Hays was founded during the rugged pioneer days of the 1860s, when
people began settling Hays City with the western push of the Leavenworth,
Pawnee, and Western Railroad – now Union Pacific.
In 1865, an army post known as Fort Fletcher was established to
protect pioneers and travelers along the Smoky Hill Trail. The Fort was
renamed Fort Hays in 1866. Following a disastrous flood in 1867, the Fort
was re-established on its present site overlooking what is now the City of
Hays. The blockhouse, officer’s quarters, guardhouse, and several building
foundations still remain. The Visitors Information Center on the grounds
contains models depicting the original post.
Hays’ early history continued to be colorful, and many famous men
of the Old West were at one time or another associated with Fort Hays.
Lt. Col. George Armstrong Custer served at the Fort…William F. “Buffalo
Bill” Cody escorted many groups on large buffalo hunts in the area…Wild
Bill Hickok was hired as sheriff by a group of Hays businessmen in 1869 to
rid the town of outlaws…and Calamity Jane was known as “the Prairie
Queen” during her stay in Hays.
In 1876, the first of a hardy group of German-Russian immigrants
from the Volga River region of Russia arrived in Hays and settled the
surrounding towns of Catharine, Schoenchen, Munjor, Liebenthal, and others, which are now home to many of
their descendants.
Ellis, the second largest town in Ellis County, was established in the early 1870s along the Kansas Pacific
Railroad about 14 miles west of Hays. The City was incorporated in 1888, and in 1896, the women’s “Law and
Order Committee” slate won the local election, making Ellis’ all-female council and lady mayor one of the first
such groups in the United States. In the late 1800s, Wyatt Earp and Buffalo Bill were seen often in town. Ellis was
also home to John Henry, a Union Pacific train dispatcher who invented the electric streetcar, and Walter P.
Chrysler, founder of the Chrysler Corporation. Walt Disney, animator and founder of Walt Disney Studios, also
had connections to Ellis.
Victoria was incorporated in 1913, combining the towns
of Victoria (founded in 1873 by colonists from England and
Scotland) and Herzog (founded in 1876 by Germans from the
Volga River area in Russia who settled there for religious
freedom and to escape the Czar’s army). George Grant, leader
of the original Victoria colony, died in 1878 and is buried there.
Grant’s colony had become a high-cultured community of
aristocratic agriculturalists. The town is home to St. Fidelis
Church, the famous “Cathedral of the Plains,” dubbed by 1912
Presidential candidate William Jennings Bryan. A native post rock
limestone church built by parishioners in the early 1900s, the
church is 220 feet long and has twin towers rising 141 feet high.

In Hays and Ellis County, Kansas, a better way of life means
reasonable property values and plenty of room to grow. Residents are
proud of the area’s healthy environment, both in our way of living and in
our clean air and water.
Nearly 65% of our residents are homeowners. On average,
existing homes sell for $90,250 and new construction $146,500. Monthly
residential utility bills, including gas and electric, total $87.39.
Renting is less expensive too. The average two-bedroom
apartment in Ellis County rents for $393. Hays was recently named one
of “the 10 U.S. cities with the shortest average trips to work
nationwide.” (Source: Wall Street Journal, March 9, 2001) Our residents
spend less time traveling from work to home, and more time doing
essential things, such as being productive at work and spending time with
family and community.
