Davenport also has a rich historical
tradition of physical culture linked
to the German Turnvereine.
The methods, materials, and motivators
of the Turner system remain cutting-edge,
and this year’s convention will feature
highlights of the Turnvereine tradition.
We owe a special thanks to the
Davenport German-American Heritage Center
for helping us better understand
the cultural roots that formed the
historical, linguistic, and philosophical
foundations of Iowa’s physical education.
The Davenport West High School/YMCA
is an ideal location for this year’s convention.
It is one of the largest schools in Iowa,
a President’s Challenge Demonstration Site
and home to this year’s IAHPERD
High School Teacher of the Year, Bob Gill.
The Falcons turn fifty this year,
and the IAHPERD is delighted
to be a part of the celebration.
Thanks to the Davenport School District
and others from the Quad Cities community
who have supported this event. We also owe a
special thanks to Perform Better for their

Davenport’s Physical Culture: Know the Past—See the future
Davenport’s physical
culture was once a model
for cities across the nation.
Highly educated German
immigrants brought their
system of physical training
in the mid-1800’s, and it
was eventually integrated
into Davenport’s physical education programs.
The Davenport Turnegemeinde was founded in 1852,
and the Turner Hall, with its sophisticated gymnasium,
was dedicated in 1888. William Rueter became the chief
instructor, and eventually the Supervisor of Physical
Education for the Davenport schools. Decades later, one
of his students wrote the following:
“A sound mind in a sound body” was the principle
upon which the Turngemeinde was based. The “turning”
teacher was William Reuter . . . who still is venerated and
loved by former pupils who now are ninety years of age
and who give him credit for their vigor and good health
and whose exercises they practice daily. William Reuter
believed, “The child of today is the man of tomorrow into
whose hands the world's welfare depends.”
In 1887, Mr. Reuter was persuaded to join the Davenport School System as Supervisor of Physical Education.
He believed that “the importance of bearing and
carriage, the cultivation of poise, erect position in
address, promptness in response and good coordination
were essentials to be secured by regular practice of
school gymnastics.”
Respected and loved by teachers and pupils, his bimonthly visits were enjoyed and of great value to teaches
who in daily work tried to carry on his demonstrated
drills to achieve better physical appearance and poise
9th Grade Davenport classroom with light dumbbells
both of themselves and their pupils. “Feet on the floor,
backs straight, erect position for writing and reading with
frequent breaks for motion relief” were William Reuter’s
aims for pupils.
Mr. Reuter yielded his place after forty-nine years as
Head of Physical Education to Paul Turner who came to
Davenport in 1936. Games and a less restricted program
for exercises were offered. Somewhere we lost our ability
to teach children to walk erect and sit tall and straight. If
posture was important in the late-1800’s, it must still be
of value today.
Under William Reuter’s leadership, the 1911
Davenport Course of Study for Elementary School
Physical Culture begins with the following quote
by Francis Parker:
It may never be known scientifically what a
tremendous influence the body and all its organs
exerts upon the brain, and consequently upon the
intellect. The more I see of physical training in the
schools, the more I believe in it; the more I study
psychology, especially physiological psychology,
the stronger my belief becomes in physical training.
