President Chulho Kim
After the new charter for nationwide expansion of
the organization had been accepted at the regular
board meeting held at Sheraton National Hotel in
Arlington on June 10, 1989, the foundation was
divided into the National Board and Eastern Region.
Therefore, the first executive officers of the Eastern
Region were selected.
The board of directors of the Eastern Region
elected Chulho Kim as President, Don Seung Lee
as Vice President, Byoung Seun Cho as Executive
Director, Yoon Soo Park as Scholarship Chairperson
and accepted new regulations. The new regulation
required the President to appoint Chairpersons
of every committee. As a result, the Nomination
Committee selected included Young Whan Park,
Choon Taik Suh, Sang Nam Lee, and Hyung Suk Lee
as members and Kyu Sup Chung as Chairperson.

The annual fundraising dinner of 1989 was held
at Sheraton Hotel in Tysons Corner on October 6.
With about 300 Korean residents and foundation
directors present, the foundation gave $1,000 each
to 6 students. In addition, Jin Woo Chang, Eui Soon
Chang, Choon Taik Suh, Kyu Sup Chung, and John
Yoon, who contributed to the foundation, were
given medals of appreciation.

The new President and officers accepted the
resignation of 42 directors with consideration of the
Nomination Committee and personal consent, got
approval of the board, and initiated the selection of
new Board of Directors from persons in every walk
of the community who shared aspirations with
the foundation for the active mobilization of the
board. The unit of directorship was changed from
individuals to couples for the first time in 20 years
for families to participate in the foundation.
Board meetings would be called four times a year to
discuss and execute pending issues such as approval
of new directors, selection of national directors,
regulation revisions, and get reports from executive
officers. Active cultivation of fraternization of
directors was also decided. Twice a year a goodwill
golf game for directors as well as officers’ meetings
held on demand helped to promote friendship
amongst Board of Directors.

A dinner party celebrating the Lunar New Year
was held for the directors and supporters of the
foundation at the residence of Director Je Bom
Park on January 27, 1990. President Chulho Kim
announced there would be some changes which 1990 golf tournament winners
would be effective that year. The scholarship

While establishing the National Board of Directors
and seeking ways to expand the organization
nationwide, President Chulho Kim of the Eastern
Region, got in contact with Min Bu Kim and Heung
Yuel Lee who were living in Atlanta. He succeeded
in appointing Heung Yuel Lee, Min Bu Kim, Nam
Gyu Bang, and Young Il Yum, who supported the
purpose of the foundation, as directors of the
Eastern Region, and later added Yong Kun Kim, Sam
Sook Chung, and Yong Bok Lee as directors to form
a connection with the southern region. Preparation
for establishing the southern regional chapter of
the scholarship foundation progressed and on May
30, 1991, 12 Directors' family in the Atlanta area
held the inaugural meeting and elected Yong Kun
Kim as President. The Korean American Scholarship
Foundation Southern Region was born.
The 1991 Golf Tournament also was held at
Shenandoah Valley Golf Club on June 15 and $7,500
was raised.

The annual banquet and scholarship awards
ceremony in 1991 was held at Bolling Officers’
Club in Bolling Air Force Base in Washington on
November 2. With 300 guests in attendance, 40
students were awarded scholarships and Board of

Lee were presented medals of appreciation.

As President Chulho Kim’s term ended, Sang Nam
Lee was elected as the next President at the regular
board meeting held at director Won Ro Lee’s
residence on July 13, 1991. Mr. & Mrs. Eui Gyun
Chung, Mr. & Mrs. Eui Kon Koh, and Mr. & Mrs.
Philip McGann were approved as new directors
and Ung Soo Kim, Young Hwan Park, Yo Taik Song,
Chulho Kim, and Sang Nam Lee were appointed as

The fundraising concert was held at Langley High
School Auditorium in Maclean on April 2, 1992.
Sponsored by Hankook Ilbo and backed by the
Washington Performers Association, Soprano Hye
Kyung Kim and Base Hak Ki Kang, who were active
in Washington area, Mezzo Soprano Young Soo
Park and Tenor Young Rin Kang from New York sang
Korean songs, arias from operas, and sacred songs.
The seventh annual golf tournament fundraiser
was held at Shenandoah Valley Golf Club on June
6 and $5,530 was raised with the participation of
14 teams.
The 1992 annual scholarship award banquet
was held at Bolling Air Force Officers’ Club on
October 24. With about 300 Korean residents and
scholarship recipients present, Mayor Sharon Pratt
Kelly of the District of Columbia, who became the
first female African-American mayor of a major city,
gave Greeting Remarks and proclaimed October 24,
1992 as “Korean American Scholarship Foundation
Day” in Washington D. C. and recognized the
organization for its commitment to education and
service for the community. Ung Soo Kim, Chulho
Kim, and Benjamin Souh were given medals of
appreciation.

The fundraising art exhibition co-sponsored by
the Artists Association in Washington was held at
the 1st floor of Woo Lae Oak from December 5th
through 10th, 1992. About 60 Korean and American
artists, who were active in Washington area,
participated and part of the proceeds from sales
were donated towards the scholarship fund. The
opening reception held from 6 p.m. to 8 p.m. on
December 5 provided a good chance for directors
and other people to build friendships.

The 1993 annual scholarship award banquet was
held at Fairview Park Marriot in Falls Church on

The official anthem for the scholarship foundation
was suggested by President Sang Nam Lee and
adopted at the National Board meeting of 1992.
Soon Young Lee, a Director of the Eastern Region,
wrote the lyrics and requested Rev. Thomas Song
to compose the song. The song was completed in
the summer of 1993 and was introduced for the
first time at the annual banquet on November 6,
1993 as all the participants sang together.

1994
The first officers’ meeting held at President Yoon
Soo Park’s home on January 15, 1994 introduced
a co-chair system to encourage the participation
of the younger generation and appointed Chin

The new board prepared a handbook and operation
guide for the officers of every field and let them
chronicle every activity and event and record all
related documents and communication processes
for the efficient transfer of work.
Also, they
bought business machines such as computers and
copiers and began office automation to work more
efficiently.
The new board mapped out a new recommendation
process, qualification and approval processes for
directors, and recommended and got the approval
of 17 new director couples. The new directors were

A performance by the Korean Dance Company
in Washington was held as a fundraiser at the
auditorium of Langley High School in McLean on
June 4, 1994. Two and half hours of Flower Crown
dance, Drum dance, Monk dance, and Shaman
dance, colorful costume, and stage fascinated
all 800 people in attendance with elegance and
charm of Korean traditional dance. Profit from this
performance was donated towards the endowment
of the foundation.
The annual golf tournament fundraiser of 1994 was
held at Indian Spring Country Club in Silver Spring
on June 11. Thirtysix golfers, including many young
people, participated and the Medalist was Ji Nam
Choi. Kang Eun Choi, Hee Wook Chung, and Dong
Joon Heo formed the winning team from group A
while Uk Hyu Chun, Moon Sung Lee, and Chin Kook
Lee formed the winning team in Group B. Ji Hoon
Choi won Longest Drive and Seung Kil Yang won
nearest to the pin. Most importantly, Walter Park,
founder of the foundation and advanced in age,
participated all day long and had an opportunity to
promote friendship.
Celebrating its 25th anniversary, the Eastern Region
held the annual scholarship award banquet at
Fairview Park Marriot in Falls Church on October
22, 1994 with 300 people in attendance. Forty nine
college students and 3 high school students from
the eastern region were awarded scholarships. New

scholarship contributors were given medals of
appreciation. They included Samsung Electronics
and Woo Sung Group who established Chair
Scholarships and Chan Kook Chung, K-A Honam
Fellowship Association, Korean American Alliance,
Korean Association of Greater Washington, and
Moon, Park and Associates who pledged to donate
$1,000 every year. An Honorary Chair Scholarship
was established in honor of Dr. John D. Yun for
his outstanding contribution to the KASF as the
President between 1973 and 1977. Also, past
National Chairperson Young Hwan Park and former
President of the Eastern Region Sang Nam Lee, who
had worked hard for last 2 years, were presented
medals of service, respectively.

Golf Club on August 30, 1996. The Washington Golf
Center, Hankook Ilbo in Washington, and Korean Air
co-sponsored the event that had 80 participants.
The 1996 annual scholarship awards banquet was
held at Sheraton Premier in Tysons Corner on
October 5 with Mr. & Mrs. Kun Woo Park, Korean
Ambassadors to U.S., and 300 people in attendance.

Pai Chai Alumni Association decided to donate
$15,000 for a Chair Scholarship for alumni’s children
or juniors and delivered the first installment of
$5,000. Young Sil Kim, mother of the late Keun
Young Chang, former president of Woo Lae Oak in
Washington, donated $20,000 wishing her son’s
goodwill would be remembered forever. The late
Keun Young Chang had donated $1,000 every year
for a designated scholarship while he was alive.

President Hongja Okim organized the Advisory
Board for KASF Eastern Region on March 8, 1997
at her house. The purpose of the Board was to
support the officers as an advisory body, so that
experiences of the former Presidents could help
present officers.
The scholarship awards banquet was held at
Sheraton National Hotel in Arlington on October 4,
1997 with 250 guests, including many 1.5 and 2nd
generation Korean Americans. 60 students were
awarded scholarships and the keynote speaker
of that day was Dr. Jeong Hoon Kim, a young
businessman who finished Ph. D in University of

Maryland in 1991 and founded Yurie Systems,
Inc. in 1992. He donated $20,000 at the banquet.
While complementing students, he told them that
the scholarships were not only financial assistance,
but also one of the processes to being recognized
as a leader of Korean and American communities.
He stated great leaders have to set accurate goals,
watch for an opportunity, and make the most of
the timing appropriately. Sharing his experiences

President Hongja Okim rented an office space of
700 sq. ft. in the building of the Korean American
Science Association in Tysons Corner to share with
the Korean American Family Service Center with
the help of the National Board. It was much needed
to store the foundation’s assets such as computers
and allowed the foundation to hire a part time
employee. The main meeting room of the Korean
American Science Association was also available.
The rent would be paid by the National Board from
January 1998 and wages for the employee by the
Eastern Region.

Dr. Don Seung Lee was elected as the 5th President
at the regular board meeting held at the residence
of Sang Nam Lee on November 22, 1997. The first
board meeting was held on Febuary 1, 1998 at the
office and announced basic operational principles
and business plans as follows.
• Plan a commemoration event for the 30th
anniversary
• Enlarge the Board of Directors
• Give opportunities to Board Directors who had
not served as officers based on their abilities.
• Change the annual golf tournament fundraiser
and director friendship to a traditional Korean
Danoh holiday memorial event with playing golf,
swing, wrestling, and archery
• Expand the designated scholarship to send a
scholarship to Manchuria Teachers’ College
• Give effort to establish a new chapter of the
foundation in the New York area
• Plan and implement efficient management of the
scholarship funds

at Fairview Park Marriot Hotel in Falls Church on
September 25, 1999. The Honorable Harriet Mayor

Korean American Scholarship Foundation Song, the
Senior Pastor of New Covenant Fellowship Church,
Rev. Dr. Jamie Kim, gave the keynote address and
73 students were awarded scholarships.

The KASF annual awards banquet was held at
Bethesda Marriot Hotel in Bethesda on September
27. Invocation was made by Father Jun Gui Choi,
a former scholarship recipient, and Ms. Shinhae
Chun, Director of Women’s Bureau of Department
of Labor was invited to speak. After Judge Brian
Gook-Hyun Kim of the District Court of Maryland
for Montgomery County gave the keynote speech
of the day, 84 students were awarded scholarships.
The Eastern Region initiated a community outreach
program that sponsored a $1,000 award for the
first place winner of the second Korean American
Youth Music Competition held by the United
Korean School of the Greater Washington area
in May 2002. The Eastern Region also sponsored
another $1,000 award for a student selected by
the Korean American Coalition’s summer internship
program. The Eastern Region also initiated an
internship and work-study program and later in the
year. The Mentoring Committee was created and
the members worked hard to develop a mentoring
program.

The 36th annual scholarship awards banquet was
held at Bethesda North Marriot Hotel on September
23. Ms. Jeannie Park, the first Asian Editor in Chief
of People Magazine and daughter of Dr. Yoon Soo
Park, former Chairperson of National Board, gave
the keynote speech and scholarships totaling
$90,600 were awarded to 70 students.

The annual Scholarship Awards Banquet was held
at Tysons Corner Marriot Hotel on September 17
and 350 people attended. The keynote speaker was
Paul C. Kang, M.D., Eye Doctors of Washington and
a total of $111,200 in scholarships were awarded
to 63 students. The super scholarship ($5,000)
was awarded to Mee Jung Lee, a blind student,
and eleven handicapped students were awarded
scholarships as well. The Governers of Virginia
and Maryland, Ambassador Tae Sik Lee, and Mr.

at Hilton McLean Tysons Corner on September 7
and was attended by 330 guests and scholarship
recipients. The keynote speaker was Michelle
Rhee, Chancellor of D.C. Public Schools, who is
famous for the educational reform movement in
Washington public schools. The attendees received
her messages with much laughter and ovations
of approval. For the year 2008, a total amount
of $124,100 in scholarships was awarded to 81
students.

The fundraising concert was held at Kennedy Center
in Washington D.C. on June 27. Pianist Jung Won Suh
who is active in Korea performed. It was sponsored
by Hankook Ilbo and supported by Washington
Korean Symphony Orchestra and NAPAW.
The annual fundraising golf tournament was held on
July 6th, at River Creek Country Club with 94 players.
The tournament and auction raised $17,462.
The annual scholarship awards banquet was held at
Hilton McLean Tysons Corner on September 13 with
over 300 guests and scholarship recipients. The
Eastern Region
keynote speaker was Senator J. Chapman Petersen
of State of Virginia. For the year 2009, 62 students
were awarded scholarships.
