Could it be “Cheaper than Free”?
Recreational boaters in the Pacific Northwest are eagerly embracing the concept of “dry moorage”.
Most pleasure boats are unused for 80-90% of any given year. For many boat owners, mooring a 40-foot
boat in a traditional marina will add up to an annual expenditure of $8,000 to $12,000 per year. Pulling a
boat from the water and storing it ashore between uses is typically less expensive than keeping a boat in
a slip.
Many boaters living in the major population areas of central Puget Sound prefer to do their serious
recreational boating in the northern waters of our state. Alas, on any boat with relatively decent fuel
economy it takes almost all weekend to run from Seattle to the San Juans and back, (leaving little or no
time to enjoy the destination). Speedy boats that can run from Seattle to Friday Harbor in 2-3 hours may
burn hundreds of dollars in fuel en route, (leaving no money with which to go out to dinner). Boaters
who live in central Puget Sound but desire to do their boating in the San Juans are increasingly choosing
to moor their boats at ports located in Skagit and Whatcom counties. Beginning a cruise at one of the
“gateways” to the San Juans makes boating in the islands feasible on any sunny weekend, rather than
only during extended annual vacations.
To examine the economics and advantages of dry moorage, we’ll use a bustling facility operated by
Seaview Boatyard in Fairhaven. (Fairhaven is the funky, charming, 19th Century district immediately
south of the city of Bellingham). Dry moorage at Fairhaven permits a very short cruise from home port
to any destination in the San Juans. One of the most popular San Juan islands, Sucia, is especially
convenient to boaters departing from Bellingham Bay. Boaters preferring to spend a weekend in the
Canadian Gulf Islands also get an additional head start when departing from Bellingham.
Many dry storage facilities are outdoors, but Seaview keeps boats in a dry, heated, 30,000 square foot
Building. Seaview is advertising a monthly rate of $12.50/foot for boaters who sign up for a year. Using
a 40-foot boat as an example, we examined the cost of dry mooring at Seaview’s Bellingham yard. With
everything taken into consideration, the annual cost of $6,000 might even be “cheaper than free.”
Consider electricity. A boat stored in a heated building won’t require one or two very inefficient electric
space heaters to prevent freeze ups during the winter. If $80 per month is saved for six months, the
$6,000 annual cost is really reduced to $5520.
Consider bottom paint and zincs. Barnacles don’t grow on dry-stored boats, and zincs don’t erode. It
wouldn’t be unusual to get 2-3 times the service from a bottom paint job or a fresh set of zincs on a dry
moored boat. For purposes of calculation, let’s conservatively say that extending the life of bottom paint
and zincs saves a dry moorage boater $900 per year. The $5520 figure from the previous paragraph is
now reduced to $4620.
Consider canvas. A boat moored indoors does not leave canvas exposed to damage from rain, wind and
UV rays. If the life expectancy of a $20,000 canvas job on a boat moored in an outdoor slip is a dozen
years and indoor dry moorage extends that life expectancy to 20, the savings will average about $650
per year. The net cost is now reduced from $4620 to $3970 per year.
Boaters will extensive amounts of brightwork or teak decks will enjoy enormous savings every year.
Even those owners who do their own brightwork and maintain their own decks should consider the
irreplaceable nature of their leisure time, and assign some value accordingly. We won’t factor in
brightwork or teak decks in this article, because not every boat has exterior woodwork. Were we to do
so, those boaters who currently pay to have their exterior teak maintained would be deducting a huge
portion of the remaining $3970 in our calculation.
There are many other ways to realize savings with indoor, heated moorage. Lines and fenders will last
longer (estimate $250 per year). A wax job will last much, much longer, (estimate $1000 per year).
It wouldn’t be difficult to compile a realistic list of $4-5,000 in annual savings that could be realized
through the indoor dry moorage of a 40-foot boat. A reader might ask, “So, how can that be cheaper
than free? If you spend $6,000 and only save $4-5,000, you’re still putting out at least $1,000 per year
for moorage, aren’t you?
Consider fuel savings. A car that gets 25 mpg on the highway can leave Seattle and arrive in Fairhaven in
less than 90-minutes. Even at $4 per gallon, the cost of getting from Seattle to Fairhaven by car will be
roughly $15. It might take a pleasure boater, moored on Lake Union, the same 90-minutes to get
through the locks. An 8-knot boat that burns 5 gallons per hour will spend about 10 hours motoring
from Seattle to Bellingham. At $4 per gallon, that 8-knot boat will burn about $200 in fuel to make the
cruise. (A 20-knot boat that burns 50-gallons per hour could cruise from Seattle to Bellingham in about 4
hours, but with a cost of approximately $800 for fuel).
For boaters bound for the San Juan Islands or points north, annual fuel savings will often be sufficient to
offset the $1,000 or so that remained from previous considerations. Therefore, dry moorage at Seaview
Boatyard’s facility in Fairhaven can indeed prove to be an option that is “cheaper than free” for many
central Puget Sound boaters.

STORAGE POLICIES
1.
Boat length will be calculated as total length, including bowsprits, boomkins, swim platforms, etc. All boats will be measured after haul out and billed/credited for
deviations in prior length or beam measurements. Boat length will be rounded up to the nearest whole foot.
2. If the account becomes delinquent storage charges will, at Seaview’s election, revert to layday charges.
3. Holding tanks must be empty.
4. Seaview assumes no responsibility for food or other perishables. Refrigerators and freezers must be turned off.
5. Per the Fire Marshal: fuel tanks must be at least 95% full. LPG (propane) or CNG tanks, reserve supplies of stove alcohol or kerosene, charcoal and portable fuel
tanks must be removed from the boat prior to storage.
6. Admittance to the facility is only during business hours and only after check in at Seaview North office 360-676-8282.
7. No outside labor or contractors are permitted on the Vessel unless prior written permission is granted by Seaview.
8. Owner shall not store any gear, ladders, stairways, or personal property of any kind around or under the Vessel unless approved in writing by Seaview.
9. Prior to hauling the Owner will leave keys and/or combinations with Seaview for use during the storage period. Any changes in locks or combinations will be
reported to Seaview immediately.
10. Owner shall give Seaview no less than 14 day notice for launching.
11. Seaview will provide shore power connection but assumes no responsibility for onboard systems or circuitry. No onboard heaters allowed.

TERMS AND CONDITIONS
Definitions: “Owner” means the person or entity signing on the reverse side, “Seaview “ means Seaview Yacht Service Fairhaven, Inc. or
Seaview Boatyard North, Inc. (whichever entity is indicated below)., “Vessel” means the vessel identified on the reverse side, and “Agreement”
means this Dry Storage Contract (front and back).
2. Owner’s representations: Owner represents (1) he is the owner of the Vessel or has been authorized by the Owner of the Vessel to enter into
this contract; (2) has read and agrees to comply with the Seaview Yard Policies and BMPs; (3) the Vessel has, and will maintain during the
storage term hull insurance with an agreed value no less than its current market value and liability insurance with limits no less than $500,000
3. Rent and Launching at end of term: Owner shall pay rent by credit card monthly, in advance, at the rate set out in this Agreement. Deposits
and advance rent are nonrefundable. All charges must be paid in full before the Vessel shall be launched. Time is of the essence. Owner’s
right to store the Vessel is for the agreed term only. If Owner fails to schedule a launch, extend, or pay all charges then due before the end of
the term, Owner shall be in default; and, in addition to all other remedies available to Seaview at law or by this Agreement, rent for all holdover
days shall be charged at Seaview’s daily storage rate then in effect. Any rent payment more than ten days past due shall be subject to a late
charge of five percent; interest at the lesser of (1) twelve percent, or (2) the maximum allowed by law; and collection costs, including
reasonable attorney’s fees incurred in collection efforts. Any returned checks shall be subject to a $50.00 charge.
4. Insurance: Before haul out, Owner agrees to have the Vessel’s insurance company (1) add Seaview as an additional insured with waiver of
subrogation on the Vessel’s policy, (2) provide an insurance certificate to Seaview, and (3) give Seaview at least twenty days advance notice of
any cancellation, termination, or modification.
5. Seaview’s lien rights: Owner acknowledges and agrees the services provided by Seaview entitle it to a maritime lien against the Vessel under
the Federal Maritime Lien act and other maritime laws, as well as state liens under Washington law. Owner agrees that the liens shall extend
to and secure all amounts due Seaview under this Agreement or at law and that no release of possession shall waive or prejudice such liens.
6. Owner’s Hold harmless: Owner, for himself, the Vessel, and any person claiming by or through him, and the Vessel in rem, hereby agree to
defend, indemnify and hold harmless Seaview, its owners, employees contractors, and agents for any liabilities or damages, claims, fines,
penalties, liquidated damages, (including any oil pollution, hazardous substance, or water discharge liabilities, damages, claims, fines, penalties,
cleanup costs and Natural Resources Damage Assessments and the like under state and federal law) in anyway arising out of Owner’s acts or
omissions or any defects or conditions on or within the Vessel.
7. Seaview’s obligations, disclaimers, and limitation of remedies: The parties agree that this Agreement does not create a common law or
maritime law bailment. However, subject to the following conditions, Seaview agrees to exercise such care of the Vessel as a reasonably
careful person would exercise under like circumstances. However, Seaview shall not be liable for loss or damage, due to force majeure or
which could not have been avoided by the exercise of due care. Any claim for loss or damage must be made within sixty days of the date the
Vessel is released to Owner. Seaview shall not be liable for loss of use of the Vessel or any incidental or consequential damages. Seaview’s
maximum liability shall not exceed the lesser of (1) the market value of the Vessel when at the time the storage term first began, or (2)
$300,000. EXCEPT AS EXPRESSLY STATED IN THIS AGREEMENT, SEAVIEW DISCLAIMS ALL LIABILITIES AND WARRANTIES, EXPRESS OR IMPLIED,
UNDER STATE OR MARITIME LAW. In the event Owner desires higher liability limits, Owner must request the increase within a reasonable time
after the storage term begins. Any increase in the liability limit will result in an increase in the monthly storage fee.
8. Default and remedies: The occurrence of any of the following events shall constitute a default under this Agreement: (1) breach by either
party of this Agreement, including the Yard Policies and BMP agreement; (2) failure of Owner to pay when due all amounts owed under this
agreement; (3) failure of Owner to schedule a launch or extend the storage term by paying the advance amount due by the end of the agreed
storage term; (4) any act or omission by Owner, which causes any of the representations made in paragraph 2 to be false; and (5) any act or
omission by Owner or the Vessel, which constitutes a tort against Seaview or third parties. Upon any default by Owner or the Vessel; Seaview,
in addition to all other remedies under maritime or state law; Seaview, in its sole discretion, may (1) terminate this Agreement, (2) retain
possession of the Vessel until fully paid; (3) move vessel to an outside storage area and charge the rental rate in effect at the time and/or (4)
pursue all remedies, including non-judicial sale of the Vessel, under this Agreement and state and/or maritime lien laws.
9. Disputes: Any dispute arising out of this Agreement shall be determined by binding arbitration in Seattle before one arbitrator. The arbitration
shall be administered by JAMS pursuant to its Comprehensive Arbitration Rules and Procedures. Judgment on the Award may be entered in
any court having jurisdiction. This paragraph shall not preclude parties from seeking provisional or enforcement remedies in aid of arbitration,
or preclude Seaview from exercising any lien rights, from any court having jurisdiction. The laws of the State of Washington shall govern,
except the general maritime law will govern any assertion by Seaview of its maritime lien rights. The prevailing party shall be entitled to an
award of costs, including the fees of the arbitrator, prejudgment interest, and reasonable attorneys’ fees.
10. Miscellaneous: This contract is the final, exclusive and complete agreement of the parties. All modifications must be in writing and signed by
the parties. Any repair work ordered by Owner shall be governed by a separate repair contract and not by this Agreement.
