Bob Baldwin MP KEVIN D. TORRENS Parliamentary Secretary to the Minister for the Environment Vice President, Brown and Caldwell The Hon. Bob Baldwin MP has been a Liberal member of the Australian House of Representatives from March 1996 to October 1998, and again continuously since November 2001, representing the Division of Paterson in New South Wales. Mr Baldwin has previously served in the capacity of Parliamentary Secretary to the Minister for Industry, Tourism & Resources from January 2006 until December 2007. After the election, on 6 December 2007, Opposition Leader Brendan Nelson announced that Mr Baldwin would be the new Shadow Minister for Defence Science, Personnel and Assisting Shadow Minister for Defence. After the 2010 Federal election, Mr Baldwin was appointed Shadow Minister for Regional Development and Shadow Minister for Tourism. Welcome Reception Kevin Torrens has over 31 years of experience in industrial wastewater, leachate treatment, O&M, and hazardous waste site remediation groundwater treatment projects. He has had significant experience treating complex wastewaters such as those from landfill leachate, pharmaceuticals and chemicals industries. Areas of experience include alternatives evaluations, planning and design, aquatic toxicity reduction; NPDES permit preparation and negotiation, regulatory compliance and negotiation, troubleshooting, characterization, treatability testing, confirmation testing, system evaluations, start-up and training, and process design. Kevin has managed numerous biological and physical/ chemical wastewater treatability and process design projects for pharmaceutical, organic chemicals, petroleum refining, food processing and pulp and paper industries’ landfills and CERCLA sites. Kevin started the O&M group in New Jersey, which provides contract O&M services for remediation sites and industrial facilities throughout New Jersey. ERIC MEAD STAN KRPAN In 2010, Stan undertook an independent review of the Environment Protection Authority Victoria (EPA) and its approach to compliance and enforcement. The Report recommendations were endorsed in full. The review formed the blueprint for the transformation of EPA and underpins its five year strategic plan. The report has influenced the regulatory strategies of a number of Australian regulators. Eric has 25 years of experience in the solid waste field including responsibilities for the planning, design, engineering, implementation, construction, and operation of transfer stations, recycling facilities, and landfills as part of an integrated solid waste system. Eric's experience includes positions as a facility owner/operator, as well as an engineering consultant. He has held both operational and engineering roles for several national US waste firms and worked at active landfills and transfer stations for over 15 years. Eric is a Vice-President with HDR in their Seattle office and leads their solid waste practice in the Pacific Northwest. SITE 1: Mitchell Resource Management Centre SITE 3: Landtasia Organic Farms ACT NOWaste – part of the ACT’s Territory and Municipal Services Directorate – manages three resource management centres that together service Canberra’s 149,000 households. Operating since February 2014, Landtasia Organic Farms is a 10,500 acre certified organic mixed agricultural farm near Bungendore NSW. The farm operates a composting facility that is licensed to receive up to 5000 tonnes of food waste, garden organics and manures each year. Materials composted at the facility include kerbside food and garden waste collections (FaGO) and commercial food waste. Compost produced at the site is used internally and sold to neighbouring farms and local food producers. From over a million tonnes of waste generated in the ACT in 2013/14, 670,594 tonnes of material was recovered and 238,304 tonnes of waste was sent to the Mugga Landfill. This represents a 74% resource recovery rate and 26% to landfill. The Mitchell Resource Management Centre includes: • a recycling drop off area for hazardous materials; • a waste transfer station for materials such as construction and demolition, e-waste, industrial, mattresses, drumMuster containers, mixed and general waste; • recycling cardboard cage and hoppers for bottle glass, rigid plastic containers, milk and juice cartons, aluminium cans and steel cans; and • the reuse facility, run by an external contractor, where reusable items can be dropped off free of charge and are made available for purchase at bargain prices. SITE 2: Mugga Lane Landfill and Resource Management Centre Mugga Lane is the only operating putrescible waste landfill facility in the ACT. Although the present active landfill cells are reaching capacity, ACT NOWaste recently constructed new cells on an accelerated schedule to ensure landfill availability to approximately 2018. At the present rate of consumption, the site has the capacity to provide landfill cells to at least 2035. The recent expansion works included: stakeholder consultation, changes in Territory planning, the production of an environmental impact statement and offset site, construction of a piggy-back lining system and blasting of hard rock, which created landfill space and aggregate material for cell construction.
