2011 Tournament Season Highlights
We have a lot of ground to cover since our last newsletter in April. In May and June, Randy Miller & Judy Messersmith (team Whopper
Stopper) had back to back victories. It's a challenge to win one tournament, but two - back to back is very impressive. July and August saw
some impressive fish weighed in, as Dran Carper and Matt Davoli took wins with almost 50 pounds for two fish. In September Todd Gantt
had a well deserved win under tough fishing conditions. With the arrival of flooding rains from Tropical Storm Lee in early September, the
Raystown Dam did the job it was designed to do - and the lake rose approximately 9 feet. All ramps were closed, making the Open
Tournament an impossibility. It was voted on that the October club tournament could be enhanced with higher entry fees (making higher
payouts), and that we would waive the membership requirement (i.e. making it an open). Arnold's Marine and team Striper Dogs stepped up
and donated a hot lunch for Sunday weigh-ins. Clapper's Guide service pulled out a win, after beginning the weekend too sick to start fishing
with everyone else. With team Second Chance (Bobby Kauffman and Dave Rhodes) finishing fourth, they sealed their first Team of the Year
title. Team Ridge Runner (captain Justin Lindstrom) had the lead for the team title most of the year, and wound up with second in the team
division. Both teams had a very impressive year. Dave Rhodes also captured Angler of the Year with their final weigh-in in October. Judy
Messersmith was the Lady Angler of the year, with some impressive fish boated. Once again the Rhodes brothers, Josh and Tyler took the
Junior and Youth Angler divisions. When Dave gets old, he will have two sons who can take him out and catch him a fish!

meeting by our tournament anglers. The reason is to allow anglers to save money by having

2012 American Warriors Appreciation Day
On the weekend of September 7-9, 2012 there will be a special event at Raystown Lake to benefit
wounded veterans, called American Warriors Appreciation Day. Disabled American Veterans
Chapter 9 (Winchester, VA) and DAV Chapter 34 (Altoona, PA) are working together to hold
this event. There will be a full schedule of events, including camping & fishing. We are asking
anyone with a boat to consider volunteering to take a wounded veteran either boating or fishing.
The fishing will take place in the morning on Saturday September 8. Each boat must have a
current Coast Guard safety inspection, and also be covered by an insurance policy. If you wish,
the Coast Guard Auxiliary may be able to come to your house to inspect your boat. You can
contact James Gottheif at (570) 758-8604 to make arrangements if you want your boat inspected.
All other questions about this event should be directed to Bob Kreiser (RSC president), who is the
coordinator for Striper fishing at the event. Look for more information in future newsletters, as
well as the website.
Striper Fishing From Other Lakes
'The cool weather and overcast days over this past weekend brought the surface water temperature down as
expected, and both bass and stripers found their way to the surface to feed on baitfish. On severai days the
topwater activity was far better near the middle of the day than it was early or late. Cooler seasonal
temperatures will c o ~ ~ t i to
n ~dominate

our weather over the next week to ten days. The current forecast is for
the daytime high temperatures to be in the 70's with the low temperature at night dropping into 50's and low
60's. These temperahues d l continue to wol the surface water and the cooler, denser smface water should
start to extend down and cool the water a little further down in the water column. We are expecting partly
cloudy skies for most of the week and there is a good c h c e we'll see rain and extended thunderstorms,
especially midweek. The lake water level is between one and two feet below full pond and all ramps are
operational. The last quarter moon will be Tuesday the 20&and it will get darker at night as we approach the
next new moon on the 27&.
The striped bass continue to school near the m o d - o f most major creeks and are stating to chase bait to the
surface. There have been a number of huge breaks reported by anglers o-vier the past week or so, several
revealing large stripers. As the moon continues to become less of a factor, the early morning breaks should
become more prevalent. While bright sunlight typically pushes the stripers down into deeper -wvaier>with a
fading moon and the overcast skies forecast this week stripers could be found f e g on the surEace at any
time of the day. Good lures for breaking stripers include a fluke or swimbait rigged on a Gamakatsu EWG
hook or lightweight (?A ounce) shad jighead with a sharp Gamakatsu hook, a topwater popper (Striper Strike, a
Iarge Lubr Jensen Chug Bug, Rebel Pop'R, Lucky Craft Gunfish) and a floating twitchbait (Lucky Craft
Sammy, Excalibur, Spook, Spook Jr.).
Striped bass are also being found in deep water by anglers using electyonic f ~ finders.

Large schools and
smaller pods are being found in the lower sections of the lake. These deep water Snipers are being caught
using a variety of techniques. Some anglers are presenting live bait on down lines, some trolling and others
casting, counting down and retrieving flukes and bucktails or vertical jigging with flukes and jigging spoons.
If you like to vertical jig with flukes and are experiencing lime twist, adding a swivel to pour jighead will help
eliminate it. If you plan to vertical jig in the trees, you might consider using one of the less expensive spoons
like the Cotton Cordel "CC spoon" and replacing the hook with
one of better quality and larger size. If fishing in open water, you might also by attaching a fluke on an Extra
Wide Gap hook to a short leader behind a KastmasEr spoon for a different but very effective look. There are
also a couple of new spoons that are proving to be far more effective than the H o p b which has been the
standard offering for years.
Those trolling are doing so with their gas motor and continue to report success pulling Umbrella rigs,
individual swimbaits and the popular three-way rig (Sutton Spoon and a swimbait). The three-way rig can be
trolled using lead core line, downriggers or a troliing sinker with swivels (Captain Mack). Sutton spoons have
been difficuit to find this summer as the manufktmer has been unable to find a company to silver plate the
spoons. We recently obtained a small supply of Sutton spoons and are selling two (2) to each customer who
stops by the shop and asks for them, while the supply lasts. If you aren't familiar with Sutton spoons or the
three way rig, just ask when you drop by and we'l be happy to show you how to assemble this very effective
rig.

whether you show up or not. If you show up without getting on the list,

Fish Stocking Update
After a huge 2010 (nearly 300,000 fish stocked), 2011
turned out to be another bust. The problems started in
June, when our grower lost most of the fish in his growing
ponds. We were later notified that we would get
approximately 5,000 nice sized fish in the fall. Then came
the hurricanes that flooded much of the east coast in
September, causing further losses. Ultimately, not enough
fish remained to bother making a delivery. So now we
have our sights set on next year. Currently, we have about
$25,000 in the bank that could be used to stock fish. By
next year we will have even more, especially if the
January gun ticket does well.

On October 7, 2011 the PSBA met with the PA Fish
Commission to discuss Striper stocking protocol. Attending the
meeting were Dave Miko (chief of Fisheries Management), Kris
Kuhn (fisheries biologist), two hatchery managers, Tara Whitsel
(Army Corps of Engineers), WCO Anthony Quarracino, Denny
Roth and Rick McVicker. Over the past winter, we contacted the
Fish Commission in hopes of sharing the scientific studies we
based our stocking protocol on. Both Dave Miko and Kris Kuhn
reviewed the studies and felt improvements could be made to
how the state stocks its fish.
Early in the meeting it was learned that Pennsylvania does not
raise Striped Bass fingerlings. Rather, we buy or trade with other
states to acquire what fingerlings we do get. Also, once we get
them, we do not have the ability to grow them to a larger size
more suitable for stocking. This was a major setback, since one
of the primary aspects of our strategy is to stock 2 inch or larger
fingerlings that can immediately feed on alewife prey.
Next the meeting shifted focus to the best way to stock the
fingerlings that the state gets. Historically, this has always meant
stocking the entire truck load (100,000 or more) fingerlings in
one location. Both Dave Miko and Kris Kuhn agreed with the
studies that suggested better survival by spreading the fish out in
several locations. The possibility of utilizing the Army Corps
barge was discussed, due to the limited access Raystown has by
road. Also discussed was the possibility of dividing the truck
load into 2 or 3 drops if the barge would be unavailable.
It was agreed that stocking locations would be determined by
the size of fingerlings available. Larger fingerlings will be
stocked in alewife rich areas. Smaller fingerlings will be stocked
in zooplankton rich areas (determined by water quality analyses
the Army Corps will provide). A revised state stocking protocol
will be produced by Kris Kuhn in the near future, based on the
studies and this meeting.
On October 29, 2011 the Raystown Striper Club met with the PA
Fish Commission to discuss stocking and other issues. Several
members of the RSC, Kris Kuhn (fisheries biologist), Tara Whitsel
(Army Corps), Dwight Beal (chief - Army Corps), Denny Roth and
Rick McVicker were in attendance. This meeting was prompted by
the RSC, we were invited to attend also.
The majority of the meeting was devoted to stocking stripers.
However, this time a new twist was added. Everyone in the room
agreed that larger fingerlings are most desirable to stock, and Kris
Kuhn indicated that a cooperative nursery program would be the
best way to achieve that goal. The Fish Commission has an
individual (Earl Myers) who is their co-op nursery manager. Both
clubs will be meeting with him in January to explore this further.
Additionally, Dwight will contact Juniata College, as a possible
location on the lake where fry or small fingerlings could be grown
out to a larger size for stocking. We are hoping that it could be a
win-win proposition for the college and the fishery. Keep in mind
that we are very early in this process, and it is too soon to know if
anything will materialize. However, both the RSC and PSBA agree
that both clubs should work together on this for everyone's benefit.
The subject of minimum keeper size came up also. The state size
limit for stripers is 20", both clubs would like to see that increased
to 26" or more. In order for a rules change to occur, a voting body
within the Fish Commission must be petitioned to conduct a vote.
This can not happen based solely on opinions of a few fishermen.
Data must be collected that would indicate a new size limit should
be voted on. Kris Kuhn said that he hopes to conduct a striper
survey on Raystown Lake next year. This would be one piece of the
puzzle. We may be asked to collect our own data as fishing clubs,
that would augment the lake survey data. The Fish Commission will
let us know what information they want. Ultimately, they want to be
able to figure out how many hours it takes on average to catch a
striper, and whether changing the size limit will help.
