On behalf of the International Executive Council I’d like to welcome you to
the 2014 Law Enforcement Torch Run® for Special Olympics International
Conference in New Orleans, Louisiana USA. It is no coincidence that we are
in the home of celebration as we have so much to celebrate this year. With
new international growth, military growth, fund raising initiatives and yes,
the up and coming Unified Relay Across America, the Law Enforcement
Torch Run continues to break new ground as we solidify a brighter future
for our athletes. As impressive as the achievements of this year have been,
the future looks even more promising, so do not miss a minute of this
conference as we “Celebrate Our Passion” for the Special Olympics athletes
and the efforts of your fellow Law Enforcement Torch Run volunteers.

times roll as we say in Louisiana. On behalf of the
Department of Public Safety and the Louisiana
State Police, I would like to welcome the 2014
Law Enforcement Torch Run for Special Olympics International
Conference to Louisiana. You are to be commended on your
mission of providing year-round sports training and athletic competition in a variety
of Olympic-type sports for all children and adults with intellectual disabilities, giving
them continuing opportunities to develop physical fitness, demonstrate courage,
experience joy, and participate in a sharing of gifts, skills and friendship with their
families, other Special Olympics athletes and the community.
At the Louisiana State Police, we strive to be a part of the community, not apart
from it. You all do this every day. While you are in New Orleans, I hope you enjoy the

Bienvenue! It is our pleasure to co- host, along with the
ILETR Conference Planning Committee, the International
Law Enforcement Torch Run Conference in one of our
favorite cities, New Orleans, LA.
During this conference, you will attend dynamic
informational sessions, spend time with your peers around
the world and whet your appetite with the fabulous food
and charming culture of Louisiana.
Congratulations to each of you who have earned your attendance at this
conference. You are not only providing millions of dollars and worldwide
awareness in support of the athletes of Special Olympics; through your heroic
efforts, you have enriched the life for athletes like Christina.
Christina’s Mom made an attempt to integrate Christina into the community
sports program. Her teammates and the parents of her teammates ridiculed
Christina. She was shy and withdrawn and had no friends. Then Christina began to
participate in Special Olympics. She plays sports, has friends and is no longer shy
and withdrawn. She is blossoming and is proud of her accomplishments. Thank you
for giving Christina this opportunity to become more gregarious and confident.
This is just one story of many lives you have changed through your efforts.

Law Enforcement Torch Run Conference. Your host committee

Since the IACP Conference in Salt Lake, Utah in 1983 the
IACP has endorsed the Torch Run and is recognized as
the founding law enforcement organization. The IACP
continues to renew and strengthen this relationship
to promote the Torch Run in the international law
enforcement community and for the past 30 years has encouraged and

I
n 1992, the Richard LaMunyon Law Enforcement Torch Run for
Special Olympics Hall of Fame was created to recognize the finest
of the Torch Run movement. Currently inducting no more than three
nominees each year, this honor is bestowed upon those who have
demonstrated exceptional leadership, commitment and dedication to
the cause at the local, state, national, and international levels. Hall of
Fame inductees from the past, present, and future, represent those
who have dared to carry the Flame of Hope into uncharted territories;
excel our mission to new levels; or have demonstrated unwavering
leadership in the development of our cause. To be nominated for
the Richard LaMunyon Hall of Fame in and of itself is an honor. To be
inducted into the Richard LaMunyon Hall of Fame is to receive the
most prestigious recognition within Law Enforcement Torch Run and
become embodied in the legacy of this great movement.

“Unsung Hero” Award

ergeant John Carion, Sterling Heights (Michigan, USA) Police
Department, was a quiet but effective leader in the Law
Enforcement Torch Run® effort, especially in the areas of law
enforcement volunteerism for Special Olympics and furthering
the ideals of Unified Sports® in Special Olympics. John epitomized
the term Torch Run “Unsung Hero” during his lifetime before his
untimely death in a plane crash in January 1994.
The John Carion “Unsung Hero” Award was created to recognize
outstanding individuals who have contributed to the success of the
Torch Run on a local, state/provincial or community level. The John
Carion “Unsung Hero” is someone who contributes to the Torch
Run and Special Olympics in spirit, dedication and enthusiasm in an
effective and unheralded fashion.
The award is presented annually by the Law Enforcement Torch Run
Executive Council Regional Coordinators to recognize unsung Torch Run
volunteers on behalf of John Carion, who was himself an “Unsung Hero.”

created to recognize outstanding Special Olympics Athletes whose
involvement has demonstrated a substantive contribution to the success
of the Law Enforcement Torch Run on a local, state or national level.

Guardians of the Flame Miner’s Lamp Escort
S
ince 1987, law enforcement officers from around the world have gathered
to carry the Flame of Hope™ during the Final Leg in conjunction with
Special Olympics World Summer and World Winter Games. The Flame we carry
represents many things for our movement. Most importantly, it represents hope;
the light at the end of the tunnel for many of our athletes and their families. As
Guardians of the Flame we guard it physically as we run it from community to
community, but more importantly we guard it symbolically day after day as it is
our responsibility to keep the flame burning bright in the hearts and the souls
and the minds of everyone we encounter. The Flame of Hope is also symbolic of
who we are as a profession. When we carry the Flame we remind everyone that
law enforcement represents everything that is principled, fair and decent. Our
unity in this great cause tells the world that law enforcement stands for strength,
justice, courage and helping others – everyone, everywhere.
To honor the symbol of our movement we ask that you please stand in place as
the Guardians of the Flame escort the Flame of Hope to and from the ballroom.

involve Special Olympics athletes, law enforcement, celebrities,
corporations, organizations, and schools in a three simultaneous runs,
spanning all 50 U.S. States over 45 days, leading into the LETR Final Leg
for the 2015 Special Olympics World Games in Los Angeles, California.
Case Studies
On February 5, 2014, the Motorola Solutions Foundation awarded a $50,000
grant to the Law Enforcement Torch Run for Special Olympics to support
the LETR Executive Council’s training programs and initiatives throughout
2014. The Motorola Solutions Foundation’s Public Safety Grants aim to
support safety education and training programs for first responders, their
families and the general public around the world. The funds provided by
the Motorola Solutions Foundation will be used to support regional LETR
training conferences, LETR presentations at IACP regional conferences, and
the 2014 LETR International Conference in New Orleans, LA.

Motorcycle Rides
In this session we will explore ideas to keep the bikes riding and
money flowing for our Special Olympics programs. Make them fun for
the rider and they will come and bring dollars. Big dollars can be raised
with 25 bikes just as easily as 2500 bikes. We will show how a virtual
ride combined with any event can bring in dollars with very little volunteer
hours.
Tip-a-Cop and Silent Auctions
Tip-a-cop events can be a quick and easy way to raise funds and awareness
for your local Torch Run programs. All you need is a little planning and a few
volunteers. Likewise, with a good “ask” and some basic logistics, adding a
live or silent auction to your pre-existing event is a great way to raise funds.

Planning for long term success? Sustaining your torch run program requires
planning and policies. This session will build on last year’s session on

Featured Athletes
Ashley Arceneaux of Houma, Louisiana has
been involved with Special Olympics for over
six years. Since becoming involved with Special
Olympics Louisiana, Ashley has proven herself
to be a phenomenal swimmer; being named
the Special Olympics Louisiana Athlete of the
Year (2010) and taking home three bronze
medals in aquatics this year during the 2014
Special Olympics USA Games, her dedication
and determination are undeniable. Ashley credits her aunt with
introducing her to Special Olympics. Ashley remarks, “Special Olympics
has helped me to become a genuine person… The organization gave me a
second chance and allows me to help people less fortunate than myself.”
Ashley describes her greatest accomplishment as her achievement of
“not making excuses to get things done.”

Virgil Atkinson became actively involved
with Special Olympics over 26 years ago
while attending Holden High School. Virgil
is employed at Livingston Activity Center, in
his hometown of Livingston, Louisiana and
participates in athletics, bowling, bocce and
horseshoes. Virgil, who affectionately refers
to Special Olympics as his “family”, is often
commended for his exceptional work ethic
and is admired for his great sportsmanship. He was the recipient of
the Male Athlete of the Year Award (2007) and serves as both the
athlete representative on the Special Olympics Louisiana Board of
Directors and as Vice President of the Athlete Leadership Committee.
Winning a bronze medal in Team Bowling at this year’s 2014 Special
Olympics USA Games, Virgil has competed in three USA Games and
two World Games. He describes Special Olympics as having provided
him with the opportunity to “participate in different events and travel
the world.” Virgil upholds his personal motto of: “Work harder and try to
beat your personal best.”
Thomas Clarene of New Orleans, Louisiana
has been involved with Special Olympics for
over twenty years. Since becoming involved,
Thomas has competed in athletics, basketball,
team handball and volleyball. Thomas, a past
member of the Special Olympics Louisiana
Board of Directors, has represented his local
program in many speaking engagements
including the delivery of an address to
6,000 law enforcement officers, and proudly advocating for Special
Olympics athletes in Washington, DC during Capitol Hill Day. Between
competitions, training, speaking engagements and his job as an usher
at the Mercedes-Benz Superdome, Thomas is proudly involved with his
community as a volunteer at St. David’s church where he serves as a
member of the senior center entertainment committee. Thomas takes
extreme pride in the power of Special Olympics, his personal motto is:
“to be of service whenever there is a need.”

Guest Speakers
Sheriff Jeff Wiley is a graduate of East Ascension High
School and has a B.S. Degree from Southeastern Louisiana
University. He was elected Sheriff and took office July 1,
1996 and since that time successfully helped guide the
department through the unprecedented growth Ascension
Parish has experienced. In 2003 and 2007, Sheriff Wiley
became the first Sheriff in the history of Ascension Parish
to be returned to office for two terms without opposition. In 2008, Governor
Bobby Jindal appointed Sheriff Wiley to serve as both the Chairman of the
Louisiana Commission on Law Enforcement and Chairman of the Louisiana Peace
Officers Standards and Training Committee. In 2009, Sheriff Wiley was honored
by being inducted into the Louisiana Justice Hall of Fame. An active supporter of
Special Olympics Louisiana, Sheriff Wiley has played a crucial leadership role in
bring the many resources of Ascension Parish Sheriff’s Office to assist the LETR
International Conference in New Orleans.

Major General Darryll D. M. Wong while on active duty,
he flew C-141’s during the final years of the Vietnam War,
the closing of United States bases in Thailand, and the baby
and refugee airlift as a member of the 53rd Military Airlift
Squadron, Norton Air Force Base, and California. He assumed
the position of Adjutant General, Hawaii on January 9, 2011.
As Adjutant General, he oversees the training and readiness
of 5,500 Soldiers and Airmen of the Hawaii National Guard. He also serves as the
Director, State Civil Defense providing direct support to the Office of Veterans
Services, and is the Homeland Security Advisor to the Governor. Before assuming
his current position, he served as the Headquarters Hawaii Air National Guard
Director of Operations and project officer for developing C-17A requirements for
the Hawaii Air National Guard. General Wong is a Command Pilot and Instructor
Pilot with more than 3,000 hours in the C-17, KC-135R, C-141A, T-38, and T-37.
Jay Grymes is currently the Chief Meteorologist for Baton
Rouge’s CBS affiliate (WAFB-TV, Channel 9), having assumed
that position in May 2003. He originally came to Baton
Rouge to study at LSU in 1985 and joined the Louisiana State
University as a full-time research associate in 1986, continuing
in a number of full-time appointments within the LSU system
until May 2003. Jay has served as a weathercaster with
WAFB-TV since September 1996 and also serves as a weather consultant for the
Louisiana State Police, EBR Homeland Security & Emergency Preparedness, and
the Louisiana Dept. of Justice. He is routinely involved in community activities,
speaking at area clubs, including Louisiana Special Olympics. He even took a
quick dip to promote the Polar Plunge® in the lake at Cabela’s in Gonzales, LA.
Rick Greene, born in Kentucky, went to high school in Florida
and college in Louisiana helping lead LSU to victory in the 1991
College World Series. Originally drafted by the New York
Yankees in the 14th round of the 1989 amateur draft, Greene chose
not to sign. He was later chosen 16th overall in the 1992 amateur
draft and signed by the Detroit Tigers and was ranked the sixth
best prospect in the Tigers organization by Baseball America. He
competed for the United States at the 1992 Barcelona Olympics where baseball had its
debut as an official medal sport. Greene appeared in one MLB game as a relief pitcher
for the Cincinnati Reds in 1999. Having been affected by cancer, Rick established The
2 Seam Dream Foundation to promote healthy living through disease awareness.
Former LSU pitcher Rick Greene will be the new assistant baseball coach at Southern
University. He currently serves as the assistant pitching coach at Southern University.
Bobby Smith a retired Louisiana State Trooper, is
a recognized national/international speaker who has
addressed a variety of audiences, including law enforcement,
government agencies, emergency medical teams,
corporations, schools and churches. He also conducts training
seminars and conferences. Shot and blinded after a traumatic
in the line of duty incident in March of 1986, Bobby’s stories
and life lessons will change your life. Learning to balance an emotional and time
consuming career with a happy family life is incredibly difficult at the best of
times. He currently works for the LA State Police, Support Services Division and
is the Director of The Troopers Assistance Program, overseeing the CISM, Peers
Support and Chaplain’s programs. Bobby has authored three books, Visions of
Courage: the Bobby Smith Story and The Will to Survive.
David Dellucci was born and raised in Baton Rouge Louisiana.
David was drafted in the 10th round by the Baltimore Orioles
in 1995. He played 13 years (1997 – 2009) in the Major Leagues
with the Diamondbacks, Rangers, Indians, Phillies, and Yankees.
As a rookie in 1998 David recorded his first Major League hit off
of Tom Gordon, which hit off of the Green Monster in Fenway
Park and led the National League in triples with twelve while
hitting .394 in June and he played for Arizona on the World Series team in 2001.
Throughout his career Dellucci has worked with several charities including Special
Olympics Louisiana. In 2005 after hurricanes Katrina and Rita he formed his own
charity called Catch22forblue and has received a Commendation from the Louisiana
House of Representatives and was recognized by the state Senate
for his efforts. He now heads the Dellucci’s Dream
Foundation which gives free baseball camps and
clinics for all boys and girls in the Louisiana area and
supports current and past armed service members.

he International Conference Planning Committee (ICPC) is
accepting letters of interest from resourceful, creative and selfmotivated persons who have a strong desire to contribute to the
success of the LETR International Conference.

The ICPC is responsible for all logistical issues surrounding the planning and
implementation of the LETR International Conference; the cornerstone
for providing education, motivation and inspiration to LETR volunteers
worldwide and a critical component in the overall growth and success of our
global movement.
Opportunities exist in all areas of planning, coordination and implementation
of the International Conference including: Video production, Script writing,
Graphic design, Concurrent Sessions, Registration, Operations, Transportation,
Speaker development, Unified Sports®, Torch Run®, Live & Silent Auction,
Documentation team and other essential areas of conference development.
If you have a keen sense of personal drive and initiative, is someone who
can demonstrate a high level of initiative can take charge in the absence
of detailed instructions, be self-reliant and resourceful and complete
committee assignments in a punctual manner while thoroughly analyzing
relevant information and conditions we want you on our team.
