Welcome to the Washington Association of Sheriffs and Police Chiefs’ 2014
Spring Exposition and Training Conference at the Spokane Convention Center
in Spokane, WA!
President Ozzie Knezovich
It is my hope that you will find the conference to be an invigorating professional
experience and a means to make valuable personal connections with fellow law
enforcement executives. WASPC is a member-driven organization; the choices you
make about involvement will enhance your experience with WASPC and the quality
of our Association. WASPC is a respected resource and voice for public safety because
of the commitment level of our membership and the dedication and professionalism
of our staff.
With that, I urge you to continue your commitment to community safety by getting, or remaining, involved
in a WASPC committee. WASPC committees are the workforce of the Association and represent a wealth of
combined knowledge from Chiefs, Sheriffs, Jail Managers, and other law enforcement professionals. Many
WASPC committees meet here at the conference. If you have spent time on committees and wish to get further
involved, then please consider serving on the Executive Board. A number of Executive Board positions are open
for election during this conference: one Sheriff position, one Chief position, Vice President position (Chief), and
Treasurer position (Chief or Sheriff). If you are interested in running for any of these positions or would like
to nominate someone, please contact any member of the Nominating Committee. Members of the Nominating
Committee are: Chief Eric Olsen, Chair; Sheriff Richard Lathim; Sheriff John Turner; and Chief Bryan Jeter.
Agenda highlights for the 2014 Spring Exposition and Training Conference include: a packed committee meeting
schedule; a sold-out vendor exposition demonstrating state of the art products and services available to law
enforcement; training sessions for law enforcement executives and legal advisors; a legislative update; and
numerous opportunities for peer networking.
Again, it is my hope that you will find the 2014 Spring Exposition and Training Conference to be a valuable
experience. WASPC’s mission is to lead collaboration among law enforcement executives to enhance public

Awards
The Gene Cotton Award is the Washington Association
of Sheriffs and Police Chiefs’ highest honor. The award
is exclusively reserved for public officials whose public
service careers have been dedicated to the creation of
outstanding public safety policy in Washington State
and whose achievements and dedication are commonly
recognized throughout Washington State’s criminal
justice community.

The Shanahan-Deveny President’s Award of
Excellence is given to law enforcement administrators
who exemplify the highest traditions of excellence
within the law enforcement profession. Award recipients
possess an in-depth knowledge and skill which allow
for success to be achieved in regard to a complex issue
facing WASPC; understand that partnerships must
be developed to allow for collaborative relationships
which generate constructive input; and possess strong
effective leadership allowing for the group dynamic to
provide the solutions for the initial complex issue which
expands the parameter of the WASPC organization,
changes lives, therefore individuals, the profession and
the public we serve.

Steer Clear of Claims and Litigation Training
In an effort to reduce claims and lawsuits, Duncan Fobes
of Patterson, Buchanan, Fobes and Leitch will present key
ways County and City Officials can steer clear of claims and
litigation. The presentation tackles common legal pitfalls

The Below 100 Program is an initiative that aims to reduce the
line of duty deaths to below 100, a number not seen since 1944.
For those in a leadership position, Below 100 means supporting
a culture of safety throughout your department. Make doing
the right thing so ingrained in your personnel that it becomes
the norm and not the exception. Just as importantly, hold
accountable those who stray outside what should be common
sense. Below 100 is committed to providing you the tools and
resources you need to make a culture of safety thrive throughout

General Training Session: Suicide By Cop (SbC)
Nationally, 36% of police officer involved shootings are cases
of SbC. That number rises to 7 out of 10 when the suspect
in the shooting is a recent veteran. The latest research also
shows that most mass shootings are actually acts of SbC in
which the suspect has no plan to escape. By recognizing cues
to SbC, responding officers are better equipped to minimize
the risk that these suspects pose to the public. Additionally,
agencies are better trained to look for evidence of SbC during
investigations of officer involved shootings, which can reduce
liability during subsequent civil proceedings resulting from
the officer’s use of deadly force. Information to be presented

Ten Days of Terror in Southern California
For ten days in February 2013 Christopher Dorner, a disgraced
ex-LAPD officer, committed revenge killings of two law
enforcement family members then continued his cold-blooded
ambushes on unsuspecting police officers, firing hundreds of
rounds, killing two officers and severely wounding two others.
The Police Foundation commissioned an in-depth review of
this horrific event that spanned 5 counties, 22 million residents,
and involved thousands of law enforcement personnel.
Former COPS Office Director Barney Melekian, and CJTC
Director Sue Rahr, who are members of the Police Foundation
review team, will deliver this multi-media presentation.
