Welcome to eCitizenII project newsletter No. 2!
In the newsletters we will share with you news, updates
and other valuable information about the project,
developing and enhancing e-democracy and eparticipation in the European regions and cities.
The project is funded by the Interreg IVC programme.

eCitizenII project participated in the Interreg
IVC fair in Krakow, Poland in November 2011
The eCitizen II project will last from 2010 to 2012 and the
partners of the project are from 10 European countries:

The eCitizen II project outcome, portal Vas Nazor is awarded!
The project partner Vysocina region get 3rd
prize in Czech Republic 2011 national egovernment contest for the Vas Nazor portal
www.vas-nazor.cz .
On-line participation tool Vas Nazor (Your
Opinion)
is tool for on-line democracy
development. It allows citizens to participate
online in the decision preparation process of
the local elected bodies. Developed on-line
solution provides sophisticated tools for the
local elected body (municipality) to present
background and most recent information
about the topic, allows citizens to register as
users and provide their opinion about the
topic (decision) under public discussion. The
toolkit also includes training and awareness
raising methodology for municipalities,
introducing Vas Nazor.
The on-line participation tool Vas Nazor was
opened 1st July 2011 and by the end of
2011 introduced in 7 municipalities of
Vysocina region, Czech Republic. As next
step, from the beginning of 2012 it will be
introduced
also
in
several
additional
municipalities. Vas Nazor is based on the
experience of Valma on-line participation
tool www.tampere.fi/valma from Tampere,
Finland and is direct result of knowledge and
experience transfer between two project
partners. Valma tool was developed in the
frames of EU funded project eCitizen.

Project seminar and study in Prague and Jihlava, Czech Republic,
22-24 March 2011
The three day seminar, organized by project partner the Vysocina region, Czech
Republic, was targeting the project partners to discuss the next subject, related to eparticipation: Organizational requirements and operational culture change. The
project partners hold local workshops about the topic and presented the results for
discussion. In addition, speakers were invited from Czech Republic and from the host
region to introduce local approach and good practices in the field of eParticipation,
eGovernment and digitalization of the municipalities, particularly related to the project
topic e-participation.
Project seminar and study tour in Tartu, Estonia, 7-9 June 2011
The three day seminar, organized by project partner City of Tartu, was targeting at the
project partners to discuss the next subject of the programme, related to e-participation:
Future Perspectives in e-Participation: Open Data Initiatives; Digital Identity,
Privacy and Security. All the project partners send 34 participants together.
Additionally 4 members of the “Active” project www.aktiivi.info from Finland were
present at the event.
The project partners discussed
the topic at the local workshops
and the results of the local reports
were presented and discussed at
the joint seminar and study tour in
Tartu. In addition, speakers were
invited from Estonia to introduce
international and local approach
and good practices in the field of
eParticipation,
eGovernment
services, security and privacy. The

government and municipalities,
Digital privacy in social networks

workshops
and
presented the results at
the joint seminar. In
addition, speakers were

local media outlet Funen Media and discussed the relations and cooperation options
between municipal government, general public and local media institutions. Also project
steering group meeting was held during the seminar.
Best practices online manual www.eparticipation.eu is renewed
The website for online manual is now in the
second piloting phase.
According to the suggestions and feedback
from the project participants the online tool
was redesigned to provide better overview
of the best e-participation practices.
The technical solution is provided by the
Finnish company UnoAm OY.
eCitizenII project participated in the Interreg IVC fair in Krakow,
Poland in 24 November 2011
eCitizenII project was presented as a
Good Practice on the eGovernment
solutions at the INTERREG IVC Good
Practice Fair which took place on
November 24th in Krakow, Poland.
Thanks to the 122 Interregional
cooperation projects that have been
financed
by
the
INTERREG
IVC
Program, over 1.000 Good Practices
have been identified. In order to share
at least some of the good practices an
intensive one-day event was organized
by the INTERREG IVC Program in
Krakow. The Good Practice Database is
now
available
also
online
