Launch Ceremony of UDAAN (United Dialogue and Action against
Non-communicable Disorders)

Project "UDAAN" United Dialogue and Action Against Non-Communicable Disorders was
launched on 29th February at BNR Chanakya Hotel. The agenda of the project was to discuss
the overall objective of "UDAAN" is to contribute to the national goal of reducing mortality
from NCDs (Diabetes, High Blood Pressure and Cardio-Vascular Diseases). Project "UDAAN" –
United Dialogue and Action Against Non-Communicable Diseases has been launched on pilot
mode in Kanke block of Ranchi District, Jharkhand and will be shaking people out of their
snooze through massive awareness drive with targeted intervention for better treatment of
those suffering from the chronic diseases and inculcating better manners to manage such
disorders. Interestingly in Kanke, case load and threat to the population which is largest among
all the administrative blocks brought attention to run the project which will be subsequently
expanded to other blocks as well. It is a technical research supported by Project Hope and
financial support by Boston Scientific and implementing agency by Vikas Bharti Bishunpur and
Jharkhand Government.
As the National Program for preventive and control of Cancer, Diabetes, Cardiovascular and
Stroke statistics for March 2015 say; of the 1.7 lakh people screened so far around 10 percent
were found to be diabetic and nine percent battling with hypertension. According to officials
figures of the total of 24 lakh people screened so far around 1.6 lakh people have been found
to be affected with diabetes and hypertention. Notably three districts – Ranchi, Dhanbad and
Bokaro – are being covered under NPCDCS which is the source of the latest intervention
against NCD.
A greeting song was performed by the students of JSS training center and the guest were
welcomed by the team leader of Project Hope, Dr.Ranjana Kumari.

Dr. Ranjana Kumari address the participants about Non-Communicable diseases. Guests,
government officials and participants has taken oath to aware our society, family for these
three main Non-Communicble Diseases (Diabetes, High Blood Pressure and Cardio-Vascular
Diseases).
During this program; Sri Raghubar Das, honb'le chief minister of Jharkhand was the chief
guest. The guest of honor were Sri Prabal Chakraborty, VP and MD of Boston Scientific; Shri
Ramchandra Chandravanshi (Padma Shri), Minister of Health and family wellfare of
Jharkhand; Dr. Jitucharan Ram, MLA of Kanke; Ms Linda Heitzman, Executive Vice-President
of Project Hope; Dr. Laxmikant Palo, Regional Director of South East Asia ; Smt Mridula Sinha,
DG of State Nutrition Mission; Dr. Ashish Singmar, MD of National Health Mission(NHM); Dr.
Praveen Chandra, Director in Chief of NHM; Dr. L.R.Pathak, State Nodal Officer OF NCDs; and
nearly 250 representatives from the government, international non-governmental agencies,
civil society, policy and programme implementers, private sector and others were also present
in this program.

Sri Raghubar Das said, "There is nothing more important than our good health that's our asset.
Undertrained and erratic lifestyle leads to diseases, state can progress only when people of the
state remain healthy. A happy and healthy Jharkhand is our commitment and also to ensure
wellbeing of people." He also said that, it is a hidden killer and the state under "UDAAN' will
initiate screening programs to help detect and diagnose the medical issues. The honorable Chief
Minister also unrolled the calendar of Project UDAAN. All the dignitaries were honored by
traditional, beautiful handcrafted scarf’s made in Jharkhand.
Dr. Prabal Chakraborty VP and MD of Boston Scientific, said; “Increased access to NCDs
services and improved NCDs and treatment practices, building capacity of system for treatment
management of complications at NCD clinics (only referral to tertiary care). NCDs provides a
road map for reversing the epidemic by strengthening national and global monitoring and
surveillance scaling up the implementation of evidence-based measures to reduce risks factors
like tobacco use, unhealthy diet, physical harmful alcohol use, and improving access to costeffective healthcare interventions to prevent complications, disabilities and premature death.”

Sri Ramchandra Chandravanshi (Padma Shri), Minister of Health and family wellfare of
Jharkhand;”This programme would definitely ensure prevention of Non-Communicable Diseases
and will help in reducing deaths due to these in Jharkhand. Prevention is better than cure and
awareness is important to educate people so that they can take precautions. A Happy and
Healthy Jharkhand is our commitment and it is important to educate people so that they can
take right decisions"
Dr.L.R.PATHAK, NCD STATE NODAL
OFFICER said, “Talking about the focus
on building the capacity of service
providers
to
more
effective
implementation Of the national
program for presentation and control
of cancer, diabetes, cardiovascular
diseases and stroke
(NPCDCS)
interventions, and insufficient of
doctors,
malnutrition,
industrial
pollution.” He also shared that out of a
total 0.17 million population screened for NCDs in Jharkhand, approximately 10% were
diagnosed with diabetes and 9% with hypertension as per March 2015 NPCDCS data. The case
load in Kanke was identified as the largest amongst all the administrative blocks of Ranchi,
whereby it was felt that the learning’s from Kanke block can be used as demonstration for other
blocks of the state.

Dr. Jitucharan Ram, MLA of Kanke said, ”Non-Communicable Disease sthe category includes
lifestyle disorders such as diabetes, hypertension and cardiovascular diseases, prevention of
common NCDs through behaviour and life style changes: IPC and community mobilization. The
government is determined to provide quality health care services, particularly for those in
remote and difficult areas in order to reduce morbidity and mortality.”
Dr. Laxmikant Palo Regional Director Of South East Asia mentioned, outlined the objectives,
strategies and key interventions of UDAAN. He stated that the intent is to work collaboratively
with the State Government of Jharkhand and key stakeholders to improve service delivery to
families for improved NCDs related healthy practices. To this end, the focus is on building the
capacity of service providers to more effectively implement the NPCDCS interventions.
Dr. Palo listed the key strategic approaches of UDAAN in terms of : 1) promote lifestyle changes
through interpersonal communication and community mobilization; 2) strengthen capacity for
prevention, early diagnosis, referral, treatment and management of common NCDs; 3) enhance
systems and capacity for treatment and management of complications at NCD clinics (only
referral to tertiary care) ; 4) address operational issues; and 5) expand learning for planning,
management and scaling of NCD interventions.

As per WHO 2014 statistics, NCDs are estimated to have accounted for 60%
of the deaths in India in the year 2014.
The probability of an Indian, in the age group of 30-70 years, dying at
present from the four main NCDs – diabetes, cancer, stroke, and respiratory
problems- is 26%.
The death toll due to NCDs will amount to 52 million in 2030 compared to 38
million in 2012.
Dr. Ashish Singhmar, State Director of the
National Health Mission(NHM) said, "UDAAN
will run along with national program for
prevention of and control of cancer, diabetes,
cardiovascular diseases and st The state in this
fiscal plan to increase the reach of screenings
and medicines to all 24 districts of Jharkhand.
Smt Mridula Sinha, DG of State Nutrition Mission and State; Mentioned, “most of population
is still living below the poverty line, its economic growth indicates new opportunities and a
movement to words increase in the prevalence of chronic diseases.”

Ms. Linda Heitzman, Executive Vice President of Project Hope said, "Under the pilot project we
aim to screen 50,000 people. Learning will be important to expand the project. Though the
public private partnership, we aspire to create a movement for tackling NCDs that involves all
professionals, academia, corporate sector, international partners, and civil society to strengthen
both community and the health systems.”
Shri.Ashok Bhagat (Padma Shri), Secretary of Vikas Bharti Bishunpur said, "Role of social
organization is limited and defined which is to fill the gap between state government and people
with collaborative efforts. It is an effort in this direction today we must endeavor to make the
benefits for better education and health reach to the last man."
At the close of the event, Dr. Ranjana Kumari; team leader of Project Hope, presented the vote
of Thanks to distinguished guests and participants.
It is enormously encouraging that both the public and private sectors have come together to
fight against the growing challenge of NCDs in Jharkhand. Going forward, Project HOPE and

Vikash Bharti aims at applying the learnings from UDAAN to scale it up not just across the state
of Jharkhand but to other states of the country as well.
