Constitution/Bylaw presently reads:
The elective officers of the PNW4WDA shall be elected from those members who have been members in good standing for at least one year. The elective
officers, with the exception of the Region Directors and the Competition Chairman **and Treasurer, shall be nominated at the Delegates Business Meeting in
September and elected at the annual Delegates Business Meeting in February. The office of Competition Chairman shall be nominated at the Delegates Business
Meeting in February and elected at the Delegates Business Meeting in September. There may be further nominations from the floor before the vote is held. **The
office of Treasurer must submit their intention to run for the office by the December Board of Directors meeting with the following attachments. They must include
a written resume including leadership experience, computer knowledge of the current PNW programs, reasonable experience with budgets and profit and loss plus
2 references from other groups or organizations. No new nominations of this office shall be allowed after the December Board Meeting. After approval of the
Board of Directors this office shall be elected at the annual meeting in February. If no qualified candidate applies in the required time, then the president will
appoint a person to the position with ratification of the board. The State Executive Directors shall be a resident of their respective state; they shall be nominated,
voted on and elected by delegates of clubs incorporated in their respective states at State caucus only.

expenditures for the last period. An accurate account will be kept regarding all financial transactions. **As current club membership rosters are received the Treasurer shall issue
membership cards one to a single membership and two membership cards to the member and their spouse or partner and any dependent children 16 to 20 years of age. It shall
also be the duties of this office to supply the board of directors a printed current roster for delegate meetings and other times when directed by the PNW4WDA President. The
Treasurer with the aid of the other officers shall draw up a budget for the next term of office. The budget is subject to approval or change by the delegates at the annual Delegates
Business Meeting in February. It shall also be the duty of the Treasurer to notify in writing each member club and each individual member, sixty (60) days prior to their dues due
date. The Treasurer shall be bonded in accordance with established bonding procedures and in an amount sufficient to protect the Association from loss. Such cost of bonding will
be paid yearly out of the PNW4WDA treasury to a company selected and designated by the Board of Directors. Two (2) signatures are required on all PNW4WDA Checks and no
two people in the same household may sign. An audit of the books shall take place prior to the annual Delegates Business Meeting in February.

PNW4WDA SCHOLARSHIP FUND APPLICATION
Applicant must be a PNW4WDA member in good standing for at least two (2) years or, if you are
an IRS dependent, you must be under 21 and listed on the PNW roster. The applicant can be no more
than 25 at Winter Convention on the year(s) he applies. The recipient may only receive 2 scholarships
Scholarship will be available for any college, university, trade school or school of higher learning.
Application must be completed, signed and received by the PNW Secretary prior to winter

OLYMPIA – The Washington State
Recreation
and
Conservation
Office is hosting a series of online
public meetings to get people’s
thoughts about the future of outdoor
recreation in Washington.
The online forum will gather the
public’s input about the demand
for outdoor recreation, what people
want to see in their parks and on
their trails, what prevents people
from recreating outdoors and the
quality of their experiences when
they do.
To participate in the online public
meetings, visit www.scorpwa.wo
rdpress.com. You can participate
at any time of day. The meeting
will start with a series of questions
about commercialization of parks,
and new questions will be added
regularly. The first series of
questions asks people what they
think about allowing advertising
or corporate naming rights in our
public parks. It also asks if parks
should allow businesses, such
as small grocery stores or gift
shops. It asks whether new types
of recreation, such as zip lines,
should be part of our public parks.
And finally, it asks whether wireless
Internet access should be allowed
in public parks.
“These are thought provoking
questions that are facing our
recreational professionals every
day,” said Kaleen Cottingham,
director of the Recreation and
Conservation office. “We don’t
know the answers and we want to
find out what people really want
their outdoor experiences to be
like.”
The Recreation and Conservation
Office is hosting the online
meetings as part of its revision
to the state’s strategic plan for
outdoor recreation. The state’s plan
needs to be updated every 5 years
to keep Washington eligible for
federal funding through the Land
and Water Conservation Fund.
The Recreation and Conservation
Office uses the federal dollars
for grants to local communities to
build parks and trails, and conserve
wildlife habitat.

PNW4WDA Region 4’s

Every year on the third weekend of September, Region 4 of the Pacific
Northwest 4 Wheel Drive Association holds a big event at Jim Sprick
Park to pick up trash in the surrounding mountains of the Naches
Drainage.
Olympic 4x4 Supply has 'stepped up to the plate' EACH year of PUAM
by supporting us, donating as well as selling us items at a reduced rate
because they believe in the PNW4WDA as a whole.
People started setting up camp Thursday afternoon and by Friday night
the park was packed.

Saturday September 15th, 2012 the day started with a driver's meeting at
8 AM. Naches Ranger Irene Davidson came out to talk with us before we
headed out into the mountains. There were many fires in the area and
we needed to be out of the way of he fire crews. She also wanted us to
report any fires we saw as we were out.

After the drivers meeting we took a group photo of the rigs and headed
out.
Our group Yakima/Kittitas Forest Watch (a division of Eastern
Washington Adventures) headed up FS1701 which is across the road
from Jim Sprick Park. We stopped at the intersection of FS1701 & FS530
to clean up the camps. Next we ran to the end of FS1701 and turned up
4W694. We picked up trash along the way. We took a lunch break at the
Manastash View Point. After lunch we continued on 4W694. We drive
around Funny Rocks since other were there. At 4W695 we turned up it
and stopped to pick up trash at Moon Rocks. Next we headed down
4W695 and turned back onto FS1701. We normally run FS530 up to
Bald Mountain and take 4W675 down but there looked to be a fire near
4W675. This year we just ran FS1701 back down.
In the afternoon they had games for the Junior Jeepers.
In the evening they had the Corn Shucking Contest. Joleene Vessey won
the Corn Shucking Contest the second year in a row.
Naches Ranger Irene Davidson came out to talk with us before we
headed out into the mountains.
After all the corn was shucked and cooked, they had a potluck dinner.
Pollock's Rears and Gears donated the pork for Pulled Pork.
Around 6 PM the raffle started. There were many great raffle prizes. After
the raffle the DJ donated by Build-It Offroad played music and some
danced.
On Sunday Region 4 had a free breakfast for the volunteers. Our group
Yakima/Kittitas Forest Watch (a division of Eastern Washington
Adventures) cooked breakfast. Some of our members bought in some
extras: 10 pounds of bacon donated by Jerry's Valley Meats via Doug
Palmer. A lot of Eggs donated by Steve & Rose Haverfield. Fruit donated
by Terry & Missy Muffett.

events. It is a sure thing if you don’t it
will become a much smaller three ring
circus. They have a plan and that is to
remove ever motor off of your public
lands forever and ever.
2012’s Summer Convention (4x4
racing events to the new guys) was
awesome as you mark your calendars
hold time out in August for the races
as a racer or spectator. This year the
young generation is taking the lead
and putting their efforts into holding the
event; it looks to be an exciting weekend for racers and spectators. I have
my rig in process as I write and I hope I
see you there. Thank you Future FourWheelers for putting on this event for
2013.
Oregon Dunes’ comment period has
been extended to January 24th. I hope
you sent your thoughts and comments
to the Siuslaw NF for recording. The
issue here (in the vegetation around
and in the ODNRADRP) is closing trails
and open dunes as the wind changes
the dunes. The dunes are being driven
inward which changes the area to ride
continuously. Unlike the past these
new play area are in green vegetation
planted by man to stop the eroding
sand which is not working as the new
play areas are in evidence. The second
issue is the Siuslaw National Forest in
all alternatives decrease the dune
area for riding and drivers when we
have increased hundred times fold just
does not make since. Yes build or sign
existing trails but leave every square
inch open possible. The sand is moving
into and out of the vegetation so the
new area has to be included as open
riding area. You can do this on line or

Today is the shortest day and the end
of the world and I hope there will be
more daylight and a world left as you
read this. December marks the end of
another year and the counting of new
days to a fresh start with 2013 upon
us. Floods, fires, firearms, four wheel
drivers wanting for trails are behinds us
and a new future is full of opportunities
in 2013. I and all my friends are pretty
tired of lemonade made from the
proverbial lemons that have been
handed us in 2012 from public land
mangers... But, ‘never tire of doing
good’ echoes in my head and I place
one footstep in front of another and I
will go on. 2013 will be a good year to
change the outcome of the past years.
Wheeling into the future would be a
good motto to adapt.

going to take a big chunk of attention
from environmentalist and agency
alike. If they are allowed to have their

prairie chicken in question. Be it frog,
owl or bird we as citizens of America;
utilizing motorized vehicles stand to
lose ground. Standing united with
comments to public elected officials
and the agency decision makers will
slow the above mentioned gears.
Now is not the time to become weary
my friends and colleagues. Much
headway has been made and we do
have some proof of our hard work.

areas of difficult to extreme 4 wheeling.
Washington’s land managers continue
to know PNW 4-Wheelers will not go
away and are willing to put their efforts
where their hearts are. Idaho is filling
with clubs they may not be PNW
but they are actively addressing the

in my position in the Pacific Northwest
4 Wheel Drive Association. You can
call them whatever you wish including
grandchildren that show little interest in
the back seat of my jeep or any outdoor
recreation without AC/DC power. Still
the access we enjoy is a precious
commodity and I am unwilling to give
the ‘right’ away without some effort on
my part to curtail the anti-access gears
as they mow over my public lands
powered by big pockets, closed minds
and litigations behind our backs and
under the table. Public lands belong to
all Americans; particularly the largest
user group which is motorized use
whether for work or pleasure.
So the NEW YEAR Baby is here and
waking up to some stark realities;
made to grow up to soon and get
right to work. How’s your schedule
for 2013? Please consider setting
aside your spare time now for the great
events this organization has to offer.
From Washington – Oregon and Idaho
we still have some awesome public
lands open and some great events are
in the planning occurring due to the
PNW memberships making it happen.
Washington’s Jamboree and Oregon’s
Creek n Trail and Idaho’s Cabin Fever
are just three fun events that help
support the cause and also provide
wonderful opportunities for friendships
to be made or strengthened. These

closure issues we all face.
Unity is a key word for all of us.
We must combine our efforts with
other associations’ efforts and other
recreationalists for a future of use in
our public lands. I don’t mean we must
join them or water down our messages
and efforts. I mean we must stay
informed and armed with pen and
pencil or 4 wheel drive and shovels to
help when we can with comment and
sweat equity. There are all sorts of 4
wheel drive vehicles with all sorts of
aspirations on recreation and work. We
have to be seen at public meetings and
not be afraid to ask for what we want:
access to our heritage and traditions
of back roads, campfires and our
continued use of public lands.
How do environmentalists look at the
world? I can assure you it is without
you or your kind on public lands. How
do we look to the world? It is the right of
Americans to use public lands for work
or recreating in a motorized vehicle.
The PNW needs people to stand up
and demand their rights like a soaring
Eagle not like a cur Coyote slinking
around, just out of sight. Americas
need to see and hear you like an eagle
in the clear sky. Slinking around in the
shadows will never achieve Class II
trails for you today or the future to use.
Come out into the bright sunshine and
plan your runs and events with lots of
fanfare and horn honking. The world
needs to see you on trails and in play
areas not in the dark of night abusing
our hard fought trails and play areas.
Winters in the Northwest are very
unpredictable and can change very
quickly. Are you going out into the
public lands with your tires and your
tanks filled? Are your motors purring,
checked and ready for a day on public
lands?
Take your sport seriously
enough to be ready for whatever nature
has for you planned or unplanned.
Tires with tread on them that will go the
mile you ask them to without digging
holes or leaving you stranded with flat
tires. Do you go out with friends so
you aren’t a statistic or a Search and
Rescue nightmare? Are you dressed
for the occasion; don’t think you’ll get
by with sneakers in a snow storm or flip
flops changing tires and winching stuck
friends. I am pretty proud of our record
as far as accidents while wheeling
go. Safety is a big issue to me and
should be to you. How’s your fire
extinguisher? Do you have the basic
tools you need for you or your friends
breakdown? I know you all know all
this and more but please take the ‘New
Year’ as a opportunity to tune up your
safety and relaxation habits. Let’s all
have more of both in 2013.
It is winter and time for snow wheeling.
Come join us or another PNW club for
lots of clean fun. Snowmobile’s trails
are off limits and don’t forget they enjoy
snow as much as we do but prefer it
without Class II tracks. Sharing is
good and we need them as motorized
friends using public lands.

How to Form a Club
So ... you and some of your friends have decided you would like to form a four wheel drive club. Now what do you do?
The we offers assistance to any groups wanting to form a club. We can provide:
1) A sample constitution and bylaws
2) Corporate information for your state
3) Help in completing and filing the paperwork
4) Group tax exemption when you join the PNW4WDA
Association officers are available to speak to your group. They will discuss the benefits
of belonging to an organized group and answer any questions you might have.
