FROM THE EDITORS
We all knew it was going to happen. We all
knew it was just a matter of time and hoped that we
weren't the one that it finally happened to! Yep, I
am talking about the "hole" in the Caddo Lake
Bridge. I was appalled by the remarks of LA DOTD
in that the bridge was just inspected 12 days before
anc that the hole appeared there "overnight".
Really? I know many have been watching that hole
for weeks as it got larger and larger and finally - the
concrete broke completely through. So much for
our tax dollars on that one! So, many took the
lovely detour through Mooringsport and was able to
view the new Mooringsport Town Hall and the new
DOC Concrete Plant. Guess we at least got to view
those new sites.
And talking about new sites ... Noticed the
work on Hwy 1 next to Citizens Bank? That's the
location of the new FAMILY DOLLAR Store that
will hopefully be open by January.
So enjoy the "cold front" and rain we are
having right now, have a wonderful month and
remember - Thread lightly and carry a set of car
ramps to cross the Caddo Lake Bridge!
FROM THE MAYOR
Hi, Mayor Dickey here: The weather has
turned hot and with the wanner weather comes
many problems. My mind goes back to last summer
when we were in the worst drought of the century
and Fire District Seven were our hero's. As we
move into the hot days of July and the Dog days of
August let's remember the fires and heroes of last
year and be careful burning. If you are not sure if
we are under a burn ban call the fire station or City
Hall and we will help you get the correct
infonnation.
There are lots of positive things happening
at this time in Oil City. We got confonnation and
contractual obligations from Family Dollar Inc. I
have already started cleaning the lot which is
located next to Citizens Bank and should be opened
in January. The Family Dollar project has been in
the making for months and months and looked like
it was not going to happen. Several people have
helped make this a reality. Ralph Richardson with
Caddo Oil & Mining is allowing us to plug one of
his wells thus giving up years of future production
to help me bring a Family Dollar Store. He has also
been instrumental and has worked hard to secure
some property wh~ch was donated to a church in
Shreveport years ago that is part of what will now
be known as the Family Dollar property. The Allen
Brothers, Pat and Alton have agreed to do the well
plugging for the Town. Our Town Council has
helped me be aggressive in closing this deal with
the funding to make the project work. Last but not
least, Melissa, our Clerk has email ed, phoned, and
spent many cours to make the Family Dollar project
come to pass. If you see our Representative, Jim,
Morris, Ralph Richardson, Pat or Alton, Our
Council Members or Melissa tell, them thanks for

going above and beyond the call of duty to help our
community. What a team, I am proud to be a part of
a community where its leaders are moving in the
same direction. As I think back, those same people
helped me so many times in the past 8 years as
Mayor of Oil City. They were so beneficial in;
getting the Rail Road Crossing Arms, Willis
Knighton Clinic, Dollar General, Head Start,
Family Dollar, SOC Club, acquiring the water
system, laying water lines for the first time in since
1982. I hope to get the chance to continue to work
with them and others.
In the next few days we will start our water
project. We will be adding 6' water lines and fire
protection on the south part of Oil City. Phase one
will take several months to complete so please have
patience with us and the contractor doir.lg the work.
There will be days when we have water issues and
low pressure, and messed up roads and drive ways.
This will pass and the end results will be better
quality water and fire protection. The map of the
phase one was sent out to each water customer and
is also available at the Town Hall. We are also
planning to construct a water line to the 1-49 area in
2013 and are adding new technology and treatment
upgrades to our water plant and soon a third train at
the plant to increase our water output.
I also received word on Monday, July 9,
2012 that we received $30,900 in funds from a grant
we applied for last year to replace water lines
around the school. The total project \vi11 be about
$60,000 and the Town will contribute the remaining
funds to complete the project. As you know, when
the Town received control of the water system I
said replacing those lines was a top pliority for me.
Receiving the funds was nothing short of a blessing.
I have made application to several grants to make'
this possible and this is this first one that has been
awarded. Thank you to Representative Jim Monis
for lending his supp0l1 to Oil City for this project.
My wife and I have decided to seek another
term as Mayor of Oil City. This decision was
reached after months of prayers, and discussion. I
am asking for your support and vote in the
November Election. I would like to get to see the
new water projects, and the Southern annexations
come to past. I want to be able to continue to work
together with the leaders in our community to

JULY 2012 continue to improve the quality of life for our
residents. "Without a vision, we perish" I am a
dreamer, I do have a vision. I was told time and
again; Oil City is dead, we will never have a dollar
store, a clinic (they just laughed) water system
(never going to happen) .... But God! I believe in a
place called Mt Calvary .... going to happen for
some, If you have a personal relationship with Jesus
Christ...yes sir, I believe! Love and prayers, chip

over the last month with calls for service and the
seat belt grant. It looks as if we well have a busy

GUSHER DAYS
As we have already said, Gusher Day 2013
is in preparation, with several new and exciting
changes in the works. Our committee always needs
more members and helpers!! The next Gusher Day
2013 meeting will be Tuesday, July 24h at 5:00 PM
at Town Hall. We will need to have nominations
and elections of our 2013 officers and begin
forming committees. If you would like to
participate, PLEASE attend. If you wish to submit

ALSO - one of the newest changes for
Gusher Day 2013 will be the nominating process for
Gusher Day Woman, Man and Business of the Year
awards. Nominating forms will soon be available at
the website (or at Town Hall or the SOC Club) for
anyone who wishes to place names in
consideration. All nominations will be considered
by the Gusher Day Committee who then will decide
the wmners.
EVERYONE is welcome to
participate in this nominating process. The new
website should be up by August 1st, and
nominations will be accepted through November
30th.
Gusher Days is a continuing, vital part of the
Oil City community, and we are proud to continue
the tradition, but we need your help.
At the Town Council meeting on July 10th,
MS Coe McKenzie was presented with a plaque in
appreciation of her many, many years of service to
the Gusher Days committee. As President of

SOC IT TOME
This week we welcomed back our SOC
Club QUEEN CHRISTINA after her much needed
vacation. We needed her back as much as she
needed the vacation. Weare also wishing Mac
Fisher well with her current cancer battle. When
she is feeling well enough, she still manages to
partner at the canasta table. And, best wishes go out
to Lois "Tootsie" Dunbar with her knee surgery in
Columbus GA. Come back to us soon!!
The SOC CLUB as part of the Caddo

The Board of Directors of Lakeview
Memorial Gardens would like to express their
sincere condolences to the family of Henrietta
Edwards Law who was interred in Lakeview in
June.

The Louisiana Greater Caddo Lake Association
would like to thank Larry Raymond and Caddo
Parks and Recreation for allowing us to take part in
the 21st annual Hooked on Fishing event. It is truly
a privilege to see that many young people spending
the day enjoying the lake and all it has to offer. I
urge everyone to mark your calendar every year for
the last Saturday in June and take part in this
wonderful event.
We would like to introduce you to a new tool
coming to a computer near you. Caddo Lake
Institute with the help of many federal, state, and
local agencies as well as many nonprofit
organizations has almost finished the new web tool
to fight invasive plants on Caddo and several other

lakes.

The site may be up and running by the time you
read this, if not please check back often. You will
be able to click on the map tab and it will bring you
to a map of Caddo Lake that will show where all of
the efforts to fight salvinia and other aquatic plants
is taking place. This map will have pictures and all
the information you will need to know about how
we are fighting to keep the lake in the best shape
possible. You will be able to add your own
observations and comments as well.
The recent rains have washed a lot of salvinia out
from hiding in the creeks and coves. The spray
teams may be able to get to a lot of salvinia that was
not possible before the rain. The upper end of
Jeemes bayou has large mats, but the middle section
is in pretty good shape. The lower section closer to
the big lake has mats blowing in with the south
winds from Green Break and Buzzards Bay. The
South shore from Rocky Point to Buzzard Bay is in
good shape. If you would like to report a problem

July 4th always a special day for our Veterans. The men who served and are protecting our country now. Remember 1776. Our American Legion Post 137 Bowen
Holland and Joe Caldwell as Director of Boys State
Program, with other post were involved in helping
our students learn about the operation of our
government. Col. White at North Caddo High
School who is over our Jr ROTC, (which we are
fortunate to have such a good leader for our
students) the teacher.

JULY 2012
Independence Day, the 4th of July, is celebrated
with fireworks and parades. There used to be town
picnics and political speeches. Now family and
friends gather for a barbeque and watch elaborate
fireworks on television. Larger towns have their
own fireworks extravaganzas organized by the city
which makes it safer for all. There is a big one
every year on Shreveport's Red River front.
Northwest Louisiana is being used for movie
settings as of late, partially because of its interesting
cultural scenery, and there are many talented people
around, some waiting to be extras.
Though we may not suppose it, there is
much variety of natural scenery in our general area.
The Spanish moss draped cypress and oaks and the
alligators give a tropical look to some of our nearby
lakes. We have small towns with some very
beautiful homes well over a century old .... pine
covered red clay hills, and miles of cotton and com
stretch out along the nearby river bottom land, with

herds of fattening cattle. Photographers love the
variety of birds that migrate to this area or are
•
indigenous...pelicans
make their stop as well as
hummingbirds and even an African export, the
snowy white egrets, flourish out in our hot fields.
July is considered the traditional vacation month
for families and either limited or extended by the
price of gasoline. In a near radius of only a few
hours drive from here in north Caddo parish, one
can find centuries old Spanish settlements, as in
Louisiana's oldest town, Natchitoches, or a short
drive north brings one into lovely Ouachita and
Ozark mountain trails, or the edge of the old wild
Texas west lands.
One needn't go far to see some very interesting
sights. Even in Shreveport, a few hours can be spent
in places wonderfully displaying the best of our
area, such as the Louisiana State Exhibit Building,
Norton's Art Gallery, the Rose Garden and the
"Gator and Friends" Zoo. The riverfront on both the
Bossier City and Shreveport side has drawn national
attention, and one doesn't have to spend the money
on gambling to enjoy this scenic walking region.
There are various festivals in the small towns
around here making for a fun afternoon get-away
and these same towns are all rich in history.
Fishing is a major sport enjoyed by so many here.
The various bayous, lakes and rivers promise an
abundance of many types of fish. Some have
regulations, and there are some private ponds so full
of fish that some will pay by the pound to fish there.
July is the month of watermelons in our
area. This month's name, July, is of course taken
from the legendary Julius Caesar. It was once called
Quintillius, meaning 5, for it used to be not the
seventh but the fifth month. The month's flower is
the water lily or the larkspur, depending on where
one lives, and the gemstone of the month is the
ruby.
It may seem unbearably hot sometimes in
July, but that only makes the long dusk evenings
and early summer mornings more enjoyable, so, be
advised to use those early and late times to
appreciate this wonderful time of the year in north
Caddo parish.

Approximately 300 children (134 registered),
volunteers, parents,
and parks department
employees participated in the twenty-first annual
"Get Hooked on Fishing Day" held Saturday, lime
30, 2012, in the Earl G. Williamson Park on Caddo
Lake. Trophies and prizes for first and second
places for the greatest total weight of fish caught in
each of three age categories were awarded.

This is a letter to the Readers of News to

JULY 2012 In May, CPR Automotive on Hwy I in Oil
City was voted Business of the Year by the Gusher
Days committee. I just want to say this was a well
deserved honor. I have a 2009 Chevrolet that has
been giving me fits for the past 6 months. I have
had it at the shop and even bought the hand held
diagnostic tool in hopes of finding the problem. We
had plugs, injectors, and oxygen sensors replaced
and it still ran like it had corn cobs in it. I took it to
Carlo Ropollo at CPR Automotive to have him
check and fix it. He immediately found out there
was a major problem with the motor itself and
asked if it was still under warranty. I didn't think so
because it had over 50,000 miles but lucky for me,
the warranty was good for 75,000 miles. He
recommended Red River Motors and they rebuilt
and replace most of the motor without any questions
and charged me nothing because of the warranty.
Now it runs great. Carlo could have taken
advantage of an old woman and I probably would
not have known better. I just want to say 'Thank
You Carlo'. It's nice to know there are still good
honest people in this world and one of them is right
here in Oil City.
