THE ONTARIO POLICE MEMORIAL Ceremony of Remembrance May 6, 2007 Queen’s Park, Toronto, Ontario Heroes in Life, Not Death 1 The Ontario Police Memorial The Memorial was created to honour those police officers in the Province of Ontario who lost their lives in the line of duty. The names of all known fallen officers are inscribed upon the Wall of Honour. This year, we add the names of the following “Heroes in Life, Not Death.” In Memoriam Constable John C. A special welcome is extended to the families of the Officers being honoured here today. The Ontario Police Memorial Wall of Honour enshrines the names of two hundred and thirty one officers who have given their lives while serving and protecting the people of Ontario. This year we sadly add three more names. Those who lost their lives in service since May 2006 are; Constable John C. Atkinson of the Windsor Police Service, Constable Donald J.Y. Doucet of the Sault Ste. Marie Police Service and Ontario Provincial Police Constable David Mounsey of the Huron OPP. We are proudly adding three other names from Ontario's historic past. Officers who were lost, in the performance of their sworn duty. They are; Constable John R. Davey of the Cornwall Police, County Constable Albert C. Springstead of the Wentworth County and Traffic Officer Miles Campbell of the Department of Highways, Ottawa. Today we gather in remembrance, fellowship and celebration of our 'Heroes in Life, Not Death.” Tim Zayack President Ontario Police Memorial Foundation 2 3 4 5 Ontario Police Memorial - Ceremony of Remembrance May 7, 2006 We Shall Never Forget The Ontario Police Memorial stands forever, a tribute to the bravery and loyalty of Ontario’s policing community, silently honouring those who paid the ultimate price for their dedication to duty. 6 For additional photos please see page 32. 7 Heroes in Life, Not Death On August 12th, 1998, Waterloo Regional Police Constable David Nicholson lost his life while trying to recover the body of a child who drowned in the Grand River at the Parkhill Dam in Cambridge, Ontario. In expressing their appreciation and gratitude to family and friends, Mrs. Wendy Nicholson and sons Mitch, Reid and Josh stated in part, “.....Dave’s death has been painful and devastating. He was our hero in life, not death. Our memories of him are rich and immeasurable, filling our hearts with both deep joy and profound pain.....” Wendy Nicholson’s words are the inspiration for the inscription on the Ontario Police Memorial. The Ontario Police Memorial Pin The pewter pin replicates the Ontario Police Memorial’s Wall of Honour. The badge represents the police officer’s authority, and the trillium the official flower of the Province of Ontario. Family members of the Honour Roll officers will have a white trillium on their pin. The Ontario Police Memorial Pin has been approved for uniform use by the Ontario Association of Chiefs of Police as follows: 1. On the day that a police officer is killed in the line of duty, until sundown on the day of the officer’s funeral. 2. During the Ontario Police Memorial Day, the first Sunday in May. 3. (OACP) Charlie Green Director, Durham Regional Police (OSOPA) James Christie Director, OPP Barrie (OPPA) Joan Whalley Secretary/Treasurer (PAO) David Brown Historian, OPP Peterborough 27 Officer honoured 88 years after his death Case Springstead, who was killed in the line of duty in 1919, added to Ontario Police Memorial By Paul Morse The Hamilton Spectator(Apr 4, 2007) Almost 88 years after he was killed on duty, a police officer from Stoney Creek will finally be recognized for making the ultimate sacrifice. Hamilton police and its union will honour Chief Constable Alfred Case Springstead May 6 when the Wentworth County Constabulary officer's name is added to the Ontario Police Memorial at Queen's Park. Remarkably, the story of his murder had slid into obscurity. Case Springstead On Nov. 29, 1919, murderer Paul Kowalski, who was awaiting the hangman in Barton Jail, stabbed Springstead with his own pocket knife and bludgeoned him to death in a desperate bid to escape death row. He also killed the jail's head turnkey and wounded two other guards. Case Springstead, as he liked to be called, was a very easygoing career police officer, says Hamilton police historian Tim Fletcher. "He was probably the chief of the Wentworth County Constabulary, as it was then known. He was a police officer with full police powers. "Up until the day he was killed, there was nothing noteworthy about him except that everyone in Wentworth County knew him." Paul Kowalski was a Polish immigrant, who had been in Montreal for 18 months during the 28 Paul Kowalski First World War as a "dangerous alien." He came to Hamilton with his wife shortly after his release in 1919. That February, another gambler living in the same boarding home, who had flashed $1,000 in winnings, was found beaten to death behind the rooming house. A trail of blood led to the Kowalskis' room and, after arresting the couple, police found the cash hidden under Kowalski's wife's skirts. Only Paul Kowalski went to trial for the murder, though, and he was sentenced to hang in Barton Jail, Dec. 19, 1919. Back then, both the jail and the county police force were under the authority of the Wentworth County Sheriff. Kowalski appeared to be a trouble-free condemned prisoner, but in reality had learned his appeal for retrial had been denied. He planned a prison break. Lowry got up, and was hit again, shattering his hip and leg, then was stabbed in the abdomen, above his heart and in the face. Around 7 a.m. on Nov. 29, Springstead and three turnkeys brought Kowalski his breakfast, including an apple. As usual, the condemned man was given only a spoon. "Lowry, incredibly, at age 61, with his entire left side of his body out of commission, still pushed Kowalski back toward the jail cells, throttling him so hard that Kowalski is said to have gasped, 'You got me.'" "It was a custom of Springstead and chief turnkey Arthur Awty to let Kowalski take some exercise in the hallway in front of the cells," Fletcher said. Kowalski finally surrendered when police officers, armed with only one handgun among them, arrived and ordered him to drop or be shot. Kowalski asked Springstead for his pocket knife to peel his apple and, remarkably, Springstead gave it to him, Fletcher added. At 10 a.m., Kowalski suddenly whipped off his bandana, wrapped it around Springstead's neck and used the spoon as a tourniquet lever until Springstead fell dead or unconscious to the floor. Springstead was dead and Awty so badly wounded that doctors decided not to move him. He died there that night after giving a deathbed statement about the attack. Kowalski was hanged in the jail on Dec. 19. He picked up a bench, smashed open a window frame and grabbed a heavy iron bar called a sash weight and smashed in Springstead's head. In 1934, the Wentworth County Constabulary was taken over by the Ontario Provincial Police and, ultimately through amalgamation, ended up as part of the Hamilton-Wentworth Regional Police, the forerunner of today's Hamilton Police Service. Kowalski then hid behind a solid wooden door, knife in his left hand, steel bar in his right. When Awty unlocked the wooden gate and allowed turnkey William Berry to step through, Kowalski sprang, slashing and striking simultaneously with both hands. He knocked Berry senseless with a single blow. "Somehow, Springstead got lost in history," said Brad Boyce, Hamilton Police Association administrator. Police and the union are trying to find family members to honour them during the police memorial ceremonies. The third turnkey, former police Sergeant John Lowry, was fortunately a man of immense strength, Fletcher noted. Lowry immediately attacked Kowalski, but Kowalski was possessed. He struck Lowry, crushing his skull and breaking his arm. "Whenever you have a police officer who has made the ultimate sacrifice, he and his family should be honoured until the end of time," Boyce said. "Awty sprang through and was savaged. He was slashed, brained and knocked down."
