TRADE DEVELOPMENT
Trade Development
Trade Development Division spearheads the promotion and marketing activities
of Sarawak timber and timber products through organizing timber selling
missions, participation in international exhibitions, development of a market
intelligence network that help to foster closer ties with timber related industries
and agencies.
International Relations
To cooperate and coordinate with relevant local and international organizations
and agencies on matters relevant to international timber trade, legality standards
and timber procurement policy adopted by the consuming countries. In an effort
to shed light on all the controversies and allegations of illegal timber trade and
logging. International Relations plays an effective role to address the issues
through various multilateral and bilateral initiatives aiming to promote responsible
timber trade between producing and importing countries.

INDUSTRIAL PLANNING
The wood based industry continues to be one of the main manufacturing sectors
contributing the social-economic development of Sarawak. The industry has
progressed over the last 3 decades from primarily depending on logging and
sawmilling into a well diversified and intensified downstream processing. The
development scope and scale of the industry is measured and monitored by
updating information such as mill types, installed capacity, production volumes,
new projects approved and employment opportunities. STIDC manages this
development information properly to ensure quick dissemination and establish
reliable references.
Industrial Planning
The development achievement of the timber industry has been attributed
to a well structured planning, implementation and reviewing of the overall
macro strategic plan. STIDC provides input to the development blueprint that
continues to catalyze the industry to grow in consonance with the availability of
resources like raw material, human capital and technology. More importantly, the
development plan of the industry must comply with the policies and regulations
of the state and country.

Quality Control
STIDC is the Grading Authority in Sarawak as accorded in the Sarawak Timber
Grading Regulations 2008 to ensure that all sawn timber to be exported shall
be properly graded in conformance with the Malaysian Grading Rules. As the
Grading Authority in the state, STIDC roles include training of competent timber
graders, supervising the timber graders work, issuance of grading certificates
and conducting timber inspections.
Industrial Standard
Increase awareness of customers on the importance of compliance to safety
and health requirements has changed market preferences to timber products
that comply with specified standards. STIDC is actively monitoring the
implementation and involved in committees developing and reviewing both
national and international standards for timber products. The industry is updated
on the technical and administrative procedures of any new standard imposed
by importing countries.

RESOURCE DEVELOPMENT
Forest Plantation
Recognizing the importance of forest plantation to provide alternative and
supplementary supply of raw material for wood-based industry, STIDC is embarking
on a commercial forest plantation program through smart partnership with the
private sector. The intended target is to establish 1.0 million hectares of planted
forests by year 2020 with an annual production of 20 million cubic meters.
This program also helps to rehabilitate degraded land, provide high-yield and
high-revenue timber resources, reduce pressure on natural forest, stabilize the
forest environment and restore biological diversity. Hence, the principal functions
of this section are as follows:

Assisting to monitor the overall planting progress of Licence for Planted
Forest (LPF) areas with special emphasis on STIDC’s LPF areas;
Conducting a collaborative growth rate research to determine the suitability
of timber species for commercial forest plantation; and
Representing STIDC in any forum discussing mainly subject related to the
development of forest plantation.
Forest Resource
This section helps to ensuring that there is sufficient supply of raw material for
the timber processing industry in the State. Its involvement in this aspect is
manifested in its sectional activities such as the introduction of log quota policy
(which mandatory required 60% of log production to be processed locally and
40% for export), monitoring the Ramin Export Quota, issuance of Sustainable
Forest Management and Legality Statement Certificate, processing the Log
Importation applications for onwards submission to the Ministry of Resource
Planning and Management, updating the development status of STIDC Timber
Licences and monitoring the Log Production from STIDC licenced area.
Industrial Training
One of STIDC’s aspirations is to produce skilled and knowledgeable human
resources to meet the human capital requirement in the wood-based industry.
The sufficient supply of competent workforce is another important factor in the
sustainable development of the timber based industry. Towards this capacity
building, STIDC has taken proactive step to design various training programs
either individually or in collaboration with other relevant agencies to cater for
the workforce needs of wood-based industries.
Amongst the training programs offered encompassing the competency-based
programs and short technical courses especially on Furniture Making, Wood
Carving and Timber Grading. These programs are properly tailored not only
to produce new competent workforce but also to upgrade the existing skills
through state-of-the-art facilities.
Another crucial functionality of this section is its active involvement as a provider of
technical input in the recruitment of foreign workforce in the timber industry.

PROJECT DEVELOPMENT
Technical Services
To provide advices and technical inputs on the planning, implementing and
monitoring of STIDC’s infrastructure development projects such as roads, airport,
port, jetties, land reclamation and sandfilling for various industries in Tanjung
Manis as well as Sumber Alam Sactuary housing project.
Other projects that has been earmarked and developed in Tanjung Manis are the
Palm Oil Industrial Cluster (POIC) and the Halal Hub Park. The POIC consist of
the Central Oil Distribution Terminal (CODT), Integrated Palm Oil Project (IPOP),
Light Industrial Park for Petrochemicals, Oleo-Chemicals and Related Industries
(LIPPOR) and Oil, Gas and Chemical (OGC) Jetty.
Entrepreneur Development
The establishment of STIDC Vendorship Programme in 1996 represents a
breakthrough for Bumiputera Entrepreneurs in the furniture industry. The main
objective of the program is to create Bumiputera commercial and industrial
community in the wood based industry in line with the government policy in
developing successful small and medium industry entrepreneurs.

With the six Integrated Approach emphasized by PUSAKA, the vendorship
programme is to provide core market for the small and medium scale bumiputera
furniture manufacturers through the development of infrastructure with basic
amenities, industrial training, technical advisory, financial support, marketing and
promotion. This program is a joint effort between State Financial Secretary
Office, Public Works Department and Sarawak Timber Industry Development
Corporation.
Project
STIDC was given a mandate to develop Tanjung Manis into a new growth centre
in the central region of Sarawak. From a remote area with limited communication
linkages, Tanjung Manis has developed as a new township having proper roads
linkages, airport, deep water port, administration and commercial centres,
educational and recreational facilities.
Tanjung Manis is an ideal location for investment related to wood-based,
aquaculture, agriculture, marine and fishery based industries, eco-tourism, Palm Oil
Industrial Cluster (POIC) / Central Oil Distribution (CODT) and shipbuilding.
In tandem with the state and national policy and mission towards the year
2030 and beyond, Tanjung Manis was identified and further developed as one
of the new sources of economic growth nodes in the central region of Sarawak
under Sarawak Corridor of Renewal Energy (SCORE).
Besides that an area of 16,000 hectares has been allocated for the Halal
Park Industries such as bio-tech aquaculture, prawn farming, feed-milling and
fertilizer, organic chicken and egg production, eel farming, marine fish farming,
aquaculture processing industries, R&D Centre, fruit and vegetable farm, herbal
plantation and others.
STIDC has also undertaken other development such as to develop and manage
Tanjung Manis Airport, Furniture Industry Complex in Kuala Baram, Kota
Samarahan and Tanjung Manis and also property development at Sumber Alam
Sanctuary housing project.

DOMESTIC TRADE
Responsible for the issuance of export and import licenses for timber and
timber products from Sarawak and to manage the timber trade statistics
for various uses particularly for publication and planning purposes. In
response to the government initiative, STIDC has implemented an ePermit
system since November 2006 to enhance the license issuance efficiency
and transparency towards achieving an excellence delivery system as well
as sustaining the competitiveness of the timber industry in the global
market.
REGISTRATION & LICENSING
The Sarawak Timber Industry (Registration) Regulations 1999 was revised
and amended to “The Sarawak Timber Industry (Registration) Regulations,
2008” to streamline the regulating mechanism implemented by the State
Government for companies dealing with manufacturing of timber products.
Effective 1 July 2008, the authority to issue mill license except sawmill
license was transferred to STIDC from Forest Department. Hence, the
term “mill license” will be changed to “mill registration” in line with STIDC
Ordinance and Regulations.
The amendments of “Sarawak Timber Industry Development Corporation
Ordinance, 1973” was gazetted and came into effect 1 January 2007 of
which the amendments among others also reviewed the penalty charged
against UNREGISTERED wood based companies from RM2,000.00 to
RM300,000.00.

PREVENTIVE & ENFORCEMENT
• To ensure that exportation and importation of timber and timber products
are carried out in orderly manner in compliance with the state’s policy,
STIDC carries out close monitoring, regular preventive and enforcement
activities. Such activities are undertaken with close co-operation of other
enforcement agencies such as Forest Department, Sarawak Forestry
Corporation, Customs Department, Police Department, Military and Malaysian
Maritime Enforcement Agency. The support rendered by these agencies has
over the past years resulted to a series of seizure of smuggled timber in
an effort to stem the entry of timber form illegal source.
