NEW WORLDS OPENED THROUGH SCOUTING
volunteers and supporters of Scouting. First,
former Quapaw Area Council Presidents
Sherman Tate (2013-2014) and Gus “Buddy”
Blass (1960-1962) provided the leadership
and funding to first begin the Scouting
program at Troop 113 in 2013.
Jaelon Porter and Eric Brown, both of
Helena, never dreamed that joining Boy
Scout Troop 113 chartered to the Boys & Girls
Club of Phillips County would lead them on
the adventure of a lifetime. But, a whole new
world was literally opened up for both of
them through Scouting. Due to their
demonstrated leadership abilities and
Scouting spirit, both Jaelon and Eric (both
students at the KIPP Delta Public School)
were selected by their peers to attend the
23rd World Scout Jamboree in Yamaguchi,
Japan on July 28-August 8, 2015.
This once in a lifetime opportunity has a
wonderful back-story and has became a
reality through the efforts of several
Tate, the first African-American President of
the Quapaw Area Council, had a vision to
offer Scouting to the youth in the area of his
hometown of Marvel, AR (a town in the
Arkansas Delta very close to Helena / West
Helena). Tate’s vision and personal
involvement in the organization of Troop 113
was supported by the generous financial
support of Blass who financed all the Scouts
in the troop to attend summer camp in 2014.
Additionally, the Scoutmaster for the newly
formed Troop, Chris Johnson, a teacher at
KIPP Delta Public Schools, really helped to
implement and deliver the program to the
boys that were registered as Scouts. In fact,
due to the success of this first Scouting
Program, KIPP Delta Schools is now working
to add Scouting as part of their educational
offerings in several other locations.
One of the most interesting aspects to this
story is that neither Jaelon nor Eric had
traveled outside of the Delta Region
(Arkansas, Mississippi, Tennessee) prior to
this trip. This experience will literally open
up a whole new world of adventure to both
of these young men. And, with both of them
being in their early teenage years, it is the
hope of all that have supported this effort
that they will be able to tell their story to
other youth in Helena and the surrounding
areas and inspire hope in other youth their
age.
Both Jaelon and Eric were invited to make a
report to the Executive Board of the council
in late August. While there, both expressed
their thanks for this wonderful opportunity
and enthralled the board with their stories,
memories, and experiences at the Jamboree.
Jaelon really summarized his experience best
in one sentence. “Every Scout was kind and
got along well, like the world should be.”

BOBCAT DAY TO BE HELD FOR
ALL NEW CUB SCOUTS!
The most important thing, next to getting
new youth into Scouting, is to keep them in
Scouting! The first step in retaining these
new Cub Scouts and their families is to
follow-through on the promises we made
when each of the youth’s classrooms were
rallied and we told them about all the
adventures they would have through
Scouting.

Bobcat Day was developed to do all of these
things and most importantly offer a lot of
FUN! Fun begins with shooting BB guns and
Archery, playing games, and of course, the
opportunity to earn their very first Scouting
Rank (The Bobcat Rank) during this one-day
event in their first month of Scouting.
Bobcat Days will all be held on September
19th in several locations across the council.
New Scouts and their families are all invited
to attend one of these events to begin their
Scouting Adventure!

QUAPAW SCOUTER SEPT. & OCT. 2015 | Issue #2015-4
Lastly, a very special congratulations to Josh
“CJ” Skinner, Lodge Chief, on being crowned
the National Champion of Southern Straight
Dance at NOAC.
School is back in and that means Scouting is
back in full swing. Hopefully everyone had
many safe Scouting Adventures over the
summer.
Quapaw Lodge participated in two large
National OA events over the summer. The
first was ArrowTour which came to visit Little
Rock on July 26th and Quapaw Lodge was
very well represented. Over 400 Cub Scouts,
Scouts, and Adults from at least 5 different
councils converged on River Front Park for a
truly memorable experience.
Fun / active events included a dunking booth,
obstacle course, and screen printing station.
More reflective events such as a rededication
show and construction of a time capsule to
be opened in 25 years were all well received.
A special thanks to our many Lodge Brothers
from Summer Camp Staff who braved the
110 degree heat to help us set up barely 12
hours after packing up Camp Rockefeller—A
true example of Servant Leadership!
This year was also the Centennial National
Order of the Arrow Conference held at
Michigan State University. We had, perhaps,
the largest contingent in the Lodge’s history
to attend NOAC; 58 Participants & 6 staff
eagerly trekked to the conference.
The Lodge members participated in the
week-long event consisting of training,
activities, competitions, and shows. Quapaw
Lodge was recognized nationally in several
ways.
First, the Lodge Contingent received the
coveted Chief’s Circle Award. Secondly, the
Lodge was recognized with the Lodge
History Exemplar Award. Many thanks to the
history committee that lead the charge on
updating and preserving the Lodge History.
This included Brothers Terry Kearns, David
Elmore, Phil Parette, Frank Bolton, and the
late Daniel Ashley.
We had a spectacular summer but the fun is
not over for 2015! The Lodge will wrap up
summer with our annual Pilgrimage event
September 25-27. Fun, fellowship, and
training will abound as Arrowmen journey
back to Camp Rockefeller. We will be
honoring both our newly selected Vigil Honor
members and Koskalakas recipients.
The youth will elect the Lodge's leadership
for the upcoming year. And, remembering
those Brothers who have passed since the
last Pilgrimage with a Broken Arrow
ceremony is also a tradition that will be
observed. This is one event not to miss!
Register at: www.quapawbsaevents.org
today!
The last OA event for the year will be our Fall
Fellowship and Ordeal on October 23-25.
This is the last opportunity for Scouts who
were nominated to the Order of the Arrow to
complete their Ordeal and become
members. It is great opportunity for all
Arrowmen to give service to Camp
Rockefeller as we close it down for the
winter.

Nominating Committee, Quapaw Area
Council, 3220 Cantrell Road, Little Rock,
Arkansas, 72202.
Nominations of Cubmasters, Scoutmasters,
Crew or Post Advisors, their assistants and
Den Leaders are discouraged. These people
have assumed the most important role in the
Boy Scouts of America. We should not
diminish their effectiveness by asking them
to do more.
QUALIFICATIONS FOR CONSIDERATION:
Council President:
Ultimate authority for conducting the affairs
of the Boy Scouts of America is vested in
volunteer Scouters. The Council President is
the top volunteer leader. He represents to
the council and to the public this
responsibility and authority. This individual
should be one who occupies a position of
respect in business and civic circles within the
council and who is able to secure the
cooperation of other individuals and
organizations and businesses in support of
the council’s mission.
District Chairman:
We seek a person who is universally
recognized in the community and whose
prestige, character, and achievements mark
him or her as a leader; one whose personality
and executive ability will inspire confidence
and win support and cooperation for the
Scouting program. This individual should be
well known by the business leaders and the
education and religious institutions of the
communities comprising the district. His/her
ideals should be in full accord with those of
Scouting.
Specifically, a District Chairman should
possess:



The ability to recruit people to do a
specific job
Executive ability
Organizational experience



The ability to secure adequate financial
support
Knowledge of the Scouting program is
not essential.
District and Council Members At Large:
We need people of character and standing in
the community, who – because of their
interest, organizational experience, ability or
general knowledge – may be available for
service as chairpersons or members of
operating committees or to serve in some
special capacity within the district.
Any and all individuals to be considered for
the above positions must have a firm belief in
the fact that Scouting is the best youth
development program available and have
given or be willing to give generously of their
time, effort and personal financial resources
to the betterment of the council.

Another wonderful year has wrapped up for
Camp Rockefeller on beautiful Gus Blass
Scout Reservation. There were 1550 youth
and 485 adults that experienced a summer
that they will soon not forget. A huge thanks
goes out to those 485 adult volunteers who
took a week off of work and away from their
families to offer their Scouting youth an
amazing week of camp. Without their
dedication and commitment, these young
men would not have had the opportunity to
attend camp.
Of course, summer camp wouldn’t happen
without the terrific staff and volunteers that
make it happen. Tony Sitz served as Camp
Director again this summer and gave great
leadership to the staff. David Howlett was
served as Program Director and Jennifer
Cordell Associate Program Director. Both
performed their jobs of coordinating all the
program offerings very well. Without their
leadership, camp would not have been
possible.
Very limited space is left for the 2015 Quapaw
Area Council Sporting Clays Classic. For $1000,
your 5-person team can compete against some
great shooters, ringers, good ol’ boys, and
greenhorns! This event will fill to capacity so
register today to be sure not to miss all the action.
Oh, and fun is a guarantee!

National Jamboree 2017: Are you going?
On July 19, 2017, Scouts from all over the
nation will gather in the mountains of West
Virginia to “Live Scouting’s Adventure” at the
National Boy Scout Jamboree. This nine-day
adventure is BSA’s flagship event and is held
only once every 4 years.
The new permanent home of the Jamboree is
BSA’s newest high-adventure base, the
Summit Bechtel Scout Reserve, located in
the New River Gorge of West Virginia. The
Summit is a sprawling 10,600 acres and
features over 5 miles of ziplines, 36 miles of
mountain bike trails, 13 acres of shooting
sports ranges, with additional venues for
kayaking, rock climbing, bouldering,
skateboarding, BMX, white-water rafting,
and many more activities. And don’t forget
the fantastic arena shows, exhibits,
fireworks, patch trading, special celebrity
guest appearances, and many more
surprises!
The Quapaw Area Council is planning to take
2 Troops of 36 youth and 4 adult leaders
each. Our council contingent will be led by
Scoutmasters Raymond Jones and Matt
Hubbard, who have extensive experience
leading Jamboree and high-adventure treks,
along with Assistant Scoutmasters James
Barr, Jay Clevenger, and Mike Barrett.
Additional leaders will be selected and
announced very soon.
QUAPAW SCOUTER SEPT. & OCT. 2015 | Issue #2015-4
While the cost to attend the Jamboree is
expected to be finalized within the next few
weeks, it is estimated to be no more than
$2,300, which includes the national
registration fee, travel, hotel, meals, t-shirts,
patches, and backpack. Travel dates are July
14-29, which includes a planned visit to
Washington, DC and other sites of interest
along the way.
Recruiting is now underway, and we expect
our Jamboree units to fill quickly! A deposit
of $250 will reserve your spot. The
reservation application is available at:
http://www.quapawbsa.org/qac-forms/2017national-scout-jamboree-request-to-attend .
All youth who place their deposit by
September 30th will receive a special “I’m
Going” Jamboree patch.
Attending the National Jamboree is truly a
once-in-a-lifetime Scouting adventure!

2016 Family Friends of Scouting
BUILD AN ADVENTURE!
WHY FAMILY FRIENDS OF SCOUTING?
Friends of scouting is a fundraising campaign
that provides the opportunity for every
family to hear the Scouting Story. It also is
an opportunity for these families to share in
the successes of Scouting while financially
supporting the program through personal
contributions. Friends of Scouting accounts
for more than 24% of the total annual budget
of the Quapaw Area Council. It is a vital part
of the total financing of the Scouting
Program which in turn provides direct benefit
to local Scouting units that the council
supports.
FRIENDS OF SCOUTING
PACESETTER RECOGNITION
In 2016, the council will once again offer
special recognition to those units that agree
to be 2016 Friends of Scouting ‘Pacesetter
Units’. Pacesetter Units will receive free rank
advancement for the following year in
recognition of their commitment to the
Friends of Scouting program. This can add
up to hundreds of dollars of support provided
to local units at no cost to them.
PACESETTER UNITS:
To qualify as a “Pacesetter Unit”, all
requirements must be met.
1.
Designate one adult as the unit FOS
Chairperson.
2.
Set the date of your unit’s presentation
by December 18th by filling out and
turning in a presentation commitment
card. (These will be available first at the
October Roundtables.)
3.
Set a Unit Friends of Scouting Goal
which includes agreed upon increases in
dollars raised, pledges received, and
attendance. (District Executives will
work with Unit Leaders to establish
realistic goals.)
4.
Attend the district’s Family Friends of
Scouting Training/Kickoff.
5.
Conduct your unit’s Family FOS
presentation before March 31, 2016.
Units that qualify will receive free badges of
rank for the twelve months following the
presentation.
2016 FAMILY FRIENDS OF SCOUTING
DONOR RECOGNITION ITEMS
Each year, the Quapaw Area Council
provides customized recognition items to
those donors in the Family Campaign that
pledge at one of the suggested giving
amounts, or higher. In 2016 we will have
some great items that include the 2016
theme of “Build an Adventure.” As we
continuously work to bring new youth into
Scouting, it is important that we never lose
sight of our purpose – to instill positive values
into our youth and to work to develop them
into productive adults. With Build an
Adventure as our theme, we will begin to
Build our youth as we start down the path of
Adventure!
The 2016 recognition items are of high
quality, are useful, and reflect the
commitment of those that give so
generously to support our mission through
Friends of Scouting. Remember that
recognition items are available while supplies
last so be sure to schedule your unit
presentation as early in 2016 as possible!

product mix and the opportunity for units to

How would you like to tell you Scout’s

year? How about telling them that the Top

the Trails End Blitz Weekend Football!!!
Popcorn can make it possible!
228 Quapaw Area Council Scout units sold
popcorn during the 2014 campaign sending
over $350,000 directly into Cub Scout Pack,
Boy Scout Troop and Venture Crew
treasuries. The AVERAGE unit commission
earned last year was over $1,535 per unit.
Each district conducted Unit Popcorn
Training sessions in August with those units
attending qualifying for an additional 2%
commission on their total sales.
The popcorn campaign will kickoff
September 10th and run through October 21st
so now is the time to make sure your unit is
taking advantage of this great fund raising
opportunity! There is still time to sign your
unit up for the 2015 campaign!

Join Scouting Night Report
Despite a last minute change of date for the
Little Rock School District Join Scouting
Night date the volunteers of the Mohawk
District were out in full force to welcome the
new boys and their families into the scouting
family. All volunteers who served as emcees,
registrars, and rallymasters are to be
commended for the great effort on the
evening of August 27. Through your efforts
more than 50% more boys joined Scouting in
2015 than in the same schools last year. This
means that many boys now have the
opportunity to experience the great scouting
programs in the Mohawk District. THANK
YOU!
Bobcat Day Coming Soon
Bobcat Day is scheduled for Saturday
September 19 at Reservoir Park in Little
Rock. Bobcat Day will give new cub scouts
that signed up at Join Scouting Night and
their families their first “taste” of the
adventures of scouting. The promise of
shooting BB guns and bows and arrows and
earning badges will come true at Bobcat Day!
Volunteers are needed to assist with parking,
registration, and activity stations during the
day. Two sessions are being offered for the
new cub scouts: a morning session from 9
AM- 12 noon and an afternoon session from 1
PM- 4 PM. If you would like to volunteer to
assist that day at either or both sessions and
see more smiles than you have in a long time
please contact Bobcat Day Chair Brittany

Shown Here: Camp Rockefeller New Handicraft Pavilion
First of all, all of the old wooden pavilions
throughout camp were taken down, new
concrete floors poured, and new metal
pavilions erected in their place. These new
pavilions have higher roofs, are easier to
maintain, and should last for many, many
years.
Shown Here: ECOLOGY / CONSERVATION Pavilion
The largest project underway is the
installation of an all metal roof on the
Reynold’s Scout Training Center. This will
also repair some leaking on the existing roof
and improve the overall condition of RSTC.
Workers continue to install an all metal roof at RSTC.
