In its 100-year history, the Medical
Council of Canada (MCC) has
changed the face of medicine in this
country for the better.
the Medical Council of Canada (LMCC). The LMCC is a key part
of the Canadian Standard, the set of requirements agreed upon by
the provincial and territorial regulatory bodies for awarding a full
medical licence.
The MCC’s 51 members meet annually
to set policy. Together, they represent
regulators from each province and
territory, medical schools, residents,
students and members of the public.
This unique makeup provides a
comprehensive perspective of the
Canadian medical system.
The MCC is committed to giving all qualified physicians the
opportunity to achieve their LMCC. This requires us to take great
care in developing, offering and scoring our examinations. To do
this, groups of experienced physicians from across the country meet
regularly to create exam content, set the pass standard and ensure
a fair process. What’s more, psychometric experts (those concerned
with the science of testing) provide quality assurance to make sure
the examinations are valid and reliable.
The MCC assesses the competence of
physicians seeking to practise medicine
in Canada. Council plays a crucial part
in verifying that our physicians have all
the core skills and knowledge needed
to practise safely. Every year, over
11,000 physicians and medical students,
both here and abroad, take the MCC
proficiency examinations, in Canada
and in 80 other countries.
Through its examinations, Council determines whether physicians
have the clinical skills and medical knowledge the Canadian
public expects them to have. In addition, the MCC verifies that
every physician coming into the Canadian medical system has
valid credentials. Using a process known as source verification,
the MCC confirms with issuing organizations the validity of these
medical credentials. The verified documents are then stored in the
Physician Credentials Repository for the duration of the candidate’s
career. With the click of a mouse, physicians can share their stored
credentials with certifying or licensing organizations to prove that
they have the qualifications they need to pursue a career in medicine.

Examinations
MCCEE
MCCQE PART I
The Medical Council of
Canada Evaluating Examination
(MCCEE) is a screening examination
that assesses international medical
graduates’ basic medical knowledge
and problem solving at a level
comparable to a minimally competent
medical student completing his or
her medical education in Canada and
about to enter supervised practice.
The MCCEE is a computer-based
examination offered in both English
and French.
The Medical Council of Canada
Qualifying Examination (MCCQE)
Part I is a computer-based test that
includes multiple-choice questions and
a clinical decision-making component.
The MCCQE Part I is a summative
examination that assesses the critical
medical knowledge and clinical
decision-making ability of a candidate
at a level expected of a medical student
who is completing his or her medical
degree in Canada.
The MCC offers this examination
in more than 500 locations across
80 countries. In 2012, 3,620
candidates attempted the MCCEE.

MCCQE PART II
The Medical Council of Canada Qualifying
Examination (MCCQE) Part II assesses the
core abilities to apply medical knowledge,
demonstrate clinical skills, develop
investigational and therapeutic clinical plans,
as well as demonstrate professional behaviours
and attitudes at a level expected of a physician
in independent practice in Canada.
The MCCQE Part II is offered in Canada at
11 examination sites for the spring session and
19 examination sites for the fall session. The
MCCQE Part II is offered in either English
or French in designated examination sites.
In 2012, 3,547 candidates took the MCCQE
Part II.
Upon successful completion of the MCCQE
Part I and Part II, the candidate receives the
Licentiate of the Medical Council of Canada
(LMCC), and is included in the Canadian
Medical Register.
 

Every individual coming into the Canadian medical
system must have valid core medical credentials. The
Medical Council of Canada manages a physician
credentials repository of internationally trained
physicians’ documents. The Repository:

10 medical regulatory authorities and three regional
agencies were accessing credentials stored in the
Repository.

The highlight of 2012
was the Medical Council’s centennial
celebrations. A centennial video,
beautifully narrated by Dr. Anne-Marie
MacLellan, reminded us of how far
we have come in the assessment of
physicians. The Medical Council of
Canada (MCC) sponsored assessment
workshops at each of the Canadian
medical schools. Members of Council
submitted reflections on what the MCC
means to them and the profession. Our
celebrations were capped by a spectacular
evening at the Canadian Museum of
Civilization. Many of our past-presidents
and guests from several countries were
able to join us. We even celebrated with
a new, fresh look to our website, logo and
presentation materials.
2012 was a threshold year in the
modernization of the Medical Council’s
internal systems and services for
candidates. Our various examination
management systems have been
consolidated into an entirely new,
modern and integrated information
system. The candidate front end of this
system, physiciansapply.ca, will come
online in 2013. physiciansapply.ca
will provide a single point of entry for
credentials submission and storage,
for application to examinations and for
application for licensure anywhere in
Canada.
In 2011, Council approved the
recommendations of the Assessment
Review Task Force. Over 2012, these
recommendations were translated into
very active projects, the products of which
we will see over 2013 and 2014.
Finally, in 2012, Council approved the
acquisition of a new building. The land
has been purchased and construction
should begin in 2013.
MCC staff have worked tremendously
hard over 2012 to bring all of these
activities to fruition. They are amazing
people to work with.
2012 has been a year of celebration.
It has also been a year of reflecting,
refreshing and repositioning for the
future. The Medical Council of Canada is
an energetic, focused organization with a
fabulous staff. We are ready to start into
our next 100 years.

The Medical Council of Canada
held events across the country in 2012
to mark its centennial. There were many
ways in which we celebrated this historic
anniversary. Perhaps the broadest was
the series of workshops and receptions
that the Council ran at each faculty
of medicine in Canada. This was a
wonderful opportunity to give back
to this community that contributes so
substantially to our assessment processes.
As a result, we had the opportunity to
celebrate our 100th birthday with our
friends and colleagues from coast to
coast.
One of the most special moments for me
was our centennial gala on October 1.
We had invited all of the former Council
Presidents to the gala at the Museum
of Civilization. More than 20 former
Presidents attended along with the
current Council, staff, former Registrars,
and guests from partner organizations in
Canada and from around the globe.
After the dinner, we asked all
former Presidents to take part in
a commemorative photograph in
the Grand Hall. Standing with my
colleagues, I was struck by the diversity
of experience, wisdom and wealth of
knowledge of those who had guided and
led the Medical Council of Canada.
Our former Presidents reflect the
unique composition of our Council
– representing medical regulatory
authorities, faculties of medicine, and
members of the public. The Council
is a truly remarkable organization that
regroups these different stakeholder
groups in addition to student
and resident representatives. This
composition is unique not only in
Canada but also around the world.
For the past 100 years, our Council has
supported and set rigorous standards for
the assessment of physicians. Its inclusive
structure enables diverse viewpoints to
be addressed and debated at the Council
table. This in turn strengthens the
standards for medical care in Canada.
Council can take great pride in this
work. I believe that the Medical Council
of Canada will continue to leverage its
unique composition and successfully
incorporate wide-ranging perspectives
into its activities. The result is great cause
for celebration.

The MCC, in collaboration with its partners
from the National Assessment Collaboration,
offers a national clinical examination, the
NAC examination. This examination assesses
the readiness — in terms of skills, knowledge
and attitude — of an IMG for entrance into a

The 100th Annual Meeting
The 2012 Annual Meeting of the Medical Council of
Canada (MCC) was at the heart of Council’s centennial
celebrations. The meeting, which spanned from Sept. 30 to
Oct. 2, 2012, was held for the first time ever in the newly
opened Ottawa Convention Centre.
Highlights of 2012

This event provided Members of Council and distinguished
guests the opportunity to reflect on Council’s history and
to celebrate its accomplishments. As part of the Annual
Meeting’s special centenary celebrations, an elegant gala
dinner was held at the Museum of Civilization, complete
with live entertainment and distinguished guests. The
2012 Council members were also invited to attend a
special anniversary breakfast on Parliament Hill, where
they recreated the historic photo of the founding Council.
This year’s Annual Meeting also served to position the
MCC for the future. Centring on the theme “Excellence
through Evidence: Implementing the Recommendations of
the Assessment Review Task Force,” the educational sessions
and workshops focused on the progress made towards
carrying out the vision detailed in the report of the Task
Force, as well as on key MCC projects and undertakings.
In a shift forward, the educational sessions, workshops
and the Council meeting were covered live through social
media.
 

Meeting of Council
The 100th meeting of the Council convened on
Tuesday, Oct. 2, 2012. Council voted to re-elect the
members of the Executive Board to a second
term in their respective posts.

Council approved a series of bylaw changes, including
additions to address the new harmonized Certification
Examination in Family Medicine. It also gave the
Executive Board authority to move ahead with
purchasing new office space.
Council confirmed the 2013 exam fees as follows:
• MCCQE Part I: $920
• MCCQE Part II: $2,190
• MCCEE: $1,645
Immediately following the Annual Meeting and tying
in with the Council’s international outreach activities,
the MCC co-hosted with the Federation of Medical
Regulatory Authorities of Canada the biennial
conference of the International Association of Medical
Regulatory Authorities (IAMRA). This conference,
entitled Medical Regulation in the Real World:
Bringing Evidence to Bear, was the 10th international
conference on medical regulation.
 

Visits to the faculties of medicine
Other centennial celebrations
As a special centennial gift to the
academic medical community, the
MCC has recruited world-class experts
to lead an invitational workshop for
each faculty of medicine of Canada.
These workshops were designed to
promote faculty and professional
development. In keeping with Council’s
mandate, the sessions focused on
different areas of physician assessment.
In recognition of individual
contributions towards Council’s success,
the MCC had asked Members of
Council, past and present, and close
contributors to submit an article on
what serving the organization means
to them. These articles provided a
host of unique perspectives, touching
upon historical aspects, the MCC’s
contribution to the modern-day
medical community, or the special
relationship between the MCC and their
organization. These submissions were
published throughout 2012 on a special
centennial page created on the MCC
website. Excerpts of these articles are
featured throughout this Annual Report.
A reception to celebrate Council’s
milestone anniversary was held in
conjunction with each workshop.
These events provided a chance for
faculty and student representatives to
get to know the Members of Council
appointed by their faculty of medicine
and their provincial medical regulatory
authority.
Faculty visits were held throughout
2012. The centenary workshops and
receptions series is expected to wrap
up in early 2013.

Preparing to launch
physiciansapply.ca
Human Resources and Skills
Development Canada, the Federation
of Medical Regulatory Authorities and
its members, and the MCC were busy
with preparations for the spring 2013
launch of physiciansapply.ca. This new
system will allow physicians to apply
for medical registration to multiple
medical regulatory authorities at the
same time. The project is funded by
the Government of Canada’s Foreign
Credential Recognition Program.
The new system will also replace the
current MCC-Online and PCRC-Online
systems. physiciansapply.ca will allow
candidates to perform all the activities
previously associated with their
MCC-Online and/or PCRC-Online
accounts including:
• Applying for exams
• Viewing examination results
• Submitting requests for source
verification
• Sharing verified medical credentials
stored in the repository with
regulatory authorities and other
health-care organizations

launch and in subsequent system releases,
candidates will be able to:
• Complete and submit an application
for medical licensure using an
entirely electronic channel
• Request the translation of their
documents through a secure and
trustworthy channel that meets the

to an agreement between the MCC
and the Government of Canada’s
Translation Bureau
• Request the source verification of
their TOEFL and IELTS language
test score reports
At the end of 2012, the business
requirements for the project were nearing
completion and the system was in the
midst of its development and testing
phase.

NAC Practice-ready assessment
Partners from across the country began
developing a pan-Canadian practiceready assessment process (PRA) for
international medical graduates seeking
a provisional licence to enter independent
practice.

The first phase of the project involved
cataloguing the various program elements
already in place across jurisdictions
in Canada in a comprehensive
environmental scan. The environmental
scan demonstrated that a majority of
PRA programs offer a family medicine
PRA process. A series of high-level
standards for the pan-Canadian process
for family medicine were developed in
fall of 2012. These standards will be
reviewed in greater detail in 2013.
 

Blueprint Project

The project’s first phase includes collecting
data from external sources, piloting key
survey instruments and conducting
analyses. The MCC solicited feedback
from a group of experts in the medical
community using a Delphi questionnaire
process. This consultation resulted in
a series of overarching competency
statements that will be used to guide
the development of a national survey in
support of the project.

The College of Family Physicians of
Canada (CFPC) and the MCC collaborated
towards the launch in spring 2013 of a new
harmonized Certification Examination in
Family Medicine.

When meeting all other requirements of
both organizations, candidates who pass
this exam will be granted Certification
in Family Medicine from the College
of Family Physicians of Canada and the
Licentiate of the Medical Council of
Canada. The new examination will
therefore allow family medicine candidates
to forgo taking the Medical Council of
Canada Qualifying Examination Part II.
Both organizations met regularly
throughout the year to finalize operational
examination processes. Registration
for the first administration of the new
harmonized examination opened in
December 2012.

Award in the
Evaluation of Clinical
Competence
The Outstanding Achievement
Award in the Evaluation of Clinical
Competence recognizes an individual
or group who demonstrates sustained
excellence in Canadian health care
and/or health‑care research. Its
recipients are the people who ensure
our health‑care professionals meet
the high standards that Canadians
enjoy and expect. The Outstanding
Achievement Award is unique in that
its nominees and recipients come from
a broad range of health disciplines.
The 2012 recipient of this prestigious
distinction is Dr. Kevin Eva.
Dr. Eva is a Senior Scientist in
the Centre for Health Education
Scholarship, and Professor and
Director of Educational Research and
Scholarship in the Department of
Medicine at the University of British
Columbia. He completed his PhD in
Cognitive Psychology at McMaster
University in 2001 and became Editor-

in-Chief for the journal Medical Education in 2008. Dr. Eva
maintains a number of international appointments including at
the University of Maastricht (Netherlands) and the University of
Bern (Switzerland) and has consulted broadly around the globe,
including holding advisory roles for the National Board of Medical
Examiners (US) and the Medical Council of Canada (MCC). He
currently chairs the MCC’s Medical Education Assessment Advisory
Committee (MEAAC) and is a member of the MCC’s Blueprint
project Steering Group.

He is founding Co-director of the Maastricht-Canadian Masters of
Health Professional Education Program.
Dr. Eva’s current research interests are broadly defined within the
context of research into educational practices within the health
professions. They include:

practice
• The context-specific nature of
performance
• The conceptualization,
nature, and use of selfassessment
• The psychological processes
that impact upon one’s

Recent awards for this work include the MILES Award for
Mentoring, Innovation, and Leadership in Education Scholarship
from the Asia-Pacific Medical Education Conference and the
John Ruedy Award for Innovation in Medical Education from the
Association of Faculties of Medicine of Canada.

Distinguished Service Award

Dr. Dennis Kendel
This award is named for the former chair of the Central Examination
Committee, Dr. Louis Levasseur, who for 26 years personified an unusual
commitment to the objectives of Council.

The Dr. Louis Levasseur Distinguished Service Award is presented annually to
a Council, staff or committee member of the Medical Council of Canada
(MCC), past or present, or to a person whose collaboration has contributed
in an extraordinary manner to the vision and mission of the MCC.
The 2012 recipient of the Dr. Louis Levasseur Distinguished Service Award is
Dr. Dennis Kendel.
Dr. Dennis Kendel received his medical degree, with distinction, from the
University of Saskatchewan in 1971. He practised family medicine in the
province from 1972 to 1986. During this time, he served as President of the
Medical Staff at St. Paul’s Hospital and as President of the Saskatchewan
Medical Association.
Dr. Kendel was appointed Registrar of the College of Physicians and
Surgeons of Saskatchewan (CPSS) in 1986, a position he held until 2011. He
was President of the Federation of Medical Regulatory Authorities of Canada
from 1989 to 1991 and MCC President for the 1993–1994 term. He has
also served on the governance boards of many provincial and national health
organizations and is currently a member of the Boards of the Health Quality
Council of Saskatchewan and the Health Council of Canada.
During his 21 years on the Medical Council of Canada, Dr. Kendel held
the positions of member and Vice-Chair of the Legislation Committee, and
Chair of the Finance Committee from 2005 to 2010. He has also chaired the
History and Archives Committee since 2004.

Dr. Kendel has shown a strong commitment to helping
other physicians develop leadership competencies and skills
throughout his career. For his role in fostering physician
leadership, Dr. Kendel received the CPSE Excellence in Medical
Leadership Award in 2010.
He received several other distinctions including the
Saskatchewan Order of Merit, the Saskatchewan Centennial
Medal, the Saskatchewan Health Care Excellence Award, the
CPSS Distinguished Service Award and the Saskatchewan
College of Pharmacists Award of Merit.
 

ON THE FINANCIAL STATEMENTS
We have audited the accompanying financial statements of Medical Council of
Canada, which comprise the statements of financial position as at December 31, 2012,
December 31, 2011 and January 1, 2011, the statements of operations, changes in
net assets and cash flows for the years ended December 31, 2012 and December 31, 2011,
and notes, comprising a summary of significant accounting policies and other
explanatory information.
Management’s Responsibility for the Financial Statements
Management is responsible for the preparation and fair presentation of these financial
statements in accordance with Canadian accounting standards for not-for-profit
organizations, and for such internal control as management determines is necessary
to enable the preparation of financial statements that are free from material
misstatement, whether due to fraud or error.
Auditors’ Responsibility
Our responsibility is to express an opinion on these financial statements based on
our audits. We conducted our audits in accordance with Canadian generally accepted
auditing standards. Those standards require that we comply with ethical requirements
and plan and perform the audit to obtain reasonable assurance about whether the
financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts
and disclosures in the financial statements. The procedures selected depend on our
judgment, including the assessment of the risks of material misstatement of the
financial statements, whether due to fraud or error. In making those risk assessments,
we consider internal control relevant to the entity’s preparation and fair presentation
of the financial statements in order to design audit procedures that are appropriate
in the circumstances, but not for the purpose of expressing an opinion on the
effectiveness of the entity’s internal control. An audit also includes evaluating the
appropriateness of accounting policies used and the reasonableness of accounting
estimates made by management, as well as evaluating the overall presentation of the
financial statements.
We believe that the audit evidence we have obtained in our
audits is sufficient and appropriate to provide a basis for our
audit opinion.
Opinion
In our opinion, the financial statements present fairly, in all
material respects, the financial position of Medical Council of
Canada as at December 31, 2012, December 31, 2011 and
January 1, 2011, and its results of operations, changes in net
assets and its cash flows for the years ended December 31, 2012
and December 31, 2011 in accordance with Canadian
accounting standards for not-for-profit organizations.
REPORT
ON OTHER LEGAL REQUIREMENTS
As required by the Canada Corporations Act, we report that, in
our opinion, the accounting principles in Canadian accounting
standards for not-for-profit organizations have been applied on

1. Purpose of the
Organization:
The Medical Council of Canada (the “Council”) was established in 1912 under the Canada Medical
Act. The Council was subsequently incorporated without share capital under the Canada Corporations
Act as the Medical Council of Canada (the “Council”). The Council is a registered charity under
subsection 149(1)(l) of the Income Tax Act.
The Council’s original purpose was to establish and promote a qualification in medicine, known as the
Licentiate of the Medical Council of Canada, such that holders thereof are acceptable to provincial
licensing authorities for the issuance of a licence to practice medicine. At the time of incorporation, its
role expanded to include the initiation and promotion of research and development in the evaluation
of medical knowledge and competence of undergraduate and graduate medical students and
practitioners of medicine and of other health sciences.

Striving for the highest level of medical care for Canadians through excellence
in evaluation of physicians.
With the key stakeholders, the Council:

Develops, validates and implements tools and strategies to evaluate
physicians’ competence; and
•
Maintains a national registry of physicians and their qualifications throughout
their professional careers.
On January 1, 2012, the Council adopted Canadian accounting standards for not-for-profit
organizations in Part III of the CICA Handbook. These are the first financial statements prepared in
accordance with Canadian accounting standards for not-for-profit organizations.
In accordance with the transitional provisions in Canadian accounting standards for not-for-profit
organizations, the Council has adopted the changes retrospectively, subject to certain exemptions
allowed under these standards. The transition date is January 1, 2011 and all comparative information
provided has been presented by applying Canadian accounting standards for not-for-profit
organizations.
A summary of transitional adjustments recorded to net assets and excess of revenues over expenses
is provided in note 3.
 

2. Significant
accounting policies:
The financial statements have been prepared by management in accordance with Canadian
accounting standards for not-for-profit organizations in Part III of the CICA Handbook and include the
following significant accounting policies.
a. Basis of presentation:
These financial statements reflect the operations of the Council. These financial statements
do not include the revenue, expenses, assets and liabilities of the Council’s related entities:
The Medical Identification Number for Canada Inc. and Carleton Condominium Corporation
No. 517. Related parties are disclosed in notes 9 and 10.
b. Revenue recognition:
The Council follows the deferral method of accounting for contributions for not-for-profit
organizations. Restricted contributions are deferred and are recognized as revenue in the
year in which related expenses are incurred. Examination fees are recognized as revenue
when the examination takes place. All other revenue is recognized as revenue when received
or receivable if the amount to be received can be reasonably estimated and collection is
reasonably assured.
Evaluating examination fees which are inactive for a period of four years are forfeited by
candidates and are recorded as revenue.
c. Tangible capital and intangible assets:
The land and condominium unit, which were acquired prior to January 1, 2011, are recorded
at their fair value as at January 1, 2011.

straight-line basis over their estimated useful lives as follows:

A full year’s amortization expense is taken in the year of acquisition.
When a tangible capital or intangible asset no longer contributes to the Council’s ability to
provide services, its carrying amount is written down to its residual value.

d. Employee future benefits:
The Council participates in a defined benefit pension plan (the Canadian Medical Association
Pension Plan) and also provides supplemental pension arrangements to certain employees.
Pension benefits are based on length of service and final average earnings.
The Council uses the immediate recognition approach to account for the above plans. The
Council accrues its obligations under the defined benefit plans as the employees render the
services necessary to earn the pension benefits. The actuarial determination of the accrued
benefit obligations for pensions benefits uses the projected benefit method prorated on
service (which incorporates management’s assumptions used for funding purposes, other cost
escalation, retirement ages of employees and other actuarial factors). The measurement date
of the plan assets, which are recorded at fair value, and accrued benefit obligation coincides
with the Council’s fiscal year. The most recent actuarial valuation of the defined benefit
pension plan for funding purposes was as of January 1, 2011, and the next required valuation
will be as of January 1, 2014.
In years between valuations, the Council uses a roll-forward technique to estimate the accrued
benefit obligation. The Council recognizes the accrued benefit obligation net of the fair value
of the plan amounts adjusted for any valuation allowance in the statement of financial position
at the end of the year. The cost of the plan, comprising (i) changes in the accrued benefit
obligation other than those resulting from benefit payments to plan members and net of
any employee contributions; (ii) the actual return on plan assets; and (iii) the change in the
valuation allowance; is recorded in the statement of operations.
Actuarial gains (losses) on plan assets and past service costs arising from plan amendments
are immediately recognized into excess of revenue over expenses at the date of the
amendment.
e. Financial instruments:
Financial instruments are recorded at fair value on initial recognition. Equity instruments that
are quoted in an active market are subsequently measured at fair value. All other financial
instruments are subsequently measured at cost or amortized cost, unless management has
elected to carry the instruments at fair value. The Council has elected to carry all investments
at fair value.
Sales and purchases of investments are recorded on the trade date. Transaction costs
incurred on the acquisition of financial instruments measured subsequently at fair value are
expensed as incurred. All other financial instruments are adjusted by transaction costs incurred
on acquisition and financing costs. These costs are amortized using the straight-line method.
 

Financial assets are assessed for indicators of impairment on an annual basis at the end of
the fiscal year. Where an indicator of impairment is present, the Council determines if there
is a significant adverse change in the expected amount or timing of future cash flows from
the financial asset. If there is a significant adverse change in the expected cash flows, the
carrying value of the financial asset is reduced to the highest of the present value of the
expected cash flows, the amount that could be realized from selling the financial asset or the
amount the Council expects to realize by exercising its right to any collateral. If events and
circumstances reverse in a future period, an impairment loss will be reversed to the extent of
the improvement, not exceeding the initial impairment charge.
f. Expenses:
In the statement of operations, the Council presents its expenses by function with the
exception of salaries and consulting services, loss on disposal of investments and
amortization of tangible capital and intangible assets, which are presented separately.
Expenses are recognized in the year incurred and are recorded in the function to which they
are directly related. The Council does not allocate expenses between functions after initial
recognition.
Expenses are disclosed by object for each function in the schedule of expenses.
g. Use of estimates:
The preparation of financial statements in conformity with Canadian accounting standards for
not-for-profit organizations requires management to make estimates and assumptions that
affect the reported amounts of assets and liabilities and disclosure of contingent assets and
liabilities at the date of the financial statements and the reported amounts of revenue and
expenses during the year. Actual results could differ from these estimates. These estimates
are reviewed periodically, and, as adjustments become necessary, they are reported in
earnings in the year in which they become known.
Significant management estimates include the assumptions used in determining the pension
liability.
h. Budget figures:
Budget figures have been provided for information purposes and are derived from the
Council’s budget approved by the Members of Council. Budget figures have not been audited.

Investments are managed by investment managers in accordance with an investment policy approved
by the Members of Council. The Council’s investment policy limits investments to fixed income
securities with a rating of BBB or better, short-term investments with a rating of R-1 or better and
equity investments that are reasonably liquid. Except for federal and provincial bonds, not more than
10% of the manager’s portfolio can be invested in bonds or shares of a single issuer. Furthermore, no
more than 15% of the bond portfolio can be invested in bonds rated BBB. The Council’s bonds have
effective interest rates of 3.15% to 5.53% and maturity dates ranging from 2013 to 2022.

6. Net assets:
The Council considers its capital to consist of its net assets. The Council’s overall objective with respect
to its net assets is to fund tangible capital and intangible assets, future projects and ongoing operations.
The Council manages its net assets by establishing restricted funds and appropriating amounts to the
restricted funds for anticipated future projects, contingencies and other capital requirements. These
allocations are disclosed in the statement of changes in net assets.
Internally restricted net assets:
Net assets are internally restricted to promote research and development as authorized by Council at the
1992 Annual General Meeting. On an annual basis, an amount equivalent to the revenue from Evaluating
Examination fees forfeited is internally restricted.
Net assets are also internally restricted to develop new and/or alternative methods of assessment as
authorized by the Finance Committee in 1996, for the centennial project to provide for the 100th year
anniversary of the Council, which occurred in 2012, for an insurance reserve to provide for self-insurance
in the event of a loss and, for the appeals reserve to provide for a legal court appeal.
The Council is not subject to externally imposed capital requirements and its overall strategy with respect
to net assets remains unchanged from the year ended December 31, 2011.

The Council is a participating employer in the Canadian Medical Association (CMA) Pension Plan. The
CMA Pension Plan is funded by contributions from participating employers and from plan members.
The Supplemental Executive Retirement Plans (SERPs) are unfunded arrangements, sponsored by
the Council.
The CMA Pension Plan and SERPs are defined benefit pension plans.
The Council has adopted an annual measurement date for December 31 for estimating the accounting
surplus or deficit and establishing benefit costs for the fiscal year.

e. Defined benefit plan:
The latest actuarial valuation of the pension plan for funding purposes was performed as at
January 1, 2011. The next actuarial valuation is required to be completed as at January 1, 2014,
in accordance with the requirements of the Pension Benefits Act (Ontario).
As part of the regulations governing provincially regulated pension plans in Ontario, pension
plans must meet certain solvency requirements, which assume the plans, are wound up/
liquidated as of the valuation date. The actuarial valuation performed as at January 1, 2011
reported a solvency deficiency of $999,990 and a going concern deficit of $909,000, based on
economic assumptions applicable at January 1, 2011. Medical Council of Canada is required to
make additional contributions of $230,028 per annum in future years to eliminate the solvency
deficiency and going concern unfunded liability under the Pension Benefits Act (Ontario).
Additional contributions have not been required in past years. In fiscal 2012, the Council made
additional contributions of $230,028.
 

transactions:
10. Control over a
non-consolidated entity:
The Council exercises significant influence over The Medical Identification Number for Canada
Corporation (MINC) by virtue of its ability to appoint 50% of its Board of Directors. The Executive
Director of the Council also sits on the Board of Directors of MINC as a Director. MINC is incorporated
under the Canada Corporations Act and is a non-profit organization under subsection 149(1)(l) of the
Income Tax Act. MINC was created to establish and maintain a unique physician identifier for every
individual in the Canadian medical education and practice systems. The Council recorded a $50,000
(2011 - $60,000) expense for funding to MINC during the year.
The Council controls Carleton Condominium Corporation No. 517 (the “Corporation”), a non-profit
organization under subsection 149(1)(l) of the Income Tax Act, incorporated under the Condominium
Act of Ontario. The Corporation maintains the common elements of the building in which the Council
operates.
The Corporation has not been consolidated in the Council’s financial statements. Financial summaries
of this unconsolidated entity as at December 31, 2012 and 2011 and for the years then ended are as

non-consolidated entity
(continued):
The Corporation, as required by the Condominium Act, has established a reserve fund for financing
future major repairs and replacements of the common elements. Contributions to the reserve fund
must be at least 10% of the amount required for contributions to the common expenses exclusive of
the reserve fund. Only major repairs and replacements are charged directly to this fund.
Included in the Council’s statement of operations are condominium fees of $358,426 (2011 - $305,821)
charged by and paid to the Corporation.
11. Financial instruments and
risk management:
a. Credit risk:
The Council is exposed to credit-related losses in the event of non-performance by
counterparties to financial instruments. Credit exposure is minimized by dealing mostly with
creditworthy counterparties such as governments and public companies.
The Council assesses, on a continuous basis, accounts receivable and provides for any
amounts that are not collectible in an allowance for doubtful accounts. At year end, there were
no amounts allowed for in accounts receivable.
b. Interest rate risk:
The Council is exposed to interest rate risk with respect to its interest-bearing investments as
disclosed in note 4.
c. Currency risk:
The Council believes that it is not exposed to significant currency risks arising from its
financial instruments.
