The climate consists of four distinct seasons. It has beautiful, rugged landscape dominated by mountains, including the majestic Mt. Fuji, the highest mountain of Japan. Thus, sensitivity to form and balance in nature plays an important role in Japanese aesthetics. Japan is also a country of vast contrasts. Ancient cultural traditions coexist alongside world-renowned technological excellence. Moreover, the traditional food of Japan called ‘Washoku’, which is based on rice with miso soup and other dishes, was added to UNESCO's Intangible Cultural Heritage on December 2013. These elements make Japan a fascinating place for the visitor. Autumn is a wonderful season to visit Japan. The leaves begin to change color and the landscape is a dramatic palette of red, brown, orange, yellow and green. The koyo(red leaves)is an often breathtaking sight, especially against a backdrop of Mt. Fuji or temple. And also it is the feeling of being able to enjoy the outdoors comfortably. You can experience the beauty of autumn during the 42nd IFAWPCA Convention. The construction industry forms the foundations of today’s society by building, developing and improving infrastructure in order for us to create safe, sound, efficient and harmonious communities. I believe that with the collaboration and cooperation of IFAWPCA member-associations, we can together build better communities, strengthen more societies and further enhance the construction industry in our respective countries. If we look around the world, we have had burdens from natural disasters and accidents and we had paid for the damages for our daily life. In this regard, we see a pressing need for better measures for disaster prevention and damage mitigations. In order to cope with these difficulties, the construction industry takes an important leading role. And also we are in danger of climate change. In order to keep our living environment, we should try to fight against the global warming problems. The construction industry is at the front to cope with the problems and to realize the environmental friendly and sustainable development. IFAWPCA provide such a venue for unifying our efforts to overcome those problems and achieve the higher level of performance as the global industry. Through our international fellowship, exchange of information, and establishing cooperative working arrangements, we can find mutually beneficial solutions to problems, and partner up in actualizing the peak of human progress in the industry for the benefit of the common good. Historical districts and exquisite gardens contract with modern business and shopping districts. There is also a rich cultural life, which embraces traditional festivals and museums. ‘Promotion of land and urban development’ and ‘maintenance of infrastructures’ are extremely important in order to maintain and further develop ‘Japanese culture and environment’ and to enrich people's lives. In particular, we believe that ‘Tokyo’ the city to host the 42nd IFAWPCA Convention, plays a vital and symbolic role as a city that cultivates environmental and cultural progress while serving as the economic center of Japan, and also has advanced functions that make it a perfect location for the 42nd IFAWPCA Convention, as well as the Summer Olympics and Paralympics to be held in 2020. During these decades, Asian and Western Pacific countries and regions have faced a variety of economic, social, and environmental changes. Under these circumstances, the role of our construction industry has been in need for change and at the same time the importance has been increasing. In the coming Tokyo Convention, we would like to ask you all to discuss directions for the construction industry in the aim of creating a ‘harmonious future’ with the power of the private sector in cooperation with all the IFAWPCA members. In response to these changes, Tokyo Convention will be a ‘Forum’ for partnership with all the IFAWPCA members, where we plan to share and exchange information on a range of issues including Japan’s proactive initiatives in fields such as disaster prevention, urban development, transport infrastructure, environmental sustainability, and infrastructure maintenance and renewal. Demand for infrastructure that provides a platform for everyday life and economic activity is rising as the global economy grows, and the construction industry has a major role to play in achieving further economic development. There is an expectation that construction industries in IFAWPCA member countries will meet this demand for infrastructure at the national, regional, and global levels. To drive economic growth in each country and region as well as worldwide, the construction industry associations belonging to IFAWPCA are required to utilize the 42nd IFAWPCA Convention in Tokyo as an opportunity to deepen their discussion on the industry’s responses to the issues it faces and its future direction, while building greater mutual understanding and cooperation. At the convention, the construction industry will engage in discussion and dialogue on construction business development contributing to regional and global growth and the possibilities it can open up, while building stronger links and lasting collaborative relationships under the common theme of cooperation and sustainable development. The program will explore the creation of sustainable societies characterized by new business development in cooperation with various organizations and the maintenance of the global environment and disaster response capabilities, continue efforts to open up new frontiers in construction business, and strengthen the role of the construction industry. 3 42nd IFAWPCA Convention Program The Prince Park Tower Tokyo - JAPAN 16-19 November 2015 TIME ACTIVITY 14:00-17:00 Registration Inclusive Development of Construction Business under New Partnerships The construction industry is growing in it’s importance, and to further advance the economic and social effects it has on global and regional communities, it needs to engage in comprehensive and inclusive business development by cooperating with other industries, and to go beyond conventional business activities and get involved in projects right from the planning stage so that it can take part in the whole process of forming them. It is especially important for construction companies to participate in projects from the initial stages through mechanisms such as public-private partnership, and full cooperation is required among all parties, including construction companies, companies in other fields, and international partners. Bearing in mind these requirements, our aim is to implement comprehensive and inclusive business development under new partnerships. Advanced Development of Construction Business for Sustainability (New Construction for Global Environmental Conservation and Disaster Prevention) As the global economy expands, countries and regions need to achieve continual economic and social development and to build infrastructure that ensures citizens of these communities and their descendants steadily receive the benefits of such development, and such will be our ideal determination. We want to make this our ideal. In addition to economic growth, we have a particular responsibility to achieve comprehensive sustainability that supports steady improvements in quality of life, and the construction industry has an especially important role to play in this regard. To this end, the construction industry has a duty to utilize environmental technology to create sustainable societies. In fields such as civil engineering and building architecture, which can protect and improve the global environment, the development and deployment of construction management and techniques is a pressing issue. Given that countries and regions in the Asia-Oceania region are also subject to natural phenomena such as windstorms, floods, earthquakes, and volcanic eruptions, it is necessary to protect against natural disaster damage wherever possible. We have a responsibility to minimize the impact of natural disaster in the event of damage occurring, and to create societies that can achieve a speedy recovery. In the face of the various risks posed by natural disasters, the construction industry has a crucial role to play in overcoming vulnerability and promoting resilience. Direction and Potential of Construction Industry Development Countries and regions participating in the 42nd IFAWPCA Convention in Tokyo will share their knowledge on the vital issues facing the construction industry outlined above, and industry practitioners, specialists, and experts will conduct in-depth discussion to set direction for specific solutions to these problems and the future development of the industry.
