There was a time not so long
ago when our flag, I believe, did
not have as much meaning as it
does today. It was just a part of our
lives, and we took it for granted. I
know I did.
Growing up in the 50s and 60s,
I assumed it would always be
around, always representing my
country, and always respected by
our citizens. But unfortunately
this did not happen, and the flag
began to be treated badly. Allowed
to fly unmanaged, never folded or
brought in at night, many became
dirty and tattered. Disgruntled
groups burned flags in protest.
Yes, this is legal, but still sad. And
our flag began appearing on inappropriate items. I never realized it, but we are
not supposed to wear a flag in any
form, yet so many different items
with this precious image are created to be wrapped around us and
worn on our body and feet. We
have rugs we walk on, napkins to
wipe our faces, and even cloth on
which we sit bears this precious
image.
This misuse remains, but on
Sept. 11, 2001, we found ourselves with a renewed respect and
appreciation for our flag.
Following a catastrophic attack
on our American values and freedom, our pride suddenly—once
again—exploded.
We saw our American flag on
homes, on posters in businesses
of every kind, and on numerous
pieces of clothing—which was
still inappropriate. I think we just
did not know, but maybe for a
moment it was all right.
Of course, many of us remember those mammoth flags fluttering
from the windows of cars and
trucks. Today I’m beginning
to once more see the fluttering
flags attached to the windows of
vehicles.
It felt good then, but it’s too bad
it had to take a national disaster to
bring us a renewed appreciation of
our flag.
Remember the photo taken of
three firefighters raising the flag
above the rubble of the World
Trade Center—raising the Flag
at Ground Zero? It was reminiscent of the famous 1945 WWII
photo of six Marines raising Old
Glory over Iwo Jima. Thomas E.
Franklin, the photographer of the
new photo, said of it, “This was
an important shot. It told of more
than just death and destruction. It
said something to me about the
strength of the American people
and of these firemen having to
battle the unimaginable.”
One of the three firemen in the
photo, Dan McWilliams remembered that as the flag was being
raised, other fire personnel yelled,
“Good job” and “Way to go!” He
said, “Every pair of eyes that saw
that flag got a little brighter.” I
think this pretty much confirms
what our flag means to us.
It has been over 10 years since
9-11, so why is this topic becoming important again? I believe it’s
because everywhere we look today
in this country, we see on TV, hear
on the radio, and read in print how
our borders, our language, our
American culture, and our way of
life are being compromised in the
name of political correctness. We
are being led to believe that when
we’re too proud of our own way
of life, of our freedom and uniqueness, we are insulting another’s
way of life. This is when it gets
dangerous.
We still welcome all who desire
to come to this country with integrity as they embrace our culture
alongside their own. We welcome
them as they learn our language,
and come to appreciate and love
the American way of life that
already exists here as much as we
do. We learn from each other.
This is what our flag means to
me. What does it mean to you? H
Independence Day celebration
starts early in Rancho Cordova;
it’s a two-day event full of
family-friendly activities.
Independence Day fun gets a
jumpstart on July 3rd when the
Fourth of July Festival opens its
gates at 4 p.m. with a full carnival, free Kids Zone with plenty
of fun activities, beer gardens
complete with musical entertainment, and more. Festival
food, exhibits, pedal boat rides
on the Hagan Park ponds, plus a
spin for the kids on the Bobble
Lagoon and Swan Lake boats
make it a night to remember.
The BMX Freestyle Team
will present three exciting
shows on the hour beginning
at 6 p.m. Watch their breathtaking tricks and get a free
bicycle helmet autographed
by the riders. 27 Outlaws will
play country tunes in the Beer
Garden at 6 p.m.
At 8:15 p.m., head to the outdoor Main Stage concert venue
for music under the stars from
Journey Unauthorized, a tribute band that is the next best
thing to the real thing! Be
sure to bring a blanket or lawn
chairs, and be ready when the
band rolls the crowd into the
concert-ending fireworks mini
show—an eye-popping treat for
the senses to get you warmed
up for the Fourth of July.
Friday’s events include a 5K
Fun Run, the 4th of July Parade,
carnival rides, concerts, beer
gardens, domino tournaments,
the Kids Zone, and fireworks.

Rotary Honors Rancho
Cordova Police Officer
Rancho Cordova, CA (MPG) - Rancho
Cordova Police Sergeant Steve Dutra
is the recipient of the “Service Above
Self Award” that is given annually by
the Sacramento Rotary for outstanding community service by a public
official.
The award came with a $1,000
prize that Sergeant Dutra donated to
the Rancho Cordova Police Athletic
League (PAL) program.
“I did this because I have seen
how instrumental the PAL program
is and how it makes a positive difference in the lives of children within the
community. At the same time, it provides officers with the chance to be
positive role models for youth, and I
decided to give back to the program
when I was provided with this opportunity,” said Sergeant Dutra, who is
a supervisor for the Rancho Cordova
Police Department (RCPD) and the
Sacramento Sheriff’s East Patrol
Division.
As a member of the RCPD
Problem Oriented Policing (POP)
detail, Sergeant Dutra oversees PAL
in Rancho Cordova, supervises the
School Resource Officer and Youth
Services Officer programs, oversees
the youth alcohol reduction program,
and manages the crime prevention specialist program. He routinely attends
community meetings and events at
night on weekends, and volunteers his
time to coach the Junior Giant’s baseball team in Rancho Cordova.
“Sergeant Dutra is truly one of
those individuals who bring passion
to the mission of public service,” said
Lieutenant Chris Pittman, Assistant
Commander of the RCPD and East
Patrol Division. “He is a hardworking, thoughtful and accomplished
leader within the community, and his
can-do attitude makes him a pleasure
to be around.”

2014 Cordova High Sober Grad Night a Huge Success!

Rancho Cordova, CA (MPG) - Thanks
to the generosity of our numerous
supporters and volunteers, Sober
Grad Night for the Cordova High
Class of 2014 was an enormous
success!
203 seniors, which are approximately 50% of this year’s graduating
class, had a memorable night safely
celebrating their accomplishments
at Golfland Sunsplash in Roseville
thanks to the generosity of the
following donors and sponsors.
Without their support, a majority
of our students would be unable to
afford a Sober Grad ticket because
we would have to pass all $20,000
in costs on to our students, which
would put the starting price of a
ticket at $110. Because of our fundraisers and donor/sponsor support,
the starting price of a Sober Grad
ticket is $75 and we have money
for scholarships to assist our most
financially-challenged students.
The biggest thank you of all goes
out to the Sober Grad committee
comprised of Connie Farnsworth,
Liane Sousa and Stacey Kingsley.
I am also extremely grateful to
Cordova High Site Captain Laura
Sims and Sunsplash Site Captain
Gracie Castillo for preparing and
keeping their respective ends organized and running as smoothly as
possible. I would also like to thank
the 40+ volunteers comprised of
alumni, family, teachers and Drake
Crump of US Bank, that helped
out at Cordova High to get the kids
safely on the buses and being ever
vigilant keeping seniors safe at
Sunsplash and for so tactfully and
professionally identify and address
the few issues that arose. This
was definitely a team effort! “The
overwhelming positive feedback
I have received from the seniors
makes the lack of sleep and sore
feet all worth it. Knowing that we
ensured that our seniors, who had
worked so hard to graduate, safely

CHS Sober Grad is a subcommittee of Cordova High PTSA, which
was organized in April 2006. CHS
PTSA works in partnership with
a wide array of individuals and
organizations to accomplish our
agreed-upon goals. We are dedicated to promoting student health,
well-being, and educational success
through strong parent, family, and
community involvement.

Chamber of Commerce celebrated the grand
opening of Costa Vida Fresh Mexican Grill with
a ribbon cutting. Costa Vida franchise is new
to Rancho Cordova, which was chosen because
of its ‘awesome location.’ In fact, an unnamed
employee said “Rancho Cordova deserves us.”
Restaurant manager Sebren Green welcomed Councilmember Linda Budge, Chamber
President & CEO Diann Rogers, and a host of
friends, employees and Chamber members to the
ribbon cutting on June 16. Pictured is Mr. Green
holding the official welcome proclamation presented by Ms. Budge.

Expo announces two key team
members: Jennifer Castleberry,
of Rocklin, has been appointed
by Governor Edmund G. Brown
as the marketing and public relations manager of the California
Exposition & State Fair.
Castleberry was general manager
at Modamedia Communications
from 2012 to 2014 and senior
director of marketing, events
and entertainment for the
Sacramento River Cats Baseball
Club from 2010 to 2012. She
was a managing supervisor for
Runyon Saltzman and Einhorn
from 2000 to 2010, communications director for the Delaware
Department of Health and Social
Services from 1998 to 1999, new
account acquisition manager at
Fleet Bank from 1995 to 1998
and communication director at
the Hawaii State Department of
Health from 1990 to 1995. She
is a member of the American
Advertising Federation.
Lara N. Popyack, of Rancho
Cordova, has been hired as the
media director for this summer's
California State Fair July 11 27. Lara worked as a freelance
producer and director in film and
television from 2012 to 2014 and
as a producer at News10 (ABC)
from 2009 to 2011. Prior to that
Lara was the promotions and
marketing producer at KVIE
(PBS) from 2007 to 2009 and
project and marketing manager
for Nohoch Productions from
1998 to 2007. She is a member of Metro Chamber’s Project

Happy Birthday, Happy City New Year,
Happy Independence Day
July 1, 2014 will be the first
day of the 12th “New Year” for
the City of Rancho Cordova.
Our wonderful community has
been around longer than that of
course but we are the fifth newest city in California. It is also
our City’s birthday, our City’s
Independence Day, and the first
official day for our new City
Manager. July 1, 1776 was
also when the first vote was cast
for our country’s Declaration
of Independence. If you look
through your history book(s),
you will find some other things
that happened on July 1, but I
will leave that research up to
you. It’s amazing what happened
or who was born on July 1.
I will be contacting and asking many of our businesses and
individuals in Rancho Cordova
to sponsor scholarships for the
new Folsom Lake College campus that is being built in our
City. There are many other great
colleges in Rancho Cordova and
they are sponsored by many in
Rancho Cordova. But I want to
help make our businesses aware
of our newest college campus.
The tax dollars from the School
Bond we passed in 2007 is
what the Los Rios Community
College District is using to build
the campus.
Folsom Lake College already
has some classes on Rockingham
Drive in Rancho Cordova and
they will continue until the new
campus is finished. Classes are
scheduled to begin the fall of
2015. I want to inform Rancho
Cordova businesses how this
new college campus will give
them workers with skills they
are looking for. There are many
people who want a two-year
community college degree as
their course of study doesn’t
need a four-year university/college degree.
We received information from
Washington, D.C. that the proposal to eliminate Saturday mail
delivery has been shelved. That
was only one of many ideas that
Congress is looking at to add
a short-term extension of the
Highway Trust Fund which is
spending more than it receives
in revenues. A Congressional
Committee will continue to meet
and look at National Disaster
Resilience Competition, which
means that states in the Hurricane
Sandy affected region will have
to compete for approximately
$180 million to help address
critical housing needs. I only
used that one example of the
many committee meetings that
are being held in Washington,
D.C. to let you know that I don’t
understand why there has to be
such competition when we are
talking about people. But there is
still competition where there are
critical housing needs.
Our job here in local government takes quite a bit of time
and soul searching to reach the
decisions we make, so the fact
that our hired public servants
in Washington, D.C. decided to
come up with things like competition for money for housing
requires more understanding
than I have, but at least a decision was made. “You have to
walk in someone else’s shoes”
is an old saying that fits pretty
well here, but like many other
people in our country, I don’t
understand why many decisions
are not made after all the information is gathered. Decisions
need to be made, but they often
are not. Oh well, back to Rancho
Cordova.

Bob, I enjoy your weekly column in the Grapevine. Some
of the time (alright much)
I find it hard to agree with
you. Last week’s harassment
of Jon Coupal’s front page
article was one of the ‘much’.
Passing a phoney budget
just so they don’t get docked
pay is nothing to brag about.
The state is ethically, mora l l y, f i n a n c i a l l y b r o k e ,
deeply in debt, the most
highly taxed, most anti-business, most illiterate state
is nothing to brag about.
The budget included 5%
increase in welfare, yet GIs got
1%, legislators accepted a 2%
raise. Now these same folks
are looking to raise taxes again.
Questions of the day: Which
group in California has
the highest criminal rate?
By the way in the same paper
Rancho had 5 ads adding
new taxes! What happened to
the city-hood vote rally slogan “NO NEW TAXES”. So
far we have managed 26 new
taxes (call them what you
may fees,etc they are taxes)!

A RESOLUTION OF INTENTION TO CONTINUE
TO LEVY ASSESSMENTS FOR THE FISCAL
YEAR 2014–15, PRELIMINARILY APPROVING THE
ENGINEER’S REPORT AND PROVIDING NOTICE
OF HEARING OF THE MISSION OAKS RECREATION
AND PARK DISTRICT PARKS AND RECREATION
MAINTENANCE AND IMPROVEMENT DISTRICT
WHEREAS, the Mission Oaks Recreation and
Park District, Parks and Recreation Maintenance
and Improvement District was authorized by an
assessment ballot proceeding conducted in 2006
and approved by 68.78% of the weighted ballots
returned by property owners, and such assessments
were levied by the Advisory Board of Directors by
Resolution No. 2006-04 passed on May 2, 2006; and
WHEREAS, on March 11, 2014 by Resolution
No. 2014-02, the Board ordered the preparation
of an Engineer’s Report for the Parks and
Recreation Maintenance and Improvement
District (the “District”) for fiscal year 2014-15; and
WHEREAS, pursuant to said Resolution, the
Engineer’s Report was prepared by SCI Consulting
Group, Engineer of Work, in accordance with 22565, et.
seq., of the Streets and Highways Code (the “Report”)
and Article XIIID of the California Constitution; and
WHEREAS, said Engineer’s Report was filed
with the Secretary of the Board of Directors and the
Board of Directors has reviewed the Report and
wishes to take certain actions relative to said Report.
NOW, THEREFORE, BE IT RESOLVED,
by the Advisory Board of Directors of the Mission
Oaks Recreation and Park District (“Board”), that:
SECTION 1. The Report for the “Parks and
Recreation Maintenance and Improvement District”,
on file with the Secretary of the Board, has been duly
considered by the Board of Directors and is hereby
deemed sufficient and approved. The Report shall stand
as the Engineer’s Report for all subsequent proceedings
under, and pursuant to, the foregoing resolution.
SECTION 2. It is the intention of this Board to
continue to levy and collect assessments within the
District for fiscal year 2014–15. Within the District, the
existing and proposed improvements (“Improvements”)
are generally described as the installation, maintenance
and servicing of public facilities, including but not limited
to, landscaping, sprinkler systems, park grounds,
park facilities, landscape corridors, ground cover,
shrubs and trees, street frontages, playground
equipment and hardcourt areas, senior and community
centers, drainage systems, lighting, fencing, entry
monuments, basketball courts, tennis courts, running
tracks, swimming pools, other recreational facilities,
security guards, graffiti removal and repainting, and
labor, materials, supplies, utilities and equipment, as
applicable, for property owned and maintained by the
Mission Oaks Recreation and Park District. Installation
means the construction of recreational improvements,
including, but not limited to, land preparation, such as
grading, leveling, cutting and filling, sod, landscaping,
irrigation systems, sidewalks and drainage, lights,
playground equipment, play courts, recreational
facilities and public restrooms. Maintenance means
the furnishing of services and materials for the ordinary
and usual maintenance, operation and servicing of said
improvements, including repair, removal, or replacement
of all or part of any improvement; providing for the
life, growth, health and beauty of landscaping; and
cleaning, sandblasting and painting of walls and other
improvements to remove or cover graffiti. Servicing
means the furnishing of electric current or energy
for the operation or lighting of any improvements,
and water for irrigation of any landscaping or
the maintenance of any other improvements.
SECTION 3. The District consists of the lots and
parcels shown on the assessment diagram of the District
on file with the Secretary of the Board, and reference
is hereby made to such map for further particulars.
SECTION 4. Reference is hereby made to the Report
for a full and detailed description of the Improvements,
the boundaries of the District and the proposed
assessments upon assessable lots and parcels of land
within the District. The Engineer’s Report identifies all
parcels which will have a special benefit conferred upon
them and upon which an assessment will be imposed.
SECTION 5. The assessment is subject to an
annual adjustment tied to the Consumer Price Index-U
for the San Francisco Bay Area as of December of each
succeeding year (the “CPI”), with a maximum annual
adjustment not to exceed 3%. Any change in the CPI
in excess of 3% shall be cumulatively reserved as the
“Unused CPI” and shall be used to increase the maximum
authorized assessment rate in years in which the CPI
is less than 3%. The maximum authorized assessment
rate is equal to the maximum assessment rate in the
first fiscal year the assessment was levied adjusted
annually by the minimum of 1) 3% or 2) the change
in the CPI plus any Unused CPI as described above.
The change in the CPI from December 2012 to
December 2013 was 2.57%. Therefore, the maximum
authorized assessment rate for fiscal year 2014-15 is
increased by 2.57% which equates to $47.11 per single
family equivalent benefit unit. The estimate of cost and
budget in the Engineer’s Report proposes assessments
for fiscal year 2014-15 at the maximum rate of $47.11.
SECTION 7. The public hearing shall be held,
before this Board at Mission Oaks Recreation and
Park District Office, located at 3344 Mission Avenue,
Carmichael, California 95608 as follows: on Tuesday,
July 8, 2014 at the hour of 6:00 p.m. for the purpose of
this Board’s determination whether the public interest,
convenience and necessity require the improvements
and this Board’s final action upon the Report and the
assessments therein. The Secretary of the Board is
hereby authorized and directed to cause a notice of
the hearing to be given by publishing a notice once, at
least ten (10) days prior to the date of the hearing above
specified, in a newspaper circulated in the District.
