the Fall of Corregidor, Aquino said the
government is now looking for ways to decongest NAIA after massive flight delays in
recent weeks. The Manila airport is using only one runway.
Aquino is referring to Danilo Atienza Air Base in Cavite, the former ship repair facility
of the United States Navy, which has a more than 2,000-meter runway that could be used
to free up the runway capacity of NAIA.

“At present, the Department of Transportation and Communications and the
Department of National Defense are discussing plans to transfer the general aviation (light aircraft operations) from NAIA to Sangley,” the President said, adding
that the transfer will help reduce congestion at NAIA.
“To reduce congestion in NAIA, we will move the general aviation in Sangley
within a month or so. They have given a timetable of more or less a month,” he
said at the sidelines of the commemoration of the Fall of Corregidor.

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is
implementing a moratorium on new daytime flights, as it announced new measures to address
the runway congestion at the Ninoy Aquino International Airport (NAIA).
"We have a runway congestion problem today, we all got here collectively," Transportation
Secretary Mar Roxas said, after a closed-door meeting with airline executives from Philippine
Airlines, Cebu Pacific and Zest Air on Tuesday.

NAIA's runways can only accommodate 36 takeoffs and landings per hour. But during the peak
summer season, it usually has as much as 50 events an hour during the day.
"Dahil sa pagdami ng bilang at gamit ng mga eroplano, kaya nagkaka-traffic. Eh hindi naman
lumapad o humaba ang ating runway. Kung baga, dumami ang mga bus sa EDSA, yung EDSA,
ganun pa rin. Yan ang dahilan kung bakit nagkakaroon ng congestion na sanhi ng
napakaraming mga delays," Roxas said.

The DOTC, in coordination with airlines, laid out plans to address air traffic congestion with the
hope of reducing flight delays at the NAIA.

Based on DOTC data, commercial airlines doubled their fleet from 62 in 2008 to 119 at present.
In 2006, airlines only serviced 18 million passengers, but this grew to 30 million last year.
Takeoffs and landings at NAIA also increased to 255,000 in 2011 compared to 171,000 in 2006.

First, the NAIA will be designated as a captain's runway only, which means only a captain
should have full control of an aircraft during takeoffs and landings. The DOTC believes it may
take longer for a less experienced pilot to take-off or land a plane.
The DOTC is also planning to increase night flights by transferring commercial flights to and
from night-rated airports. Aside from Manila, airports that have night landing capabilities are
Cebu, Davao, Iloilo, Cagayan de Oro, Bacolod, Kalibo, Tacloban, Puerto Princesa, Zamboanga,
General Santos and Laoag.

Roxas said airlines agreed to conduct a study on adjusting the schedules to transfer their flights
at night, instead of just having daytime flights. However, this is expected to take time since
airlines have already sold a lot of future tickets based on their current schedule.
The DOTC is also looking to turn 14 provincial airports into night-rated airports, which would
require a budget of P800 million, excluding operational expenses. These airports are
Tagbilaran, Legazpi, Dumaguete, Butuan, Ozamis, Cotabato, Naga, Dipolog, Roxas, Pagadian,
Tuguegarao, Busuanga, Surigao and San Jose, Mindoro.

while fees for the daytime will be increased. Fees for slots between 7 a.m. to 6 p.m. will double
while fees for slots from 8 p.m. to 6 a.m. will be reduced by 25%.
General flights transferred to Sangley
Meanwhile, the Manila International Airport Authority is in talks with the Department of National
Defense to transfer all general aviation flights to Sangley Point, Cavite in a month's time. This is
expected to decongest the NAIA runway, since there are 82 general aviation flights a day.
Companies that run tourism flights, such as those to Amanpulo, Batanes or El Nido, will only be
allowed 1 takeoff and 1 landing each between the peak hours of 7 a.m. to 4 p.m. Currently,
there are no limits to tourism flights.
Two rapid exit taxiways worth P300 million each will be constructed. They are expected to be
completed early 2013. They are expected to increase airports' flight handling capacity from 36
to a target of 45 events.
Commercial flight arrivals and departures will also be grouped together to improve runway
usage. Based on the plan, from 7 a.m. to 7:15 a.m. 10 takeoffs will be allowed, followed by 10
landings at 7:15 to 7:30 am. This is expected to add 2 to 4 movements per hour.
Terminal fees incorporated in airfares
The terminal fee for domestic flights will be included in the airline tickets starting August 1,
according to Roxas.
Domestic flight passengers will pay the terminal fee when they pay for their airline tickets. This
means no more lines at the domestic airports to pay the terminal fee.
At the NAIA, the terminal fee for domestic flights is P200.
Those who are exempted from paying the terminal fee may get a refund after going through

An ambitious plan to turn Sangley Point in Cavite into an air and sea transport hub has been revived by
Malacañang, with eight government agencies having been ordered to carry out the project, which could
involve reclaiming as much as 4,000 hectares of land from the sea at the cost of P80 billion.
Executive Order 629, signed by President Gloria Macapagal Arroyo last June 21, directed the
Philippine Reclamation Authority to convert the former US Naval Station into "an international logistics
hub with [a] modern seaport and airport [through] an enabling reclamation component."

Parts of the narrow strip of land, now occupied by the Air Force and the Navy, will be turned into a
special economic zone housing "cyber or technoparks."
The reclamation agency was tasked to head a committee that will evaluate proposals from the private
sector and conduct a selection or bidding process, as well as obtain titles for the land reclaimed.
"The viability of the project to a large extent will be enhanced by the enabling reclamation in the
portions of Bacoor and Cañacao Bays to provide a significant expansion district to the limited land
area of Cavite City," the President said in her order.
Theron V. Lacson, deputy general manager of the reclamation authority, said the project could involve
reclaiming 2,000 to 4,000 hectares at a minimum P2,000 per square meter. This does not include
development costs.
The executive committee has been instructed to prepare a masterplan and a feasibility study, and
following procedures, proposals for a joint venture or a build-operate-transfer scheme could be
accepted in a year, he said.
Aside from the reclamation agency, the committee members include the Transportation and
Communications, National Defense, Trade and Industry, Environment and Natural Resources, and
Public Works and Highways departments; the National Economic and Development Authority; and the
Philippine Economic Zone Authority. A representative of the Cavite City mayor sits as co-chairman.
Mr. Lacson told BusinessWorld the Sangley Point hub would be viable with a seven-kilometer extension
of the Manila-Cavite Coastal Road to Kawit town from Baclaran in Parañaque expected to be
completed by 2008.
"We want the project to be investment-grade, something that will attract investors to make a serious
study of the proposal," he said.
The executive order was signed just three days after a Chinese shipping giant announced plans to
invest $3 billion for a shipping complex at Sangley Point that could generate 100,000 new jobs.

China Ocean Shipping Group Co. CEO Wei Jia Fu made the announcement following a courtesy call to
Mrs. Arroyo. Officials said an agreement could be signed in August when the President visits China.
Mr. Lacson said the Sangley Point project is "grandiose" and that all interested investors can have a
piece of it. "The will be double the size of the existing reclamation projects that we have," he said,
referring to the Manila Bay Reclamation Area in Pasay.
The air and sea transport hub will be able to accommodate big ships, with the port having a depth of at
least 10 meters. The airport will have two or three runways.
Sangley Point will decongest the Manila airport and solve several problems such as height limitations,
with the extended Coastal Road cutting travel time to 20 minutes, Mr. Lacson added.
The Revilla family campaigned fiercely for the project, proposed by Sen. Ramon B. Revilla, Jr. when he
was Cavite governor. His father, former senator Ramon B. Revilla, Sr., is chairman of the Philippine
Reclamation Authority.
The Ramos administration shelved the project in 1994 due to financial and technical constraints,
following a Japan International Cooperation Agency-funded study that found that the area was not the
best location for an international port due to heavy siltation. Massive dredging will be required to
deepen shallow areas before international vessels can be accommodated, the study showed.
The Estrada administration, meanwhile, wanted the Manila international airport moved to Sangley.
Under Mrs. Arroyo, a go-signal had been given for a "modern shipping and air transport support facility"
as early as 2002. Sought for comment, officials of Clark airport and Batangas Port said they were not
worried that the Sangley Point project would eclipse their own plans to establish big transport hubs.
"That [executive order] is only for shipping and not for aviation," Clark International Airport Corp.
President and Chief Executive Victor Jose I. Luciano claimed.
And even if there is a plan to make Sangley Point as anotheraviation hub, Mr. Luciano said the
Diosdado Macapagal International Airport in Pampanga is still bigger than Sangley Point. "That area is
small," he claimed.
The 2,400-hectare airport in Clark is said to be one of the biggest in Asia, with two 3.2-kilometer
parallel runways that can be extended to four kilometers. The airport is four times bigger than the Ninoy
Aquino International Airport in Manila.
Mr. Lacson said accessibility will be the main advantage of Sangley Point, as vehicles going to and
from Clark would have to contend with heavy traffic on EDSA and Balintawak in Quezon City.
For Philippine Ports Authority assistant general manager Claro V. Maranan, Sangley Point would not
directly compete with the Batangas Port.
Once privatized, the ports authority wants Batangas Port to get as much as 40% share of Metro
Manila’s shipping traffic by 2008 and become a "world-class facility" by 2010.
"Cavite is a booming industrial zone, it’s a potential market already," he said.
He said that when Malacañang asked for comments on the Sangley Point plan, the regulatory agency
made no objection. "There was no objection from us because we have no future plans for Sangley
Point. It better run by a private operator," Mr. Maranan said.

Diverting at least some of the light aircraft flights and other “general aviation” traffic from NAIA to
Sangley Point in Cavite is the immediate solution the government will take to decongest the Ninoy
Aquino International Airport (NAIA), President Benigno Aquino III said Sunday.
Aquino said transferring the general aviation traffic to Sangley could take “more or less a month”
according to the timetable from the Department of Transportation and Communications (DOTC) and the
Department of National Defense (DND).
The DOTC is responsible for the NAIA while the Philippine Navy has a base at Sangley Point—a
former communications facility and airstrip of the United States military.
