The year 2012 was much more stable than the two prior years, especially in the areas of program funding and
available work. Despite 2012 being the third year in a row that there were program funding cuts from the State
of Minnesota’s Department of Employment and Economic Development and Department of Human Services, a
rebounding economy provided ample work opportunities both in the community and “in center”. We served
a total of 876 individuals with disabilities in ABC programs during 2012. This represents a steady increase of
people receiving services since 2010, when we served a total of 823 people.
ABC received over $428,000 in revenue from donations and fund raising in 2012. That’s an all time high
for ABC and we want to take this opportunity to thank our donors and the Rochester and Houston County
communities for their on-going financial support of ABC’s mission. A good portion of the funds that were
raised will go to replace our roof on the main building in Rochester in the summer of 2013. It’s estimated that
the cost of the repair and replacement of the roof will exceed $300,000.
Certainly one of the highlights for ABC in 2012 was the on-going success of the Ability Built Computer program.
Three years ago ABC took the computer refurbishing program over from Olmsted United Way. Although the
program has been primarily operated by volunteers, there have been numerous opportunities for a number
of individuals served by ABC to work in various capacities in the computer refurbishing process. During 2012
there was a record number of computers that were refurbished and purchased at a significantly reduced price
by individuals and families in our community that might not otherwise be able to afford this technology. We
want to thank the talented and experienced volunteers and our community partners that have helped to make
this program a growing success: Mayo Clinic, IBM, Olmsted County, Olmsted United Way, Rochester School
District and all the individuals that donated used technology or provided their time and expertise to help ABC
with this important community project.
During 2012, ABC experienced some set-backs in its community based contracts. Earlier in the year we lost
a sizeable janitorial contract with one of our local school districts and later in the year one of our oldest and
largest community-based contracts was down-sized because of low work availability. We have been able to
develop some new work opportunities to offset these loses, however, it will take a substantial amount of work
throughout 2013 to catch up with all the opportunities that these large contracts provided in the past.
We encourage you to read the rest of our annual report to get a glimpse of the highlights and some of the
challenges ABC faced in 2012. All in all it was a very positive year and we were able to continue and extend our
mission to the communities that we serve. So again we want to thank our supporters and stakeholders for all
that you do to make it possible for ABC to continue to experience the success that it does year after year. Thank

Development
Highlights ...
• IBM worked with Ability Building Center and its
Ability Built Computer program. In addition to the
volunteers and sponsorship, IBM also donated
$10,000 to the Ability Built Computer program to
offset costs of organization and expansion.
• Ability Building Center received donations of more
than $78,000 for the roof replacement project on
the main plant in Rochester and received pledges
and promises of an additional $70,000 - $80,000.
• The Minnesota STAR program provided grants and
equipment in the amount of $73,573 to procure and
maintain assistive technology for the Southern
Minnesota Assistive Technology Center (SMATC)
program, and to cover expenses of continuing SMATC
as one of three state wide regional resource centers
for assistive technology.
• The annual ABC golf tournament raised over $60,000
in revenue from golf sponsors, golf registrations,
donations and raffle items.
• Memorial gifts and gifts of recognition in excess of
$7,500 were received in the names of friends and
loved ones.
• Charter Communications again provided opportunities
for Ability Building Center to air close to $40,000
in television spots throughout the year promoting
program participant’s work abilities. KTTC donated
television air time to promote the golf tournament.
KAAL also provided opportunities for Ability Building
Center to reach out to the surrounding communities
through public service announcements and free
advertisements.
• Houston County operations received $29,036 in
donations and contributions during two fundraisers
held in Houston County.
• Additional contributions to ABC over the year of over
$86,000 were received in a variety of ways for use in
programs to improve the quality of life in Southeastern
Minnesota by providing rehabilitation and employment
services for persons with disabilities and other special
needs.

Program Update...
For more than 50 years, Ability Building Center has
offered persons with disabilities and other barriers to
employment, a range of program and service options
designed to assist them in meeting their personal
measure of success.
ABC measures success one person at a time. Without
the partnerships we’ve been fortunate to develop
with other community agencies, businesses,
employers, governmental entities, funders, service
organizations, and the general public, none of the
success ABC has experienced would be possible. We
know behind any success there are many people
involved providing support behind the scenes.

Despite the ongoing gloomy economic conditions
and uncertain government financial support, Ability
Building Center has continued to provide the same
level of quality services to people with disabilities
and other needs in Southeastern Minnesota that our
stakeholders expect. We recognize there are many
stakeholders (i.e. volunteers, county social service
personnel, Vocational Rehabilitation Services staff,
employers, and of course, family and friends) who
contribute in many ways to our success.
Ability Building Center served 876 people; just above
the 841 served in the 2011 programming year. The
Supported Employment program continues to
represent the largest group of individuals served
by ABC, followed by our Center-based Employment
program. The demographics of those served by ABC
remained relatively unchanged from year-to-year,
as persons served with developmental disabilities
and mental health concerns made up a significant
portion of those served in 2012.
Stakeholder satisfaction with the Ability Building
Center services remains high and reflects the levels
seen in years past. Stakeholders consistently ranked
ABC high in overall satisfaction with ABC programs
and services. Surveys are distributed throughout
the year to persons served, as well as their teams.
The information is then used by program staff as
it comes in to the agency to make modifications
to programming as needed. We believe being
responsive to the feedback we receive leads to
greater stakeholder satisfaction, and is one of the
reasons why stakeholders select Ability Building
Center.
The variety and accessibility to programs and services
Ability Building Center offers is often mentioned by
stakeholders as a draw to Ability Building Center’s
programs. Further, stakeholders mention the
ease in which they are able to transfer between
programs and services as their needs and abilities
change. Inclusion, skills improvement, programming
designed for each individual, and opportunity all
describe ABC and what stakeholders desire.
Programming highlights include the continued
growth of the ISE (Individualized Supported
Employment) program which provides those
individuals who have the skills to work in a supported
employment environment, but may require a
little extra help to remain working successfully in
the community. In addition, the PACTT assistive
technology program changed its name to SMATC
(Southern Minnesota Assistive Technology Center)
to better define what the program does and the
region served. The program was featured in a
Rochester Post-Bulletin newspaper article this past
summer as a follow-up to a story about a family
whose daughter experienced a traumatic brain
injury and was searching for assistive technology. In
addition, SMATC has presented the latest high-end
assistive technology devices to the graduate-level
Occupational students at the University of Minnesota
– Rochester.
Ability Built Computers has shown some growth and
continues to provide the chance for persons with
disabilities to develop technical skills in computer
teardown, testing, and sales. Opportunities for
interaction with our dedicated volunteers and the
customers of Ability Built Computers provide the
transferrable skills employers seek.
The Community Based School to Work program
served 55 students in 2012. In June, 15 students
graduated and successfully completed the
program. Of the 15 graduates, 13 chose to continue
programming with Ability Building Center by
transferring into adult programming. Of the two
who chose not to continue programming, one went

Despite many external challenges, Ability
Building Center remains committed to providing
individualized, effective, cost-efficient and
meaningful services to help persons with disabilities
reach their own measure of success. Although
people with disabilities and other barriers to
employment usually are found to have a higher rate
of unemployment than persons without disabilities,

In the Houston County Center-based program,
participants have been busy assembling product
into boxes, assembling boxes, working in the
Twice is Nice store learning retail skills, folding and
bolting polishing pads, assembling Kerndt Livestock
products and various other assembly and sewing
jobs. Meanwhile, in the Houston County ABC
Works program, packaging work from Infastech,
a business partner located in Decorah, Iowa, has
provided much-needed center-based work for
Works participants. Distributing this great work
opportunity evenly to all program sites in Houston
County ensured that all ABC program participants
had an adequate amount and greater variety of work
options.
Unduplicated Participants Served Past 10 Years
CBE
Abilities Unlimited (AU) had another good year
overall as AU’s work crew has remained consistent
during the year with 15 participants involved in work
activities. Out of the 15, 11are working in the AU work
crew and 4 are working in the Center-based program
area developing independent work skills. Everyone
that has expressed an interest in working is currently
working. On Thursdays, Abilities Unlimited offers a
pre-vocational class to everyone that is interested.
Participants are enjoying the pre-vocational classes
and work activities as it helps give them a sense of
purpose and accomplishment. The ability to offer
vocational and pre-vocational activities is what sets
Abilities Unlimited apart from other vendors.

Of the 17 new referrals, 11 were referred through
the Rochester School District. Four students
were referred through Zumbro Education District
(two from Pine Island and two from Stewartville).
Zumbrota-Mazeppa referred one new student, as did
Rochester STEM (Science, Technology, Engineering
and Math) Academy and the Hiawatha School District
(St. Charles).
Hearing
While the School to Work program lost 15 students to
graduation, the program gained 17 referrals that all
began programming before December 31, 2012.
Ability Building Center created positive outcomes for
those served by our programs in 2012. The success of
ABC’s programs relies not only on the dedicated staff
and talented volunteers, but also our many partners
throughout the community. We are grateful for the
support of our stakeholder, as together we work
toward a brighter future for persons with disabilities.

This spring marks the two year anniversary since

staff provides transportation and

community outings in the local area.
Sonja loves to visit with both old and new
friends and has an excellent memory of past
events that she enjoys reminiscing about.
Jenny is employed by ABC Works Monday
through Friday and has community job
sites at Caledonia Care and Rehab &
Caledonia Workout Center. After work
on Wednesdays ABC staff takes Jenny
swimming in Decorah, Iowa, which is
one of her favorite activities. On the
weekends, Jenny enjoys relaxing in her
home and taking it easy.
