CALL TO ORDER:
Board Work Session: 5:30 p.m., Conference Room “B”
During this open meeting work session, Board Members may discuss and ask AISD staff
questions concerning any of the subjects listed in the Notice/Agenda under the headings of
Program and/or Presentation, Appointments, Public Hearing, Action Items, Consent Items and
Discussion Items.

Texas Government Code for the following purposes:

Section 551.071 - For the purpose of a private consultation with the Board's attorney on any or
all subjects or matters authorized by law.
Section 551.072 - For the purpose of discussing the purchase, exchange, lease or value of real
property.
Section 551.073 - For the purpose of negotiating contracts for prospective gifts or donations.
Section 551.074 - For the purpose of considering the appointment, employment, evaluation,
reassignment, duties, discipline or dismissal of a public officer or employee or to hear
complaints or charges against a public officer or employee.
Section 551.076 - To consider the deployment, or specific occasions for implementation, of
security personnel and devices.
Section 551.082 - For the purpose of deliberating in a case involving discipline of a public

employee of the school district by another employee and the complaint or charge directly results

Section 551.0821 - For the purpose of deliberating in a matter regarding a public school student
if personally identifiable information about the student will necessarily be revealed by the
deliberation.
Section 551.083 - For the purpose of considering the standards, guidelines, terms or conditions
the Board will follow, or instruct its representatives to follow, in consultation with representatives
of employee groups in connection with consultation agreements provided for by Section 13.901
of the Texas Education Code.
Section 551.084 - For the purpose of excluding a witness or witnesses from a hearing during
examination of another witness.

Bid 16-20 Annual Contract for Diesel Fuel
Bid Number 16-20 is an annual contract for diesel fuel. This contract has the option to extend for two
additional one-year terms.
This bid is evaluated based on the mark-up/down (+/-) to the OPIS (Oil Price Information Service) rack
average for Pad 3, the designated geographic area for Arlington. By using this method of pricing, the
District can monitor the price charged based on an industry standard. Vendor pump charges and other fees
were also used in the evaluation.
Section 44.031(A) of the education code exempts the purchase of vehicle fuel from competitive bidding.
However, it is in the best interest of the District to bid vehicle fuel since fuel distributors are willing to
compete for business based on the mark-up/down from the OPIS rack average.
It is recommended that the low bid meeting specifications be awarded.

President Jamie Sullins called the meeting to order at 12:10 p.m. with six trustees present. The
meeting was held at the Mac Bernd Professional Development Center, 1111 West Arbrook
Boulevard, Arlington, Texas 76015.
This meeting was a work session. It is AISD's common practice not to include an Open Forum on
work session agendas. No action or vote was taken on any Discussion topics. If any action or vote is
to be taken on these topics, they will appear on future agendas as Action or Discussion/Action topics
and the agendas will include an Open Forum so that that public may address the Board.
Kecia Mays arrived at 12:15 p.m. and joined the meeting.
DISCUSSION:
A.
Strategic Plan Development
Superintendent Cavazos stated that we would continue the work of developing our strategic plan. In
previous meetings we reviewed the vision, mission and belief and now we move to goals. Goals will
be calibrated around specific outcomes and should be outcome driven.
David Sturtz, DeJONG-RICHTER, asked the participants for input on goals:
 Educate students
 Prepare students for college and career
 Prepare for productive citizenship
 Address social and emotional needs (skill development)
 Inspire and empower students
Dr. Kevin Barlow, Director of Accountability, Planning and Testing, reported that this session would
be to address continuous improvement and the importance of intentionally designed systems.
Process Improvement Steps: Phase I - understand the system; Phase II - analyze the causes; Phase
III - improve the system. We are in phase III and need to pause and review previous objectives.
The process is key to improving results. Process will include four steps:
 Plan Step – 2012 AISD created the 2012-2015 Strategic Plan
 Do Step – 2012-2015 AISD implemented the Strategic Plan
 Study Step – Spring/Summer 2015 AISD study and modify the 2012-2015 Strategic Plan
 Act Step – AISD implement 2016-2020 Strategic Plan
Dr. Barlow explained that a goal may be open-ended and difficult to measure (e.g., Safe and Secure
Environment). Typically, multiple performance objectives on multiple measures will be used to define
what goal attainment looks like.
Participants were divided into five small groups to review the current strategic plan 11 goals to
consider if they were outcome, experiential or process measures.
1. The AISD will be a high performing, technology-rich school district with leading-edge learning
experiences that promote engagement, creativity, critical thinking and achievement.
2. The AISD will prepare our graduates to excel in higher education or the career of their choice.
3. The AISD will be the leader in the education marketplace by providing world-class facilities
while being fiscally responsible.
4. The AISD will provide a safe and secure environment.
5. The AISD will ensure all teachers are highly effective.
6. The AISD will recruit and retain the most effective people by rewarding excellence and
providing opportunities for continual growth.
7. The AISD will foster a caring culture of respect, integrity, wellness and citizenship throughout
the district.

8. The AISD will cultivate an environment that builds great leaders.
9. The AISD will actively engage and partner with parents in the educational experience.

David Sturtz led the group in a discussion of the key words and ideas identified in the current goals
related to “Inspired Learners”.
Small groups each developed one goal using these key
words/thoughts. Next, David Sturtz led group in discussion of the key words and ideas identified in
goals related to “Effective Leadership” and then “Engaged Community”.
The group continued goal discussion and agreed on a draft goal: “The AISD will provide an
exemplary education at every level to graduate students prepared to excel at college, career and life.”

Arlington Independent School District Property at 7:46 p.m.
Chief Financial Officer Cindy Powell reported that the District is considering leasing mineral interests
on multiple tracts totaling 218.4572 acres located throughout the district.
Request for Proposal Number 16-19 was issued on July 8, 2015, and was advertised once per week
for three weeks on July 8th, July 13th and July 20th. Proposals were due July 27th. One proposal was
received.
Chesapeake Exploration proposes the following:
 Lease bonus of $1,250 per acre or $273,071.50 in total
 Gross proceeds royalty of 25%
 Lease term of 2 years
 No surface use
The bid tabulation is included on the consent agenda for tonight’s meeting. The Board may accept
the proposal by approving the RFP as part of the consent agenda.

Consider Designation of Official Delegates to the Texas Association of School Boards (TASB)
2015 Delegate Assembly
Involvement will ensure the Association remains responsive to our District’s needs and priorities and
presents a strong voice on state and national issues that affect our school district. At the assembly,
our representatives will hear reports from the TASB Board of Trustees and standing committees. In
designating the District’s delegate and alternate, TASB asks that we send experienced board
members who are well informed on a wide range of issues affecting public education. Bowie Hogg
served as the AISD delegate for 2014-2015, and Kecia Mays served as the alternate delegate.
Motion by Bowie Hogg, second by Dr. Aaron Reich, to select Kecia Mays as the delegate and Kristen
Hudson as the alternate delegate to represent AISD at the TASB 2015 Delegate Assembly to be held
in September 2015.

Board of Directors
The Texas Association of School Boards holds an election each year at their annual convention to fill
expired terms or vacant positions on their board of directors. The individual in position 11D is seeking
re-election. Active member school boards may endorse a nominated individual who has complied

with the nomination requirements. Board members have from July 3 until August 31 to endorse the

Mansfield ISD.

Briefing on the 84th Texas Legislature Regular Session and Legislative Issues Impacting
Public Education

The 84th State Legislature convened into session on January 13, 2015, and adjourned on June 1,
2015. The Board of Trustees adopted a legislative agenda on August 7, 2014, to set forth the
District’s position on issues impacting AISD’s accountability and assessments, finances, school
choice and pre-kindergarten education. Throughout the session, the Board and Administration
communicated with AISD’s legislators about the District’s agenda and the impact that various bills
would have on AISD and its stakeholders.
David Anderson of HillCo Partners, a legislative consulting firm that assisted the District with tracking
legislation and communicating with AISD legislators during the session, provided a summary of the
Regular Session of the 84th Texas Legislature and legislative issues impacting public education. Mr.
Anderson reported that the session was much more positive than expected including the following
appropriations:
 Enrollment growth funded (+$2.5 billion)
 $1.2 billion into basic allotment
 $105 million in new funds for facilities programs
 $200 million for “fractional funding”
 $205 million above current funding for instructional materials fund
 $798 million to cover Teacher Retirement System Care shortfall
 $118 million for pre-kindergarten programs
Mr. Anderson stressed the importance of AISD reaching out to legislature regarding SB 149 on
certain public high school graduation requirements. He stated it had limited applicability and expires
in 2017. He suggested we track student progress for need to continue.
Looking forward, things to watch:

 Specific AISD Interests
o How will you identify legislative priorities?
o What process will you utilize to communicate the priorities to the Arlington/Tarrant
County delegation?
o How will the priorities be shared with Texas leadership and with other school boards?
OPEN FORUM FOR NON-AGENDA ITEMS:
Luis C. Castillo, Arlington LULAC Council 4353, spoke regarding State of the Arlington ISD Annual
Luncheon Address. He stated that a $45 ticket is not affordable for parents who are economically
disadvantaged so he concludes they were excluded. He asked the Board if we represent all, who
represents east Arlington? Who represents economically disadvantaged? Mr. Castillo said that he
was told that the address was an Arlington Chamber event but he believes it is an Arlington ISD
event.
SUPERINTENDENT’S REPORT:
Dr. Cavazos congratulated our facility maintenance department for being honored as one of eight
nationwide winners of a Facility Maintenance Decisions 2015 Achievement Award. The AISD won in
the sustainability category for the success of the LoanSTAR project. Since the program started during
the 2010-2011 school year, we have reduced energy consumption dramatically, thus avoiding more
than $6.6 million in utility costs. He thanked them for all the hard work and for educating us on ways
to reduce our energy use.
Dr. Cavazos shared that our principals, assistant principals and deans started off the new year with
an energy-packed, two-and-a-half-day Instructional Leaders Academy in late-July at the PDC. With
their leadership, he states he knows we will have a great year, and he hopes they carry the energy
and knowledge gained from the academy to their schools.
In late July, he enjoyed spending time at a Texas Rangers game with our newest Richard Greene
Scholars. Six of our best and brightest students have been honored with a $10,000 Richard Greene
Scholarship. These students will be assigned a community mentor, and they will serve internships
throughout the city and learn to better become effective leaders. This is such a great opportunity for
our students, and we appreciate the partnership with the Texas Rangers Baseball Foundation.
Finally, he reported that our student services department continues to be a leader in the Positive
Behavior Interventions and Supports (PBIS) implementation, and we were recently given the
opportunity to visit with David K. Mineta, the deputy director of demand reduction for the Office of
National Drug Control Policy. This unofficial White House visit was for Mr. Mineta to learn more about
PBIS implementation in Texas, and our dedicated student services department did a fantastic job on

the presentation and discussion.
Dr. Cavazos also reported that the State of the District address on Monday, August 10th, will be
broadcast live from our Professional Development Center and invited all who could not attend to
watch.
SCHOOL BOARD’S REPORT:
On behalf of the Board Community Engagement Committee, Dr. Aaron Reich announced that the
terms for several members of the Citizens Bond Oversite Committee (CBOC) are expiring. This
committee is established to provide transparency and enhance public confidence in the use of
proceeds from the sale of bonds authorized by Arlington ISD voters on May 10, 2014. Information is
posted on the District website for people to submit applications through 4:00 p.m. on Sep 4th, 2015.
Polly Walton reported that she had fun at the 4th of July Parade. She thanked Bob Carlisle and
warehouse folks for all their work and stated that a good time was had by all.
Assistant Board Secretary Kecia Mays reported that there were no requests from the Board.

President Sullins encouraged all work session participants to ask questions and share input in the
development of the new strategic plan.
Superintendent Dr. Cavazos shared that we went from eleven goals to one goal so we will start with a
review of that decision. Next, we will be looking at what is left on the strategic plan that is currently in
progress. We will then move forward to develop performance objectives.
Director of Accountability, Planning and Testing Dr. Kevin Barlow presented a review of previous
discussion to have intentionally designed systems (not random acts of improvement) for systemic
impact. David Sturtz, DeJONG-RICHTER, asked the group to consider whether they were all in
agreement with one goal supported by performance objectives.
Following the previous work session the current strategic plan goal drafted was: The AISD will
provide an exemplary education at every level to graduate students prepared to excel at college,
career and life. Jamie Sullins shared an alternate goal for consideration: Graduate exceptionally
prepared students. The group supported the revised strategic plan goal.
Dr. Barlow reviewed current strategic plan goals with strategies still in progress. He then shared the
framework for setting new performance objectives. He stated that performance objectives define
some standard using the measure or data related to the goal.
Director of Communications Leslie Johnston reported that David Sturtz will assist with focus groups.
Focus group meetings will include an overview of the Strategic Plan followed by a questionnaire. The
questionnaire will also be available online for those that are not able to attend a meeting. Focus
groups will include teachers, students, parents, campus staff, department staff, educational partners
and community members. Focus group meetings are planned for September 24-25 and October 6-7.
Chief Academic Officer Dr. Steven Wurtz shared the Academic Services’ priorities:
 Quality Tier I Instruction
 College & Career Readiness
 Inclusive Education
 Bond Initiatives
He briefly explained the strategies currently in progress to address each of the Academic Services’
priorities. Board members asked clarifying questions specific to inclusive education practices.
David Sturtz led the group in an activity and discussion to set performance objectives. Participants
used sticky notes to write performance objectives to address the strategic plan goal. These noted
performance objectives were categorized into groups. David Sturtz will put this together in a
document and share with group for review.

Consider Ordinance #135 – Setting the 2015 Tax Rate
AISD’s fiscal year begins July 1. State law requires that the budget be adopted before the fiscal year
begins. The ad valorem tax rate is normally set after the budget is adopted and is based on certified
property values determined by Tarrant Appraisal District (“TAD”) and released on July 25th.
The 2015-16 budget was adopted by the Board of Trustees on June 25, 2015. The 2015 ad valorem
tax levy will provide revenue for the 2015-16 General Operating Fund and Debt Service Fund.
Based on the 2015 property values certified by TAD as of July 25, 2015, the Administration
recommends that the Board set the 2015 ad valorem tax rate at $1.412952 per $100 of taxable value,
which is an increase of $0.064842 from the 2014 tax rate:

SUPERINTENDENT’S REPORT:
Dr. Cavazos reported that we had a very successful State of the District luncheon on Aug. 10 at the
PDC with nearly 400 people in attendance. He thanked the Arlington Chamber of Commerce for their
support of our school district and the work they put into making this wonderful event happen. He was
able to update our community on the successes of our accountability ratings, the incredible number of
career and technical education certifications that were earned by our students last year, our new
STEM Academy and more.
He stated that we are very excited to welcome in our first-ever STEM Academy class. They had a
great turnout for their bridge camp last week, and students were able to learn more about the STEM
program, meet their peers and even tour parts of UTA, which has been a great partner in creating this
academy. This year we are also welcoming our second Arlington Collegiate High School class of
students.
Dr. Cavazos shared that he hoped all had a chance to attend or to see our first-ever AISD Back to

School Kickoff on the news on Saturday at AT&T Stadium. This event was such a huge success, with
more than 8,000 students receiving backpacks with supplies inside. Many of those students also
received vaccinations, haircuts and dental or vision screenings. He thanked all of our community
partners who came together to make this vision a reality including the Arlington NAACP, Junior
League of Arlington, Churches of Arlington, The Gene and Jerry Jones Family North Texas Youth
Education Town, and the Gene and Jerry Jones Family Arlington Youth Foundation.
Finally, instead of convocation this year, Dr. Cavazos said we decided to focus on our teachers, staff
and schools a different way, and that was in the classroom. We had the AISD Day of Service in lieu of
the traditional convocation this morning, and all reports indicated that it was a great success. Noncampus employees helped our teachers and campus staff with anything from classroom set up and
distributing textbooks to laminating and creating bulletin boards. He hoped this Day of Service
brought our employees together and that this extra support was helpful.
SCHOOL BOARD’S REPORT:
Polly Walton stated how wonderful the back-to-school kickoff was. She also told Dr. Cavazos that all
did a beautiful job at the State of the District. She attended the new teacher breakfast, sponsored by
Education Foundation, and shared that the speaker was wonderful. She wanted to repeat the
speaker’s statement that teachers are the most powerful people in the world. Ms. Walton also said
that the day of work was fun; she went to Crow and helped a new kindergarten teacher.
Dr. Reich reported that the events were wonderful. He stated that the back-to-school kickoff was able
to touch so many lives because all involved checked their egos at the door and all came together. He
shared that one student was now excited to go back to school after today’s event and another student
was ready now because he got a haircut. Dr. Reich said that the day of service was a great
experience. He was amazed that teachers thanked him; he wanted to thank the teachers. Next year,
he asked if we could consider open this up to community. He felt this was better than convocation in
that it gave time instead of taking time from teachers’ schedules.
Kecia Mays enjoyed the backpack give away, watching the kids seeing their friends and hugging,
while enjoying their new backpacks. She spent the day of service at Ellis Elementary School and
noted that all teachers have a story. She worked with first year 6th grade teacher and also 6th grade
teacher with 28 years of experience who is not planning to retire any time soon. Ms. Mays welcomed
everyone back and encouraged all to join your PTAs, civic clubs, etc. She also stated that supporting
sports and co-curricular groups can lead to fund assistance for college.
President Sullins thanked all for a great start to the year.
Board Secretary John Hibbs said he had no Board requests to report.
