Rules and Regulations
In Short Track Speed Skating a pack of four to eight Skaters race against each other rather
than against the clock. Competitors skate a series of Preliminaries, Heats, Quarter-Finals,
Semi-Finals and Finals over 500, 1000, 1500 meters and 3000 meters and Relay Events for
National teams (composed of four Skaters) over 3000 meters for Ladies and 5000 meters for
Men. Race winners and second placed Skaters/Teams move up to the next round, fastest
thirds (in individual distances only) may also advance if there is an odd number of Skaters.
Individual racing rules
Races are run counter-clockwise meaning that the inner side of the track is on the left hand
side of the Skater/Relay Team.
Overtaking is allowed at all times, but until the Skaters/Relay Teams are besides each other,
the responsibility for any obstruction or collision shall be upon the Skater/Relay Team
overtaking, provided the Skaters/Relay Teams being overtaken do not act improperly.
When a Skater/Relay Team has been lapped once, the Skater/Relay Team may continue the
races, preferably on the outside of the track, provided this does not interfere with nor impedes
others Competitors. If a Skater/Relay Team has been lapped twice, that Skater/Relay Team
shall leave the race unless there are one or more Skaters/Relay Teams very close to his current
race position. Skaters/Relay Team who have left the race on basis of this Rule shall be
recorded as “DNF” (did not finish). If the Referee, at his discretion, feels that the
Skater/Relay Team was prevented from finishing due to reasons beyond the Skaters/Relay
Teams control, then the Referee may declare the Skater/Relay Team having reached the finish
but no time shall be recorded.
A Competitor or Team has completed the distance when the Skater/Relay Team has reached
the finishing line with the leading tip of the skate’s blade.
Infringements:
The general racing rule is that the Skater/Relay Team by their way of skating shall contribute
to the honest sporting and safe progress of the race in order to determine the result of the race
on its merits.
Breaches of the racing rules are considered as follows:
OFF-TRACK: Shortening the distance to be skated with one or both skates on the left side of
the curve, marked by track marking blocks.
IMPEDING: Impeding, blocking, charging or pushing another Skater with any part of the
body. Interfere with another Skater by crossing his/her course thereby causing contact.

ASSISTANCE: Each Skater competes as an individual. Any assistance from other Skaters is a
cause for sanctions of all Skaters/Relay Teams involved. This will not apply to the push the
Skater receives from their Team-mate in a Relay race.
KICKING OUT: Kicking out of any skate during any part of a race thereby causing danger
including at the finish line or throwing the body across the finishing line is forbidden.
Relay racing rules
All members of a Team shall be equally dressed. Teams which do not comply with this
requirement shall be excluded from participation.
A Skater will be in the race and be responsible for the Team until that Skater is relayed by a
Team member. Relaying is by touch, which means a Skater is not in the race until that Skater
has been touched by, or has touched the Skater he is relieving.
A Skater may be relayed at any time except during the last two (2) laps. These laps must be
skated by one Skater. A warning shot is fired to indicate the start of the last three laps. In the
case of a fall during the last two laps, the Skater may be relayed.
Relay Infringements:
The individual racing rules shall apply to relay races, that is to say for all Members of the
Team, both participating and relayed Team members.
Breaches of the Relay racing rules are considered as follows:
RELAYING NON TOUCH: The Relay has taken place without a touch or that the touch has
not been obvious, clearly shown, and seen by the Referee or Assistant Referees.
RELAYING DURING THE LAST TWO LAPS: The last relay has not been clearly started
before the commencement of the final two laps.
Sanction for Infringements of the Racing Rules
PENALTY: In the case of an infringement of the Racing Rules a penalty is given by the
Referee. With the exception of Final A, where Rule 295,paragraph 5 b) applies, the
Skater/Relay Team is disqualified in the relevant race in which the infringement occurred, and
is excluded from participating in the next round of the distance concerned. The Skater/Relay
Team forfeits the points/result accrued in that race alone, for Final A of ISU Championships,
please refer to Rule 295, paragraph 5 b). Points/results accrued prior to that race are not
affected.
YELLOW CARD: If an infringement of the Racing Rules is deemed by the Referee to be an
unsafe, harmful or hazardous offense, a yellow card is shown to the infringing Skater. The
Skater/Relay Team is disqualified in the relevant race in which the infringement occurred and
excluded from participating in the next round of the distance concerned. The Skater/Relay
Team forfeits prior points/results accrued in all races over the distance concerned.
Any Skater who is shown the yellow card twice in the same competition is sanctioned by a
red card, is excluded from the competition immediately and is not ranked in the final
classification. A Yellow Card given to a Relay Team is not cumulative to any Yellow Card
given to an individual Skater and vice versa.

RED CARD :
1) If an infringement of the Racing Rules is deemed to be dangerous or grossly negligent
or a violation of the ISU Code of Ethics happens in the period between the appearance
of a Skater at the Heat Box In and leaving the Heat Box Out after a race, the Referee
will show the Skater a Red Card. The Skater will be disqualified from the
Competition, including the Relay race, and will not be ranked in the final
classification. If a member of a Relay team receives a Red Card during the Relay race,
the Relay team is disqualified and will not be ranked in the final classification. The
respective Skater is excluded from the Competition and will not be ranked in the final
classification. The Skater/Relay team will forfeit prior points/results accrued in all
races of the Competition.
2) In the case a Skater is shown two yellow cards in the same Competition, the Skater is
shown a red card.
3) A Red Card may also be shown to the Skater for any action and behavior, either on or
off ice during the event period, i.e. the beginning and the end of an event as
established by the ruling body of the event, which is considered by the Referee as:
non-compliance with instructions of an official in charge or a violation of the ISU
Code of Ethics.
If a Skater has accumulated two red cards within 12 months, that Skater is automatically
suspended from all ISU Events, the Olympic Winter Games, and International Competitions
for at least two months or three applicable competitions whichever is the longer period.
The Referee’s decision that: (i) there was an infringement of the Racing Rules or ISU Code of
Ethics or (ii) decisions approving the announcement of the results showing that there was no
infringement are final and no protests against such decision are allowed (See Rule 123,
paragraph 4 c).
If in the opinion of the Referee and his Assistants, the Skaters are "not racing" they shall stop
the race, declare "no contest" and may give a penalty to Competitor(s).
If, during a race, any irregularity that may affect the result does take place, the Referee may
stop the race and order an immediate re-start of the race. If the distance has been completed
the Referee may order a re-run of the race after respecting the rest time according to Rule 295,
paragraph 2. If any of the Skaters/Relay Teams have been sanctioned under this Rule for
conduct occurring before the race is stopped then such Skater(s), and the Skater’s Relay Team
(if the race is a Relay race), will not take part in the re-run.
Any Skater who causes the race to be stopped is not allowed to take part in the re-start. This
does not apply to the starting procedure. The results of Skater(s) excluded for this reason from
a re-start will show ‘no finish’.
Sanctions imposed by the Referee under this Rule must be announced and communicated at
the end of each race before the announcement of the official results, to the Skater(s)/ Team
Coach or Team Leader, Competitors Steward, and over the public address system for the
benefit of the spectators, specifying where and how the Skater(s)/Relay Team concerned
made an infringement and whether there is a consequent advancement.

World Cup Competitions
The World Cup series consists of six Competitions. In Olympic season there are only four
Events which serve as Olympic Qualifying Events with a special classification based on the
three best results out of four Events and called SOQC (Special Olympic Qualification
Classifications)
The competitions have a single distance character and are held in separate sessions. The first
day is dedicated to all Qualifying Rounds. On the second and third days the last Qualifying
Rounds are taking place preceding the World Cup session that day.
On the distances 500, 1000 and 1500 meters there are A and B Finals. Skaters qualify for A
and B Finals only through the Semi-Finals.
Relay Teams consist of four or five Skaters, which are all considered as participants. During
any Relay race in a competition, a maximum of four Skaters shall compete. Entries of Teams
with less than four or more than five Skaters are not accepted. All Skaters of a team must
belong to the same ISU Member.
Classifications at each World Cup Competition:
The Distance Classifications over the Individual Distances 500, 1000 and 1500/3000 meters
are as follows:






First to be listed will be Competitors who have qualified for the World Cup in
accordance with Rule 295, paragraph 6, using the results of the World Cup session.
Any persisting tie will be broken according to the results of the Competitors in the
Qualifying Rounds. Any Competitor who received a penalty, did not start or failed to
finish in the first round of the World Cup session will be ranked last in this group. If
this applies to more than one Competitor, they will be ranked according to their results
within the Qualifying Rounds.
Then the remaining Competitors who have participated in the Repechage sessions will
be ranked in accordance with Rule 295, paragraph 6, using the results of the
Repechage session. Any persisting tie will be broken according to the results of the
Competitors in the Qualifying Rounds. Any Competitor who was given a penalty, did
not start or failed to finish in the first round of the Repechage session will be ranked
last in this group. If this applies to more than one Competitor they will be ranked
according to their results in the Qualifying Rounds.
Any remaining Competitor will be ranked in accordance with Rule 295, paragraph 6,
using the results in the Qualifying Rounds.
Any Competitor who was shown a yellow card (Rule 297, paragraph 5) or failed to
finish in the first round of the Qualifying Rounds will not be ranked, will not receive
any World Cup points but will be listed as having participated.
Any Competitor who was shown a red card (Rule 297, paragraph 5) will not be listed.
Competitors who have been entered but did not start, due to whatever reason, will not
be listed.

The points scoring for each Distance Classifications at World Cup Competitions is as
follows:

World Cup Classification:
For the purpose of establishing the World Cup Classifications over the Individual Distances,
only the best six (6) results from the possible eight (8) Distance Classifications at World Cup
Competitions will be considered. For the purpose of establishing the World Cup
Classifications over the Relay Distances, only the best four (4) results from the possible six
(6) Distance Classifications at World Cup Competitions will be considered.
ISU Short Track Speed Skating Championships
There are three ISU Championships held every season, the European Championships, World
Junior Championships and World Championships.
The European and World Junior Championships have an allround character only while the
World Championships have both an allround and single distances character.
The allround classification is build based on the results of each Skater in the three individual
distances, 500, 1000 and 1500 meters. After the completion of the three individual distances,
the top eight point scorers and ties on the eighth position will skate the 3000 meters SuperFinal (For World Junior Championships, 1500 meters Super-Final).
The winner of the Championships is the Skater having accrued the highest total of points after
the completion of the three individual distances and the Super-Final. The winner is awarded
the Gold medal. The Skaters placed second and third in the Final Classification after four
distances are awarded the Silver and Bronze medal respectively.
The winning Team of the Championships’ relay competition is the one which has been
declared winner of the Final race and is awarded the Gold medal. The teams placed second
and third are awarded the Silver and Bronze medal respectively.

Points scoring – Overall winners:
For the individual distances the final points 34, 21, 13, 8, 5, 3, 2 and 1 are awarded in
descending order commencing with the first place. Final points are awarded in the Final race
only. No points are awarded to Skater(s) who received a yellow card, red card, did not start or
failed to finish the race.
Single distance winners:
At the World Short Track Speed Skating Championships, the winner of the Final race of each
individual distance is declared World Champion over that particular distance and is awarded a
Gold medal; the Skaters placed second and third in the Final race are awarded the Silver and
Bronze medal respectively.
