PREFACE
The Case Information System (CIS) is an Application for Karnataka
Judiciary and this User Manual provides step-by-step procedural guidelines
about the functioning of CIS application in various administrative sections
of Judiciary. CIS User Manual provides an explanation to each field and
describes what kind of data to be fed and how it is to be fed.
The Case Information System application consists of various modules
viz., Caveat Module, Filing Module, Fee Module, Registration Module, Case
Proceedings Module, Litigant Updation Module, Copying Branch Module,
Accounts Branch Module, Property Branch Module, Queries, Reports etc.
Each Module captures the preliminary and required data for further
processing to produce effective information. The information thus produced
is output in the form of Reports. It is also ready for use in KIOSKS. The
Information delivery to the Litigant Public will also be hassle free and ensure
complete transparency. Various Periodic Reports like Daily, Weekly,
Monthly, Quarterly, Half Yearly and Annual Statements are generated.
There are Graphical reports which can be used to analyze the Pendency and
Disposal of cases over the period of time for analysis, monitoring and
effective administration of Judicial Proceedings.
The CIS User Manual explains about the inputs to be provided in each
interface for effective and goal oriented comprehensive output.
The CIS User Manual is helpful for Judicial Officers and Staff
members of Karnataka Judiciary.

LOGIN PROCEDURE
Login Procedure
The Case Details can be entered by logging into the CIS application.
Each ‘User Name’ is assigned with specific roles. The menus and submenus are loaded depending upon the roles set.
Procedure of logging into CIS Application:
Type http://xxx.xxx.xxx.xxx/sw/admin in the ‘Firefox’ browser to
open the CIS login screen.
In url xxx.xxx.xxx.xxx indicates the Ip-Address of the Server
Ex: http://192.100.10.6/sw/admin

Select the Filing Court from the dropdown box.

Enter the User Name in ‘Username’ box
NOTE: ‘User Name’ is case-sensitive.
Ex:
Username: Cash
Username: cash

In the above example, the two Username ‘Cash’ & ‘cash’ are
different and not same. The first case the Username begins with
uppercase ‘C’ whereas the later case the Username begins with
lowercase ‘c’.

Enter the Password in ‘Password’ box
NOTE: ‘Password’ is case-sensitive
Click on Submit Button
On click of Submit Button the below screen would appear. On Left side
of the screen contents Menu List.

There are menu contents depends upon the role set to particular user
name.
For Ex: If the Copying Branch user is logged in, that particular user will
get only the menu concerned with Copying branch and not any other
menu options.

Made Over
To Transfer Civil / Criminal cases between from one Court to
another court and Courts presents in the same filing Court, ‘Made Over’
Menu is used.

‘Made Over’ Menu is present in Admin Menu – Made Over Menu
On click of Made Over Menu the below screen is displayed

To Transfer the case from one court to another court, first select the
Court under which the Case is pending.
Under Case Proceedings Menu – Select Court menu

Select the Case type from ‘Case Type’ List.
Enter case number in ‘Case No’ Box.
Enter the case year in ‘Year’ Box.
Click on ‘Go’ Button.

On Click of ‘Go’ Button the above screen appears where ‘ Plaintiff’,
‘Defendant’ , ‘From Court No’, ‘Date of Filing’, ‘Next Date’ is
displayed.
Select Court from ‘To Court No’ list to which the case is to be
transferred.
Enter/Select the Made over date in ‘Made Over Date’ Box.
Click on ‘Submit’ Button to save the details of case transfer.
On click of Submit button the message stating ‘The case has been
Transferred to New Court’ would be displayed.

Bulk Made Over
'Bulk Transfer of Case' Menu is used to transfer many number of
cases from one Court to the another court.

Select the Case type from ‘Case Type’ List.
Enter the case year in ‘Year’ Box.
Enter / Select ‘Made Over Date’.
Click on ‘Go’ Button.
Select the Court from ‘To Court’ List to which the cases should be
transferred.
The cases depending upon the Case Type selected and the ‘Year’
entered will be displayed in the screen.
Select all the cases or only the cases which are required to be
transferred.
Click on ‘Submit’ button to save the bulk transfer details of all the
cases or selected cases.

Establishment Transfer
The cases filed in one filing court may be transferred to some other filing
court. In such cases, the transfer details of cases should be recorded.

Select ‘F.R.No.’ or ‘Case No.’ option
Select filing court from ‘Establishment Name’ list from where the
case is getting transferred.
Select the case type from ‘Case Type’ list.
Enter the Case number in ‘Case No.’ box and case year in ‘Year’
box.
Click on ‘Go’ button.

The case details like Plaintiff name, Defendant name, Next Date,
Court name will be displayed.
Select ‘Nature of Disposal’ as ‘Transferred’ from the list.
Enter the date of Order for Transfer in ‘Date of Decision’ date box.
Select the filing court from ‘To Establishment Name’ list to where
the case is getting transferred.
Select the case type from ‘Case Type’ list
The filing registration number in ‘F.R.No.’ box is generated
automatically.
F.R.Year will be the current year and is displayed in ‘Year’ box.

Enter / Select the Date of Filing in ‘Filing Date’ box.
To register the case click on ‘Register Case’ check box as shown in
the figure.
The Case number is auto-generated and is displayed in ‘Case No’
box.
The case year will be the current year and is displayed in ‘Year’ box.
Enter / Select the date of registration from ‘Registration Date’ box.
Enter / Select the date of transfer from ‘Transferred Date’ box.
Click on ‘Submit’ button to save the Establishment Transfer details.
The message stating ‘The Case is Transferred to the New
Establishment’ will be displayed.

Modification
Modify Name
To Change the Petitioner/Respondent/Extra Party Name ‘Modify Name’
Menu is used.
Modify Menu is present under Admin Menu- Modification Menu –
Modify Name Menu.

Select Case type from ‘Case Type’ List.
Enter the Case number in ‘Case No’ Box.
Enter the case year in ‘Year’ Box.
Click on ‘Go’ Button
On Click of ‘Go’ Button, ‘Select Pet/Res Name ‘, ‘Select Extra Party
Name’, ‘Type’ , ‘Old Name’ will be loaded automatically.

Select the Party name from the list or Extra Party name.
The selected party name is displayed in ‘Old Name’ box
Enter the new name in ‘New Name’ Box.
Click on ‘Submit’ Button to save the Modify Name details.

The message stating ‘Name of the petitioner ‘Petitioner Name’
changed successfully to ‘New Petitioner Name’ as in above example
in the above figure would be displayed.

Modify Next Date and Purpose
To modify / update the Next hearing date and Stage for which case
is to be posted is done in ‘Modify Next Date & Purpose’ form.

Select the Case type from ‘Case Type’ List.
Enter the Case Number in ‘Case No’ Box.
Enter the Case Year in ‘Year’ Box.
Click on Go Button
On click of ‘Go’ Button details like ‘Petitioner Name’, ‘Respondent
Name’, ‘Next Date’, ‘Purpose of Listing’ is displayed.
To modify the case Stage, Select stage from ‘Purpose of Listing’ list.
Enter the new next hearing date in ‘Date of Hearing’ Box.
If the case proceedings is stayed by the higher court, the ‘Stayed’
option is to be checked.
Click on ‘Submit’ button to save the details. The message stating
‘Modify Next Date and Purpose Successfully’ would be displayed.

CAVEAT MODULE
Caveat
When the Caveator files an Caveat against the Caveatee, the life
span of the Caveat filed will be 90 days. When Caveatee files an case
against the Caveator, the caveat filed by Caveator should be tagged with
the Case file and is endorsed on the Check slip and Order sheet.
The Caveat Filing Module is used for Caveat Filing, Caveat Search,
adding Extra parties on Caveat, taking Caveat Order Sheet and for taking
Caveat Register print.

FILING MODULE
The Civil and Criminal cases which are filed in the Court are
identified by the unique number. There are various categories of cases
which are filed under different Acts and different Orders / Sections. The
case details like Category of case, nature of case, party details, Relief
claimed, suit schedule information, Interlocutory applications, Acts and
Sections etc are captured in the Filing Module.
Each case is identified by the unique number prefixed with category
of case and suffixed with year of filing of case.
For Ex:- O.S. 1/2012
Here O.S. is the category and 1 is the Case Number and 2012 is the
Case year.
Initially when the case papers are presented, the case paper is
identified by ‘Filing Registration’ Number.
NOTE:
1) Filing Registration (F.R.) number is equal to
unnumbered case.
Allocation to Court to consider
rejection is possible.
2) Filing Registration number is a temporary number
which is maintained till the registration of the case.
3) Reason for rejection of case based
Registration Number should be recorded.

4) Filing Registration number is not compulsory for
Criminal cases unless it is deemed necessary.
When the case is registered and allocated to the Court hall by the
Principal Judge, the first hearing date for the case is given by the Principal
Judge. In such situations, the cases should be sent before the Allocated

CASE PROCEEDINGS MODULE
When the case is posted before the Court Hall, the Case is heard,
various actions are taken, proceeds through various Stages and SubStages and finally case is disposed off.
To update the day to day proceedings happened at the Court hall,
Daily proceeding Module is used. Daily proceeding Module is the process
of updating A-Dairy on day to day basis and generation of Cause List.
Updating the Next Hearing Date, Stage of Listing, sub-stage, recalling of a
Case, Disposal of Cases etc are maintained using this Module.

Select Court Menu which is present under Case Proceeding Menu. The
below screen would appear.

NOTICE GENERATION MODULE
When the case is filed in the court by the Party, the information
about the filing of case has to be given to the Against Party. The
information to the Against Party is given through various mode viz.,
Through RPAD, Court Process, Paper Publication etc. The Party who has
filed the case has to pay the Process Fee for serving information to the
Against Party.
Notices / Summons / Warrants can be generated using the CIS
application. When the Order is made in the Court Hall by the Presiding
Officer for issue of Notices / Summons / Warrants, those cases are listed
in Notices / Summons / Warrants Generation module. The Process Fee
paid details will also be listed and the same can be utitlised for Generation
of Notices / Summons.
To generate the Notices / Summons / Warrants, the basic data
collected are Case Number, Party Names, Nature of Summons, Provision
of Law, Process Fee details etc.
Various reports are also generated which are maintained in the
Process Branch.

From the Menu List Select - Select Case Proceedings. On Click of Case
Proceedings, Sub Menus would display as shown in the below Screen.
Select Court under Case proceedings to select the court for which

Extra Party (Add)
The Litigant Details information is very vital. The same can be used
for issuing summons / Notice / Warrants and other purposes.
The
Litigant Details has to be entered in ‘Extra Party (Add)’ form.
1) The Party Information can be entered based on F.R.Number (‘Filing
No.’) or Case Number (‘Case No’). Select the options whichever is
required.
2) Enter the Case Number ‘Case No.) and ‘Year’ and Click on ‘Go’ button.
3) Select the Party type option i.e., ‘Petitioner Name’ or ‘Respondent
Name’ as shown in figure.
4) Click on ‘Org Details’ to load Organisation Name.
Select the
Organisation Name from the list ‘Org Name’.

Type the Party Name in ‘Petitioner Name’ box.

Legal Heir - Notification
Whenever the Legal Heirs are brought on record to represent the Party,
the details of Legal Heirs should be maintained.
To enter the Legal Heir information, the party to whom Legal Heirs are
brought on record should be notified. This is done in ‘Legal Heir –
Notification’ form.
1) Select the ‘Case Type’ from the list and Enter ‘Case No.’ and ‘Year’ and
click on ‘Go’ button.
2) Select the Party name from the list ‘Select Pet/Res Name’ to whom the
Legal Heir has to be notified.
3) Select the option ‘Legal Heir (Yes/No)’ as shown in figure to notify for
the party selected.
4) Click on ‘Submit’ button to notify.

Deficit/Return Entry Form
Whenever there is a deficit amount, the same needs to be paid for further
process of copy application. The Deficit amount should be entered in
‘Deficit/Return Entry Form’.
1) Select the ‘Register Type’ and Enter CR Number in ‘Application No.’ box
and CR Year in ‘Year’. Click on ‘Go’ button.
2) The Copy Application details will be displayed along with the Deficit
Amount to be paid.
3) Enter the Deficit amount paying Date in ‘Deficit Date’ option .
4) Select payment mode i.e., Cash, DD or Cheque.
5) In case of DD/Cheque, Select ‘Bank Name’ from the list and enter
DD/Cheque Number and DD/Cheque Date.

NOTE: When the amount paid is in excess, the Refund amount will
be displayed in the ‘Refund Amount’ box. Enter the date of refund

When the Certified Copy is ready, the same has to be delivered to the
party / advocate after confirming that sufficient copy fee is paid. The
Certified Copy delivery information should be entered in ‘Copying

respective boxes and Click on ‘Go’.

ACCOUNTS BRANCH MODULE
In Accounts Branch, amounts are collected for various purposes.
Purposes may be Cost to State, Fine, Penalty, Surety etc. The amount
collected
may be Judicial Deposits or Non-Judicial Deposits
(Administrative matters).
The deposits pertaining to Civil Courts and Criminal Courts are
maintained. Different Registers are also maintained viz., B-Register, DRegister, E-Register, CCD-CRCD Register, K-Register, Fine Register,
Payment Register etc.
Different reference numbers like ‘Q Number’ and ‘RO Number’ are
given depending upon the purpose for which amount collected. Payment
details cheque preparation details etc is maintained.
Deposits and Payments are made on the Court Orders. Prohibitory
Orders if any are also maintained. Cheque realisation, Cheque lapses etc
are maintained.
Instructions:All required registers for posting should be entered in Master form.

related registers too. When the amount is deposited in the Bank or
cheque is realized and amount is credited in the Treasury, the ‘Judicial
Deposit (JD)’ number will be given.

Select the Litigation Type like ‘Civil’ or ‘Criminal’ or ‘Both’.
Depending upon the litigation type, the Case numbers will be listed

Upon selection of Case number, Summons number generated for
the case will be listed in ‘Process Id’ list.
The Nature of summons / notice / warrant link is created to view
the respective report. The Next Hearing Date and Process Fee Paid
details are displayed.
Select / Change the Process Server name from the list ‘Process
Messenger Type’ box.
OR
Select / Change the Bailiff name from the ‘Bailff ID’ list box.
The Date of allocation and Returnable date can be modified if
necessary.
Click on ‘Submit’ button to save the changes to process details.

To delete the contents of Process details ‘Process Section
(Delete)’ form is used.

in ‘Case No.’ list.
Upon selection of Case number, Summons number generated for
the case will be listed in ‘Process Id’ list.
The process details will be displayed upon selection of Summons

To delete / make the Process details invisible, click on ‘Delete’
option. The process details for the selected case number will not be
displayed.
To make the deleted process details visible, click on ‘Undelete’
option. The process details for the case number will be displayed
again.
Click on ‘Submit’ button to save the Process ‘Display’ details.

To view the Process details of the case number, ‘Process Section
Query’ form is used.
