by the HBA, earnings from the endowment, and individual contributions through the Fellows Program, have allowed the Foundation
to award more than $13.8 million in grants since its formation. The
largest of these grants each year goes to the Houston Volunteer
Lawyers ─ $820,000 in 2015 alone – where the Foundation is the
largest single provider of unrestricted funds. Those funds, and the

Scofield Takes Office as New Foundation Chair, Balagia Keynote Speaker
The Houston Bar Foundation will hold its
Annual Meeting and Luncheon on February 10
at the Hilton Americas-Houston, 1600 Lamar
St., from 11:30 a.m.-1:00 p.m. Denise Scofield
of Morgan, Lewis & Bockius LLP will become
the new chair of the Houston Bar Foundation,
succeeding William R. Buck of Exxon Mobil
Corporation. The Foundation also will present
its annual awards for outstanding contributions
to the HBA’s Houston Volunteer Lawyers,
Balagia

writing in The Houston Lawyer magazine.
Keynote speaker will be S. Jack Balagia, Jr., vice president and
general counsel of Exxon Mobil Corporation. Balagia is a former
board member of the Houston Bar Foundation and served as Vice
Chair. He is a trustee of the University of Texas Law School Foundation and a past president of the University of Texas Law School
Alumni Association Executive Committee.
He serves on the Board of Directors of the
Institute for Legal Reform of the U.S. Chamber of Commerce and is co-chair of the Civil
Justice Reform Group. Balagia has served on
numerous boards of professional and community organizations.
He helped lead ExxonMobil’s Gulf
Coast and North Texas Employee Charitable
campaigns and is a member of the Salvation
Scofield
Army Dallas-Fort Worth Advisory Board. He
recently received the Larry Schoenbrun Jurisprudence Award from the Anti-Defamation League of Dallas, and the
Houston Bar Foundation honored him with the James B. Sales Pro
Bono Leadership Award in 2014.

Updated Fellows Program Allows HBF to Support Community, Profession
The Fellows Program provides ongoing support that allows the
Houston Bar Foundation to serve the legal needs of low-income
Harris County residents, and continue educational programs for
young people and legal professionals. The Fellows Program has
been updated for 2016 to meet the crucial funding goals of the
Foundation, as well as provide attorneys more flexibility for their
own charitable giving plans.
For those who enter the Fellows Program in 2016 and after,
the pledge is $2,500, which can be made in a single payment or
payable over a 10-year period. Once a Fellow completes the initial
$2,500 contribution, that Fellow has the opportunity to become
a Life Fellow by pledging an additional $2,500, again payable in
a single installment or over a 10-year period. After that pledge
is completed, a Life Fellow is invited to continue to support the
Foundation by contributing $250 annually.
Those who became Fellows prior to the 2016 changes will continue under their current designation, until they decide to go to the
Life Fellow or continued supporter level.
The goal of the Houston Bar Foundation is to become self-sustaining, with the ability to maintain and expand existing programs,
while adding new programs as needs arise. A tax-deductible contribution to the Houston Bar Foundation is one of the best investments HBA members can make in the future of the profession and

Equal Access Champions Important to HVL Goals
The Equal Access Champions Program enables law firms of all sizes,
corporate legal departments, and solo practitioners to work together to help
the HBA’s Houston Volunteer Lawyers achieve defined, realistic objectives
for the provision of pro bono legal services to low-income Houstonians who
cannot afford to pay for them.
Equal Access Champions pledge to handle one pro bono case each year
through HVL for every five attorneys in the firm, for a period of five years.
Champions have access to the resources of HVL, including CLE, mentoring
and staff support in finding and choosing cases. The Equal Access Champions Program has the support of the Harris County judiciary and members of
the Supreme Court of Texas, and has been recognized at the national level
for innovation in legal services.
As an Equal Access Champion, you or your firm’s name is included in
each issue of The Houston Lawyer magazine and the Houston Bar Bulletin;
on the HBA website; and on signage at certain HBA and HBF events. For

Foundation Presents Awards for Outstanding Pro Bono Service
The Houston Bar Foundation will honor law firms, corporations
and individuals for outstanding contributions to the HBA’s Houston
Volunteer Lawyers, the Harris County Dispute Resolution Center,
and for legal writing in The Houston Lawyer. The awards, for work
performed during 2015, will be presented at the Foundation’s Annual Luncheon on February 10th.
James B. Sales Pro Bono
Leadership Award
John Eddie Williams, Jr., managing partner of Williams Kherkher,
will be honored as the sixth recipient of the James B. Sales Pro Bono
Leadership Award. Williams has
served on the board of directors of
the Houston Bar Foundation since
2009 and chaired the Foundation
in 2014. He also serves on the
Astros Board of Directors (Houston
Baseball Partnership) and the board

of Community Bank of Texas. Williams serves on the board of governors of the American Association for Justice, the James A. Baker
III Institute for Public Policy at Rice University, and the Houston
Police Foundation. He is a past president of the Texas Trial Lawyers Association and the Houston Trial Lawyers Association.
Williams is a graduate of Baylor University and Baylor School
of Law, where he was editor-in-chief of the Law Review. He has
been honored as Baylor’s “Lawyer of the Year.”
John Eddie and his wife Sheridan are very involved in the
community, donating time and money to many worthy causes. One
of the causes they feel strongly about is the Houston Chronicle
Goodfellows Fund where they have donated the largest individual
gift in the local toy drive’s 97-year history two years in a row.

Veterans Legal Initiative Serves Those Who Served
After serving their country in conflicts from World War II to the
war in Iraq, many veterans find themselves unable to afford basic
civil legal services to protect their families, their property, their
health and their livelihood. A project of the Houston Bar Foundation,
Houston Bar Association and HBA’s Houston Volunteer Lawyers
provides legal advice and pro bono legal services
to low-income veterans through the Veterans Legal
Initiative (VLI).
The VLI is supported by grants from the Houston Bar Foundation and, since 2011, a grant from
the Texas Access to Justice Foundation. Additional
support has come from the Texas Bar Foundation,
United Way, and the Fulbright & Jaworski Foundation.
As of January 1, the VLI has served 12,790 veterans in Harris County and 17 surrounding counties that include Bell, Brazoria,
Brazos, Chambers, Fort Bend, Galveston, Grimes, Hardin, Jefferson,
Liberty, McLennan, Montgomery, Orange, San Jacinto, Travis, Walker and Waller. The HBA and HBF partner with the Jefferson County
Bar Foundation, Fort Bend Lawyers Care, Baylor Law School, the
Austin Bar Foundation and other local bar associations to serve a
veteran population of more than 500,000.
This year the Texas Legislature appropriated additional funds for
veteran legal services through the Texas Access to Justice Foundation. The VLI was honored to receive increased funding to expand
clinic programs into the Richmond and Lufkin VA Outpatient Clinics, and to increase outreach to veterans.
The Veterans Health Administration allows the VLI to conduct
Saturday legal advice clinics in any of its Outpatient
Clinics in the service area. Local bar associations
partner with the VLI to provide volunteer attorneys
to staff the clinics.The VLI also partners with VFW
and American Legion Posts, community centers,
and the Texas Veterans Commission, which staffs
each Saturday clinic with a representative to counsel
veterans about benefits.
Every Friday, from 1:00-5:00 p.m., the VLI holds a legal advice
clinic at the Michael E. DeBakey VA Medical Center. Law firms,
corporate law departments, individual attorneys and other groups
volunteer their time to staff the clinics and handle pro bono cases.
The VLI also maintains a list of more than 200 on-call volunteers.
The VLI also provides educational programs for attorneys and
veterans, including two residential facilities in Houston.

MOCK TRIAL PROGRAM

Houston Volunteer Lawyers makes it easy for volunteers to
help in these matters, assigning a staff attorney to every pro bono
case for mentoring and making a litany of legal resources available

The Houston Bar Association’s Juvenile Justice Mock Trial Program is now in its 40th year of teaching young teens about law and
the legal system. As part of social studies or history classes, students
in approximately 40 participating public and private schools in the
Houston area work with law students and staff to learn about the
procedures involved in a courtroom trial.
Over a five-week period, the students develop their own case
story and assume the roles of judge, jurors, attorneys, defendants,
plaintiffs and witnesses. At the end of the unit, the classes travel to
the Harris County courthouse complex where they enact their mock
trial in an actual courtroom. The program focuses on eighth grade
students and has reached more than 42,000 students in the Houston
area, encouraging respect for the judicial system and discouraging
entry into the system in a negative way.
LAWYER ASSISTANCE PROGRAM
The Houston Bar Foundation provides limited, temporary
financial assistance to attorneys who qualify and are approved by
the Foundation’s Board of Directors as being in need of Financial
Assistance.
CONTINUING EDUCATION
GRANTS
The Foundation provides a grant to underwrite education for
Harris County court personnel that is related directly to the administration of justice. Grants have been made to both individuals and
groups.
DOCUMENT PRESERVATION
PROJECT

Foundation Rebranding
The Foundation partners with the Harris County District Clerk’s
Document Preservation Project to accept donations for preserving and
cataloging historical cases and documents from the Harris County
Courts. Donations to preserve specific case files or for general document preservation needs may be made through the Foundation.
‘NOW YOU ARE 18’ HANDBOOKS
A grant to the Houston Bar Association Auxiliary Charitable
Fund enabled the HBA Auxiliary to distribute copies of the booklet,
“Now You Are 18” to high school seniors in numerous school
districts and private high schools in Harris County. Prepared by
the Texas Lawyers Auxiliary, the booklet explains the importance
of knowing one’s legal rights and responsibilities. Topics covered
include issues such as renting an apartment, credit and debt collection, employment and buying a car.
