The Evermore CID is pleased to present to you, the 2015 Annual Report. In April of this year,
property owners came together to reaffirm the existence of the CID, and reelect the Board of
Directors. With that vote, we are assured by the commitment of the property owners, to the
continuation of projects that are currently underway and in future planning.
In the last 12 years we have generated over $19,000,000 in funding which has been leveraged to
result in current and future projects with an estimated value above $119,000,000. We continue to
work to identify external funding from Federal, State and local sources, as well as, other available
funding opportunities. We thank all of those who have shared in our belief that Highway 78 and
the surrounding area remains a vibrant and attractive place to live, work, shop, play and invest.
2015 was the year for Vision, Progress, Growth and Proximity for the Evermore Community
Improvement District. We continued to achieve a solid vision for the future of the CID, with the
advancement of transportation projects and the addition of new and improved business throughout
the corridor.

We have seen progress in the continued success of our business community. New businesses have
established themselves within our boundaries, and expansions and additions are taking place in
many areas. New housing construction in 2015 will see over 250 new units added to the current
real estate market. As the need for medical services rises, the corridor will see new offerings
aimed at preserving the health and wellness of our community.
In many ways our growth can be attributed to the clean and safe environment of the corridor.
Improvements in landscaping aid in attracting and retaining quality development to the area, and
continued enhancements to our Gateway will take place in the fall of this year. Safe neighborhoods,
clean streets, and a thriving business climate, have resulted in the addition of new membership to
the CID.

Due to the proximity to major population areas, the CID has seen an increase in traffic from 42,000
to 75,000 vehicles per day traveling Highway 78. This increase is an indicator of the ability to
move through the corridor, while at the same time, offering excellent retail opportunities for those
traveling in and out of South Gwinnett County.

Vision
Evermore started with a vison to create a better, safer
Highway 78 in South Gwinnett. Now 11 years later, the
CID continues to lead by championing enhancements and
building a stronger community.
Progress
Healthcare upgrades abound
Eastside Hospital’s South Campus is revitalizing its Fountain Drive presence
to offer a more modern facility. On the outside, the Grace Snell Fountain will
be restored along with new landscaping and pergola in addition to other
beautification enhancements. Inside, nursing stations and admissions areas
will be upgraded to improve efficiency, safety and privacy all to provide
better care.
Owners extend life of the CID
Owners of commercial properties within the CID voted to extend Evermore’s
life for another six years. State law requires members to reaffirm or dissolve
a CID at these regularly scheduled intervals.
Board members continue service
Commercial property owners voted to keep CID Chairman Chris Garner
in his Post 3 position as well as Snellville attorney Warren Auld in Post 6.
Garner and Auld will continue to serve by fulfilling their three-year terms.

New projects are extending Evermore’s rich base of assets
and expanding the community’s quality of life, offering new
access and better alternatives.
Additionally, Physicians Immediate Medical is turning underutilized space at
Killian Hill Road into a 20,000 square foot new medical facility.

Landscaping and Maintenance
Evermore North Boulevard reaches major milestones
Phases of the new Evermore North Boulevard collector roadway are reaching
important levels of completion, including the acquisition of right-of-way.
These accomplishments include the following significant advancements:
• Walton Court construction nearly finished
Realignment of Walton Court’s intersection with Highway 78 is almost
complete, concluding years of planning undertaken by Evermore.
• Hewatt-Parkwood-Britt plans approved
The Federal Highway Administration has granted environmental
approval for this project phase, which means the Georgia Department of
Transportation can authorize right-of-way funds.
Beautifying the CID Gateway
The Georgia Department of

with a GATEway Grant to complete
substantial landscape improvements
on Highway 78 near East Park Place
Boulevard.

Evermore benefits from new investment and redevelopment
of existing commercial properties. Savvy investors are
making the most of the area’s available resources and
strong economic standing.
Spacemax – This company sought CID membership while converting the
former retail space along West Park Place Boulevard into a new climatecontrolled storage facility.
QuikTrip – The popular fuel and convenience store converted the former
Stone Mountain Toyota at Parker Court into one of its kitchen models.
Proximity
Evermore is a prime location offering ease of access
throughout the metro-Atlanta region. Data indicators
confirm the area’s standing as both a destination and base
of operation for commercial and community success.
About the Xpress Buses
Xpress is a regional public transportation service provided by the Georgia
Regional Transportation Authority (GRTA) in collaboration with the
Gwinnett County Transit and others. Xpress offers 33 routes in 12 metro
Atlanta counties, and departures from Snellville make multiple stops while
traveling to Atlanta. More info: www.xpressga.com
Waffle House – Evermore is home to one of the iconic restaurant chain’s
unique concept stores with a limited-service drive thru.
New residential construction boom
Many newly built houses are opening for those seeking to call Evermore
their home. Rocklyn Homes recently developed Highland Park, a townhome
community of 56 units behind Summitt’s Tavern. Rocklyn has another
townhome community, Paxton Landing, coming soon to Paxton Lane. A new
Phase of Brookwood Estates at Evermore is underway along Highpoint Road.

Commercial Property owners within the Evermore corridor have committed to pay an annual additional tax of 5
mils, for the CID’s operations and a proportionate share of planned capital projects. Operations include; general
administration, public safety, economic development, landscaping, and maintenance along the corridor to maintain
an attractive, inviting appearance and safe environment. These revenues are also used to match funding from
federal, state, and local agencies. Funding is primarily requested for planned projects in support of the long and short
tem work program of the CID. Each year, approximately half of CID tax receipts are utilized for operations and the
remaining assets are invested in capital projects within the CID’s five-year capital improvement program.
Receipts and expenditures for 2015 are preliminary estimates, subject to adjustment after year-end close-out and
audit. The fund balance includes a 9 month operating reserve with the remaining balance allocated to fund a
proportionate share of the five-year capital improvement program (CIP). The CIP is updated annually to bring the
capital plan in balance with current project activities and planned project revisions.
