WE NEED VOLUNTEERS!
Hi Folks
I just got a call from Lorinda Anderson from the RCO office in Olympia.
It seems that I have been on the NRTP selection Committee for 8 years now and have reached my
limit on how long I can participate. Mike Blankenship from the NOVA committee is also in the same
boat I am in, SOOOO to make this short and sweet, we need to get a couple people to step forward
and volunteer for these committees.
The NRTP can be done from the comfort of you home, and one long conference call. The NOVA
committee really needs to be in Olympia for a week in the fall for that to work. These are an important
way for our off road projects to be selected and programs to continue, WE NEED VOLUNTEERS!

Winter Convention is over but the
memories will last for quite a while.
A huge thank you to everyone who
made it such a success. I’m very
lucky to have co-chaired with Grace
May, she made me look good. The
hotel treated us well once again.

I am pleased to announce we have

to have them onboard soon. If you

BF Goodrich has donated two sets
of tires to us. The first will be raffled
off at the Spanaway Moonshiners
Swap Meet on March 8th and the
other set will be raffled off at Trail
Jamboree. Tickets are $1.00 each
and will be available from your
Region director or at the PR Booth
located in the ShowPlex.
The March board meeting will
be March 7th at the Edgewood
Fire Department. Everyone is
welcome to join us..
Trail Jamboree is scheduled for
July 8th-12th, based out of Jim
Sprick Park in Naches. Online
reservations will be opening up
on March 1st. Watch the website

and additional information. If you

all types of traffic. Motion was made
by Kathy Greenwood to purchase 6
more counters, Jim Putman agreed
to donate 2, Spanaway Moonshiners
donated $2,000 for the project.
Barrel Extravaganza: Will be
May 8th & 9th in Longview, WA, there
will be 2 shows, camping available,
looking for volunteers to race and help

Feb. 18th, 2015
The meeting was called to order by
Angie Holm at 7:05, a moment of
silence for the ill and departed. There
were 9 delegates present, representing
5 clubs.
Secretary Report: Theresa Taylor,
Outdoor 4x4’s made a motion to accept
the minutes as written in Tri-Power and
distributed to Yahoo Groups, second
by Dave Taylor, Outdoor 4x4’s, passed
with no objection.
Directors Report: Angie did a recap
on Winter Convention.
Fun was
had by all. The food was great, the
entertainment was awesome. If you
were not there you missed out on a
very good time. Friday night was the
busiest & fullest hospitality room in a
long time. Saturday night Joe Black
was our hypnotist and it was very
entertaining.
Idaho 4x4 Association is
looking into joining the PNW, as well
as a club from Idaho
OR Director is now Dan Haak Randy Drake discussed trails and who
maintains the trails we run. We need
to find a way to contact all trail users
and have them help maintain all trails.
WA Director is now Adrian
Valliere - Please review House Bill
1820 and Senate Bills 5205 & 5320.
Copper City is now fully open to the
public.
Constitution/By Law changes
are due 6-15-15.
New Race Schedule is now
on the website, the new Comp Rule
passed stating that Top E for drags
can now be ran on Friday vs. Saturday,
time permitting.
There will be a work party at
Ethel to work on the entry road; they
are looking at March/April timeframe.
New Region 3 Director is

Club Power/We Did It: Kathy
has received forms but they are not
filled out completely. Only the ones
that were filled out correctly were
turned in for the drawing. Winners

and the winner of the winch is Tony
Jessen, Trailbreakers.

be hosted by the Comp Committee in
Ethel.
Winter Convention 2016 will
be hosted by Region 6 and will be in
either Bend or North Bend, OR.
Treasurer’s Report: There was a
written report.
Land & Legislative:
Walker: There is a work party
every 2nd Saturday of each month.
Rainier Ridge Rams will be hosting
a work party with a BBQ on April 11th
starting at 9am. Logging roads are
being constructed and this should
be completed in 6 weeks, once done
logging will start and this could take up
to 2-3 years. With this logging some
trails will be affected. They are no
longer handing out warnings, you’ll be
getting a citation and it sounds like you
can get one for pretty much anything,
so if you go up, please make sure you
and your rig are trail ready. People
have been driving through the meadow
so there will be a work party on March
14th to build a fence to keep this from
happening. There are more cameras
in the area and they are still reviewing
the sign project.
Reiter:
The DNR staff was
scheduled to view the new trail last
week, just not sure if that has been
done. The new trail is really tight
& twisty and gives us another 1 ½
miles to play on. Be prepared for body
damage from trees.
Competition: The Comp Rule that
was submitted passed.
Club Power/We Did It/Quill Power:
Don’t forget to turn your forms in to
Angie. The forms are online, or you
can ask Angie to email it to you. When
turning in your forms please make sure
you fill them out completely or they will
not count for the prizes.
Membership/PR: If you’d like Angie at
a PR event please give her at least 2
weeks’ notice.
Sunshine: If you would like a sympathy/
get well/best wishes type of card sent
to another club, please contact Jennifer
at [email protected] with all
the contact information, including the
address on where to send it to.
Club Report: Thanks to the Rainier
Ridge Rams for hosting the meeting.

Hwy, in Mill Creek.
Teddy Bears: Don’t forget to bring
any stuffed animals for Grace to take
to her contact at Monroe Hospital.
OSP: This is still in the works. Angie
will have more information next
month.
Northwest Off-road Expo:
September 26, 2015- Thomas Family
Farms! Ed talked to the delegation at
Winter Convention to see if we can
get their support for this event. The
delegation approved. There will be
Facebook page and a website and
they are looking into setting up a prepay account through the website.
Plans are coming together well for
the Expo. The committee has been
having regular meetings and it sounds
like everything is coming together well!
This should be a fun event! Spread the
word, Hold the date! You don’t want to
miss out on the FUN! PNW members
will be able to camp Saturday night.
New Business:
Angie was brainstorming on
how to get the region more involved.
Starting next month we’re going to take
10 minutes from our meeting to write
letters to legislation.
Angie also brought up the
idea of having Region 1 trail runs and
invite all the clubs to participate. Andy
is going to look into dates and come
back next month with ideas.
Yahoo Groups: Do we need
it? Angie is going to email the current
distribution list and let them know that
this might be going away in a few
months.

area?

donated 2 sets of tires, 1 set will be
given away at the swap meet and the
2nd set will be given away at Jamboree.

Director Earl Nettnin (Desert Rats)
called the meeting to order at 7:30
PM. The Pledge of Allegiance was
recited and a moment of silence for
the sick and departed was observed.
No guests were present.
Minutes: A motion was made by Doug
Conner (Roamin’ Chariots) seconded
by Ron Rutherford (Jeepin’ Nomads)
that we accept the January minutes as
printed, motion carried.
Treasurer’s Report was given by
Sande Nettnin, Treasurer (Desert
Rats). Sande passed out copies of
the yearend financial reports for the
Region and Pick Up A Mountain. A
schedule of dates and places where
the Region meets was also passed
out.
COMP: A schedule of their coming
events has been posted on
the
PNW’s Web site. They participated
in an event at the Tacoma Dome the
second week-end in January; it was
a success. A full report will be given
this week-end at Winter Convention.
They are busy getting ready for the
Barrel Extravaganza in Longview May
9 at the Cowlitz County Fair Grounds;
more information will be coming on
this.
MEMBERSHIP: We have a group
of people interested in joining the
PNW again their club (The Midnight
Mudders) was a member several years
ago). They are working on getting
their paper work in order and turned
in. Skip Frans (Wenatchee Mountain
Masters) has been trying to contact
a person in the Wenatchee area who
had also expressed interest in joining;
so far he has not made contact with
him. Skip will keep trying.
CLUB POWER/WE DID IT: Keep
filling out the forms when your club
has an activity and turn them in.
Our current Club Power/We Did It
Chairman Gary Harting (Desert Rats)
is thinking of stepping down so if this
is something you might be interested
in please contact Region Director Earl
Nettnin.

Shindig Wheelers will not be hosting
this year.
PICK UP A MOUNTAIN: Chairman
Alicia Palachuk (Shindig Wheelers)
reported we have lost our cook for the
pancake breakfast on Sunday. Please
let Alicia know if you know someone
who would like to take this over. If you
have some area you or your club would
like to help with please get a hold of
Alicia. She said lots of volunteers are
needed. She also said she is going
to try and get information in Tri-Power
starting in June. They are looking at
possibly changing the logo this year;
if you have any ideas please get them
to Alicia by April. Alicia is working on
putting together a list of duties that she
will have available soon; so we can
pick an area where we would liked to
help. Merrick Graves (High Country
Cruisers) suggested some things that
had been done at Trail Jamboree;
Alicia may consider some of them.

appreciate the job you’re doing.
LAND MATTERS
Juniper Dunes:
Doug Conner
reported that the road is still open.
The County is having a meeting next
Tuesday February 17th at the TRAC
in Pasco to discuss the Environmental
Assessment which begins its 30 day
review and comment period this week.
The meeting is kind of an open house
from 5 to 8:30 PM with a question
and answer period around 6 PM if the
attendees desire.
DNR
(Department
of
Natural
Resources) Ron Rutherford had a
meeting with Jeff Jones and Stephanie
Margheim (DNR) today and talked
about projects, past closures and
issues. Ron presented some dates
to see if they will work with us. South
Fork of the Ahtanum opens May 1
so a clean-up would be held on April
25th. May 16th will be clean-up of an
old demolished cabin in the Strobach
Mountain (Cowiche area). The annual
Ahtanum work party will begin July
25th, however those who are able can
start on the 22nd. Clay Graham said
another work party with DNR in the
Ahtanum would be April 11 at 10 AM.
This will be a Wild Fire Awareness
Day. The Ahtanum is closed for the
Snowmobile season as far as off road
travel except for Nasty Creek and
MARCH 2015
Cowiche area; and is being heavily
used by motorized. Clay added his
club has a work party for the 613 trail
June 27th meet at the Snow Park.
White Pass/Chinook Pass: Forest
Service is getting things organized.
Saw training classes have been
scheduled for re-certification on
Saturday March 14th and May 2nd
and first time certification will be on
June 13th.These will all be held at
the Naches Ranger Station at 8 AM.
There will be a meeting March 5th with

been busy attending lots of meetings
trying to keep our trails open. We have
a lot of work to do and we all need to
stay involved or our trails will go away.
TWIG (Trails Wilderness Interest
Group) The Forest Service is looking at
using more mechanized equipment to
maintain the trails; they are looking to
purchase a small excavator and trailer
to haul it.
Wenas: a meeting was held on the
land exchange in the BBQ Flats area.

needed building an Elk fence.
Naneum: Clay Graham reported that
the project is about finished. Public
meetings will be held soon. There
will be seasonal closures and they are
working on public access.

Director Earl Nettnin reported at the
February 3rd TWIG meeting the Forest
Service presented a new project called
the Microwave Project located at the
top of Bethel Ridge. The comment
period is open from now until March
10th. The 625 trail is the only trail we
have in that area. They plan to do a
little thinning and logging to protect the
Microwave tower from fire. We have no
objection to what is planned.
They also talked about budgets and
the grants. The next TWIG meeting
is March 3, 2015. You are required to
have a map of the area you are riding
in or you will receive a ticket. Motor
vehicle maps are provided free of
charge at the Forest Service office and
available after the Travel Management
Plan has been implemented.

CLUB REPORTS:
Desert Rats - had their after holiday’s
party in January with white elephant
gift exchange, their delegates plan to
attend Winter Convention.
High Country Cruisers - went to
Leavenworth for a Sunday afternoon
during the Christmas season to watch
the lighting.
Roamin’ Chariots - are planning their
camping trips.
Shindig Wheelers - things are pretty
quiet, they have new officers and all
but one are women.
Jeepin’ Nomads - had their annual
meeting last month with election of
officers-same slate. They planned
camping, wheeling and projects.
Two couples are going to Winter
Convention. They have their spot
secured at the Moonshiners swap
meet in March.
Wenatchee Mountain Masters - went
to Moses Lake last weekend and had
a good time. They have their spot
secure at the Moonshiners swap meet
in March. Not sure if any of them will
attend Winter Convention.
Travel Management Plan: the scoping
comment period has ended. Thanks
to all who made comments. Merrick
Graves said 485 comments had been
submitted. All roads are closed unless
posted open.
Yakima Valley Timberwolves - have
been hibernating due to lack of snow.
However, three weeks ago they did
drive around the LT Murray Mud Bog.
They are looking forward to getting
their motor homes ready for spring and
summer fun.
Merrick Graves said he got called
a couple weeks ago that a special
meeting was being put together
by volunteers. The Deputy Forest
Supervisor had been delegated to
deal with the WATV law. They were
directed to come up with loops.
Merrick worked this as a volunteer with
the local ATV & WATV groups and they
established four proposed loops on the
Naches Ranger District. This exercise
was directed at roads not 4X4 trails.
Eastern Washington Adventures
- New Year’s Day they went snow
wheeling to Rim Rock & Colockum
Pass. Last weekend they went to
the Slab for a meet and greet. March
14th they have the 2nd annual Selah
Jeep Meet & Greet from 3 - 6 PM at
King’s Row, 210 S. 1st Street, Selah,
WA. The next weekend March 21st is
the Slab clean-up and Mother’s Day a
camp out is planned at Juniper Dunes
in Smith Canyon.
Trail Counters were discussed last
month and a power point will be
presented at Winter Convention this
coming weekend showing the results.

FEBRUARY 14, 2015
BOTHELL, WA
President Angie Marek (Spanaway Moonshiners) called the meeting to order at 9:08 AM. The Pledge of Allegiance was recited and a moment of silence for the
sick and departed was observed. The PNW Code was read by volunteer Don Jensen (IAD #1, Video Chairman, Sand Fleas and PNW Individual Member Club).
President Angie said we always start our meetings by reading the Code, she encouraged everyone to go to the Web Site and sign in; there you will find the Code,
as well as the SOP’s and By-Laws read them and share our Code and what we believe in when you go to meetings.
On behalf of the Board of Director’s who are hosting Winter Convention this year, thank you for coming. This was our 55th annual Winter Convention. Special thanks
to Grace May (Dirty 13, Doo Wop Ditty & Outdoor 4X4) for being the Co-Chairman of this event along with President Angie Marek. The Hospitality activities Friday
night: thank you Timber Tamers for doing the games, Brandon Marek (Outcast 4X4) the music, the hotel did a phenomenal job with the food, and the photo booth
(President Angie said she has a disk with all the photo’s on it). Bathrooms are right outside this meeting room and at lunch there are several places in walking
distance just down the street. The Hotel does not serve lunch.
Introduction of Guests: Our Guest Speaker Kendra Trummert (Spanaway Moonshiners) was introduced. President Angie asked for people to stand if this was
their first time attending a convention; a few people stood up.
President’s Statement: President Angie gave a brief statement on the “state of the PNW”. Again 55 years of history; she said we were missing Bob & Arlene
Brooks (Green River Valley Jeepers) today, Arlene has more history in her brain than anyone of us will ever know, so if you ever need to know anything, she is the
go to person. Over the last 55 years we have seen the PNW membership go up and down and during economic bad times we have lost membership, however,
President Angie said she is very pleased to say that our membership is growing at a very steady rate. We are bringing in new clubs and as you know Idaho has not
had a club for a while, but a brand new club in Idaho is forming. President Angie has also been contacted by the Idaho State Four Wheel Drive Association; they are
considering disbanding their association and joining with us. They have the same struggles all of us have and they believe together we can do so much more. Jim
Hopkins has been our Idaho Liaison; since we have no clubs in Idaho to elect him. Jim is not here today because his wife is very ill. The Board of Director’s will be
working with him to see what we can do to bring in clubs in Idaho. President Angie said that 5 years ago when she was elected President one of her goals was to
come up with a PNW Sponsorship. This program has grown slowly, but it is growing. We have brought on a couple of new sponsors; in the Platinum category we
have 4-Wheel Parts; Northridge and B.F. Goodrich. B. F. Goodrich has donated a couple of sets of 4 tires for us to raffle off, the first set will be given away at the
Moonshiners Swap meet the other at Trail Jamboree, tickets will be $1 each. Silver sponsorship: Flex-A-Lite came on last year and they have renewed this year.
Bronze sponsorship: WARN Winch, and Extreme Terrain. It’s exciting because people are calling us wanting to support us and become involved. President Angie
said she had the opportunity last month to visit with the Quadrapaws and Tacoma Webfooters. Rob and Diana Stafford (Cascade 4X4 & Overbored Racing) went
with her to the Quadrapaws meeting. She said on their Web Site they advertise a Newbie run the first Saturday of each month to the Tahuya. These runs seem to
be well attended by new people, so if you are looking to bring new people into your club you might try something like this. President Angie said she had one more
thing to share; a hello from Norris Nelson, they are no longer able to go to Arizona because of health reasons. Norris was one of the original founding members of
the PNW. He wanted to express his thanks to everyone for keeping up the fight to keep our trails open.
Ways & Means: Kathy (Frogg) McMains (Hurtin’ Units & Columbia Basin Sand Commandos) said it’s Valentine’s Day so you need to spend money. She said she
has the small bags with our name on them available for play days etc. Just let her know how many you need and when so she can have them for you. She is always
looking for ideas for new products.
President Angie said she would entertain a motion to approve the September 13, 2014 Fall Delegate’s meeting minutes. Rick Smith (Hubs In 4-Wheelers) made a
motion seconded by Ken Johnson (Bull Shifters) to accept the September 13, 2014 Fall Delegates minutes as printed; motion carried unanimously.

Guest Speaker: Kendra Trummert (Spanaway Moonshiners Jeep Club). Kendra wished everyone a Happy Valentine’s Day. She said she attended her first PNW
event at 3 days old and was passed around like a sack of potatoes. Kendra shared about how much influence this organization has had on her, and she thanked her
family for their support and love. Kendra said when she is asked “what does the PNW do for you” her answer is, “the benefits are many, it’s a way of life”, memories
with your families, rolling over on the trail for the first time with your Grandpa, or that feeling you get when you get Top Eliminator with your Dad at the same race.
Kendra said she would not want to know what she would be like if she wasn’t a part of this organization, she couldn’t have chosen a better childhood or way to grow
up, the life lessons she has received are absolutely incredible. Kendra thanked everyone who had any impact on her life; thank you Grandma, Grandpa, Mom & Dad
for keeping the tradition going and she promised to pass it down to her kids some day. Kendra encouraged everyone to join this organization as fast as you can and
become a part of our big happy family.
State Caucuses
Idaho Liaison Jim Hopkins is not able to be here today due to family illness. President Angie covered Idaho in her Presidents Statement.
Oregon Executive Director Randy Drake (Deschutes County 4-Wheelers & Harney County High Desert Wheelers) had a written report. Randy called his meeting to
order at 9:30 AM. He asked for approval of his state meeting minutes from January 17, 2015. Art Waugh (Wolf Pack 4X4) made a motion seconded by Rick Smith
(Hubs In 4-Wheeling) to accept the Oregon State meeting minutes from January 17, 2015 as printed; motion carried. Randy said they had big plans for the Oregon
meeting but guest speakers from BLM and Forest Service didn’t make it. He said they had good representatives from the Tillamook State Forest and they found out
the difference in what a FPO is and an LEO is. They shared what they do and what they expect the forest users to provide.
Old Business: Nominations were opened again for Oregon Executive Director, Dan Haak was nominated. No further nominations were brought forward nominations closed. Art Waugh made a motion seconded by Rick Smith to cast a white ballot for Dan Haak as Oregon Executive Director; motion carried.
New Business: Randy said whether we race or go 4-wheeling on trails/or whatever we do; we always clean up after an event. Putting things back the way they
were before we put on an event. Randy said we had a good time but we left things the way we found them. However another group comes in and tears things up
and doesn’t care about putting the trail back in good shape. Next along comes another group who has trouble navigating the trails now, so they tear it up even more.
Monday morning the Forest Service comes along and sees the damage. Randy’s question is “who fixes it”? Randy said he sees the Forest Service fixing the hiking
trails, biking trails and motorcycle trails, but who fixes the 4X4 trails. Randy said the budget for maintenance on the Deschutes National Forest was 4 million plus
dollars and not a dollar of it went into class II trails. Randy said his club spent their money and time to go and fix it the best they could in the amount of time they
had. Randy said this was the main topic of his state meeting. How can we get our trails fixed. Discussion followed: the Forest Service in Washington relies on us to
monitor and maintain our trails. The government continually tells us they have no money. Dale Neuman (High Country Cruisers) said the Forest Service expects us
to do trail maintenance on our trails, however, most trail runners now aren’t PNW members and they don’t care, they just want to wheel. Frank Cieplik (Spanaway
Moonshiners & Roamin’ Chariots) said non members just don’t care. We need to find a way to educate these people. Jammer Trummert (Spanaway Moonshiners)
asked where the money from the Discover Pass was going. Art Waugh said we need to pressure the agencies to do their jobs by putting the money back into the
trails that they received the grants for. Randy stressed writing letters for class II Trails is important. If we don’t support what the Forest Service is proposing we need
to let them know that. If they don’t hear from us they think we are happy and approve of what they are doing.
Good of the order - Randy said WARN has been good to us, they gave us 7 winches this last year. Randy closed his meeting at 10 AM. Art Waugh thanked Randy

Washington Executive Director Jim Putman (The Hombres) had a written report. Jim called his meeting to order at 10:05 AM.
New Business: Crystal Crowder (Piston’s Wild) presented a power point on the work on the Yacolt Burn. Crystal said this is the result of 7 years in the making.
Trails were built with community use in mind. Kyle Wiebold (Region 3 Director, Push & Pulls and Our Gang Off Road) said this is proof that when People put their
minds to it; things happen. Thank you Crystal and your family for all the work you have done. Jim said that The Hombres (his club) finally finished Copper City
after 15 years. Jim presented a power point on the NOVA funds for 2015 - 2016. Jim said the NOVA funds come from 1% of the motor vehicle tax revenue. A pie
chart showed where the money goes. Jim said final numbers will be out in March. Right off the top 30% goes to Education & Enforcement, and the balance goes to
recreation. Then it’s split again and 30% goes to ORV and 30% to non-motorized which is hiking and 30% to non-highway road recreation which is campgrounds,
Forest Service general maintenance and Maintenance & Operation for the Forest Service. The other 10% excess from the 90% goes into the competitive dollars
which the RCO/NOVA committee decides where that money goes at the end of the year. Jim said a few years ago we used to get all this money into the ORV Fund.
ORV tag money for quads and motorcycles get 100% of this money. So Jim has been encouraging everyone to dual register their vehicles. He said the people on
the NOVA Committee get to say where this money is spent. Not all requests for funds received money. Jim presented a list of bills we need to be watching and
write letters on. Jim said if you don’t write letters our Legislators think we are happy with their decisions. Jim said one of the bills we need to write about is SB 5320
this bill would allow ROC to take even more money from the grant funding from up to 3% to actual administrative costs. We need to contact our Legislators and
tell them NO they don’t need to take anymore of the funds. Jim said they don’t need to take more funds from this, there is money available from other sources for
this. Discussion followed on how the different organizations go after money. Jim said House Bill HB 1826 would allow a Discover Pass to be used on two vehicles
at the same time and location. Jim encouraged everyone to call our Legislators and encourage them to vote yes on this. SB 5205 would allow husband and wife to
combine hours for the purpose of receiving a Complimentary Discover Pass. Jim encouraged everyone to keep records of your volunteer hours and turn them in.
Jim asked if anyone had any
Old Business to bring up - none was brought forth. No one made any comments on Shore Patrol or Land Matters; Jim said he was going to let the Region Director’s
handle them.
Land Matters Awards: Jim handed awards to the following: Arlene Brooks, Dave Walters, Gary Marshall, Watch This Four-wheelers (WTF), Earl Nettnin, Jerry
Nettnin, Lee Benoun, Jeff Williams East, Alan Dragoo, Ron Rutherford, Doug Conner, Dave McMains, Clay Graham, Dale Neuman, Roger Brittain, Crystal Crowder,
Marty Tilford, Mike Welander, Dave Bauman, Eric Pero, Derrick Clark, Ed Tenney, Willy Crawley, and Jeff Leisy of the Forest Service. Jim announced that Ed
Tenney (Timber Tamers) is on the DNR (Department of Natural Resources) Trails Policy Committee. He is working on a trails policy, it’s only a recommendation,
DNR will do what they want in the end. Ed says it’s interesting to hear all the ideas that come from the different users. It’s a learning process, hopefully some
good will come out of it. Nominations opened for Washington Executive Director for 2015; Marty Tilford (Vancouver 4-Wheelers) nominated Crystal Crowder - she
declined; Lee Benoun (The Hombres) nominated Adrian Valliere (The Hombres) - he accepted. John Gunderson (PNW Individual Member Club) made a motion
seconded by Ken Johnson (Bull Shifters) that we cast a White Ballot for Adrian Valliere as Washington Executive Director for 2015, motion carried. Jim reminded
everyone that Copper City is open to the public. Jim thanked everyone for their support over the last few years. The Washington meeting adjourned at 11:05 AM.

Treasurer Dave McMains (Hurtin’ Units and Columbia Basin Sand Commandos) had a written report. Dave said all money had been moved into the proper funds.
Ken Johnson made a motion seconded by Art Waugh that we accept the Proposed 2015 Budget with permission to reallocate; motion carried. Dave said he
appreciated the support from everyone. If you have questions that you didn’t want to bring up during the meeting just call him and he will be happy to discuss it with
you.
Secretary Sande Nettnin (Desert Rats) had a written report. Sande reminded everyone if they were going to submit a By-Law or Constitution proposal it must be in
her hands by June 15th so it can be approved by the Parliamentarian and printed in Tri-Power for two months prior to Fall Delegates September 12, 2015. Region
Directors please turn in your officers for 2015 and a list of inventory in your possession.
Competition Chairman Steve Zentner (Push & Pulls) had a written report. Steve announced that the Competition Safety Rule proposal passed.
Section 5 Title Drag Classes
#10. All (first place) class winners in brackets are eligible to run off for “Bracket Top Eliminator” on Friday afternoon time permitting or Saturday. There will be one
(1) men’s and one (1) women’s trophy. Donated by the Clackamas County Four Wheelers, Inc. NOTE: see guideline’s Section 15 - Trophies. Traveling trophies to
be awarded in recognition of superior driving ability in Bracket Drag Racing.
#12. If Top Eliminator run offs are done Friday, they will start immediately after all classes are done with no new time runs. If run offs are done on Saturday there will
be one hour from 8 am to 9 am for practice runs for “Top Eliminator” competitors. Top Eliminator run offs will begin immediately after practice runs. Comp Modified
and X-Class will immediately follow. If run offs are done Friday Comp Modified and X-Class will start first thing Saturday morning.
Rick Smith made a motion seconded by Jon O’Brien (Spanaway Moonshiners) to destroy the ballots; motion carried. They had 36 votes. Steve said he wanted
to thank the Stafford family for all the work they did getting us back in the Tacoma Dome. We put on quite a show. Steve said to the best of his knowledge the
Webfooters are not going to have a play day this year. Also Ruff Country’s August 29-30 play day has been canceled. August 8th we may have a one day play day
at the Chehalis Fair Grounds put on by the Future 4-Wheelers. Watch for more information on this. A couple of work parties will be held at the Ethel site; time and
dates will be announced.
Inter Association Director’s (IAD #1 & IAD #2) Don and Carol Jensen had a written report. Carol said Colorado is facing the same thing that we are with ATV and
ORV money being used to close the trails. Bureau of Land Management and Forest Service are applying for the funds. 71% of the grants awarded went to Federal
Agencies and they closed about 1200 miles of trail in the Grand Junction area. Carol said we need to watch our money; probably we aren’t going to get any ORV
money this year. The sources they have seem to think the money will all be taken from us. Carol said there is no bill number yet, but a bill is being introduced in
Washington D. C. that will keep the President from creating more National Monuments. Since President Obama has been in office he has created 13 new National
Monuments. Carol said as soon as they get a bill number she will let everyone know. Don thanked President Angie and husband Dan and Parliamentarian Luke
May and wife Grace for coming to the NAMRC meeting in Las Vegas. They got to see first-hand the number of people who come and how things work. While there,
they also attended the SEMA Show. President Angie said it was eye opening, and amazing to see and talk with the different agencies who were there and having
them ask us how we handle things. She thanked Don and Carol for the job they are doing; she said we have no idea the respect that Don and Carol receive from
the businesses who attend the conference. She said she was very proud to be at that meeting.
Other Money Matters: The Spanaway Moonshiners presented $2000 to the Scholarship Fund. Jim Putman asked when we donate to WOHVA - answer Fall
Delegates. Jim said he would like to see us increase our donation funding them now. If everyone of us joined WOHVA as an Individual Member that would be a
great help to them. They are our voice in Washington State. President Angie said we should think about it and bring it up under New Business.

Region 3 Director Kyle Wiebold (Push & Pulls and Our Gang Off Road) had a written report. Kyle said Marty Tilford is the new Region 3 Director. Kyle said he will
be the Region 3 COMP Chairman. Kyle thanked everyone for their support while he was Region 3 Director.
Region 4 Director Earl Nettnin (Desert Rats) had a written report. Earl said a lot has been happening in Region 4 as our trails are in jeopardy because of the
different agencies wanting to be involved. A good note is we have a new thing going - 4X4 Trail Management Partners; this is coming from Jeff Leisy the volunteer
coordinator of the Naches District. He wants to establish a 5 year plan of how the trail maintenance is performed. This will allow the Forest Service to know what
supplies and equipment is needed. Jeff is in favor of using mechanized equipment on the trails. Jeff had the opportunity to see firsthand how valuable this equipment
could be. They will be having a trial period with a track excavator that is small enough to run down our trails. This will eliminate quite a bit of hands on labor. Jeff
is calling this group TMP (Trail Management Partners) Earl said don’t get it confused with the TMP (Travel Management Plan) it’s a whole different thing. The
number one project for this group will be on the Naches Trail; they plan to renew all the puncheons; this will start on the east side because the west side is closed
until sometime in July. A work party has been scheduled for May 30 & 31 with the Forest Service. Another thing we have going is the Collaborative (TAPASH)
dealing with the Little Naches Water Shed. Ron Rutherford (Jeepin’ Nomads) is on the steering committee because the person representing motorized has a very
sick wife and he had to step down for a couple months. We have a lot of anti-access people who are paid to be at these meetings. Ron gave a little history on why
this committee was formed. Ron said the Forest Service has directed the motorcyclists to build and maintain trails in the Little Naches Drainage. So a member of
the Dust Dodgers Motorcycle Club (Dan Huff) got involved and he called for help from Ron, Earl and Doug Conner (Roamin’ Chariots) because he felt out-numbered.
These meetings are from 10 in the morning until 2 in the afternoon during the week. These people are paid to be there, we are not. Ron said after attending his first
meeting he realized we really needed to get involved and be at the table or we would be left out. We have a couple of trails that they want to do away with, so we
are there to fight for them. They are wanting to close areas because the Elk need a safe crossing and be protected from motorized activities. Ron said he has lived
in the area all his life and hunted with his Dad and knows the area like the back of his hand. Ron said he was here to tell us that the Elk are healthy and doing very
well, they have had their second winter of non cold weather and their numbers are up so they don’t seem threatened by us in anyway. Ron said there didn’t seem to
be any problem with Elk movement. Earl touched a little on the Travel Management Plan; the scoping period just closed on this the end of January. They received
over 400 comments on this. A lot of comments came from the Sierra Club and the Washington Trails Conference all saying there shouldn’t be any roads or trails at
all in the forest. There will be a 60 day public comment period on the alternatives to this plan; when it’s out we all better be writing letters or for sure we won’t have
any trails. A question was asked about the trail counters - a power point on them will be bought up during old business. Jammer Trummert (Spanaway Moonshiners)
asked why the Forest Service and DNR (Department of Natural Resources) isn’t working with us to keep our trails open. Earl said that’s the problem in a nut shell,
however, we have a new ranger in Naches who is in favor of keeping trails open. We now have a better working relationship with Naches and Cle Elum. The new
forest assistant who came from national parks system has said that he believes in repairing things and not closing them. So we feel we are gaining a little. It’s a
struggle and we are continually told there is no money. However, groups like the Sierra Club seem to have lots of money at their beck and call. We also have to
fight the Indians who want the land put back the way it was when Columbus discovered America. Jim Putman said he could answer Jammer’s question. Jim said
the Forest Service has enough money to maintain about a quarter of the roads they currently have. Their laws and rules say if they can’t maintain it they have to
close it. Secondly it goes back to money. The green groups just have to threaten to sue and the Forest Service will cave because they can’t afford to fight the court
battles. Discussion followed on the Travel Management Plan. Dale Neuman (High Country Cruisers) said we have been fighting this battle for years. Dale said the
Travel Management Plan is in Part A. Congress made a mandate to finish it in 2015. It’s still a work in progress. Frank Cieplik commented that back east apparently
private ground could be used for anything; they had no restrictions; he wanted to know why it was different for us. Jim Putman answered him by saying because we
have “special fish”. Our endangered species of salmon and steelhead and the Department of Fish and Wildlife overruled everything else. It doesn’t have to harm
them, it just has to have the potential to harm them. Lots more discussion followed this. Dave McMains said he had stopped in Cle Elum at the ranger station and
visited with Mikki Douglass. She said volunteer trail work will probably begin April 1st on the Cle Elum District. They have no snow, so keep your eyes on her Web
Site - Cle Elum Trails for work party dates. She said they want association members and clubs only on the trails and only 3 to 4 rigs at a time, they don’t want to tear
things up. Special permits will be issued.
Region 6 Director Ann Haak (Harney County High Desert Wheelers) had a written report. Art Waugh said work on the Ochoco National Forest plan would resume
and he will post information on the thread he has going on the Forum.
Region 7 Director Mique Kardell did not have a written report. Spokane 4-Wheelers are buttoning up the last of what has to be done on the 7 Mile ORV Park so
they will be ready to put in a bid for Summer Convention 2015.
Membership Chairman Kristin Smith (Hubs In 4-Wheelers, Mud-A-Rama, and Sand Fleas) had a written report. She had a few updates. On the back page under
Honorary members it should say 36 not 5. She had forgotten to include all our past Presidents and Honorary Members listed in our SOP’s. Region 2 - Overbored
Racing, and Tacoma Webfooters are paid now. The rest of the clubs that have “np” after their name are not paid. Region 3 - everyone has now paid, please put 4
At A Time back on the list and delete Free Wheelers 4X4 Club. Mud Puppies have paid. Region 4 - Ace of Clubs and Yakima Valley Mountaineers have not paid.
The Hurtin’ Units paid today. Region 6 - North East Oregon 4-Wheelers and Extreme Offroaders 4X4 have not paid. Umpqua Valley Timber Cruisers have paid.
Kristin has been working to clean-up the data base and we now have a section called Inactive Members. This gives us the ability to add clubs back in if they have
had to drop because of economic reasons and then come back.
Trail Jamboree Chairman Ed Weber (Cascade 4X4) had a written report. Ed said he wanted to thank everyone who has gotten involved, Trail Jamboree takes a lot
of people to make it work. Registration begins at 8 AM Sunday, March 1st. Host clubs registration will be a couple weeks after the March first date. Ed as started
working on our 5 year permit with the Forest Service, this is the last year of our current permit. We have to list all trails that we want to use in the permit. Ed said
most of the host clubs have confirmed that they will be hosting again this year; however, the Shindig Wheelers will not be hosting this year. We did pick up the
Rainier Ridge Rams. The Jim Sprick Park Clean-up is April 18th & 19th, 2015, this is a mandatory attendance if you are a host club. We will go over some safety
issues that we are going to put in place for Trail Jamboree this year. We will also do the trail sign-ups and have a general meeting that weekend. We have two of the
dinners confirmed, Tim Lewis from Accurate Auto Body has stepped up and will host dinner Thursday night. Northridge will do Friday night. Saturday night is still
open. Ed said we are still looking for some sponsorships. Ed said he is trying to get word out about Trail Jamboree and looking to bring new people in. He is trying
some social media and has put information out on Trail Jamboree in different places like face book, etc. Ed said he has received some response from out of state.
Ed said he’s working on putting together a ladies only run. This may be a Breast Cancer benefit run. Ed said this run would be led, driven and tail gunned by ladies;
however, men could go along as passengers only. Ed announced that a Trail Jamboree meeting will be in room 302 immediately following this meeting. Ed wants
your ideas about Trail Jamboree, so call him if you have something you’d like to see happen this year. 4-Wheel Parts has committed to be a major Campground Host
this year. Ed asked that we show our support for them as they are supporting us. No spots will be held this year for mail in registration. Trail Jamboree Registration
Chairman Teresa Kosel (Spanaway Moonshiners) said if you don’t have access to a computer you can call her and she will take care of filling out the registration for
you. She said last year she didn’t have any mail in ones and saving spots made it difficult to fill those spots later. Discussion followed on number of participants we
can have; should we have a camping only and trail running group; should we save 20/25 spots for out of state. No decision was reached. Ed said the park will be
open July 3rd for host clubs only to come in early.
Safety Education Chairman Rob Stafford (Cascade 4X4 & Overbored Racing) had a written report. Rob said not a lot of changes in the program. Rob said we have
more and more new wheelers out on the trail; and they don’t really know how to use the equipment. Rob said he will be available to do some winching and High
Lift Jack Safety Classes again this year. We may have a Winching Safety Class at Trail Jamboree. Rob said WARN gives him Winching Safety Manuals and other
miscellaneous stuff to give out. Rob said if your club wants to put on a safety class get a hold of him and he will see what he can put together for you.
Public Relations Chairman Diana Stafford (Overbored Racing & Cascade 4X4) had a written report. Diana said she will be in the PR Booth at the Spanaway
Moonshiners Swap Meet March 8, 2015. If you need any PR material be sure to get a hold of her. She will be at 4-Wheel Parts Truck and Jeep Fest again this year
on April 11th & 12th; 4-Wheel Parts has tentatively scheduled an appreciation day at Straddleline ORV Park April 25th and she hopes to be a part of that. Diana said
we do have a face book page and last count was we have 832 members (not all members are PNW members). New banners are being ordered. Diana is stepping
down from this office so we need someone to take over this position, if you are interested please contact President Angie Marek.
Club Power/We Did It Chairman Kathy Greenwood had a written report. Kathy said she didn’t receive paper work from a couple of clubs, she didn’t know where
they went. This morning she received paper work for 7 clubs. She said if she didn’t get the paper work in the mail or handed to her, she was truly sorry, she didn’t
have time to call every club in every state and ask if they had paper work to turn in. She said she had taken time to make a copy for each Region Director and she
used her club as an example showing how to properly fill out the forms. She said it’s a three part paper and is available from Region Directors, herself or on line.
She said it’s the last page that gets you into the drawing. It has a place for your club name, your address, city, state, zip code, if you are a member or candidate, or
independent member of the association, if you need an award, if you need a patch, and mileage. She said she waited until January to establish her report so that

everyone had a chance to get their paper work in one way or another to her. She said we had 1,819 hours of volunteer work and 9,927 miles driven. Kathy said
the names listed on her report were only clubs that had properly filled out the forms. Kathy said that her club was the only one that had filled out the forms perfectly
because she had done it for them. However, she said she had not filled out forms for everything they had done either. She said if nothing was filled in except the
name she did not accept it. They must be filled out perfectly. We had drawings for four things. A Winch donated by Out Cast 4X4 and a $25,
$50 and $75 cash prize. The $25 went to Michael Kelley (Timber Tamers); $50 went to Joshua Burk (Flat Broke & 4-Wheeling Inc.) and
$75 went to Michael Stevens (Timber Tamers) and the Winch to Tony Jessen (Trailbreakers Inc). Kathy said the seven she got today will
be put in for next year’s drawing.
Insurance: Carol Jensen did not have a written report. Please get your Insurance forms to Carol ASAP if you want insurance for an
event. Carol is still waiting for a price from our Insurance Agent.
Tri-Power: Editor Ron McDonald was not present and did not have a written report. President Angie said she has been asked why
something was not in Tri-Power - answer because it was not sent in. Tri-Power is exactly what we make it. Please send articles with
pictures and captions to Ron so he can print it and let everyone know what we are doing. This publication is read by many people.
Web Team: Rich Holm (Happy Campers) had a written report. If you have a problem get a hold of Rich and he’s on it right away.
Webmaster Ed Campbell (Dogpound Offroad) is moving to Georgia this summer and Web Team member Dan Rheaume (Overbored
Racing) is on the road and has resigned. Rich has been contacted by the Quadrapaws who have someone interested in helping on our
Web Team. President Angie said if anyone is interested in helping the Web Team, please let us know.
Video: Chairman Don Jensen said it seems to be working pretty well. He got four more tapes today for him to put on CD-Roms. Don said
two are professional and two might have to have some things cut out; they were from racing events from a long time ago.
Old Business
Trail Counters: A power point was presented by Ron Rutherford. Ron thanked Earl, Doug Conner, Glen Croy (Jeepin’ Nomads) and
Josh Wesselius (Ridgerunners) for helping with the counters. Especially Josh for his computer and technical expertise. Last year we
presented information on trail counters and the PNW purchased 4 and the Spanaway Moonshiners put in money to purchase 2 more.
Making a total of 6. The report today is on 4 of the counters we planted. The following is a list showing where the counters were planted
- Blue Lake Trail #615; put in the ground July 3 and dug up November 7; the total number of hits on it were 1,898; - Kaner Trail #676 put
in the ground August 23 and dug up October 31; total hits for use was 993; - Naches Trail #684 put in the ground August 23 and dug up
November 17; total hits for use was 2,829; - Nomad Meadows Trail #661 put in the ground May 25 and dug up October 23; total hits for
use was 318. We believe these numbers will be very beneficial to us. We have one counter in the ground right now on the Little Naches
1900 Road. The Forest Service requested we put one there to see what the winter use would be. The next season coming up we want
to get some counters up north. Discussion followed on what the counters would do; where to put the counters and how much each unit
cost. Ron said please give him a call and let him know where you’d like to see us place some of them. The cost of each unit is $550 each.
After much discussion Kathy Greenwood made a motion seconded by Rick Smith that the PNW purchase 6 additional Trail Counters out
of the carry over funds this year and address it again next year; more discussion followed and it was noted there will be additional cost
for the software and license; motion carried unanimously. Jim Putman said he will donate 2 more counters. Jon O’Brien (Spanaway
Moonshiners) said they will donate $2000 toward the purchase of additional counters. The board will make sure that we get the most
bang for our buck with the money donated. Kathy Greenwood said this was the most aggressive and positive thing she has seen in this
organization for a long time and she thanked everyone for going along with it.
Daffodil Storage Unit: President Angie said she did not know that the PNW had a heated storage unit at the Daffodil Storage in Puyallup,
WA. We had received notice from them that they were going to require us to have an insurance policy on everything we have in there and
they have raised the rate considerably. Discussion followed and we may be liquidating some of the items no one has seen in 50 years.
Some of the items have been moved already to Dan Marek’s office and Angie’s bedroom closet.
Barrel Extravaganza Race in Longview May 8 & 9 at the Cowlitz County Fair Grounds. Kyle Wiebold is currently working on getting an
insurance rider for an additional million dollar coverage; however we can’t apply for it until 60 days prior to the event. Kyle said he had
talked to the expo event center and they said we have to have our ducks in a row 30 days prior to the event. So we can’t sign the contract
until then. Kyle said they are looking to have several volunteers so please step up.
Presentation of the President’s awards: President Angie gave her first two awards to our newest members to the board Ed Weber
and Steve Zentner; they each received a plaque and a dingy with their office and the year 2014 on it. President Angie then gave out the
rest of her awards by saying without these people she could not do this job; they make her love what she does: Sande Nettnin, Dave
McMains, Jim Putman, Randy Drake, Don Jensen, Carol Jensen, Angie Holm, Dan Morris, Kyle Wiebold, Earl Nettnin, Ann Haak, Mique
Kardell, Kristin Smith, Kathy Greenwood, Luke May, Rob Stafford, Diana Stafford, Ron McDonald, Kathy (Frogg) McMains, Edward
Campbell, Dan Rheaume, Rich Holm, Sid Hagemeier, Kelda Hagemeier, Dave Taylor, and husband Dan Marek without his support and
encouragement she would not be able to do this job. President Angie asked her club the Spanaway Moonshiners present to stand and
she thanked them for being her backbone, they are always ready to help her and Grace May for being Co-Chair of Winter Convention.

Northwest Off-Road Expo presentation by Ed Tenney. This is to promote the PNW and our sport. Ed said there is a lot of people that are unorganized offroaders and we want to get to some of them interested. So they thought instead of calling it “fun days” they would call it an off-road expo; this may be more
appealing to them. The reason for the event: To have fun and promote unity within our association. Raise awareness of the PNW4WDA, and increase

membership. Raise funds for PNW4WDA, PNW Region 1 and Individual clubs that invest. Raise funds for donation to
Children’s Hospital. Raise funds for PNW4WDA Trail Fund and Scholarship Fund. They have a lot of activities planned.
Ed said they will want lots of help from the PNW members. The site can handle over 2000 people. They have plenty of
space for all kinds of activities. Ed said he was coming to us with his hand out asking for a loan of $5000 to use as start
up funds. Ed presented this to the Board at the December Board meeting. The Board endorses this as it is a good PR
thing for us. They have money from Region 1, the Timber Tamers and a major sponsor is taking care of the Corn Maze.
Discussion followed, Ed said he’s pretty sure they can make money. Ed said they had put it on their face book page and
in two days they had about 150 people say they were going. The date for this will be September 26, 2015 at the Thomas
Family Farm in Snohomish, WA. Dan Haak made a motion seconded by Crystal Crowder that we make a loan of $5000
for the Public Relations event out of the carry over funds; motion carried unanimously. There is dry camping available for
PNW members - no hook ups. Watch the Web Site for more information.
Kathy Sterner Award: Presented by Jim Putman WA State Executive Director and Randy Drake OR State Executive
Director. This award was established by the Trailbreakers, Inc in 1976. Past winners present were: Carol Jensen, Linda
Jessen, Angie Marek, Grace May, and Tiffany Morris. This award has been given out 38 times, 21 of the winners are
still active in the PNW4WDA. Randy Drake read the nominees: Carmen Trummert, Kathy Lien, Mona Drake, Julie East,
Kristin Smith, Crystal Crowder, Diana Stafford, and Dianne Danielson. The winner of the Kathy Sterner Award for 2014
is Kristin Smith.
Nominations opened for the 2016 Competition Chairman. Nominations will be opened again at Fall Delegates and
voted on at that time. Steve Zentner was nominated. No other nominations were heard; nominations were closed.
Swearing in of the 2015 PNW4WDA Officers. All appointed and elected positions including Region Vice Directors if
present were asked to come forward and take the oath of office administered by the Parliamentarian Luke May (Dirty 13;
Doo Wop Ditty and Outdoor 4X4).
Summer Convention is open at this time. The Competition Committee will host unless they receive a bid.
Winter Convention 2016: Randy Drake said Region 6 will host, either in North Bend, OR or Bend, OR.
Fall Delegates meeting September 12, 2015 will be in Astoria, OR hosted by Region 3.
President Angie said she would have an Emergency Board Meeting following this meeting to ratify her appointed
positions.

This jeep has been off road one time. It lived on a farm hauling
