Lufkin. I’ve had the pleasure of calling
Lufkin, and Angelina County, my home
for the last 40+ years.

Founded in 1919, the Lufkin/Angelina County Chamber of Commerce exists to improve the business
climate in Lufkin and Angelina County. The Chamber has more than 900 business members and
represents more than 1,400 business professionals in the area.
Growing business and building our community are the
top priorities of the Lufkin/Angelina County Chamber of
Commerce. The Chamber and its representatives strive to
serve the membership through
• Stimulation of economic growth and trade
• Education of the public in the role and purpose of
business
• Support of activities that enhance the area’s quality of
life
• Serving as a catalyst for positive change in the
community
The Chamber is the birthplace of ideas for many of the area’s
great accomplishments. Community leaders working through
the Chamber created the Community Chest, which is now the
United Way. Angelina Beautiful/Clean started at the Chamber
and is now its own organization. The Chamber started the
Leadership Tomorrow and Leadership Lufkin programs
that are designed to generate leaders in Angelina County.
Throughout the Chamber’s existence, the organization has
been focused on the business needs of the community while
providing opportunities for regional job growth.
The Chamber offers volunteers numerous avenues to
contribute to the community. With various Chamber
committees, networking meetings and affiliated
organizations, the Chamber offers a plethora of opportunities
to get connected in Angelina County.

In November 2014, the Accrediting Board of the U.S.
Chamber of Commerce designated the Lufkin/Angelina
County Chamber as an accredited chamber with 5-Stars,
one of less than 1% of Chambers nationwide to achieve this
designation!
Accreditation indicates that a chamber of commerce operates
under effective organizational procedures and contributes
to significant positive change in the community. To achieve
this standing, we performed an intensive self-assessment of

Lufkin/Angelina County offers a living and
working environment all businesses need to
thrive. The companies doing business here show
how widely recognized this community is for what
it has to offer – a reasonable cost of living, easy
access to world markets and a highly qualified and
educated workforce.
As the birthplace of Lufkin Industries (now part of GE Oil
& Gas), Temple Inland (now owned by Georgia-Pacific),
Brookshire Brothers Food & Pharmacy and Atkinson Candy,
Lufkin and Angelina County have a long history of taking
companies from infancy and helping them grow to prominent
leaders in their industry. Today, companies that started
relatively small in our area have become the anchors of the
economy and are continuing to grow and prosper. Lufkin
is the largest community between Houston and Tyler, and
it serves a large population from surrounding counties for
jobs, education, entertainment and retail shopping. These
combined services create a daytime population estimated at
more than 100,000 and a service sector to support this size
community.
Lufkin and Angelina County have an abundance of natural
resources that includes pine trees, hardwoods, natural gas,
oil and water. According to the Texas Water Development
Board, “Water rights are the most sought after commodity in
our country today - especially in Texas where the population
is expected to double by 2060.” The City of Lufkin owns water
rights to more than 63,000 acre feet of surface water and is
able to provide both treated and untreated water for business
and industry.
Industrial businesses looking to move or open a new location
may be interested in the Lufkin Business Park. This area is
156 acres of prime industrial land located at the intersection
of State Hwy. 103 East and Loop 287 in Lufkin and within 1
mile of State Hwy 59 and 2 miles of State Hwy 69. The site
has heavy rail access and oversized infrastructure to the site.
Currently, there are 40 acres left on this site.
Services are also provided for businesses that are looking to
host large-scale events or conventions. Lufkin Pitser Garrison
Convention Center provides a meeting place for a variety of
gatherings. The facility offers a wide variety of set-up choices
including seating for up to 2,000. The Angelina County
Exposition Center also is a popular venue for large events.
Known as one of the largest clear span indoor arenas in the
nation, the George H. Henderson Jr. Exposition Center has
the ability to seat up to 10,000 people.

of the Lufkin/Angelina County Economic Development.
The team stands ready to assist companies with retention
and expansion needs. Lufkin and Angelina County have a
committed team of leaders, from the 4B Partnership, to

together to help local companies continue to grow their
assets and employ the quality workforce that’s proven
here in the Heart of East Texas! These key community
leaders have passed a comprehensive incentive program
in conjunction with State and Federal agencies to provide
a positive business environment for new and expanding
businesses in an effort to encourage positive investment and
job creation. These local incentive policies are favorable to
current industries looking to expand.

All businesses operating in Texas as limited partnerships,
registered limited liability partnerships, limited liability
companies, corporations, professional corporations, nonprofit
corporations, and professional associations must register with
the Secretary of State.
Corporations, limited partnerships, and limited liability
companies organized in other states or countries may transact
business in Texas by obtaining a certificate of authority through
the Secretary of State.
An out-of-state business may also consider the option of
creating a Texas corporation, limited partnership, or limited
liability company for transaction of business in Texas. A name
may not be used by more than one corporation in the state.

LOCAL REGISTRATION (Assumed Name Certificate)
If the business will operate as a sole proprietorship or a general
partnership, an Assumed Name Certificate or D.B.A. (Doing
Business As) for each name (or deviation of that name) the
business will use must be on file with the county clerk in each
county where a business premise will be maintained. If no
business premise will be maintained, it should be filed in each
county where business will be conducted. If the business will
operate as a corporation, limited partnership, or limited liability

LOCAL TAXES / BUSINESS TAXES
If the business owns tangible personal property that is used to
produce income, the property must be reported on a rendition
form to the local county appraisal district, after January 1
and no later than March 31, each year. Business owners must
report all inventories, equipment, and machinery. For additional

DRUG-FREE WORKPLACE
Advice is available to Texas employers with 15 or more employees
who maintain workers’ compensation coverage. Employers must
comply with certain drug-free workplace requirements, and are
also subject to federal regulations. These federal regulations
include the Drug-Free Workplace Act of 1988 and U.S. Department
of Transportation regulations requiring drug and alcohol testing.

SAFETY REQUIREMENTS
The Occupational Safety and Health Consultations (OSHCON)
program is administered by the Texas Workers’ Compensation
Commission. Free on-site safety and health inspections are
available to alert the employer of possible federal Occupational
Safety and Health Administration (OSHA) violations. Employers
with fewer than 150 employees, who take advantage of the free
inspection and meet the federal requirements, will be exempted
from a scheduled inspection for 12 months.

VOTER REGISTRATION
When registering to vote, an applicant
must be a United States Citizen and
a legal resident of Texas and Angelina
County. Voters must be at least 18
years of age before Election Day, not
a convicted felon (unless a person’s
sentence is completed, including any
probation and parole), and not declared
mentally incapacitated by a court of law.
New residents can register to vote at the
Department of Motor Vehicles when
transferring their driver’s license or at
the Angelina County Tax Office.

DRIVER LICENSE
New residents moving into Texas, who
are at least 16 years or older and have a
valid driver license from another state,
have 90 days after entry into the state to
secure a Texas Driver License. All out-ofstate applicants must visit a Texas Driver

SEAT BELTS
Texas law requires all occupants of a
vehicle, no matter their age, to be secured
by a safety belt, no matter where they are
seated in the vehicle.
Whether you are a young family looking for a place to raise your
children or a retiree looking for a place to spend your golden years,
there is something for everyone in Angelina County. Nestled in the
Pineywoods of East Texas, Angelina County has beautiful forests and
modern amenities including shopping, entertainment, and advanced

abiding by all state laws and local ordinances.

CHILD SEATS
All children younger than 8 years old, who
are shorter than 4 feet, 9 inches, must be
properly secured in a car seat or booster
seat–or drivers face fines. Additional
restraints aren’t required for taller
children.
VEHICLE REGISTRATION
In order to register your vehicle in the
state of Texas you must carry at least the
state minimum liability of $30,000 for
each injured person, up to $60,000 per
accident and $25,000 for property damage
per accident. The basic coverage is called
30/60/25 coverage. The Angelina County
tax assessor-collector office provides
vehicle title and registration services.

BOAT REGISTRATION
All motorized boats, regardless of length
(motorized boats include boats propelled
by a trolling motor) and all sailboats 14
feet in length or longer or any boats with
an auxiliary engine are required by Texas
law to have current registration. This
includes boats that are docked or moored.

HUNTING LICENSE
A hunting license is required of any
person, regardless of age, who hunts
any animal, bird, frog or turtle in this
state (except furbearers, if the hunter
possesses a trapper’s license). No license
is required for nuisance fur-bearing
animals, depredating hogs or coyotes.

FISHING LICENSE
Anglers who wish to try their hand at
taking fish, clams, mussels, crawfish
or any other aquatic life from Texas’
public waters must have a valid Texas
Fishing License. These fishing licenses are
available beginning the 31st of August
each year. Licenses may be purchased at
all sporting goods stores.
MARRIAGE LICENSE
Texas law states that anyone desiring
to enter into a ceremonial marriage
must obtain a marriage license from the
county clerk of any county of this state.
Applicants should be 18 years or older
with valid identification. Blood test or
health certificates are not required to
obtain a license once the application
is filed; there is a mandatory 72-hour
waiting period. After the 72-hour waiting
period is up, the marriage license remains
valid for 30 days.
There is a 30-day waiting period after a
divorce is granted within this state. An
applicant may apply for a license within
the 30 days if the court issues a waiver in
the divorce decree.

BIRTH CERTIFICATES
For births that occurred within the past
75 years, copies of birth certificates can be
requested only by the immediate family
of the person whose name is on the birth
certificate. If you are not an immediate
family member, you must provide legal
documentation, such as a court order,
establishing guardianship that documents
a direct and tangible interest in the
birth certificate. Birth Certificates may
be picked up at the Angelina County
Courthouse.

PET REGULATIONS
Texas law requires all dogs and cats older
than 4 months old to be vaccinated
against rabies annually by a licensed
veterinarian. All dogs within the Lufkin
City Limits must be restrained while
outdoors.

A Texas Inheritance Tax Return must be
filed with the Comptroller, along with any

ADULT DAY CARE
The Salvation Army Adult Day Care
Center in Lufkin provides loving care a
step above what senior citizens might
get at home alone and is an alternative
to a nursing home. Workers at the
8,000-square-foot facility on Shands
Drive, off Hill Street, care for adults age
55 and older in Angelina County and the
surrounding area. The center is located in
close proximity to Lufkin’s two hospitals.
Indoor and outdoor activities provided
are musical and theatrical visiting groups,

daily devotions, current events, trivia,
exercise, movies, table games and field
trips. A dietician plans breakfast, lunch,

The Angelina County and Cities Health
District was organized by community
leaders in 1967 to protect and promote
public health in Angelina County. Located

The Joe W. Elliott House, established
in 1994 as a memorial to Diboll Banker

Hospice in the Pines and CHI St. Luke’s
Health Memorial, the facility provides
inexpensive lodging, laundry and kitchen

Working hard to save lives, the Angelina
County blood centers provide area
hospitals with an adequate supply of
blood. From blood drives to individual
donations, both the Blood Center of East
Texas and Carter Bloodcare Center accept
donations for all of East Texas.

WOODLAND HEIGHTS MEDICAL CENTER
For almost 100 years, Woodland Heights Medical Center has
been providing quality health care to East Texans. As the first
hospital in Lufkin, Woodland Heights has been at the forefront
of healthcare in East Texas, continually providing the best
in compassionate care and quality. These high standards are
a product of working closely with physicians, staff and the
community to provide the best possible patient care.
The quality service Woodland Heights provides extends to
many of the service lines the facility offers. The hospital
holds The Joint Commission’s Gold Seal of Approval® for
its treatment of Chest Pain and Heart Failure in addition
to Total Hip Replacement & Total Knee Replacement. By
demonstrating compliance with The Joint Commission’s
national standards for health care quality and safety in
disease-specific care, these awards recognize Woodland
Heights’ dedication to continuous compliance with The Joint
Commission’s state-of-the-art standards.
In April 2015, the facility celebrated the opening of The
Orthopedic Center at Woodland Heights, a unit that focuses
specifically on orthopedic patients and getting them back
to life. As the hospital strives to be the preferred Joint
Care provider in deep East Texas, the philosophy of care
is to provide excellence in patient care by collaboration
on continuum of care, patient education and continuous
performance improvement.
Additionally, last October (2015) the facility began a $9.8
million construction project to expand capacity for key service
lines and enhance the patient experience – an upgrade and
addition in the surgery area and an increase in the Neonatal
Intensive Care Unit (NICU) footprint.

In the surgery area, the improvements will include enlarging
the outpatient area and the addition of one new surgical suite.
Aesthetic upgrades will be made throughout the clinical care
areas and in the waiting areas used by family members. These
changes will improve efficiency in the surgery department
and allow for continued growth, as this area has seen a steady
increase in the last several years.
The NICU will see the addition of 9 beds that will take the unit
from six beds to 15, with the footprint extending out from
the unit that was opened in 2013. Since the opening, the
physicians and staff in the NICU have cared for more than 200
babies, which is both a financial and emotional relief for all of
those families.
Woodland Heights also takes pride in the education and
affinity programs offered through Senior Circle, a local
organization that provides a wide variety of opportunities for
those 50 and better who are looking to stay active and healthy
in the prime of their lives. Senior Circle delivers a broad range
of “stay healthy, stay engaged” activities ranging from monthly
luncheons, exercise classes, sewing groups, day trips, extended
trips, Bingo, art projects, and more.

College has been a valued partner of Central ISD for many
years. Central High School students can earn between 20 to
30 college-hours with the district paying all tuition and fees.

HUDSON ISD
Hudson ISD’s vision is to build on the exemplary and continue

that support this new vision. Hudson has a strong partnership
with Angelina College, promoting post-secondary opportunities.
Students are enrolled in many dual credit classes on the college
campus, as well as on-line courses accessed from the campus.

Hudson ISD became the first public high

CRIMSON CHRISTIAN ACADEMY
Crimson Christian Academy is currently
serving the East Texas area by providing
K-12 education and is accredited by ACTS
and recognized by TEPSAC. Crimson
Christian Academy partners with families
to provide a biblically-based, Christian
worldview curriculum challenging each
student to achieve their highest spiritual,
academic, creative, and athletic potential

PINEYWOODS COMMUNITY
ACADEMY
Pineywoods Community Academy is an
open enrollment public charter school
that opened its doors in 1998. Located at
602 South Raguet in Lufkin, Pineywoods
offers a comprehensive elementary
and secondary education program. For
the 2015-2016 school year, the school
serves 970 students in Pre-Kindergarten
through 12th grade. Designated an
Early College High School by the Texas
Education Agency, Pineywoods students
spend part of their day at Angelina
College beginning in grade 9 where they
have the opportunity to take dual credit
classes that allow students to earn high
school and college credit at the same time.
Transportation is provided for students
from Pineywoods to the Angelina College
campus. Students who begin the program
in grade 9 have an opportunity to
graduate with both a high school diploma
and up to 60 college hours including an
Associate Degree from Angelina College.
STUBBLEFIELD LEARNING
CENTER
Beth and Horace Stubblefield Learning
Center is an accredited non-traditional
high school focusing on dropout
recovery and prevention. In 1996,

our participating districts (Central, Diboll, Hudson, Lufkin
and Zavalla) and the Lufkin/Angelina County Chamber of
Commerce formed a cooperative that created our self-paced
environment for retaining and educating students. This
partnership allows “at-risk” students between the ages of 16
and 21 who are no longer in school, are credit deficient and/or
are in danger of dropping out, a “second chance” to earn a high
school diploma from their home district. The program is based
on flexibility and personalized self-paced courses. All basic
academic courses plus a variety of vocational classes are offered
at Stubblefield Learning Center. Our unique program gives
individuals over the age of 21 an opportunity to earn a diploma
from the district in which they live. Community leaders,
educators, local businesses, organizations and foundations
continue to work together to maintain a program that gives “atrisk” students a “second chance” to gain skills and knowledge
that qualifies them for employment, further education and/or
career advancement.
ST. CYPRIAN’S EPISCOPAL SCHOOL
St. Cyprian’s Episcopal School was established in 1955. We
provide an extraordinary learning experience to a diverse
student population in a Christian environment. Passionate
teachers and staff provide a academic rigor, engaging

ANGELINA COLLEGE
Angelina College offers 2-year Associate of Arts, Associate of
Science, and Associate of Applied Science degrees, along with
certificates of completion in more than 60 different fields of
study. The college is a two-year institution founded in 1968,
and has upgraded its educational facilities to include offcampus centers in Jasper, Livingston and Crockett. AC is highly
regarded for its health care, technical and industrial training
programs. In addition, AC’s Distance Learning programs
allow students to “attend” classes from areas throughout
East Texas. Many of the college’s students complete their
education at Stephen F. Austin State University, only 20 miles
away in neighboring Nacogdoches. Angelina College’s credit
enrollment is now well over the 5,000 mark. The college offers
both transfer and vocational classes at an affordable cost.
Community Services’ short courses are available for continuing
education geared toward providing job skills and for recreation.
TEXAS BIBLE COLLEGE
Texas Bible College offers courses of study in Theology,
Christian Music and Christian Education. The curriculum for
the courses of study has been developed over the fifty-two-year
history of the college. Freshman, junior and senior courses are
offered on campus. Correspondence courses are also available.
The sixty-acre TB campus offers fresh air, security, and
beautiful, clean facilities. We offer a two year Associates Degree
and a four year Bachelor Degree in Theology, Christian Music,
Christian Education and Missions.
ADULT LEARNING CENTER
The Adult Learning Center provides free classes for adults
wanting to achieve their GED, learn English/English literacy
civics; and/or prepare for college. Online instruction is

In their free time, the citizens of Lufkin and Angelina County like to participate in the many
art, music, and cultural events offered throughout the year. With museums, live music, community
events and shows, there is something for everyone in Angelina County.
ANNUAL
EVENTS
ANGELINA BENEFIT RODEO
The Angelina Benefit Rodeo takes place
during the last week of April every year
and is hosted by the Lufkin Host Lions
Club. The Rodeo has grown in popularity
over the years due to the talent of
participants it continues to draw in,
bringing in some of the top riders in
the nation. In 2015, The Professional
Rodeo Cowboys Association (PRCA)
recognized the Angelina Benefit Rodeo
as one of the top five rodeos in its class
in the entire nation. The proceeds earned
from the event are donated back into
the community with the Lufkin State
Supported Living Center being the biggest
benefactor.
ANGELINA COUNTY FAIR
For 67 years the Angelina County Fair
has been a place for the youth of our
community to showcase the hard work
of over 1,000 projects. Hundreds of
students exhibit livestock, arts and crafts,
and ag mechanic projects, as well as
cakes, cookies, and desserts in an effort
to win the title of Grand Champion in
each category. Winning exhibits are
auctioned off to buyers on the Saturday of
the Fair with proceeds from the auction
funding future projects and college for
many exhibitors. Our Fair continues to
grow each year with the support of our
generous community bringing family
entertainment for all to enjoy.
CATTLE BARON’S GALA
The Cattle Baron’s Gala is an American
Cancer Society fundraiser that is held
annually in the fall. The event includes live
music, food and drinks, dancing, live and
silent auctions, raffles and much more.

LUFKIN’S BISTRO
Lufkin’s Bistro is East Texas’ most elegant
outdoor wining and dining experience.

LUFKIN LANDSCAPE TASK
FORCE ANNUAL GALA
Lufkin Landscape Task Force Annual
Gala is a ‘Taste of (different country
each year)”. This is a fundraiser to
enhance the beauty of our community.
LLTF’s accomplishments have been
landscaping the entrance to Ellen Trout
Zoo, renovation of Chambers Park, cosponsoring entrance to George Henderson
Expo Center, developing Louis Bronaugh
Park with the Amphitheater and Spirit of
America Garden, and Gaslight Blvd. This
exciting event includes food, drinks, live
music, silent and live auctions.
GARLAND L. PARISE
PINEYWOODS PURGATORY
Started in 1991 by Garland L. Parise, the
Pineywoods Purgatory Bike Ride takes
place on the first Saturday in October and
serves as a memorial to his memory. It
has become one of the premier bicycling
events in the state. There are 4 routes
(100, 72, 50 and 25 miles) that take
riders through some of the best scenery
and most challenging hills in East Texas.
The event is managed by the George H.
Henderson, Jr. Exposition Center along
with numerous volunteers. Each rest stop
on the route is hosted by local businesses,
who compete annually for bragging rights
and a trophy for “Best Rest Stop”. The
ride benefits the George H. Henderson,
Jr. Exposition Center and the Horace and
Beth Stubblefield Learning Center, to help
underprivileged Angelina County students
receive a high school diploma.
TEXAS STATE FOREST FESTIVAL

The Texas State Forest Festival is an
annual event of the Lufkin/Angelina
County Chamber of Commerce. Generally
held at the end of September, this
five-day festival attracts more than
25,000 visitors each year to the George
H. Henderson, Jr. Exposition Center
in Lufkin, Texas. The festival includes
entertainment, commercial vendors, great
food, competitions, a petting zoo, and a
carnival. Proceeds from the event support
the Lufkin/ Angelina County Chamber
of Commerce, Angelina Beautiful/Clean,
the George H. Henderson, Jr. Exposition
Center and the Texas Forestry Museum.

The mission of the Angelina Arts Alliance
is to enrich, entertain, and educate by
bringing live professional performing
arts events to East Texas and Lufkin/
Angelina County. Established as a 501
(c) 3 in 2001, and using the 900 plus
seat Temple Theatre as their primary
venue, the Arts Alliance has presented
over 100 major events featuring artists
from all over the globe. Celebrities and
world-class performers who have graced

the stage at the Temple Theatre venue
include Kenny Rogers, The Texas Tenors,
Disney’s Beauty and the Beast, STOMP,
Vince Gill, Canada’s Royal Winnipeg

Schooltime Series, Family Fun Day, and
Educational Outreach Series bring the
world of performing arts to the youth of
Angelina County- opening the eyes, the
imaginations, and the minds of children
many of which might not otherwise
have the opportunity to experience
live, professional theatre. Schooltime
Series programming follows Texas public
schools grade specific curriculum as well
as National Science Education Standards
for emphasis on STEM/STEAM learning.

Louis Bronaugh Park, formerly City Hall
Park, was renamed on June 6, 2006
after longtime Lufkin Mayor Louis
Bronaugh. It is one of Lufkin’s newest
park facilities. It is located across
Charlton from City Hall. The park is an
excellent facility for public ceremonies.

the Landscape Task Force dedicated
the bronze eagle sculpture in Bronaugh
Park on September 11, 2002. The

Main Street Lufkin is a community
