INTRODUCTION 1.1. This Transport Assessment has been prepared by PFA Consulting on behalf of the Chettiscombe Trust in support of an application for outline planning permission for mixed-use development on land to the east of Tiverton, Devon. 1.2. The location of the site is shown on Figure 1.1. It lies some 2.5km east of Tiverton town centre, immediately south of the A361 North Devon Link Road. Post Hill / Blundell’s Road bisects the site and leads west towards Tiverton. The site is currently in agricultural use. Residential development in the Post Hill / Uplowman Road area, and along Blundell’s Road, adjoins the northern part of the site. Figure 1.1: Site Location 1.3. The site forms part of Tiverton Eastern Urban Extension, identified in the Mid Devon Local Development Framework Allocations and Infrastructure Development Plan Document dated January 2011. The Consultation Draft Masterplan Supplementary Planning Document (SPD) for Tiverton’s New Garden Neighbourhood at Post Hill was published in December 2013, and consultation ended in February 2014. The final version of the Masterplan SPD was adopted by Mid Devon District Council on 30 April 2014. The total site for the Tiverton Eastern Urban Extension has an area of 153 hectares; the proposals within the SPD include a total of 1522 dwellings, 30,000 sq m employment, local facilities including a neighbourhood centre and a primary school, and a new junction on to the A361. 1.4. A planning application (13/01616/MOUT) for 330 dwellings on the north east part of the site, known as Waddeton Park, was submitted in December 2013. Separate applications are also submitted for the new junction on to the A361. 1 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 1.5. This Transport Assessment addresses the proposals for the western part of the Eastern Urban Extension site, in the ownership of the Chettiscombe Trust. The proposed development on the Chettiscombe Trust land includes a total of up to 700 dwellings, 21,738 sq m employment, community facilities, a two form entry primary school, and a care home. An illustrative layout is included at Appendix A. 1.6. The Transport Assessment takes account of the Department for Transport Guidance on Transport Assessment, March 2007, the DCLG National Planning Policy Framework, March 2012, and the Planning Practice Guidance, March 2014. A number of meetings have been held with Mid Devon District Council and Devon County Council during the preparation of the SPD and these have informed the preparation of the planning application. 1.7. Section 2 of this Transport Assessment places the proposed development in the context of the national and local transport planning policy framework. The existing transport network, including opportunities for walking, cycling and public transport, is described in Section 3. Section 4 provides a description of the proposed development and trip generation is considered in Section 5. The impact on the neighbouring transport network is covered in Section 6, and has been based on the output from the Tiverton traffic model provided by Devon County Council. Section 7 considers the impact of traffic associated with construction and Section 8 sets out the conclusions of the assessment. The Transport Assessment forms the basis for Chapter 8: Transport and Accessibility in the Environmental Statement. 2 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 2. TRANSPORT PLANNING POLICY CONTEXT Introduction 2.1. The following provides a brief review of existing and emerging transport planning policy at national and local level considered relevant to the proposed development. National Policy 2.2. The National Planning Policy Framework (NPPF), published in March 2012, sets out the Government’s planning policies for England, and how these are expected to be applied. At the heart of the NPPF is a presumption in favour of sustainable development. 2.3. Section 4 (paragraphs 29 to 41) of the NPPF deals with ‘Promoting Sustainable Transport’. Paragraph 29 explains that although the transport system needs to be balanced in favour of sustainable transport modes, the Government recognises that opportunities to maximise sustainable transport solutions will vary from urban to rural areas. 2.4. The NPPF requires that all developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment (paragraph 32). Plans and decisions should take account of whether: “the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure; Safe and suitable access to the site can be achieved for all people; and Improvements can be undertaken within the transport network that cost effectively limits the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.” (paragraph 32). 2.5. Paragraph 34 states that: “Plans and decisions should ensure developments are located where the need to travel will be minimised and the use of sustainable travel modes can be maximised. However this needs to take account of policies set out elsewhere in this Framework, particularly in rural areas.” 2.6. Paragraph 35 explains that developments should, amongst other matters, where practical give priority to pedestrian and cycle movements and have access to high quality public transport facilities, create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, and consider the needs of people with disabilities. Paragraph 36 states that a key tool to achieve this will be a Travel Plan. 2.7. Paragraph 37 says that planning policies should aim for a balance of land uses within their area so that people can be encouraged to minimise journey lengths for employment, shopping, leisure, education and other activities. Paragraph 38 adds that where practical, key facilities such as primary schools and local shops should be located within walking distance of most properties. 2.8. More information about the requirements for Transport Assessments are set out in the Department for Transport Guidance on Transport Assessment, March 2007, and in the DCLG Planning Practice Guidance, March 2014; the Planning Practice Guidance also gives information on the requirements for Travel Plans. 3 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT Local Policy 2.9. 2.10. Third Devon Local Transport Plan: Devon and Torbay Strategy 2011-2026 Devon County Council’s third Local Transport Plan (LTP3), adopted in April 2011 to cover the period from 2011 to 2026, is a joint plan for Devon &Torbay. It aims to deliver a transport system that can meet economic, environmental and social challenges. The vision for Devon & Torbay is that: “Devon & Torbay’s transport system will offer business communities and individuals safe and sustainable travel choices. The transport system will help to deliver a low carbon future, a successful economy and a prosperous, healthy population living in an attractive environment.” (Page 14) 2.11. The Devon & Torbay strategy has five key objectives: Deliver and support new development and economic growth Make best use of the transport network and protect the existing transport asset by prioritising maintenance Work with communities to provide safe, sustainable and low carbon transport choices Strengthen and improve the public transport network Make Devon the ‘Place to be naturally active’ 2.12. Devon contains a number of strategic road links including the M5 from Bristol and Birmingham to Junction 31 at Exeter, and the A361 between Bideford / Barnstaple and the M5 Junction 27 (page 40).. The four priorities for the strategic connections strategy includes supporting growth with a reliable and efficient transport network, and managing pressures on the road network at peak and seasonal periods (page 43). 2.13. Tiverton falls within the market & coastal towns and rural Devon Strategy. The vision here is that: “Devon’s market and coastal towns will be better connected to their closest urban area, for the journey to work, access to health care, education, training, leisure and retail. Within the towns, people will be supported to make the most of the existing road, rail, bus networks, cycle and footpaths for local trips. This will promote more active lifestyles, better accessibility and reduce local congestion.” (Page 86) 2.14. 2.15. 2.16. One of the priorities of the transport strategy for this part of Devon is to assist in supporting existing and future development of the towns (page 89). Mid Devon Local Plan The Mid Devon Local Plan is made up of three parts. The Core Strategy was adopted in July 2007 and contains the overall spatial strategy and policies for the area. The Allocations and Infrastructure Development Plan Document (AIDPD) was adopted in October 2010 and contains policies on District-wide matters such as infrastructure provision and development strategy, and includes development land allocations at Tiverton. The final part, the Local Plan Part 3 Development Management Policies was adopted in October 2013 and contains topic-based policies to guide specific development proposals. Core Strategy 2016 Access is discussed in Policy COR 9 of the Core Strategy 2016. The policy commences: 4 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT “Development and transport planning will be co-ordinated to improve accessibility for the whole community, reduce the need to travel by car, and increase public transport use, cycling and walking” 2.17. Policy COR 12: Development Focus states that development will be concentrated at Tiverton, Cullompton and Crediton, with a limited role for Bampton. Paragraph 7.36 explains that Tiverton is the largest settlement, with the greatest range of services, the largest economy and the greatest potential for additional development. It is therefore appropriate for the greatest focus of development. 2.18. More details of the proposals for Tiverton are set out in Policy COR13 and supporting text. Paragraph 7.48 comments: “Given the scale of development proposed and the likely need for significant infrastructure improvements to serve it, development is likely to be in the form of a very large site or sites and in the form of a comprehensive, mixed development, with large numbers of houses helping to achieve the necessary viability threshold. B1 and B2 development are likely to be the main types of employment. Most of the development around Tiverton is likely to take place to the east of the town” (Paragraph 7.48) 2.19. Allocations and Infrastructure Development Plan Document (AIDPD) Tiverton is discussed in Chapter 5.0 of the AIDPD. Policy AL/TIV/1 allocates a site of 153 hectares east of Tiverton for mixed use development, forming an Eastern Urban Extension (EUE), and also states that a public masterplanning exercise is to be undertaken before any planning application is made. Policy AL/TIV/2 sets out transport infrastructure to be provided in association with the EUE: a. “Provision of a new junction to the A361 and road links into the site; b. Provision of a new access road linking the site to Heathcoat Way; c. Traffic calming and environmental enhancement of Blundells Road between Heathcoat Way and Tidcombe Lane, including closure to through-traffic other than cycles and buses; d. Provision of bus, pedestrian and cycle routes at appropriate locations throughout the development, creating an attractive, permeable network for non-car modes travelling within, into and out of the area; e. Cycle and pedestrian links to the Railway Walk, Grand Western Canal and nearby public rights of way; f. Implementation of Travel Plans and other non-traditional transport measures to minimise carbon footprint and air quality impacts. g. Bus service enhancements between the main residential area of Tiverton and the employment areas within the Eastern Urban Extension; h. Bus service enhancements between Exeter, Tiverton Bus Station, the Eastern Urban Extension and Tiverton Parkway Station; i. Enhancements, if necessary, to M5 Junction 27; j. New and improved off-site pedestrian and cycle links including improvements to a wider green infrastructure network.” 2.20. Paragraph 5.10 explains that the provision of appropriate transport infrastructure is a key requirement of this development, minimising impact on adjoining uses and promoting sustainable development. 5 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 2.21. 2.22. 2.23. Local Plan Part 3: Development Management Policies This document provides detailed policies to manage individual development proposals in a way that meets local needs, and has been prepared in accordance with the NPPF, operating a presumption in favour of sustainable development. Policy DM7: Transport and Air Quality states that development proposals that would give rise to significant levels of vehicular movement must be accompanied by a Transport Assessment and Travel Plan. Policy DM8: Parking sets out minimum parking standards for the District. Tiverton’s New Garden Neighbourhood at Post Hill: Masterplan Supplementary Planning Document (SPD) As stated above, Policy AL/TIV/1 of the AIDPD requires a public masterplanning exercise to be undertaken for the Tiverton EUE before any planning application is made. 2.24. Public consultation on the masterplanning of the Tiverton Eastern Urban Extension took place in December 2013 - February 2014. An earlier consultation on the options for masterplanning took place in May 2013. The final version of the Masterplan SPD was adopted by Mid Devon District Council on 30 April 2014. The adopted masterplan will guide development in the area and have a significant bearing on the consideration of planning applications. 2.25. The land use budget is set out in Section 4.2 and includes a total of 1522 homes and 30,000 sq m employment, as well as a number of community facilities and open space. 2.26. Movement is discussed in Section 4.3 of the Masterplan SPD. It states that the plan for transport and movement is to encourage walking, cycling and public transport ahead of car use, whilst ensuring that the Masterplan is pragmatic and designed to ensure that cars are catered for sensibly. 2.27. It goes on to report that a number of the strategic transport proposals listed in AIDPD Policy AL/TIV/2 are not necessary with the level of development proposed, including a new access road linking to Heathcoat Way, and closure of Blundell’s Road to through traffic other than cycles and buses. 6 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 3. EXISTING TRANSPORT CONDITIONS Site Context 3.1. The location of the proposed Tiverton Eastern Urban Extension is shown on Figure 1.1; the area the subject of this application is edged in red. It lies some 2.5km east of Tiverton town centre, immediately south of the A361 North Devon Link Road. Post Hill / Blundell’s Road passes through the site and leads west towards Tiverton. West Manley Lane runs along the western edge and through the southern part of the application site. The Great Western Canal and a former railway line, now used as a cycle route, lie further to the south. 3.2. The application site is currently in agricultural use, whilst residential development in the Post Hill / Uplowman Road area, and along Blundell’s Road, adjoins the northern part. Existing Road Network 3.3. A361 The A361 North Devon Link Road, which bounds the application site to the north, is one of Devon’s strategic road links, connecting Bideford and Barnstaple with Junction 27 on the M5. 3.4. There are currently two junctions on to the A361 at Tiverton: a roundabout at Bolham Road to the north west of the town; and a grade separated junction with the A396 Heathcoat Way at Gornhay Cross to the north east of the town. 3.5. The A361 is a dual carriageway between the M5 and Bolham, derestricted, and without street lighting. 3.6. Blundell’s Road / Post Hill In the vicinity of the application site, Blundell’s Road / Post Hill parallels the A361 to the south. Before the opening of the North Devon Link, Blundell’s Road / Post Hill formed part of the principal route to North Devon, and the alignment and carriageway width reflect this, with an average width of 7.3m and good footway provision within built up areas. 3.7. Blundell’s Road provides a link from the application site to Tiverton to the west, where is has a roundabout junction with the A396 Heathcoat Way / Great Western Way approximately 1.8k from the proposed site access. Between the application site and Tiverton town centre, Blundell’s Road passes through Blundell’s School, an independent school catering for pupils aged 3 to 18. 3.8. Blundell’s Road changes to Post Hill at a priority junction with Uplowman Road at the north eastern edge of the application site. The route continues eastwards through Halberton and Sampford Peverell to a grade separated junction with the A361 (east facing slips only). Just east of Sampford Peverell, there is a link to Tiverton Parkway Station. 3.9. A 30mph speed limit, with street lighting, is in place from Tiverton to just east of the junction with Gornhay Orchard, east of Blundell’s School. From here a 40mph speed limit applies past the application site. The street lighting continues within the 40mph limit, generally on one side of the road only. Existing Traffic 3.10. To establish the existing traffic flows, traffic survey data for October 2013 was obtained from Devon County Council for Blundell’s Road just west of Uplowman Road and for the A361 ast Sampford Peverell (between the Gornhay Cross and Sampford Peverell junctions). Records of injury collisions during the five years ending on 31 December 2012 have been provided by Devon County Council. A plot of the accident locations is reproduced in Appendix C. 3.12. A total of six accidents occurred on roads in the immediate vicinity of the application site over this period, as summarised in Table 3.2. The number of accidents in the vicinity of the site is relatively small, and no pattern emerges to indicate a particular road safety concern. Local Facilities 3.14. As stated in Policy COR 12 of the Mid Devon Local Plan Core Strategy, Tiverton is the largest settlement in the District with the greatest range of services and the largest economy, and therefore has the greatest potential for further development. Tiverton Figure 3.1 shows the location of the Tiverton Eastern Urban Extension relative to existing local facilities. In addition, the proposed development includes employment and a neighbourhood centre, with space for a two form entry primary school, a care home and community facilities including shops. Pedestrian and Cycle Routes 3.16. There are a number of facilities for walking and cycling in the vicinity of the application site at present. 3.17. There are footways on both sides of Post Hill through much of the existing residential area, continuing on the north side only as Post Hill becomes Blundell’s Road. At this point, there is an on road cycle route on the south side of Blundell’s Road. This arrangement continues into Tiverton, with the addition of a length of footway on the south side past the row of residential properties on the south side of Blundell’s Road. 3.18. Entering Tiverton, the cycle route ceases and an intermittent footway commences on the south side of Blundell’s Road, in addition to the footway to the north. There are signal controlled crossings of Blundell’s Road at Blundell’s School and on the approach to the roundabout junction with Great Western Way / Heathcoat Way. 3.19. No public rights of way cross the site, although there are a number of footpaths in the vicinity of the River Lowman to the north and west as indicated in Figure 3.2. 9 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT Figure 3.2: Public Rights of Way 3.20. National Cycle Network Route 3 (the West Country Way) follows the former railway and, as an alternative, the Great Western Canal to the south of the site. The Lowman Valley on-road cycle route passes along Manley Lane to the east of the site. Devon County Council’s Tiverton and Culm Valley Cycle Routes plan is reproduced in Appendix D. Public Transport 3.21. Introduction Attractive public transport services allow opportunities for sustainable travel over longer distances complementing walk and cycle links for shorter journeys. 3.22. Local Bus Services A map showing bus routes in Tiverton has been obtained from the Devon County Council website www.journeydevon.info and is reproduced at Appendix E. 10 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 3.23. Table 3.3 provides a summary of the regular bus services which currently pass the application site. The principal bus service along Blundell’s Road is Stagecoach 1/1A/1B between Tiverton and Exeter, which offers two services an hour in each direction during the day, and calls at Tiverton Parkway Station and Cullompton. There are currently bus stops on Post Hill just east of Uplowman Road. In addition to the bus services included in Table 3.3, services further services can be accessed from Tiverton Bus Station adjacent to the town centre. The ‘Superfast 1’ service, operated by Berry’s Coaches, for example, provides a 4 hour service three times daily to/from Hammersmith Bus Station. Rail Services Tiverton Parkway Rail Station is located approximately 6km from the centre of the site. It is situated adjacent to M5 Junction 27 and is served by bus numbers 1 and 22. In addition, extensive car parking is provided. Tiverton Parkway Station offers services northwards to Taunton and beyond, and south to Exeter and Plymouth. Trains are operated by First Great Western and Crosscountry Trains. Table 3.4 provides a summary of the peak period weekday rail services available from Tiverton Parkway. PROPOSED DEVELOPMENT Introduction 4.1. The development concept for Tiverton’s new garden neighbourhood at Post Hill is described in the adopted Masterplan SPD. The development which is the subject of this application forms the western part of the garden neighbourhood (or Tiverton Eastern Urban Extension), on land within the ownership of the Chettiscombe Trust. An illustrative layout for the proposed development is included at Appendix A. 4.2. This element of the garden neighbourhood will include 700 homes, 21,738 sq m employment located in the north west corner of the site adjacent to the A361, and a neighbourhood centre comprising a two form entry primary school, a care home, and shops and / or other community facilities. 4.3. A separate application (reference 13/01616/MOUT) for 330 dwellings on the north east part of the site, known as Waddeton Park, was submitted in December 2013. No application is known to be in preparation as yet for the remainder of the site. Access 4.4. The Masterplan SPD identifies a need for a new junction on to the A361. It is proposed to provide a left-in, left-out (LILO) junction in association with the current application and Waddeton Park, and a separate planning application has been submitted for this. The proposed layout for the LILO junction is reproduced in Appendix F. 4.5. The proposed LILO junction incudes a new link connecting the A361 with Blundell’s Road, as shown on the plan in Appendix F. Access to the employment area and to residential development (88 homes) north of Blundell’s Road will be from this link road, as indicated on the plan in Appendix A. 4.6. Access to the majority of the development south of Blundell’s Road will be from two new junctions on to Blundell’s Road, one opposite the new link road, and one to the east of Uplowman Road. The proposed layout for these junctions is indicated on Drawing No. C698/14 in Appendix G. 4.7. Finally, access to a small number of homes (currently 17) at the southern edge of the application site is proposed from West Manley Lane, as shown on the illustrative layout in Appendix A. Parking 4.8. Cycle and car parking will be provided in accordance with the Mid Devon District Council’s standards as set out in Policy DM8 of the Local Plan Part 3: Development Management Policies standards, and in the adopted SPD The provision of parking in new development, June 2103. 4.9. It is estimated that the application of these standards will result in the provision of up to 2,250 car parking and 2,750 cycle parking spaces, but requirements will be determined in detail at a later stage. Transport Contributions 4.11. A number of improvements are set out in Section 4.3: Movement of the adopted Masterplan SPD for Tiverton’s new garden neighbourhood at Post Hill. The SPD explains that a number of interventions have been identified that need to be carried out to make the development acceptable and ensure that transport is properly managed. In addition to the left in, left out (LILO) junction on to the A361 these include: Traffic calming and environmental enhancement of Blundell’s Road including potential shared surface and 20mph zones at Blundell’s School Bus service enhancements Improvement to roundabouts on Heathcoat Way 4.12. Such improvements are expected to be implemented by Devon County Council and part funded by the proposed development in conjunction with developers of the remainder of the Tiverton Eastern Urban Extension. A proportionate contribution will be made towards these improvements. 4.13. The Masterplan SPD also refers to enhancements to M5 Junction 27. These improvements are now to be undertaken as part of the national Pinch Point Programme, and are expected to be completed during summer 2014. Travel Plan 4.14. A Travel Plan will be prepared to promote and encourage travel by sustainable modes including walking, cycling and public transport and reduce travel by single occupancy car. Since the application is in outline, and the eventual developers and occupiers are unknown, a Travel Plan has not been prepared at this stage. IMPACT ON THE TRANSPORT NETWORK Introduction 5.1. The assessment of the traffic impact of the scheme has been based upon the traffic model developed by Devon County Council in association with proposals for the Tiverton Eastern Urban Extension. The base year for the model is 2011. The Mid Devon LDF Core Strategy, adopted in July 2007, covers the period to 2026, as does the Allocations and Infrastructure Development Plan Document. The forecast year for the modelling is therefore 2026, by which date it is assumed that the Tiverton Eastern Urban Extension will be complete. 5.2. The traffic model runs were undertaken by Devon County Council during the early part of 2014, and are based upon the development scenarios within section 4.2 of the Consultation Draft Masterplan SPD for Tiverton’s New Neighbourhood at Post Hill, December 2013. This assumed a total of 1550 dwellings and 35,000 sq m employment (substantially below the 1,500 – 2,000 dwellings and 95,000 – 130,000 sq m originally envisaged in Policy AL/TIV/1 of the Allocations and Infrastructure DPD). Of these, 700 dwellings and 33,500 sq m employment were assumed to be on the Chettiscombe Trust land. 5.3. The amended Masterplan SPD considered by Mid Devon District Council in April 2014 contained slightly revised proposals, amounting to 1522 dwellings and 30,000 sq m employment. The proposed employment land to the north west of the site has subsequently reduced further in area as a result of amendments to the proposed layout for the LILO junction, and the current Chettiscombe Trust illustrative layout shows an area of 21,738 sq m, plus employment at the neighbourhood centre, primary school and care home together with 700 dwellings. Since the application is in outline, this may well change again as plans progress, and the modelled results should be regarded as a robust worst case for the purposes of this assessment. Trip Generation 5.4. The vehicular peak hour trip rates implicit in Devon County Council’s Tiverton Traffic Model are set out in Table 1 of Devon County Council’s Forecasting Report and the residential and employment trip rates are summarised in Table 5.1. Traffic has been distributed and assigned to the road network through the Tiverton Traffic Model Procedure, as described in the Model Validation and Forecasting Reports prepared by Devon County Council. The potential for trips to remain internal to the development, between home and employment for example, has been taken into account through ‘furnessing’ trip end totals in the matrices of trip origins and destinations, and is close to 10% in all scenarios. Traffic Growth and Committed Development 5.7. The methodology for forecasting travel demand is described in Chapter 3 of the Devon County Council Forecasting Report, although for this assessment the forecast year has been amended to 2026. Trip generation from planned development in Tiverton, included in the Allocations and Infrastructure Development Plan Document, is combined with TEMPRO based growth. 5.8. It should be noted that the proposed development does not result in a straightforward increase in traffic on all links because the provision of the LILO junction on to the A361 allows a redistribution of existing traffic to more convenient routes including the A361 itself, reducing the impact of the development on more local roads. 5.14. The Transport Assessment submitted with the planning application for the LILO junction on to the A361 includes a capacity assessment of the following junctions in 2026: Blundell’s Road / Old Road / Great Western Way / Heathcoat Way roundabout Heathcoat Way / Lowman Way roundabout Southern Gornhay roundabout 5.15. The assessment covered the following scenarios: 2026 with no LILO junction and no Tiverton Eastern Urban Extension (TEUE) 2026 with LILO junction and no TEUE 2026 with LILO junction and with TEUE 18 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 5.16. The ‘with TEUE’ scenario assumed 1550 dwellings and 35,000 sq m employment, in other words the Chettiscombe Trust development, the Waddeton Park development, and the remainder of the TEUE site. 5.17. The LILO Transport Assessment concludes that the three roundabouts will operate satisfactorily in all scenarios, and that the traffic generated by the Tiverton Eastern Urban Extension can be accommodated on the road network with the provision of a left-in lift-out (LILO) junction on to the A361. Traffic at Blundell’s School 5.18. Notwithstanding the provision of the LILO junction on to the A361, some traffic associated with the proposed development will travel on Blundell’s Road to and from Tiverton, passing through Blundell’s School. 5.19. The estimated additional peak hour flows on Blundell’s Road at Blundell’s School arising from the development on the Chettiscombe Trust land are included in Tables 5.4 and 5.5, and amount to 150 vehicles in the AM peak and 70 vehicles in the PM peak. 5.20. This amount of traffic can be accommodated in capacity terms, and there is a traffic signal controlled pedestrian crossing in place. However, the Masterplan SPD explains in Section 4.3 that the masterplanning process has identified the need for a number of interventions, amongst them traffic calming and environmental enhancement of Blundell’s Road, and extending into Tidcombe Lane, including potential shared surface and 20mph zones at Blundell’s School. Closure of Blundell’s Road to through traffic other than to cycles and buses was however found to be unnecessary. 5.21. More details of the potential environmental enhancement and traffic calming on Blundell’s Road are included in Section 5.1 of the adopted Masterplan SPD, although it is understood the design is yet to be finalised. 5.22. The Chettiscombe Trust is however prepared to make a proportionate contribution towards environmental enhancement and traffic calming to benefit Blundell’s School. M5 Junction 27 5.23. Section 4.3 of the adopted Masterplan SPD also identifies a need for enhancements to M5 junction 27 in the form of signalisation. As indicated in paragraph 4.13 above, a scheme to improve Junction 27 on the M5 has received funding as part of the national Pinch Point Programme. 5.24. The Highways Agency’s website reports that construction is planned to start in spring 2014, and to last for 3 months. The southbound exit slip road is to be widened from two to three lanes, and the roundabout carriageway enhanced to two lanes. Part-time motion sensitive traffic signals are to be installed at the top of the northbound and southbound off slips. These traffic signals will detect queuing and approaching traffic and react to maximise green time and reduce queues. 5.25. The Highways Agency goes on to explain that the scheme is intended to ease queuing on the exit slip roads during the morning and evening peak periods and the summer holiday period, and will also support growth in the surrounding area and improve access for the Tiverton urban extension and Tiverton Parkway Station. The scheme is therefore intended to cater for the Tiverton Eastern Urban Extension. Devon County Council has provided a summary of a LinSig assessment for the traffic signals at M5 Junction 27 in 2026 with 1,550 dwellings, 35,000 sq m employment to the east of Tiverton, together with a full junction on to the A361. This is reproduced in Appendix I. The results show that although queues occur on the A361 in 2026 during peak hours, queues are not expected to extend along the junction slip roads on to the M5 carriageway. The proposed development will not therefore have an adverse effect on free flow or safety on the M5. 20 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 6. CONSTRUCTION TRAFFIC 6.1. The application is in outline, so the level and programming of construction traffic is difficult to predict at this stage. Construction traffic volumes have been estimated for this assessment based on similar developments elsewhere. 6.2. Construction activities would not only include the building of residential and employment development, but would involve civil engineering works to provide new roads and other infrastructure. This will give rise to deliveries of materials and products that would be transported by heavy goods vehicles. 6.3. Construction traffic is temporary and will have a relatively short-term effect on some existing roads within the local highway network. Although the proposed development will involve works on a large construction site the level of traffic delivering to the site is expected to be relatively low. The design of infrastructure will minimise earthworks, and it is not expected that there would be substantial quantities of soil to be removed from the site. 6.4. It is estimated that even during busy construction periods it is unlikely that the number of HGV two-way trips to the site would exceed 50 per day. It is also unlikely that the majority of deliveries would occur during peak traffic periods on the highway network. 6.5. In addition, there would be construction employees on site, the number of which will vary according to construction activity. Many construction companies transport their employees in work buses and therefore the estimated employee vehicle generation is unlikely to exceed 100150 two-way trips per working day at the peak of construction. 6.6. The effects of construction traffic on the capacity of the highway network would be significantly less than the operational phase of the development. Furthermore, it is intended that the LILO junction on to the A361 will be open to traffic before construction of the proposed development commences. Construction traffic will be able to travel directly to or from the A361, rather than on local roads. 6.7. The mitigation measures to address the transport impacts associated with the construction of the proposed development will be co-ordinated and implemented by means of a Construction Management Plan which can be secured by a planning condition. 21 of 23 C698-DOC01 TA Text Only ISSUE 1 MAY 2014 TIVERTON EASTERN URBAN EXTENSION TRANSPORT ASSESSMENT 7. SUMMARY AND CONCLUSIONS 7.1. This Transport Assessment has been prepared by PFA Consulting on behalf of the Chettiscombe Trust in support of an application for outline planning permission for mixed-use development on land to the east of Tiverton, Devon. The site forms part of Tiverton Eastern Urban Extension, identified in the Mid Devon Local Development Framework Allocations and Infrastructure Development Plan Document dated January 2011. A Masterplan Supplementary Planning Document (SPD) for Tiverton’s New Garden Neighbourhood at Post Hill was adopted by Mid Devon District Council on 30 April 2014; the proposals within the SPD include a total of 1522 dwellings, 30,000 sq m employment, local facilities including a neighbourhood centre and a primary school, and a new junction on to the A361. 7.2. This Transport Assessment addresses the proposals for the western part of the Eastern Urban Extension site, in the ownership of the Chettiscombe Trust. The proposed development on the Chettiscombe Trust land includes a total of up to 700 dwellings, 21,738 sq m employment and the neighbourhood centre and primary school. A separate planning application (13/01616/MOUT) for 330 dwellings on the north east part of the Eastern Urban Extension site, known as Waddeton Park, was submitted in December 2013. 7.3. The application site lies some 2.5km east of Tiverton town centre, immediately south of the A361 North Devon Link Road. Post Hill / Blundell’s Road passes through the site and leads west towards Tiverton. West Manley Lane runs along the western edge and through the southern part of the application site. The Great Western Canal and a former railway line, now used as a part of National Cycle Route 3, lie further to the south. 7.4. A number of regular bus services currently pass the application site, including Stagecoach 1/1A/1B between Tiverton and Exeter, which offers two services an hour in each direction during the day, and calls at Tiverton Parkway Station and Cullompton. Tiverton Parkway Rail Station is located approximately 6km from the centre of the site. It is situated adjacent to M5 Junction 27 and is served by bus numbers 1 and 22. In addition, extensive car parking is provided. 7.5. The Masterplan SPD identifies a need for a new junction on to the A361. A proportionate contribution will be made towards these improvements. 7.8. A scheme to improve Junction 27 on the M5 has received funding as part of the national Pinch Point Programme. Construction is planned to start in spring 2014, and to last for 3 months. The Highways Agency’s website explains that the scheme is intended to ease queuing on the exit slip roads peak periods, and will also support growth in the surrounding area and improve access for the Tiverton urban extension and Tiverton Parkway Station. 7.9. It is intended that the LILO junction on to the A361 will be open to traffic before construction of the proposed development commences. Construction traffic will be able to travel directly to or from the A361, rather than on local roads. Measures to address any transport impacts associated with the construction of the proposed development will be co-ordinated and implemented through a Construction Management Plan which can be secured by a planning condition 7.10. The proposed development forms part of the allocated Tiverton Eastern Urban Extension, and will accords with the adopted Masterplan SPD for Tiverton’s New Garden Neighbourhood at Post Hill.
