1.0 INTRODUCTION
1.1 This Report on the Historic Environment relates to an application by
Network Rail Infrastructure Limited (Network Rail) to the Infrastructure
Planning Commission (IPC) under the Planning Act 2008 (the
Application) for the Network Rail (North Doncaster Chord) Order (the
DCO) which would grant powers to construct and maintain a new railway
chord (the North Doncaster Chord Development).
1.2 This Report sets out the Assessment as to the Effects of the North
Doncaster Chord Development on Sites or Features of the Historic
Environment. The assessment has been prepared for compliance with
the requirements of Regulation 5(2)(m) of the Infrastructure Planning
(Applications: Prescribed Forms and Procedure) Regulations 2009 (the
APFP Regulations) and in accordance with the Department for
Communities and Local Government guidance, ‘Planning Act 2008:
Guidance as an Application document. It is required because the
Infrastructure Planning Regulations 2009, Regulation 5(2)(m) states that
the Application should, where applicable, be accompanied by a plan with
accompanying information that identifies any statutory or non statutory
sites or features of the historic environment (including scheduled
monuments, World Heritage sites, listed buildings and other historic
structures, archaeological sites and registered battlefields), together with
an assessment of any effects on such sites, features or structures likely
to be caused by the North Doncaster Chord Development.
1.3 In this report the interpretation of the requirement for an assessment of
any effects has taken into account “any effects, which is not limited to
effects which are classified as significant under the terms of European
Directives”, and as such the guidance contained in the Application form
guidance has been taken into account. This Report on the Historic
Environment has been prepared by Mott MacDonald and Northern
Archaeological Associates (NAA) and forms part of a suite of Application
documents. The documents that have been referred to in this report are
listed in Appendix 3 and should be read alongside, and is informed by
those documents.
1.4 Network Rail intends to construct the North Doncaster Chord
Development that consists of a new railway viaduct over the East Coast
Mainline (ECML) and approximately 3.2 kilometres (km) of associated
railway line connecting two freight lines, the Askern line and the Skellow
line.
1.5 The proposed development combines the construction and operation of
a new railway flyover over the ECML (referred to as a chord) from the
Skellow line to the Askern line in the vicinity of Joan Croft level crossing,
north of Doncaster. As part of the development, Network Rail is
proposing to close Joan Croft level crossing and replace this with a
highway bridge over the ECML. The new chord will consist of two

embankments from the Askern and Skellow Lines to a multi-span viaduct
crossing Joan Croft Lane and the ECML.
1.6 An access haul road is proposed from Holme Lane, to the east side of
Holme Lane Farm, and from Storrs Lane to the Askern Line. This will
result in the temporary creation of approximately 1.8km of new track. In
addition, a haul road of approximately 1km in length is proposed along
the western side of the proposed embankment, with the exception of the
viaduct section, and to the east of the ECML.
1.7 The assessment of effects on the historic environment takes into account
the combined results of a desk-based assessment, walkover surveys
and geophysical survey as set out in the Environmental Statement
Historic Environment Technical Appendix E (Appendix 3 DOC1 to this
assessment) (application document 4.2) and summarised in the
Environmental Statement Volume 1 Main Text Section 5.3 Historic
Environment (Appendix 3 DOC3 to this assessment) (application
document 4.1) . Consultation with Andrew Lines of the South Yorkshire
Archaeology Service was maintained throughout the duration of the
assessment and surveys and the proposed mitigation for the proposed
development has taken into account comments and agreements made
during this consultation process.
1.8 For the desk-based assessment, a study area of 1km either side of the
centre alignment of the proposed rail chord and haul roads was adopted
in order to identify all designated and undesignated heritage assets
which could be affected by the construction effects of the North
Doncaster Chord Development. In order to assess potential operational
effects of the development, this study area was extended, following
consultation with Andrew Lines of the South Yorkshire Archaeology
Service and English Heritage, to identify all designated sites within 2km
of the chord whose settings could be affected by the proposals.
1.9 Baseline surveys comprised an initial site walkover of all areas within the
development boundary; geophysical survey within undisturbed areas of
proposed landtake and a site inspection of the designated heritage
assets within 2km of the chord. The initial walkover was undertaken by
NAA during March 2010. The geophysical survey was undertaken by
GSB Prospection during May, June and August 2010. The extent of
geophysical survey is shown on Figure 2 (Appendix 1). Following
completion of the survey the route of the access haul road corridor was
changed, partially in response to avoiding impact on the well-preserved
ridge and furrow earthworks (Site 18). Following discussions with
Andrew Lines of the South Yorkshire Archaeology Service it was agreed
that additional geophysical survey of the revised route corridor was not
required. The site inspection of designated assets within 2km of the
chord was undertaken in November 2010 by Mott MacDonald’s
Landscape and Visual specialist, and a team from Doncaster
Metropolitan Borough Council (DMBC), including the Conservation
Officer. The aim of this inspection was to assess the effects of the scale

and mass of the proposed raised elements of the development (i.e.
highway bridge and viaduct) on the designated sites and whether there
was potential for any significant visual intrusion which would cause harm
to their setting.
1.10 All identified heritage assets and the boundary of the 1km study area are
shown on the Figure 1 in Appendix 1 to this Assessment. A plan showing
the extent of geophysical survey and an indication of the location of the
main geophysical anomalies is provided in Appendix 1 Figure 2. A
summary table of all identified assets and geophysical anomalies is
provided in Appendix 2.

2.0 SUMMARY
Designated Sites
2.1 There are four scheduled monuments and eleven listed buildings lying
within 2km of the proposed chord and haul routes. None of these sites
would be affected by the construction or operation of the chord (paras.
3.3, 3.4).
2.2 There are no conservation areas, registered parks and gardens or
historic battlefield sites within 2km of the development.
Non-designated sites
2.3 There are eight historic assets of Medium Value identified within the
study area. One of these sites – a potential Roman road (Site 12) –
crosses the scheme corridor within an area of previously disturbed
ground, immediately west of the disused power station (para. 3.5). Given
the level of previous disturbance, together with the limited nature of
construction works within the scheme corridor at this location, the
potential for any effect on this feature is considered unlikely (para. 4.4).
2.4 A possible Iron Age or Roman farmstead enclosure (Site 6) is located
approximately 400m east of the Joan Croft junction and is therefore
within reasonably close proximity to the proposed chord and road bridge.
The ill-defined ditch-like geophysical anomalies (Site 87) detected in
survey Area 10 (Appendix 1 – Figure 2) may be associated with this
enclosure (para. 3.6). There will be no impact by the development on
the enclosure although there is the potential that associated field or
trackway ditches could be present within the wider area and impacted on
by the development.
Archaeology and History ‘Important’ Hedgerows
2.5 The hedgerow on the parish boundary between Owston and Barnby Dun
(Site 59) is classified as ‘important’ under Schedule 1 Part II Criteria 1 of
the Hedgerows Regulations 1997 (para. 3.12). Approximately 76m of this
boundary will be removed by the development but this impact will be
mitigated through reinstatement and replanting in the areas of temporary
landtake (paras. 4.7 - 4.9).
2.6 There are eight hedgerows (Site 61) affected by the construction of the
proposed chord that are classed as ‘important’ under criteria 5(a) of the
Hedgerows Regulations 1997 Schedule 1 Part II, and these are shown
on Figure 1 (Appendix 1). The desk study confirmed that these
hedgerows are key features of the historic landscape and contribute to
its distinctive character and pattern (paras. 3.11, 3.12). Sections of these
boundaries will be removed by the development. This impact will be

mitigated through reinstatement and replanting in all areas of temporary
landtake (paras. 4.10, 4.11, 4.12).
2.7 Permission to remove ‘important’ hedgerows is not required and is
therefore not included within the Planning Act 2008 (Section 33). Under
regulation 5(1)(a) of the Hedgerows Regulations 1997, a separate
proposal to remove the hedgerows (“hedgerow removal notice”) may
need to be served on the local planning authority.
Historic Landscape
2.8 The development is located within a well-preserved late medieval to
post-medieval enclosure landscape, of which the historic hedgerows and
network of lanes form key elements (paras 3.7 – 3.12). This landscape is
of local importance but of increased significance in a local context and
for the purposes of this assessment, both the landscape and its key
features are considered to be of Medium Value, reflecting its
identification by the Historic Environment Characterisation project. The
development will result in construction and operational effects on this
landscape (paras. 4.5 to 4.16 and 4.24).
Rail Network
2.9
The Rail network has historic interest and whilst it has had a dominant
impact on the historic landscape, it now forms an integral part of the
character and history of the area (para. 3.14). There will be a
construction impact on the embankment for the disused Aire Junction
and Braithwell Junction (Site 34) but the affect will be mitigated through
photographic survey (para. 4.18).
Geophysical Anomalies
2.10 A 27ha magnetometer survey has revealed two potential linear features
of archaeological origin (Sites 73 and 74) within survey Areas 5 and 6
(Appendix 1 – Figure 2). Evidence of ridge and furrow, old field
boundaries and a small number of anomalies of uncertain origin (linear
and pit-type anomalies and linear-trends) were also located within
various locations along the chord corridor (Sites 75 to 87) (para. 3.16).
The proposed development would result in the removal of the two
features of probable archaeological origin (Sites 73 and 74) and a
number of anomalies of uncertain origin identified by the geophysical
survey (Sites 75 to 87). The effects of construction will be mitigated
through a staged programme of archaeological investigation each stage
being completed and approved in writing by South Yorkshire
Archaeology Service (paras. 4.19, 4.20).

3.0 DESCRIPTION OF THE HISTORIC HERITAGE SITES OR FEATURES
3.1 Eighty seven sites and features of potential historic environment interest
have been identified within the study area and their details are
summarised in Appendix 2 of this assessment. Of these, 74 are recorded
sites, finds or buildings of archaeological, historic or architectural interest
whose location is shown on Figure 1 in Appendix 1 to this assessment.
The remaining 11 are geophysical survey anomalies identified within the
scheme corridor as relating to old field boundaries, ridge and furrow or
pit-like features and linear trends of uncertain origin. Their location is
indicated on Figure 2 in Appendix 1.
3.2 For the purposes of this assessment sites of High Value are all
designated sites and undesignated sites classified during the
Environmental Impact Assessment as being of national importance. Sites
of Medium Value are those sites previously identified as being of county
importance and also forming key elements in the historic landscape
character as categorised by the Historic Environment Characterisation
project (www.sytimescapes.org.uk). Sites of Low Value are those sites
previously identified as being of local importance but not forming a key
element in the local historic landscape character. Definitions of
importance and sensitivity are set out in Table 2.1 of the Environmental
Statement Historic Environment Technical Appendix E (Appendix 3
DOC3 to this assessment) which is one of technical appendices to the
Environmental Statement (document 4.2).
Sites or Features of High Value
3.3 There are 15 heritage assets of High Value within the 2km study area.
These include four scheduled monuments (Sites 1, 4, 64 and 65), one
undesignated site of national importance (Site 14) and eleven listed
buildings (Sites 15 (grade I); 66 (grade II*) and 56, 57, 67 – 72 (grade II).
There are no conservation areas, registered parks and gardens or
historic battlefield sites.
3.4 None of these assets lie within or close to the chord corridor. The
nearest asset of high value is Poplar Farmhouse, a grade II listed
building (Site 56), located approximately 1.3km to the north-east of the
scheme corridor in Thorpe in Balne.
Sites or Features of Medium Value
Sites of archaeological interest
3.5 There are eight sites of Medium Value identified within the study area.
These include two possible Iron Age or Romano-British enclosures (Sites
6 and 7), an enclosure of uncertain date (Site 38), a potential Roman
road (Site 12), a deserted medieval village at Shirley Pool (Sites 16 and
17) and the site of the former medieval Rockley Hall (Sites 20 and 21).
Of these sites, only the Roman road (Site 12) lies within the scheme

corridor. The course of this road is said to follow the line of Marsh Lane,
and would therefore cross the scheme corridor within the area of
previously disturbed ground immediately west of the disused Thorpe
Marsh Power Station.
3.6 The possible Iron Age or Roman enclosure (Site 6) is located
approximately 400m east of the Joan Croft Junction and is therefore
within reasonably close proximity to the proposed railway flyover and
highway bridge over the ECML. Whilst there is no evidence to indicate
that any settlement remains related to this site are likely to be present
within the chord corridor, the possibility that unrecorded associated
features such as trackways or field system boundaries could be present
cannot be fully discounted. Such remains may be reflected in the low
value ill-defined ditch-like geophysical survey anomalies detected in
survey Area 10 (Site 87) (Appendix 1 – Fig. 2).
Historic landscape
3.7 The desk-based assessment demonstrated that the North Doncaster
Chord Development is located within a well-preserved late medieval to
post-medieval enclosure landscape characterised by large, irregularly
shaped fields, a dispersed settlement pattern of small farms and villages
and an interlinking network of narrow roads and lanes (Appendix 3 Doc
1, sections 3.2.10.2, 3.2.11.2 to 3.2.11.4). This landscape is of local
importance but of increased significance in a local context and for the
purposes of this assessment, both the landscape and its key features are
considered to be of Medium Value, reflecting its identification by the
Historic Environment Characterisation project.
3.8 Within the immediate vicinity of the chord corridor key features of this
historic landscape include fragments of well-preserved medieval ridge
and furrow earthworks (Site 18) and the reasonably well-preserved
remains of the early enclosure field system and network of minor roads
and lanes depicted on 17th or 18th century historic mapping. Other
principle characteristics include the village settlements and the dispersed
post-medieval farm complexes (Sites 40 – 51) linked by the lane
network.
3.9 Medieval and post-medieval ridge and furrow earthworks were once
reasonably extensive across this landscape but aerial photographic
evidence indicates that most had been destroyed by ploughing by 1990
and are now only visible as cropmarks or geophysical survey anomalies.
Where they survive they form an integral part of the historic landscape
character and add texture and historic depth to the modern-day
landscape. One of the few surviving areas of ridge and furrow within the
immediate vicinity of the proposed development is a series of reverse Sshaped earthworks (Site 18) surviving north-east of Holme Cottage, to
the immediate west of the final access haul road corridor.

3.10 The network of minor roads and lanes has long been in existence and
some may be medieval or earlier in origin. They appear to be respected
by the former strip field system and have formed the framework around
which the established enclosed field system was created. Within the
vicinity of the scheme corridor some of the lanes including Holme Lane,
Storrs Lane, Middle Lane, Joan Croft Lane, Bellcroft Lane and
Applehurst Lane are still in use, others such as Honey Lands Lane (Site
62) to the east of the Askern Line, survive only as green lanes, whilst
others such as Site 60 and 59, recorded as roads on 17th and 18th
century historic mapping, have long been abandoned and survive only as
field boundaries.
3.11 The field system and many of the lanes are defined by boundaries
surviving as low earth banks with hedgerows that are classed as
‘important’ under criteria 5(a) of the Hedgerows Regulations 1997
Schedule 1 Part II. This field system and network of lanes may be
medieval or earlier in origin and the points at which these elements are
crossed by the chord corridor are shown on Figure 1 (Appendix 1).
‘Important hedgerows’ (Site 61) are shown in green and the lanes are
named. The farm complexes within close proximity to the chord corridor
are Sites 40, 42, 43 and 45, none are listed.
3.12 The parish boundary between Owston and Barnby Dun (Site 59), which
was mapped as a road until the late 18th century, probably also has
medieval origins. This boundary is also considered to form a key element
within the historic landscape and partially survives today as a bank and
sporadic hedgerow which is classed as ‘important’ in terms of
archaeology and history under criteria 1 of the Hedgerows Regulations
1997. Its line is crossed by the section of scheme corridor between the
ECL and the Skellow Lane. The section of boundary immediately north of
the route corridor has been removed.
Sites or Features of Low Value
3.13 There are 64 heritage assets of Low Value within the study area. These
include early prehistoric stone and flint artefacts (Sites 2, 3 and 5),
Roman pottery (Site 13), medieval pottery scatter probably associated
with manuring (Site 53), late-Iron Age/Roman field boundaries (Sites 8 –
11), the plough damaged remains of medieval ridge and furrow (Sites 22,
23, 26, 27 and 54), sites of former medieval or post-medieval buildings
(Sites 19, 24, 39 and 51), and a number of post-medieval and modern
industrial features and buildings including canals (Sites 28 and 63), the
19th and early 20th century rail network (Sites 29 to 34) and associated
buildings (Sites 55, 58 and 35) and the former Thorpe Marsh power
station (Sites 36 and 37).
3.14 Within the immediate vicinity of the chord corridor the feature of most
prominence is the railway network and complex system of junctions
within the area of the proposed flyover. The network is of historic interest
charting the rapid development of the railway system between the period

1848 and 1871, and the final period of construction in 1916 with the
establishment of the now disused Aire Junction and Braithwell Junction
(Site 34). All other railways are still in active use. This network has had a
dominant impact on the otherwise well-preserved late-medieval to postmedieval enclosure landscape, and now forms an integral part of the
character and history of the area. The railways are discussed further in
Appendix 3 Doc 1 section 3.2.11.6 and 3.2.12.3.
3.15 A c.27ha magnetometer survey was undertaken by GSB to better assess
the potential for unrecorded sub-surface sites of archaeological interest.
The area of survey and location of the identified anomalies of
archaeological or uncertain origin is shown on Figure 2 (Appendix 2).
The detailed report is provided in Appendix 2 of the Environmental
Statement Historic Environment Technical Appendix E and also as a
standalone report to this assessment in Appendix 3 Doc 2.
3.16 The survey did not identify any anomalies of high archaeological
potential. However, two potential linear features of archaeological origin
(Sites 73 and 74) were revealed within survey Areas 5 and 6. Evidence
of ridge and furrow, old field boundaries and a small number of
anomalies of uncertain origin (linear and pit-type anomalies and lineartrends) were also located within various locations along the chord
corridor (Sites 75 to 87). A summary of these features is provided in
Appendix 2 of this assessment and their locations indicated on Figure 2
(Appendix 1). It is possible that the potential archaeological features
(Sites 73 and 74) and a number of the uncertain anomalies in survey
Area 6 and the southern end of Area 9 are related to a single area of
archaeological potential. All of the anomalies are considered to be of
local importance and Low Value.

4.0 Potential Effects on the Historic Environment
4.1 As required by the Regulation 5(2)(m) this report sets out an assessment
of any effects on the heritage sites and features arising as a result of
either the construction or operational phases of development regardless
of their significance. The assessment methodology is based on that used
for the environmental impact assessment which is set out in section 2.4
of the Environmental Statement Historic Environment Technical
Appendix E.
Construction Phase
4.2 Construction effects on heritage sites and features arise as a result of
activities resulting in ground disturbance, excavation, compaction,
building up of site levels and hedgerow removal. Such activities could
lead to the following effects:
total or partial loss/damage of above and/or below-ground
archaeological remains and historic landscape features;
severance or loss of features which compromise the integrity of a site
or landscape;
cumulative impacts on a specific receptor or resource;
long-term burial of remains;
the opportunity to improve understanding of the heritage resource
through investigation; and
temporary effects on the setting and amenity of a site during
construction as a result of visual intrusion, increased noise, dust and
traffic.
Predicted Effects
Sites or Features of High Value
4.3 There are no predicted construction effects on any sites or features of
High Value.
Sites or Features of Medium Value
Site 12: Roman Road
4.4 The possible Roman road (Site 12) crosses the scheme corridor within
an area of previously disturbed ground, immediately west of the disused
power station. Given the level of previous disturbance, the potential for
sub-surface remains associated with the road to survive within the
easements associated with the railway and access road is considered to
be very low. This, together with the limited nature of construction works
within the scheme corridor at this location, means that the potential for
any effect on this feature is unlikely.

Historic Landscape
4.5 Several key features which make a positive contribution to the local
historic landscape character will be affected by the scheme and these
are detailed below.
Site 18: ridge and furrow earthworks
4.6 The haul road has been realigned to avoid this area of well-preserved
ridge and furrow earthworks so all effects on these remains have been
removed.
Site 59: Owston and Barnby Dun Parish boundary and ‘important’
hedgerow
4.7 The chord corridor bisects this boundary and a 130m length will be
affected by the scheme, c.76m of which would be permanently removed.
Although this boundary is preserved elsewhere in the parish, within the
immediate vicinity of the scheme, large parts of it have previously been
removed. Permission to remove ‘important’ hedgerows is not required
and is therefore not included within the Planning Act 2008 (Section 33).
Under regulation 5(1)(a) of the Hedgerows Regulations 1997, a separate
proposal to remove this hedgerow (“hedgerow removal notice”) may
need to be served on the local planning authority.
4.8 Mitigation will be threefold:
a) an evaluation trench would be excavated across the line of the
parish boundary in order to record its form and origins;
b) a watching brief during soil stripping either side of the boundary
would be undertaken to assess the potential for secondary
archaeological activity focussed on the boundary; and
c) the profile of the bank and hedgerow would be reconstructed in
the temporary landtake areas during reinstatement work.
4.9 Within this locality, the magnitude of the construction impact effect is
considered medium adverse and the significance of the effects of impact
slight.
Site 61: late medieval to post-medieval field boundaries and ‘important’
hedgerows
4.10 The chord corridor would bisect a number of late medieval to postmedieval boundaries with ‘important’ hedgerows. These features form an
integral part of the pre-1845 enclosure field system and a key feature in
the landscape character of this area.
4.11 Within areas of permanent landtake the proposed development would
result in the permanent loss of sections through these features. As part
of the restoration works for the temporary landtake areas, the earthwork

profiles of each of the affected boundaries would be reconstructed and
the hedgerows replanted in order to maintain as much as possible the
integrity that these features have as a whole within the historic
landscape. See paragraph 4.7 regarding removal of ‘important’
hedgerows.
4.12 The magnitude of the construction impact effect is considered minor
adverse and the significance of effects of impact slight.
Minor road and lane network: Sites 62 and 60
4.13 Sections of Holme Lane and Storrs Lane will be utilised for the temporary
access haul road. This will create a temporary increase in traffic levels
on these features during the period of construction. This effect will be of
negligible significance in terms of impact on either the character of the
historic landscape or the historic value of these landscape features.
4.14 Construction will affect Honey Lands Lane (Site 62), a green lane east of
the Owston Grange crossing of the ECML and its junction with Joan
Croft Lane and Middle Lane. A photographic record will be made of the
affected sections. The magnitude of the construction impact effect is
considered minor adverse and the significance of effects negligible.
4.15 The abandoned trackway (Site 60) linking the parish boundary (Site 59)
to Bell Croft Lane is probably located under an existing boundary which
will be maintained and is therefore not likely to be affected, so no
mitigation is proposed.
4.16 Whilst the effect of the construction impact will be minimised within the
area of temporary landtake by the reinstatement of the removed sections
of boundaries and replanting of hedgerows, the permanent loss or
damage to key components will remain and lead to further accumulated
erosion to the character and integrity of this reasonably well-preserved
late medieval to post-medieval enclosure landscape. The magnitude of
the construction impact effect on this landscape as a whole is considered
minor adverse and the significance of effects of impact slight.
Sites or Features of Low Value
Sites 29 – 31 and 33: railway network
4.17 Construction will result in a number of changes to these railways and
associated junction systems. These changes represent just another
stage in the history and development of the railways and the need to
adapt to modern day requirements; they will not significantly affect their
historic interest or value.

4.18 Works associated with construction will result in the grading back of the
embankment for this disused railway where it is crossed by the chord
corridor. The significance of the effects of this impact is considered
negligible. A photographic record of this embankment will be made prior
to construction works.
Geophysical anomalies of unknown and potential archaeological origin
(Sites 73 to 87)
4.19 The proposed development would result in the removal of the two
features of probable archaeological origin (Sites 73 and 74) and a
number of anomalies of uncertain origin identified by the geophysical
survey (Sites 75 to 87). It has been agreed with Andrew Lines of the
South Yorkshire Archaeology Service (SYAS) that a programme of trial
trench evaluation will be undertaken post-determination but in advance
of the construction works in order to investigate the state of preservation,
the form, function, extent and date of the potential archaeological
remains. The size and scope of the evaluation will be determined in
consultation with SYAS, but it will include trenches to investigate Sites 73
and 74, as well as a sample of the features of uncertain origin. If
archaeological features are revealed then SYAS may require a limited
extension to the evaluation in order to investigate a sample of the
remaining anomalies of uncertain origin and also a more detailed
programme of archaeological investigation to be incorporated into the
construction schedule.
4.20 In order to deliver the above mitigation, prior to commencement of any
further archaeological works, a detailed Written Scheme of Investigation
will be agreed in writing with DMBC in consultation with SYAS. This
mitigation will provide for the completion of fieldwork, a programme of
post-excavation assessment/analysis and reporting and for archive
deposition. The results of the trial trench evaluation will be used to inform
on the form and scale of any further mitigation, such as excavation or
archaeological monitoring and this mitigation will be agreed in writing
with both DMBC and SYAS. If the results of fieldwork are significant then
a publication report will be produced, and as required by PPS5, Policy
HE12.3, copies of all reports will be deposited with South Yorkshire
County Sites and Monuments Record. At the end of the proposed
development, the project archive will be deposited in the relevant local
museum, subject to the museums agreement and ability to take archives.
Network Rail is committed to the above mitigation, including reporting,
publication and archiving as required by PPS5, Policy HE12.
Site 53: Medieval pottery
4.21 A concentration of medieval pottery was noted in the field at this location
during the walkover survey. It is likely to be associated with medieval
manuring activities although the possibility that it might indicate the
presence of below-ground medieval archaeological remains cannot be
discounted. This area would be stripped of soils during construction and

any remains of archaeological interest would be damaged or destroyed.
It is proposed that the area be investigated further as part of a
programme of trial trench evaluation and that if significant remains are
found to be present, these would be subjected to a more detailed
programme of archaeological investigation.
Operational Phase
4.22 The main operational effects of the proposed development on the historic
environment will be the impact of the scale and mass of the proposed
raised elements of the development (i.e. highway bridge and viaduct)
and the potential for visual intrusion on significant heritage assets and
the historic landscape. This could result in temporary or permanent
operational effects on the setting and amenity of significant sites.
Predicted Effects
Sites or Features of High Value
4.23 The inspection of designated sites undertaken in November 2010 by
Mott MacDonald’s Landscape and Visual specialist and representatives
from DMBC concluded that the operational phase would have no effects
on any assets of High Value.
Sites or Features of Medium Value
Historic Landscape
4.24 The scale of the raised elements of the proposed development would
make these very visible within the landscape, and will have the effect of
introducing a major new urban element into this otherwise rural locality.
This will result in localised changes to its historic character and will affect
views of and across the landscape. The magnitude of impact effect is
considered medium and the significance of these effects on the value of
the historic landscape is considered slight. Mitigation through
sympathetic planting to form a screen on the proposed embankments will
help partially reduce the effect within 15 years of operation.
Sites or Features of Local Value
Sites 40, 42, 43 and 45: post-medieval buildings
4.25 The raised elements of the proposed development will also be visible in
some views out from and across these post-medieval farm complexes
and buildings. None of these buildings are listed and the effects of
impact on the setting of these sites are considered negligible in terms of
the historic environment interest.
Sites 29 – 31 and 33 – 34, 58: railway network and associated features

4.26 The proposed development will result in localised and permanent
changes to the form and layout of the railway system and the raised
elements will be very visible in views of and from the existing network.
These changes will not materially affect the historic interest of the sites.
The impact effect is considered minor and the significance of these
effects negligible.
Joan Croft Cottages (Site 55)
4.27 The Environmental Statement Landscape and Visual Amenity Technical
Appendix states that the chord and highway bridge would create a major
new urban element surrounding the Joan Croft Cottages, these buildings
are unlisted but of local historical interest due to their association with the
railway network. These changes together with the closure of the level
crossing will materially affect the setting of these cottages and will be
visually intrusive. The impact effect is considered medium adverse and
the significance of effects slight. Mitigation through sympathetic planting
to form a screen on the proposed embankments will reduce the visual
impact on these cottages within 15 years of operation. The significance
of the changes to the setting of the buildings is considered negligible.
The realignment of Joan Croft Lane over the highway bridge will result in
the removal of road traffic from immediately in front of the cottages and
this is considered a minor beneficial effect.

5.0 Conclusion
5.1 The assessment has demonstrated that the North Doncaster Chord
Development would not have any effect on any High Value designated or
non-designated heritage assets during either the construction or
operational phases. Whilst there will be effects on sites of both Medium
and Low Value, mitigation measures have been incorporated into the
proposals where feasible and none of the resulting effects will be greater
than slight adverse in terms of significance.
5.2 Work associated with the construction and operational phases of the
proposed development will have an adverse effect on the well-preserved
pre-1845 enclosure landscape which is of local importance but of
Medium Value in a local context. Construction effects on a wellpreserved area of ridge and furrow earthworks have been avoided
through amendments to the scheme design but the localised loss of key
components of this historic landscape will still occur. Mitigation measures
will reduce but not totally remove the adverse effects of the development
on the character of the historic landscape. The main operational effects
of the proposed development will be the visual impact of the scale and
mass of the proposed raised elements of the development (i.e. highway
bridge and viaduct) within the landscape. This impact will reduce as the
designed planting matures.
5.3 The proposed development will also result in an impact on a small
number of Low Value geophysical anomalies some of which are thought
to be archaeological in origin and others of uncertain origin. These will be
evaluated through a programme of post-determination trial trenching.
Construction effects on any areas of identified archaeological interest
can be adequately mitigated through an appropriate scheme of further
investigation and reporting which will be agreed with South Yorkshire
Archaeology Service.
5.4 Construction will also result in the grading back of the embankment for
the disused Aire Junction and Braithwell Junction railway. The
embankment will be photographed prior to the works and the effects are
not considered significant.
5.5 The visual setting of the former railway cottages at Joan Croft Junction
will also be affected by the proposed raised elements but this impact will
reduce as the designed planting matures.
5.6 Although the proposed development will affect sites and features of the
historic environment, the significance of these effects are slight or
negligible and do not conflict with national and local planning policy and
guidance as this relates to the historic environment.

A non-intrusive form of investigation used for identifying and
mapping sub-surface archaeological remains.
Designated and undesignated assets of archaeological,
architectural, artistic or historic interest identified as being of
value to this and future generations because of their
heritage interest.
Remains of medieval or post-medieval cultivation.
In geophysical survey – an ill-defined, weak, isolated or
obscured linear anomaly of unknown cause or date.
High Scheduled monument; listed building; registered park and
garden; registered battlefield.
Undesignated feature or landscape of national
archaeological, historical, architectural or artistic interest
and value.
Conservation Areas.
Medium Undesignated feature or landscape of county
archaeological, historical, architectural or artistic interest
and value.
Low Undesignated feature or landscape of local archaeological,
historical, architectural or artistic interest and value.
Severely damaged sites where resource survival is too low
to justify inclusion into a higher grade.
The receptor is tolerant of change without detriment to its
character.
