The Idaho CareLine - 211
211 is a statewide, bilingual, toll-free information and referral service linking Idaho residents to health and human
service resources.
In 2002, the Idaho CareLine was designated as the statewide 2-1-1 call center in Idaho to connect those in need
with local community resources.
Some of the services and information that might be
especially useful for retirees include information on
local senior centers, Fit and Fall programs, information
on prescription assistance, how to get birth and death
certificates, where to find volunteer opportunities, general
information on Medicaid, and lots of other information
about health and human services.
The hours are Monday through Friday, 8 a.m. to 6 p.m.
MST. Resources are available 24/7 on-line at: www.211.
idaho.gov or www.idahocareline.org. Emergency and
crisis referral services are available through an after-hours,
on-call service.

Hospice
The word “hospice” means a place of shelter or lodging for
travelers. For those diagnosed with terminal illness, hospice care
provides a place to rest on the journey from life to death.
Hospice Care involves relieving symptoms and providing
psychological and social support for the patient and family.
Hospice care provides peace, comfort and dignity to a terminally
ill patient and offers family members the chance to take an active
role in providing supplemental, supportive care to the patient.

Assisted living was designed to give the independence
of a private apartment while supplying the varying
degrees of help with the activities of daily living (ADL’s).
These residential settings maximize independence, but
do not provide the intensive level of skilled nursing
care found in nursing homes. We like to break this
category into four sub groups to give a more precise
picture of what is available. Generally, those with one
to two beds are called Certified Family Homes. Four
to ten beds we consider Residential Care Facilities.
Assisted Living Facilities from ten to hundreds of
beds. Continuing Care Retirement Communities are
invariably large communities.
All assisted living facilities, regardless of size, are
licensed by the state of Idaho. The state combines
residential care facilities with larger assisted living
facilities (Residential/Assisted Living Facilities or
RALF) for licensing purposes. We have listed them
together and included their capacities to give a better
indications of size.
Certified Family Homes
Usually, these are family homes with a bedroom or two
and sometimes a bath dedicated to the residents. For
several reasons we do not print a list of these homes
but your can get information by calling 208-334-6626.
Assisted Living Facilities
Range in capacity from ten to more than a hundred.
Obviously the larger these facilities get, the more
activities and amenities they can offer and the more
expensive they become.
Continuing Care Retirement Communities
Another option but very rare in Idaho. They offer
all levels of care from independent living to nursing
care and everything in between. They are sometimes
known as “Aging-in-Place” communities.

Independent Living
This title can cover a multitude of options from
buying a home in a senior designed community,
apartments in 55 plus communities, subsidized
apartments for seniors with age and income
restrictions and communities offering meals and
housekeeping. The state does not license this group.
Purchase in a Fifty Plus Senior Community
This often involves leasing the property and
purchasing the housing unit on the property but
can include buying the property with a guaranteed
buyback. Community amenities such as club house,
swimming pool, fitness facilities are usually available
for resident use.
Apartments
Designated for those 55 and older. Like regular
apartments but age restricted. A new twist here
is apartments with expenses like heat, electricity,

Often as not are located in residential area homes that
have been modified or built with extra bedrooms and
baths. Many of these facilities are licensed to offer
care for the developmentally disabled, mentally ill,
physically disabled and people with traumatic brain
injury in addition to the elderly. If you feel this could be
a problem, you will want to question the administrator
closely on what they allow in their resident make-up.

Retirement Communities
Somewhat like small apartments but you can also

In-Home Care
More and more seniors wish to stay in their own
homes and neighborhood where they are comfortable
as they age. Plus early hospital discharges to home
environments have become the trend.
In-home care is appropriate whenever a person
prefers to stay at home, but needs ongoing care
beyond what can be provided by family and friends.
Many aging people take advantage of home care
services to remain independent and stay in their
communities.
Medical alarms and assistance monitoring are also
increasingly popular with seniors who live alone,
hospital discharge patients and physically challenged
individuals.These home security systems are linked
to monitoring stations where operators can summon
emergency medical personnel to the home.
A variety of home modifications are also available,
such as wheelchair lifts, elevators, stair lifts and
portable ramps, for people with short- or long-term
disabilities. Renovations to widen doorways, lower
counter tops and replace bathtubs with sunken
shower units can help those who use wheelchairs stay
at home.

For our purposes in this publication we will stick with
Home Health and Home Care.
What’s the difference?
It’s easy to see why there is a lot of confusion between the terms “Home Health” and “Home
Care” but there is a big difference between the services the two offer.
Let’s start off with Home Care. The key word here
is NON-MEDICAL. Home care agencies provide inhome non-medical services such as help with meals,
bathing, dressing, toileting, transportation, medication
management and many other activities of daily living
(also know as ADLs).This care can be provided on
a continuing basis or as needed. Home care is not
licensed by the state of Idaho but many home care
agencies have gone through the process of being
certified by the states Medicaid program and feel this
process is the equivalent to state licensing.

Home Health Agencies, in almost all cases, are
carrying out the orders of a medical doctor.They
are skilled professionals such as Registered Nurses,
Licensed Practical Nurses, therapists, and social
workers to mentions a few. Home Health agencies
preform medical services such as dressing changes,
catheters, IV therapy, nasogastric and intravenous
feeding and occupational, physical or speech therapy.
The bulk of home health services are for those
recuperating from accidents such as broken hip or
a recent surgery.They also serve those with chronic
conditions such as stroke victims. Idaho requires
Home Health Agencies to be licensed by the state.The
bulk (but not all) are also certified by Medicare and
Medicaid programs.
