...................................................................................... 79 3 INTRODUCTION Those who live in, work in and visit the Municipal District of Opportunity No. 17 understand how aptly its name describes this natural haven. As the third largest Alberta municipality in geographical size, this region of 3.14 million hectares has abundant room for exploration, adventure and initiative, which is reflected in its remarkable progress and growth in recent years. Rich in natural resources, the M.D. of Opportunity No. 17 is experiencing major development within the petroleum and forestry industries, exploration in diamond mining, and expansion of its tourism sector. Amid the lushly forested countryside and pristine lake waters, more than 5,000 people, including some 2,000 residents of the Bigstone Cree Nation, inhabit the area, most living in seven small communities. Mindful of the cultural and historical treasures in their midst, the people of the M.D. of Opportunity also have an affinity for the land based on respect for its bounty and a sense of responsibility for its gifts. 4 HISTORY The fur trading era in the 1800s had a significant impact on north-central Alberta’s indigenous people. Woodland Cree, who had mostly displaced the original Athapaskan peoples in the mid-1700s, intermarried with European fur traders, creating a new population of Métis inhabitants. Wabasca, home to many Cree and Métis people, served as the trade centre for smaller settlements further north, such as Peerless, Chipewyan and Trout lakes. The primary economic supports at that time were fishing, trapping and freighting. From 1897 to 1899, the Klondike Gold Rush brought a surge of prospectors through northern Alberta. In addition, settlement pressures were beginning to cause conflict. This persuaded the federal government to take a more active role in the affairs of the north, culminating in the negotiation of Treaty 8. It was initially signed by the Cree at Grouard, followed by those in other communities, including the Wabasca area. Métis claims were dealt with by issuing scrip, in the form of cash or homestead land. Eventually, after Alberta became a province in 1905, this large area northeast of Lesser Slave Lake was placed under the administration of Improvement District 17 East (North). In 1995, it was incorporated as the Municipal District of Opportunity. Reflecting this historical and cultural context are the names of the various communities. Wabasca is derived from the Cree word “wapuskau”, meaning “grassy narrows”; Desmarais is named after Father Alphonse Desmarais, the first missionary there; Chipewyan Lake refers to the Chipewyan Indians, who wore tunics that the Cree called “cheepo wyan” – pointed skins; Calling Lake was given its moniker because of the peculiar sounds produced as it freezes; and Peerless Lake was known for its “peerless beauty”. This fascinating blend of history, culture, rich resources and raw beauty characterizes the M.D. of Opportunity. It is a land filled to overflowing with the prospects of a glowing future. Source: Community Profile for the Municipal District of Opportunity, Lesser Slave Lake Community Development Corporation 5 LOCATION AND GEOGRAPHY The M.D. of Opportunity is located in the boreal region of north-central Alberta, approximately 375 km north of Edmonton. The Municipal District takes in approximately 29,180 square kilometers of land that receives an average annual precipitation of 490 mm and 2,174 annual hours of sunshine. Elevations vary, but the highest point in Wabasca is 373 meters feet above sea level. Topography and ecosystems are diverse, including vast expanses of mixed-wood forest broken by numerous lakes, muskegs and rivers, the rolling hills of the Pelican Mountains, and some farmland supported by Class 3 and 4 soils. Secondary Highways 754, 813, 686, and primary Highway 88 link the population within the M.D. with the outside communities of Slave Lake, Athabasca and Peace River. The M.D. is also served by an airport south of Wabasca. SOIL Soil classification for this area is class 3 and class 4. Oil and gas exploration and extraction, along with forestry logging, have generated substantial economic development in the region for decades. More recently, diamond exploration activities have sparked hopes for the birth of industrial-quality diamond mining in M.D. fields. However, the mining of rich tourism potential is perhaps a more realistic goal for the near future. The M.D.’s natural attributes have had limited external exposure until recently; however, since the district’s significant improvements to camping and recreational areas in recent years word is spreading rapidly – the lakes, woods and wildlife are gems worth travelling for. The provincial government’s planned construction of a highway from Fort McMurray to Peace River is expected to have a positive impact on all economic sectors. The road will traverse the M.D. of Opportunity, opening up the northern area to more industrial growth. Industry Profiles Forestry Logging and the production of wood products have been important to the M.D.’s prosperity for decades, thanks to the magnificent stands of boreal timber. Considerable employment and contract work is generated in the production of pulp, lumber, veneer, oriented strand board and other by-products. Alberta Pacific Forest Industries (ALPAC) is the largest operator, with a mill located near Calling Lake and an office in Wabasca. Companies headquartered outside of the M.D., but conducting work within it, include: Weyerhaeuser Canada, Vanderwell Contractors, Alberta Plywood and Slave Lake Pulp Corporation. The industry’s commitment to sound forest resource management and environmental stewardship is a good indicator of continued economic success. Back to contents 14 Oil and Gas Primary and secondary industries associated with oil and gas exploration and extraction have mushroomed in the M.D. of Opportunity, particularly where major fields surround the hamlets of Wabasca, Red Earth Creek and Calling Lake. This thriving activity has yielded a higher tax base for the M.D. and substantial employment and entrepreneurial opportunities for residents. Major oil and gas companies operating in the M.D. include: Alberta Energy Company, Canadian Natural Resources, Northstar Energy Corporation, Conoco-Phillips, PanCanadian Resources, Gibson Energy, Husky Oil, Chevron, Devon Canada, Enerplus, Bronco Energy, EnCana and Shell. Agriculture There is a limited amount of mixed farming at the southern end of the M.D. Tourism For those who enjoy outdoor escapes the M.D. of Opportunity offers nearly endless activities. Bountiful fishing is one of the biggest attractions, but other popular pursuits are camping, boating, canoeing, hiking, swimming, picnicking and eco-touring. Two provincial parks – Calling Lake and Rock Island Lake – provide excellent fishing and camping facilities. The Lions Club Wabasca Recreational Area boasts many recent camping upgrades, along with a fishing pier and boat launch areas. There are numerous day-use areas with swimming and picnicking sites. Other M.D. communities provide a wide variety of activities: Red Earth Creek has a shooting range and travel amenities; Sandy Lake and Peerless Lake, with their serene beauty and healthy fish stocks, are ideal locations for bird watchers.
